Use a USB data cable for the most predictable transfer that does not depend on internet or local-network setup: unlock the Android phone, choose File transfer in its USB notification, and copy files from the Windows file-transfer window. If you need to go cable-free, Google Quick Share works nearby over Bluetooth and a shared local network; Phone Link is useful when it is already configured, but its account, Wi-Fi, version and mobile-data settings make it a less certain choice for a strictly offline transfer.

Choose the method that fits your connection

“Without an internet connection” can mean two different things. You may want a completely direct transfer with no network at all, or you may simply want the files to stay on a nearby local connection instead of being uploaded to cloud storage. USB is the only method here that needs neither the internet nor a local network. Quick Share and most Phone Link workflows use local Wi-Fi, while some Phone Link synchronization can use mobile data if you permit it.

Method What you need Best fit Important limitation
USB cable A cable that supports data and a compatible phone and PC connector A direct transfer with no network setup A charge-only cable cannot transfer files
Google Quick Share Quick Share on Windows, Bluetooth, Wi-Fi or Ethernet, and the same local network Nearby wireless transfers without a cable Some networks block device-to-device traffic; a phone hotspot can work around that
Microsoft Phone Link Supported Windows and Android versions, Link to Windows, a Microsoft account and the same Wi-Fi People already using Phone Link’s integrated phone features Capabilities vary by app version and phone; mobile-data synchronization may be enabled

Compare more than convenience. USB has the smallest setup burden and does not depend on accounts, discovery or network permissions. Quick Share avoids a cable but needs two radios, compatible software and a local path that permits device-to-device traffic. Phone Link adds account and app-version requirements, and its documented features differ by device. If you have no usable Wi-Fi or Ethernet network, USB is the straightforward choice. If a local router works but has no internet uplink, Quick Share can still be useful. If a managed network isolates clients, a cable or Quick Share over the phone’s hotspot is more practical.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no official comparative speed benchmark for these methods in the available documentation. Pick USB when predictability matters, Quick Share when you want a nearby wireless transfer, and Phone Link when its pairing and feature requirements are already satisfied.

Before you start

  • Decide whether cellular data is also off-limits. A method can avoid the public internet while still using a phone hotspot or Phone Link’s mobile-data synchronization.
  • Keep both devices charged enough to finish the copy. Wireless transfers can be interrupted if a phone powers down before an approval prompt is handled.
  • For USB, identify the connector on the phone and an available connector on the PC, then use a cable that explicitly supports data rather than charging only.
  • For wireless methods, place the phone and PC nearby and have the receiving device unlocked or ready to approve a request.
  • Do not erase the original files until you have opened several copies at the destination and confirmed the batch is complete.

Method 1: Transfer files with a USB cable

USB is the shortest path from an Android phone to a Windows PC. The phone exposes its storage directly to Windows after you switch the USB connection from charging to file transfer. It is also the only method in this guide that requires no local network, Bluetooth, account or wireless discovery.

Check the cable and ports first

  • The cable must support data. Google warns that some USB cables only charge.
  • Check which connector the phone uses and which USB ports are available on the computer. Compatibility depends on those devices; no particular cable model or transfer speed is guaranteed here.
  • Keep the phone unlocked for the initial connection so its USB options are available.
  • If you are buying or borrowing a replacement, look for a USB data-transfer cable and confirm that both ends match the phone and PC. Physical fit alone does not prove that data lines are present.

Copy files from Android to Windows

  1. Unlock the Android phone.
  2. Connect the phone to the Windows computer with the data-capable USB cable.
  3. On the phone, tap the notification labeled Charging this device via USB.
  4. Under Use USB for, select File transfer.
  5. Use the file-transfer window that opens on Windows. Select files or folders and drag them to a folder on the PC, or copy and paste them.
  6. Wait for the copy operation to finish rather than disconnecting when the progress indicator is still active.
  7. When the copy is complete, eject the Android device from Windows and then unplug the cable.

Copy files from Windows to Android

After the same File transfer mode is active, open the phone in Windows’ file-transfer window, browse to the destination folder, and copy the files from the PC into it. Choose a destination you can recognize later, keep the window open until Windows reports that the operation has finished, then eject the device before disconnecting. The same procedure works for moving a group of documents, photos or videos in either direction; the limiting factor is available storage and the connection, not an internet account.

