In practical terms, “transfer” means more than moving a file between storage devices. The newer product would have to recognize the old version’s save format and associate its mission state, choices, collectibles and unlocks with the new build. 2K’s statement says that recognition does not occur. A save that remains visible in a platform backup is therefore not automatically usable by the newer-generation game.
Make sure you have the right Mafia game

Cloud backup remains useful as protection for the old console’s version, especially before you replace or reset hardware. USB copying or external storage

Should I delete the old installation after upgrading?
