If Windows remains on “Shutting down,” first determine whether it is finishing an update or truly stalled. Save work, wait when update progress is visible, and then test the least disruptive change below. The nine fixes isolate updates, external hardware, Fast Startup behavior, third-party services, drivers, damaged system files, and recovery-state changes without assuming one universal cause.
“Windows stuck on shutting down screen,” “PC won’t turn off after clicking Shut down,” and “Windows hangs when I shut down” describe a symptom, not a diagnosis. The trigger may be an update, a device driver, a peripheral, a background service, an application, or damaged system components. A recent change is useful evidence, but it is not proof that the change caused the problem.

Before changing anything, classify the shutdown hang
Answer these questions before starting the checklist. Write down what you observe so that each test has a clear result.

- When did it begin? Note the first occurrence and whether a Windows update, new application, driver, accessory, firmware change, or policy change happened shortly beforehand.
- Does Restart work? A normal restart that completes while Shut down stalls points to a different path than a machine that cannot restart either.
- Is Windows showing update progress? A message such as “Working on updates” is different from a frozen shutdown screen. Do not interrupt visible update installation unless the computer has clearly failed and recovery guidance is needed.
- Does the machine respond? If the pointer, keyboard, or storage activity still changes, give Windows more time. If the display is completely frozen, record that fact before forcing power off.
Change one thing at a time. After each meaningful diagnostic change, try a normal shutdown again. That makes the result interpretable instead of combining several possible causes.

Nine-step checklist for a PC that will not turn off

1. Check whether Windows is still applying an update
If the shutdown screen explicitly shows update progress, leave the computer connected to power and allow the process to complete. Interrupting an installation can create a startup problem that is harder to diagnose than the original delay. Microsoft’s update guidance says to save work, close applications, and choose Update and restart or Update and shut down when those choices appear.
If the same hang returns after a particular update, record the update name or number, the date, and any displayed error. That record is useful when you move to the update troubleshooter or recovery options. If there is no update message, continue rather than repeatedly waiting indefinitely.

2. Disconnect nonessential external devices for one test
Power down normally if possible, then remove nonessential docks, external drives, printers, card readers, USB hubs, phones, and other accessories. Leave only the keyboard, mouse, display, network connection, and any device required to operate the computer. Try Shut down again.

The device that recreates the symptom is a lead, not definitive proof: its USB, storage, power-management, or firmware driver may be involved. Check the device manufacturer’s current driver and firmware instructions before replacing hardware. Do not assume that every shutdown hang is caused by a peripheral; this step is controlled isolation.

3. Compare Restart with Shut down, then perform one full-shutdown test
Choose Restart and note whether Windows reaches the sign-in screen normally. If Restart also stalls, treat the issue as broader than the shutdown path. If Restart succeeds but Shut down does not, run one full-shutdown test from an elevated Command Prompt:

Shutdown /s /t 0The command requests a full shutdown rather than the hybrid behavior associated with Fast Startup. Microsoft documents a Fast Startup shutdown or hibernation failure that returns the device to the Lock screen for Windows 10 and Windows 8.1; that article was updated February 12, 2026. Its version scope and specific event scenario matter. The command is a qualified comparison, not proof that Fast Startup causes a general Windows 11 hang and not a guaranteed fix for every shutdown failure.
Use an elevated Command Prompt: open Start, type Command Prompt, select Run as administrator, approve the prompt, enter the command, and observe whether the result differs from the Start-menu action.

4. Use a clean boot to isolate third-party software
Microsoft Support describes the purpose this way: “A clean boot starts Windows with only essential drivers and startup programs, making it easier to identify and troubleshoot background software conflicts affecting apps or games.” A clean boot temporarily disables non-Microsoft services and startup applications; it does not uninstall them.
- Press Windows key + R, type
msconfig, and press Enter. - Open the Services tab, select Hide all Microsoft services, then select Disable all. Hiding Microsoft services first prevents you from disabling core Windows services by mistake.
- Open the Startup tab and select Open Task Manager.
- In Task Manager’s Startup apps list, disable each currently enabled nonessential startup app. Record every item you change.
- Close Task Manager, select OK in System Configuration, restart, and test a normal shutdown.
If shutdown works in the clean-boot state, re-enable services and startup apps in small groups, restarting and testing between groups. The group that brings the hang back identifies where to investigate; it does not automatically identify one guilty application. Check that application’s update, service, and exit settings.
After testing, open System Configuration again, select Normal startup on the General tab, and re-enable the services and startup apps you disabled. Clean boot reduces functionality while active, and an organization’s policy may prevent these changes. On a managed computer, ask the administrator before altering startup configuration.

5. Check Windows updates and device-maker drivers
Install appropriate Windows updates, then check the computer or component manufacturer’s instructions for drivers that match your model and Windows edition. Give priority to storage, chipset, graphics, network, USB, and power-management drivers when the symptom followed hardware or a driver change.