When the phone only charges

If Windows does not show the phone, look at the phone’s USB notification rather than assuming the connection failed. Select File transfer; the default charging mode does not expose storage. If that option never appears, the cable may be charge-only or the connector may not be compatible. Try a different cable known to support data and verify the phone and PC ports. Do not infer that a cable transfers files merely because it fits or charges the phone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reconnect after unlocking the phone if the notification is hidden. A locked device can keep the USB choices from being obvious. If the phone is visible but a copy is incomplete, wait for Windows to finish writing, check the destination file, and repeat the copy for any missing items before unplugging.

USB cost and buying guidance

The relevant physical product is a USB cable with data-transfer support. You do not need a special internet service or cloud subscription for this method. Check connector compatibility and data support before purchasing; no particular brand, speed, price or model is guaranteed by this guide.

Method 2: Use Google Quick Share over a local connection

Quick Share sends images, videos and documents between nearby Android devices and Windows computers without sending them through a cloud service. Google states that shared files are encrypted. Incoming requests require approval unless the devices are signed in to the same Google Account and the transfer is eligible for automatic acceptance.

  • SUPERIOR COMFORT — Unlike traditional circular ear buds, the design of EarPods is defined by the geometry of the ear. Which makes them more comfortable for more people than any other ear bud–style headphones.
  • HIGH-QUALITY AUDIO — The speakers inside EarPods have been engineered to maximize sound output and minimize sound loss, which means you get high-quality audio.
  • BUILT-IN REMOTE — EarPods with USB-C plug also include a built-in remote that lets you adjust the volume, control the playback of music and video, and answer or end calls with a pinch of the cord.
  • COMPATIBILITY — Works with all devices that have a USB-C port.
  • INTEGRATED MICROPHONE — A built-in microphone precisely captures your voice while you’re on the phone, taking a FaceTime call, or summoning Siri — so you’re always heard loud and clear.

Compatibility and installation

  • Android 6.0 and later includes Quick Share according to Google’s product information.
  • On a non-Samsung Windows PC, install the Google Quick Share app. A Samsung PC should use Samsung’s Quick Share app from the Microsoft Store instead.
  • Google lists support for 64-bit Windows 10 and later. ARM-based PCs require Windows 11 or later.
  • Google lists availability exceptions for Cuba, Iran, North Korea and Syria. Availability can change, so users in those locations should verify the current local status.

Network requirements for an offline transfer

Google’s instructions require Bluetooth to be on, Wi-Fi or Ethernet to be enabled, and both devices to be connected to the same network. This is a local-network transfer; an internet connection is not the same thing as the required local link. A router can keep devices connected to one another even when its internet service is down, provided it does not isolate wireless clients.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the devices within about 5 m (16 ft), the distance stated on Google’s Quick Share for Windows page. Bluetooth, Wi-Fi or Ethernet settings can prevent discovery even when the devices are physically close, so check the radios and network before changing other settings.

Send files from Windows to Android

  1. Open Quick Share on the Windows PC.
  2. Select the files or folders, or drag them into the Quick Share window.
  3. Choose the visible Android phone from the device list.
  4. Wait for the phone to display the request, then have the recipient accept it unless automatic acceptance applies.
  5. Leave both devices nearby until the transfer confirmation appears.

Receive files on Windows

  1. Open Quick Share on Windows and set the PC’s device visibility so the Android phone can find it.
  2. Start the send operation on the Android phone and select the Windows PC.
  3. Accept the incoming request on Windows.
  4. Look in the Quick Share folder under Downloads; Google identifies that as the location for received files.

Because incoming requests are normally interactive, do not walk away immediately after starting a transfer. Check the receiving screen for an approval prompt. Devices using the same Google Account may accept their own transfer automatically, but that behavior should not be assumed for two unrelated accounts.

Fix a blocked local network

Guest, office and managed networks can prevent devices from discovering or contacting one another even when both are connected to the same Wi-Fi name. Google’s documented workaround is to turn off Wi-Fi on the phone, turn on the phone’s hotspot, and connect the Windows PC to that hotspot. Both devices then share a local connection created by the phone. This does not turn Quick Share into a cloud transfer, but it does use the phone’s hotspot feature, so check any carrier or battery implications before starting a large copy.

