Your Finnish work-based residence permit is not cancelled automatically on the day your job ends. Depending on the permit category and how long you have held it, the Finnish Immigration Service (Migri) gives you a three- or six-month protection period to find another job. That period does not renew or extend the permit. You must leave Finland when the permit expires unless you have obtained another lawful basis for residence.
Whether you can start with a new employer without applying again depends mainly on the permit type and whether the new work is in the same field. Use the steps below to identify your rights before accepting or starting work.

What “transferring” the permit actually means
Finland does not use one universal transfer procedure for every work-based residence permit. In practice, “transfer” can mean one of three different things:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Changing employer under an existing permit without a new application.
- Applying for a new permit because the job, field, task or employer restriction has changed.
- Changing to an entirely different residence basis, such as family ties or studies, after work-based grounds end.
The answer is controlled by the conditions in your residence-permit decision, not simply by the fact that both jobs are in Finland. Read the decision and card together, note the expiry date, and identify the exact permit category before you sign a new employment contract.

The guidance summarized here is Finnish Immigration Service (Migri) guidance checked on 13 October 2026. Rules and the national labour-shortage list can change, so verify the current position with Migri before acting on a borderline case.
First, identify your permit and the dates that control your case
Find the permit category
Look at your permit decision and card for the legal basis and any wording that limits the employer, occupation, field or task. Common categories include:
- Residence permit for an employed person (TTOL). This is the category for which Migri expressly describes a same-field employer change without a new permit in many cases.
- Specialist permit. Specialists receive a different protection-period treatment from a short-duration TTOL case.
- EU Blue Card. Blue Card holders have their own rules and are included among categories for which Migri lists a six-month protection period.
- Intra-corporate transfer (ICT) and certain management permits. These are tied to the qualifying transfer or role and cannot be treated as an ordinary TTOL.
- Seasonal-work permits and permits for a specific task or employer. These can contain narrower work rights and may require a new permit before a different job starts.
- Family-based, study and other permits. These are not work-based permits, even if they allow some work, and their rules come from a different legal basis.
Record three dates
- The date employment actually ended. Use the final day of the employment relationship, not the date you received a termination letter or the date your last salary was paid.
- The permit expiry date. The protection period cannot keep you in Finland after the residence permit expires.
- How long you had held the qualifying permit. For an employed-person permit, the two-year threshold affects whether Migri lists three or six months.
Keep the employment contract, termination notice, payslips and permit decision. They help establish the dates if Migri asks for evidence.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteHow long you may look for a new job
Migri calls this the protection period: the time after the employment underlying the permit ends during which withdrawal is not initiated on that employment-ending basis while you look for a new job. The period is not an extension of your residence permit.
| Situation described by Migri | Protection period | Important qualification |
|---|---|---|
| Employed-person (TTOL) permit held for less than two years | Three months | The period starts when the employment relationship ends and is cut short if the permit expires earlier. |
| Specialist, EU Blue Card, certain management or ICT permits | Six months | The category must match Migri’s qualifying list; do not assume every managerial title qualifies. |
| Other work-based permit held for at least two years | Six months | The two-year qualification and the permit category both matter. |
| Any case in which the residence permit expires before the protection period ends | Only until the expiry date | You must leave Finland at the latest when the permit expires unless another lawful basis applies. |
The protection period begins with the end of the employment, not with the date an employer reports it. It gives time to secure qualifying work; it does not grant an open-ended right to remain or work in any occupation.
Why the expiry date can be more important than the three or six months
Suppose a three-month protection period would run from 1 November to 31 January, but your residence permit expires on 15 December. You cannot rely on the full three months: your work-based permission ends on 15 December, and you must leave by then unless another residence basis has been granted or otherwise lawfully covers your stay.

Conversely, if the permit remains valid beyond the protection period but you have not found qualifying work by the end of that period, Migri may consider withdrawal. If no other legal ground exists, you must leave no later than the permit’s expiry and may need to leave earlier if a withdrawal decision takes effect.
Can you start with a new employer without a new permit?
Same field under a valid TTOL permit
Migri generally allows a holder of a valid residence permit for an employed person to change employers without a new permit when the new job remains in the same field. “Same field” is a substantive comparison of the work, not merely the employer’s industry label. Compare the duties, occupational area and permit conditions in your decision with the proposed role.
Do not begin the new job until you have confirmed that it falls within the existing work right. Ask the prospective employer for a written description of the duties and keep it with your permit documents.
Different field
A job in a different field generally requires a new residence permit before you start that work. Submitting an application is not the same as receiving permission to begin: unless an applicable rule says otherwise, the right to work in the new field starts only after the new permit is granted.
The labour-shortage exception
Migri identifies an exception for occupations on Finland’s national labour-shortage list. If the proposed field is currently on that list, a TTOL holder may have a route to change field without waiting for a new permit. The list is updated yearly, so check the version in force when you change jobs; an occupation’s presence on an older list is not enough.
The exception does not erase other restrictions in your decision. A permit tied to a particular employer, a permit issued before 23 February 2023 with older conditions, a seasonal permit or a permit for a specific task may still require a new application or impose narrower rights.