Please review EULA and Privacy policy.Use Windows Update and Device Manager to inspect available updates, but do not rely on generic third-party “driver updater” utilities. Microsoft’s guidance recommends obtaining third-party driver updates and installation instructions from the hardware manufacturer. If the problem began immediately after a driver installation, note its date and version; that timeline informs the recovery step rather than proving causation.
Restart after installing a driver or update and test shutdown before making another change. If an installer requests a restart, allow it to finish before judging the shutdown result.

6. Repair the Windows image and system files
When several Windows features misbehave, built-in repair tools can correct component-store or protected-file problems. They are not shutdown-specific fixes and cannot repair failing hardware.
Open an elevated Command Prompt and run the commands in this order, allowing each one to finish:

DISM.exe /Online /Cleanup-image /Restorehealth sfc /scannowDISM repairs the Windows component image that System File Checker uses; SFC then checks and repairs protected system files. The scan duration depends on the computer and the condition of the image. Read the result shown on your screen, restart, and test shutdown. Do not infer a successful repair merely because a command completed without an obvious error.

7. Run the Windows Update troubleshooter when updates are involved
On Windows 11, open the Get Help app and run Microsoft’s automated Windows Update troubleshooter. Microsoft’s general instructions also identify Settings > System > Troubleshoot > Other troubleshooters > Windows Update; labels can differ slightly by Windows version and build.
Follow the troubleshooter’s actions, restart when it asks you to, and check for updates again. Use this path when the shutdown problem follows update installation, repeated update failures, or an update that remains pending. It is a diagnostic and configuration repair step, not a replacement for checking a device driver or using recovery when a specific update is the clear turning point.

8. Undo a recent change through Windows Recovery Environment
When the timing points strongly to an update or system change, use the least disruptive recovery option that matches the evidence. Windows Recovery Environment (WinRE) provides Uninstall Updates, System Restore, Startup Repair, Command Prompt, and Reset this PC.

- System Restore returns system files, drivers, and settings to an earlier restore point; it does not function as a general hardware repair.
- Startup Repair is intended for startup failures, so choose it when Windows also cannot boot normally.
- Reset this PC is a broad recovery action. Depending on the option selected, it can keep personal files or remove them while reinstalling Windows. Read every confirmation screen.
Back up accessible personal data before using recovery. Recovery actions have different effects, and a restore or reset can remove applications, drivers, settings, or files. Do not select Reset simply because a shutdown is slow when a narrower diagnostic step remains available.

9. Enter recovery tools or escalate when Windows will not start normally
To open WinRE from a working Windows session, use Settings > System > Recovery > Advanced startup > Restart now on Windows 11. You can also hold Shift while selecting Power > Restart. From the recovery menus, select the tool that matches the evidence rather than experimenting with every option.
If Windows fails during startup, Microsoft documents interrupting startup twice so that Automatic Repair should appear on the third start. Treat forced power interruption as a recovery-entry method for startup failure, not as a routine way to clear an ordinary shutdown hang. Repeatedly cutting power during normal shutdown can risk unsaved data and filesystem damage.
If the built-in recovery environment is unavailable, create Windows installation media on a working computer, start the affected PC from that media, and choose Repair my PC to reach WinRE. An existing recovery drive or installation USB can provide this access; the USB itself does not fix a shutdown hang.

Escalate sooner if you see drive errors, repeated blue screens, overheating, unexplained power loss, clicking storage, swollen batteries, or other signs of hardware failure.
How to read the results of the nine tests
- Only the clean boot works: restore normal startup, then narrow the disabled services and startup apps in groups until the conflict returns. Keep the working configuration documented while you investigate.
- Only removing a peripheral works: reconnect devices individually and obtain the implicated device’s current firmware or driver. If the device fails on another computer too, treat that as a hardware support case.
- The problem tracks one update: retain the update details and use the troubleshooter or the matching WinRE uninstall option. Avoid repeatedly uninstalling unrelated updates.
- Restart and full shutdown both fail: prioritize system-file, driver, recovery, and hardware checks rather than treating Fast Startup as the explanation.
- Nothing changes: the cause may be configuration-specific or hardware-related. Preserve logs, dates, and the exact tests already performed before contacting support; that evidence prevents the same steps from being repeated.
Windows 10 and Windows 11 support context in 2026
Microsoft’s clean-boot, Windows Update, unexpected-restart, and recovery guidance covers Windows 10 and Windows 11. The documented Fast Startup shutdown-failure scenario is explicitly for Windows 10 and Windows 8.1, so it should not be generalized into a Windows 11 diagnosis.
Windows 10 support ended on October 14, 2025. Windows 10 PCs continue to operate, but Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes after that date. That support status does not itself explain a shutdown hang; it affects which updates and official support options are available while you troubleshoot.
There is no established universal cause, prevalence rate, average repair time, or guaranteed success percentage for shutdown-screen hangs. The reliable approach is controlled isolation: identify what changed, test one variable, observe whether a normal shutdown completes, and choose recovery or professional assistance based on that evidence.