If discovery still fails, confirm Bluetooth is enabled on both devices, verify that the PC and phone are on the same local connection, move them closer than 5 m, and check that the receiving device is visible. A request that appears but is not completed still requires the recipient to approve it.

Method 3: Transfer with Microsoft Phone Link

Phone Link can share files between a paired Android phone and Windows PC, but it is not the best first choice for a transfer that must be independent of every external network. Pairing requires an account and the documented setup expects the phone and PC to be on the same Wi-Fi.

Baseline requirements

  • Windows 10 with the October 2022 update or later, or Windows 11.
  • Android 10 or later.
  • The Link to Windows app on the phone and Phone Link on the PC.
  • A Microsoft account used during pairing.
  • The phone and PC connected to the same Wi-Fi network.

Use the documented file-sharing flow

Microsoft lists minimum versions of Link to Windows 1.24032.518.0 or later on Android and Phone Link 1.24032.156.0 or later for its share-files flow. Update or verify those versions before troubleshooting a missing sharing option. Then pair the phone and PC through Link to Windows and Phone Link, open the available file-sharing control, choose the destination device or file location shown by the app, and approve any request on the receiving device.

Phone Link is most convenient when it is already paired for notifications, messages or other integrated features. Setting it up solely for one transfer adds account and version checks that USB avoids. Feature availability can also depend on the phone model, so a missing control is not proof that every Phone Link feature is unavailable.

Understand mobile-data behavior

Microsoft says cross-device copy and paste can use mobile data when Wi-Fi is unavailable if syncing over mobile data is allowed. If your definition of offline includes avoiding cellular data charges or cellular network use, open Phone Link’s settings and disable mobile-data synchronization before copying. A Wi-Fi connection can exist without internet access, but Phone Link’s account pairing and feature availability still depend on the versions and configuration Microsoft documents.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Drag-and-drop restrictions

Microsoft’s documented drag-and-drop feature is narrower than Phone Link as a whole. It requires a supported Samsung device and the same Wi-Fi network. It transfers files, not folders, and permits up to 100 files at a time with a maximum of 512 MB per file. Do not apply those limits to every Phone Link workflow; they describe this specific drag-and-drop feature.

Windows 10 support context

Microsoft ended Windows 10 support on October 14, 2025. After that date, Microsoft no longer provides free Windows Update software updates, technical assistance or security fixes for the operating system. Windows 10 may still run these transfer tools, but a PC that remains on it has an unsupported security posture. Moving files by USB does not change that status.

Offline does not always mean the same thing

When you have no Wi-Fi network at all

Use USB. It does not require Bluetooth pairing, a shared network, an account or a hotspot. The only essential hardware condition is a data-capable cable with compatible connectors.

When the internet is down but a local router still works

Quick Share can be appropriate if Bluetooth is enabled, both devices are on the same local network and the network allows device-to-device traffic. Phone Link may also work if it is already paired and its app versions meet Microsoft’s requirements, but check its mobile-data setting so it does not silently switch to cellular synchronization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When the network isolates devices

Use USB, or apply Quick Share’s phone-hotspot workaround. A network that blocks peer discovery can defeat wireless transfer even though both devices show the same Wi-Fi name.

When you must avoid both internet and cellular data

USB is the clearest match. Quick Share’s hotspot workaround creates a local path but may involve the phone’s hotspot service; Phone Link can use mobile data if that option is allowed. Check those settings explicitly instead of assuming that “offline” disables every radio or metered connection.

Troubleshooting checklist

Windows cannot see the Android phone over USB

  • Unlock the phone and reconnect it.
  • Tap Charging this device via USB and choose File transfer.
  • Replace a charge-only cable with one that supports data.
  • Check that the cable connector matches both the phone and PC ports.
  • After copying, eject the device in Windows before unplugging it.

Quick Share shows no device

  • Turn on Bluetooth on both devices.
  • Enable Wi-Fi or Ethernet and connect both devices to the same local network.
  • Check the receiving device’s visibility setting.
  • Move the devices within the stated 5 m (16 ft) range.
  • If the network blocks device-to-device traffic, turn on the phone hotspot, disable the phone’s Wi-Fi, and connect the PC to that hotspot.

