It is normally released at 10:30 a.m. Eastern on Wednesday, although holiday weeks use a different schedule. Start with WPSR Table 4 for commercial and Strategic Petroleum Reserve (SPR) stocks, download the CSV or XLS files for a history, and then compare the week-over-week change with a consistently measured WTI Cushing price series. Treat a build or draw as evidence about the supply-demand balance—not as a guaranteed one-for-one price signal.
What the weekly crude inventory report measures
The WPSR is the EIA’s recurring, time-critical snapshot of U.S. petroleum supply. Its crude-stock figures show how many barrels were reported in storage at the end of the stated week. The report also includes flows that help explain the change: domestic production, crude imports and exports, refinery inputs, and product supplied. Reading the stock number without those flows can produce a misleading explanation.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Inventory: the WPSR week-ending date and the reported stock level in million barrels.
- Price: WTI crude oil at Cushing from the EIA price table, using its weekly period rather than an unrelated intraday quote.
This pairing gives you a reproducible record. It does not prove that the inventory move caused the price move, because traders also react to expectations, refinery economics, geopolitics, currency movements and other information released during the week.

When the WPSR is released
The EIA’s standard schedule states that the report is issued at 10:30 a.m. Eastern on Wednesday, with listed exceptions. Those exceptions generally occur around U.S. holidays, so an alert set permanently for Wednesday can miss a release or fire on the wrong day. Check the EIA Weekly Petroleum Status Report Schedule before creating a calendar rule or trading-day routine.
The EIA information-release portal classifies the WPSR as a time-critical release and also describes the usual Wednesday 10:30 a.m. Eastern publication. The release time is Eastern time even if your workstation is in another time zone; convert it once and keep the local equivalent in your calendar.
Confirm the week-ending date
After the report appears, read the week-ending date on the issue itself. Do not label the observation merely “Wednesday’s inventory.” Wednesday is the publication date; the stocks represent conditions at the end of the reported week. The WPSR page listed an issue for the week ending October 15, 2026 at the time of the current schedule. Future issues will have different week-ending dates.

A repeatable weekly tracking workflow
- Check the official schedule. Look for the next release date and time, including any holiday adjustment.
- Open the WPSR issue after publication. Verify that the issue is complete and note its week-ending date before copying any values.
- Download Table 4. The table is titled Stocks of Crude Oil by PAD District, and Stocks of Petroleum Products, U.S. Totals. Choose CSV or XLS when you are building a time series; retain the PDF when you need a human-readable record of the published table.
- Record the two crude-stock categories separately. Enter commercial crude stocks in one field and SPR stocks in another. Keep the combined total only as an explicitly labeled, derived series.
- Capture the explanatory flows. Record domestic production, crude imports, crude exports, refinery inputs and product supplied from the companion WPSR tables. These fields provide context for a build or draw.
- Calculate the weekly change. Subtract the prior week’s stock from the current week’s stock, keep the result in million barrels, and attach the week-ending date to the observation.
- Retrieve the price observation. Use the EIA WTI crude oil at Cushing series from Table 11, or the EIA successor page after the planned table change. Record whether the value is a weekly or monthly average and the exact period it covers.
- Compare, then investigate. Place the inventory change beside the matching price period. Check market expectations and the flow data before writing a causal explanation.
Using the same sequence every week prevents common errors such as mixing a revised issue with an earlier price quote, combining SPR and commercial stocks accidentally, or treating a single price tick as a weekly average.
How to read WPSR Table 4 correctly
Commercial crude stocks
Commercial stocks are the inventory measure most commonly used to discuss the near-term petroleum market. They reflect crude held in commercial facilities and are distinct from oil held in the federal reserve. Preserve the EIA’s unit and precision when you copy the number, then calculate the change from the previous WPSR issue.
Strategic Petroleum Reserve stocks
SPR stocks are reported separately. A transfer into or out of the reserve can change total U.S. crude held even when commercial conditions are moving in the opposite direction. If your chart combines the categories, label it clearly as “commercial plus SPR” and show the two underlying series so a reader can see which one moved.

PAD districts and the U.S. total
Table 4 presents stocks by Petroleum Administration for Defense (PAD) District as well as the U.S. total. The national total is useful for a broad supply view; district values can reveal regional differences that affect local logistics and price relationships. Do not add district rows yourself when an EIA U.S.-total row is available, because rounding can create a small discrepancy.
Calculating a build or draw
Use a signed difference in million barrels:
weekly change = current-week stocks − prior-week stocks
- A positive result is a build (more barrels in storage).
- A negative result is a draw (fewer barrels in storage).
- A zero result means no week-over-week change at the reported precision.
Keep the sign in your data and add a separate text label if you want to filter charts. For example, a spreadsheet can calculate the difference in one column and use a rule that labels values above zero “Build” and values below zero “Draw.” Never detach the week-ending date from the result; revisions or later corrections must be traceable to the original issue.
When comparing years, use the same week-ending convention and note whether you are comparing the latest level, the latest change, or a multi-year average. Those are different questions. A small draw from an unusually high inventory level does not have the same market meaning as a small draw when stocks are already tight.
Read the accompanying supply-and-demand flows
Table 4 tells you what changed in storage; the flow tables help explain why.
Domestic production
A production increase can add barrels to the system, but the inventory effect depends on refinery demand, exports and other flows during the same week. Production data can also have its own timing and estimation conventions, so treat it as one input rather than a complete explanation.