Other work-based permits
For specialist, Blue Card, ICT, seasonal and other work-based permits, the key question may be whether the new job remains the same kind of work or task authorized by the permit. The fact that the new employer operates in a similar industry does not automatically preserve your right to work. Check the category-specific condition and obtain a new permit before starting whenever the existing authorization does not clearly cover the role.
Step-by-step plan after the job ends
- Secure your records. Save the permit decision, card images, employment contract, termination notice, final payslip and the proposed new job description. Write down the actual employment end date and permit expiry date.
- Classify the permit. Record whether it is TTOL, specialist, EU Blue Card, ICT, seasonal, task-specific or another basis. Note any employer, occupation or field wording.
- Calculate the applicable protection period. Use three months for a TTOL held less than two years where that category rule applies; use six months only when your category or qualifying two-year work period falls within Migri’s six-month guidance.
- Set the hard deadline. Compare the calculated protection-period end with the permit expiry date. The earlier date controls how long you can lawfully remain on that permit.
- Compare the new job with the current authorization. Decide whether it is the same field, a different field, an occupation on the current labour-shortage list, or a different task altogether.
- Confirm the work-start rule in writing. For a same-field TTOL move, preserve evidence of the comparison. For a different field or restricted category, wait for the required new permit unless Migri’s current rule clearly provides an exception.
- Ask the former employer about its notification. The employer generally must notify Migri when qualifying non-EU/EEA employment ends prematurely. Ask when it was sent and keep the answer; the reporting duty belongs to the employer.
- Apply promptly if a new permit is needed. Use the correct application category and include the new contract and role details. Do not assume that filing alone authorizes work in a field not covered by the existing permit.
- Check for another residence basis before the deadline. If family ties, studies or another independent ground may apply, establish whether a separate application is required and whether you may remain while it is processed. The former work permit does not answer those questions.
- Get case-specific help when facts are unusual. Contact Migri or a qualified Finnish immigration lawyer if the permit wording is unclear, the employer disputes the end date, a withdrawal process has started, or your status is close to expiring.
Employer notification and possible withdrawal
Who reports the end of employment?
For qualifying non-EU/EEA workers, the employer generally has the duty to notify Migri when work-based employment ends prematurely. Employer guidance describes a two-week deadline for that termination notice. A fixed-term employment relationship that ends on the date agreed in the contract is an exception described by Migri, along with other stated exceptions.
This notification is an administrative report, not an automatic cancellation of your permit. Migri may consider withdrawal after receiving information that the employment basis has ended, but the applicable protection period affects when withdrawal is initiated.

How the three-month unemployment reference fits
Migri’s general residence-permit FAQ says a withdrawal process may be initiated after three months of unemployment when work-based grounds no longer exist. Read that statement with the category-specific protection-period guidance: where a three- or six-month protection period applies, withdrawal is not initiated on the basis of the employment ending during that protected period. Because permit type and circumstances matter, use the current end-of-employment guidance rather than applying the general FAQ sentence mechanically to every permit.
What happens if Migri starts a process?
A possible withdrawal process is not the same as an immediate removal order. Read every letter, meet the response deadline and provide evidence of a new job, an application, or another lawful residence basis where relevant. If the permit is close to expiring or you receive a formal withdrawal notice, obtain qualified advice quickly; do not wait for the protection period to run out.
What if you cannot find a new job?
If the applicable protection period ends without qualifying employment, and no independent residence ground exists, Migri may withdraw the work-based permit. In any event, you must leave Finland at the latest when the permit expires. Remaining after expiry without another lawful basis can create separate immigration problems.