The Quick Share request is waiting

The receiving device must approve incoming requests. On Windows, check the Quick Share window and its visibility setting; on Android, check the notification or Quick Share prompt. Same-Google-Account devices may accept their own transfer automatically, but do not expect that behavior for unrelated accounts.

Phone Link has no sharing option

  • Confirm Windows 10 has the October 2022 update or use Windows 11, and confirm Android 10 or later.
  • Check the Link to Windows and Phone Link versions required for the share-files flow.
  • Confirm the Microsoft account pairing completed and both devices are on the same Wi-Fi.
  • For drag-and-drop, verify that the phone is a supported Samsung model, that you are sending files rather than folders, and that each file is 512 MB or smaller with no more than 100 files in the batch.
  • Review the mobile-data synchronization setting if cellular data is not acceptable.

A wireless transfer starts but does not finish

Keep both devices close, leave the receiving window visible and respond to any approval request. Recheck that the local connection has not changed and that the destination still has room. If the network continues to isolate the devices, switch to USB or use the documented phone-hotspot setup for Quick Share.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Safe completion and file integrity

  • Wait for the copy operation to finish before disconnecting either device.
  • Use Windows’ eject command for USB transfers instead of pulling the cable while files are being written.
  • For wireless transfers, accept requests only from the device you intended to use; Quick Share encrypts shared files according to Google.
  • Open a few transferred files at the destination before deleting the originals, especially after a large batch.
  • Keep the phone awake and nearby during a wireless transfer so a visibility or approval prompt is not missed.
  • For sensitive material, confirm the destination folder and the receiving computer or phone before accepting. A nearby device request should not be approved merely because it appears.

The practical decision

Start with USB when the requirement is truly “no internet and no network.” It has one decisive checkpoint—File transfer mode—and avoids account, discovery and hotspot problems. Choose Quick Share when you want cable-free transfers and can provide Bluetooth plus a shared local connection; use the phone-hotspot workaround if the existing network isolates devices. Choose Phone Link only when its pairing is already convenient and you have checked its versions, Wi-Fi dependency and mobile-data behavior. Those choices cover direct offline copying without relying on cloud storage or an unverified speed claim.

Frequently Asked Questions

Can I transfer files with no internet at all?

Yes. A USB data-capable cable and Android’s File transfer mode need neither internet nor a local network. Quick Share can also use a local connection without internet, while Phone Link has additional account, Wi-Fi and version requirements.

Why does my Android phone charge but not appear in Windows?

The cable may support charging only, or the phone may still be in charging mode. Unlock the phone, tap Charging this device via USB, choose File transfer, and try a cable known to support data if the option is missing.

Does Quick Share require Wi-Fi internet?

Google’s instructions require Bluetooth, Wi-Fi or Ethernet, and the same local network, but they do not require that network to provide internet access. If the network blocks device-to-device traffic, connect the PC to the phone’s hotspot after turning off the phone’s Wi-Fi.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where does Quick Share save files on Windows?

Google identifies a Quick Share folder under Downloads as the location for received files.

How close do the devices need to be for Quick Share?

Google’s Quick Share for Windows page states a distance of about 5 m (16 ft). Keep both devices nearby and check Bluetooth, network and visibility settings if discovery fails.

Can Phone Link transfer files without using cellular data?

It can use the same Wi-Fi when the documented requirements are met, but Microsoft says cross-device copy and paste may use mobile data if that setting is allowed and Wi-Fi is unavailable. Disable mobile-data synchronization if cellular use is not acceptable.

What are Phone Link’s drag-and-drop limits?

Microsoft documents this feature for supported Samsung devices on the same Wi-Fi. It transfers files, not folders, with up to 100 files at a time and a maximum of 512 MB per file. Those limits do not automatically apply to every Phone Link workflow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is Phone Link available on every Android phone?

Microsoft’s baseline requirements list Android 10 or later, compatible apps and a Microsoft account, but individual features can have additional device restrictions. The documented drag-and-drop feature specifically requires a supported Samsung device.

The Bottom Line

For the simplest transfer with no internet or local network, connect an unlocked Android phone with a data-capable USB cable and select File transfer. Use Quick Share for nearby wireless copying when Bluetooth and a shared local network are available, or its phone-hotspot workaround when peer traffic is blocked. Use Phone Link only after checking its Wi-Fi, account, app-version, device and mobile-data requirements.
