WB Games says Nemesis Forge is no longer available, and Xbox confirms that players can no longer transfer in-game Nemeses to the sequel. If you mean moving a complete local save file, the official notices do not provide instructions or a universal answer; that depends on your platform and the kind of move you mean.
Can you transfer a Nemesis from Shadow of Mordor to Shadow of War?
No. The Nemesis Forge route is discontinued, so there is no current supported way to import a Nemesis into Shadow of War. WB Games lists Nemesis Forge among the Shadow of Mordor features that are no longer available, and Xbox states the direct consequence: players can no longer transfer their in-game Nemeses from the first game to the sequel.

WB Games says network changes made certain features unavailable beginning December 31, 2020, on PlayStation 4, Xbox One, and Steam. The notice identifies the Nemesis Forge feature as unavailable: WB Games Support: Middle-earth: Shadow of Mordor – Status Update. Xbox’s explanation appears in its November 1, 2021 article about the Shadow Bundle: Xbox Wire: Middle-earth: The Shadow Bundle Is Now Available For Xbox One And Xbox Series X|S.
Does this mean you cannot move a complete save file?
Not necessarily. The cited notices address Nemesis Forge and the transfer of in-game Nemeses; they do not explain console save backups, PC save locations, or cross-platform save migration. They therefore do not establish whether a separate local-save method works for a particular platform or account.

If you mean a whole-game save rather than Nemesis carryover, identify whether you are moving between devices on the same platform and account or between different platforms. You will need guidance specific to that situation. Do not treat a local save-file move as a way to restore Nemesis Forge or import a Nemesis through the discontinued service.
Why your Nemesis Forge transfer will not work
If you are trying to send a Nemesis to Shadow of War, the issue is not a missing menu setting or a transfer step: the supported feature is no longer available. Reinstalling either game or owning both titles does not reactivate it.
Rank #2
- Immerse yourself in the epic scale of Middle-Earth as you forge a new ring and siege epic fortresses to face the dark lord and Nazgul.
- Experience a richer and more personal world full of new enemy types, stronger personalities and deeper stories - anyone you face can now evolve from a lowly soldier to a mighty overlord.
- Go behind enemy lines and use strategy, cunning or brute force to conquer Sauron' s fortresses and turn them against him.
WB Games also reports that Vendetta missions are no longer available. Its notice says the “Repaid in Blood” achievement or trophy can still be unlocked. Leaderboards no longer connect to other players and show only your score, while “The Hunt is My Mistress” and “Lord of the Ring” achievements or trophies remain unlockable. WBPlay is also unavailable; the “Orc Hunter” and “Gravewalker” Epic Runes are automatically awarded to all players.
Will buying the Shadow Bundle restore the transfer?
No. The Xbox listing describes a bundle that includes Shadow of Mordor: Game of the Year Edition and Shadow of War for Xbox One and Xbox Series X|S. It is a way to obtain the games, not a replacement for the discontinued Nemesis Forge service, so purchasing the bundle will not enable Nemesis transfer.