Family ties
A spouse, registered partner, parent-child relationship or other qualifying family connection may provide a different residence basis. Eligibility, required documents and the right to remain during processing are separate questions. Do not assume that an application automatically extends the former work permit or guarantees lawful stay while it is pending.
Studies
Admission to a Finnish educational programme may support a study-based permit if all study-permit requirements are met. A study application is not a conversion of the old work permit, and you should verify the timing and stay rules with Migri before the work permit expires.
Other independent grounds
There may be other grounds depending on your personal circumstances. Explain the complete history to Migri or counsel, including any prior permits, family situation, studies and time already spent in Finland. The correct route cannot be selected from the former job title alone.
Decision table: which route is most likely?
| Your situation | Likely action before starting work | Deadline or condition to verify |
|---|---|---|
| Valid TTOL; new job clearly in the same field | Usually no new permit solely because the employer changes | Confirm the permit has no employer-specific restriction and keep evidence that the field is the same. |
| Valid TTOL; new job in a different field | Apply for and obtain a new permit before starting | Check whether the field is on the current national labour-shortage list. |
| Valid work permit tied to a specific employer, task or seasonal activity | Usually seek a new permit unless the category rule expressly permits the move | Read the decision’s restrictions; do not rely on TTOL rules. |
| Permit expires before the protection period ends | Leave by the expiry date unless another lawful basis covers you | The expiry date is the hard limit for the former permit. |
| No qualifying job by the protection-period end | Establish another residence basis or prepare to leave | Migri may consider withdrawal when work-based grounds no longer exist. |
Common mistakes that create problems
- Treating the protection period as a permit extension. It only protects against employment-ending withdrawal for the applicable period; it cannot move the expiry date.
- Counting from the termination letter. The relevant event is when the employment relationship actually ended.
- Assuming all “work permits” have TTOL rights. Specialist, Blue Card, ICT, seasonal and task-specific permits have distinct conditions.
- Starting a different-field job while an application is pending. For a different field, work generally begins only after the new permit is granted, unless a current exception applies.
- Relying on an old labour-shortage list. The national list is updated yearly; verify the occupation at the time of the move.
- Confusing the employer’s report with cancellation. A two-week notification is the employer’s duty and does not itself cancel the permit.
- Ignoring older permit wording. Some permits issued before 23 February 2023 and permits tied to a named employer or task may have additional restrictions.
- Waiting until the last week. A new-permit application, missing document or unclear job classification can consume the remaining lawful time.
- Assuming a family or study application solves the stay issue automatically. Confirm whether you may remain while it is processed and what work, if any, is allowed.
Documents and questions to prepare for Migri
Prepare a concise file before contacting Migri or an adviser:
- Both sides of the residence-permit card and the full permit decision.
- Employment contract, job title, duties and workplace for the former and proposed jobs.
- Start and end dates, including whether the contract was fixed-term or ended early.
- Termination notice, final payslip and any employer correspondence about the end date.
- The date and method of any employer notification to Migri, if the employer provides it.
- Your proposed new contract, salary, working hours and occupational description.
- Evidence relevant to another residence basis, such as a family relationship or study admission.
Ask these precise questions: What is the legal category on my permit? Which protection period applies to that category and holding period? Does the proposed role remain in the same field or task? Is the occupation on the current labour-shortage list? Must I obtain a new permit before the first working day? What is the last date I may remain if no new basis is approved?

Examples of how the rules work
Example 1: short-held TTOL and same-field move
A worker has held a TTOL permit for 14 months when the employer ends the job. The proposed role has substantially the same occupational duties for another company, and the permit has no named-employer restriction. The worker should document the end date, calculate the three-month protection period, verify that the permit remains valid, and confirm the same-field analysis before starting. If the card expires earlier, the expiry date controls.

Example 2: different field on a TTOL
A worker’s new offer is in a different occupational field. The worker should check the current national labour-shortage list and the permit decision. If no applicable exception covers the field, a new permit must be granted before work in that field begins. The worker may continue searching during the protection period only while the existing permit remains valid.
Example 3: six-month category but early expiry
A specialist permit holder qualifies for Migri’s six-month protection period, but the card expires four months after the employment ends. The worker has four months at most under that permit, not six, and must leave by the expiry date unless another lawful residence basis is in place.
Example 4: fixed-term contract reaches its agreed end
A fixed-term contract ends on the date written in the contract. Migri describes this situation as an exception to the employer’s premature-termination notification duty. The worker still needs to calculate the applicable protection period, check the permit expiry date and follow the correct new-job or new-permit process.

Official guidance is often enough for a straightforward same-field TTOL change, but professional advice is prudent when the permit category is unclear, the job description spans multiple fields, the employer ended the contract early, the labour-shortage exception may apply, or Migri has sent a withdrawal notice. A qualified Finnish immigration lawyer can assess the permit decision and dates; Migri remains the authoritative source for the current administrative rule.