Crude imports and exports
Imports add supply to U.S. facilities, while exports remove crude from the domestic balance. A large import cargo can coincide with a stock build even when domestic production is flat. Conversely, strong exports can contribute to a draw. Compare both fields with the same week-ending date.
Refinery inputs
Refinery inputs indicate how much crude refineries processed. Higher inputs can draw down crude stocks, especially during periods of strong operations. Maintenance, outages and seasonal changes can reduce inputs and allow inventories to build.
Product supplied
Product supplied is a broad indicator of petroleum-product demand in the WPSR framework. It is not identical to a retail-sales count, but it helps distinguish a stock move associated with changing product demand from one driven mainly by imports, exports or refinery activity.
A useful review note lists all five fields—production, imports, exports, refinery inputs and product supplied—next to the stock change. That makes it harder to attribute a draw to demand when the dominant movement was actually an export surge or a refinery-rate change.
Choosing a consistent WTI price comparison
Use WTI crude oil at Cushing as the benchmark when you want a repeatable comparison with the EIA inventory series. Retrieve it from EIA Table 11 while that table is available, or from the EIA replacement data page after the scheduled change. EIA states that its weekly and monthly prices are calculated from daily data. Therefore, record the price period and compare a weekly average with another weekly average—not with a single intraday quote selected because it moved sharply after the release.
Three valid comparison designs
| Design | Inventory observation | Price observation | Use |
|---|---|---|---|
| Same-week descriptive | Change for the WPSR week ending date | WTI weekly average for the corresponding week | Shows whether the two measures rose or fell together during the reported period |
| Release-window reaction | Newly published stock change | Price change from just before to just after the 10:30 a.m. Eastern release | Studies the immediate market response; requires an intraday data source and precise timestamps |
| Lagged comparison | Stock change for week t | WTI average or return in week t+1 | Tests whether a response appears after publication rather than during the reported week |
Do not mix these designs in one chart without labeling them. A release-window move is a market reaction measure; a same-week average is a descriptive association. They answer different questions.

Why a draw does not automatically mean prices will rise
An inventory draw is usually described as tightening supply, but the price response depends on what traders expected and on the other information arriving at the same time. If analysts expected a larger draw, a smaller-than-expected draw can be interpreted as bearish and prices can fall. If a draw is already fully anticipated, the release may produce little movement. A build can likewise coincide with a price increase when the build is smaller than expected or when another bullish development dominates.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →The official EIA material does not establish a universal, fixed price response for every build or draw. Avoid statements such as “each million-barrel draw raises WTI by a set amount.” A defensible explanation identifies the observation, states the comparison basis, and then tests possible causes against expectations and the flow tables.
A practical interpretation checklist
- What did the market expect before the release?
- Was the reported change larger or smaller than that expectation?
- Did commercial stocks and SPR stocks move in the same direction?
- Did production, imports, exports or refinery inputs change materially?
- Did product supplied suggest a change in petroleum-product demand?
- Was the WTI measure a weekly average, a daily close or an intraday quote?
- Were there other contemporaneous events that could dominate the inventory signal?
Use conditional language—“consistent with,” “may reflect” or “the data do not distinguish between”—when the tables cannot isolate a single cause.
Ways to organize alerts and historical data
| Tracking approach | Strength | Limitation | Best fit |
|---|---|---|---|
| Official EIA WPSR page and schedule | Authoritative release timing, definitions and downloadable tables | Requires checking holiday exceptions and downloading files | Anyone who needs a citable, reproducible record |
| Release-time calendar alert | Reminds you near the scheduled publication | A fixed Wednesday alert can be wrong on holiday weeks; it does not validate the issue | Readers who review the WPSR immediately |
| End-of-day review | Allows time to read the full issue and related market context | Misses the immediate release-window reaction | Longer-term charts and research notes |
| CSV/XLS history | Supports formulas, filters and reproducible charts | Needs a spreadsheet or data script and careful date handling | Analysts building a multi-week or multi-year series |
| Chart-only interface | Fast visual scanning | May hide revisions, definitions, units or the commercial/SPR split | Quick orientation, followed by verification in the WPSR |
| Commercial-only series | Focuses on the inventory category most often used for near-term market analysis | Can omit a material SPR movement | Commercial-balance analysis |
| Commercial-plus-SPR series | Shows total crude held in both categories | Can conceal whether the change came from the reserve or commercial facilities | Storage-accounting questions, with both components displayed |
The official EIA workflow should be the reference point even when a third-party chart or notification tool is more convenient. Verify the date, units, category definitions and revision status against the WPSR issue.
Planned EIA data change on October 21, 2026
The WPSR page announced that, beginning October 21, 2026, EIA will publish third-party spot-price data daily and discontinue WPSR Tables 11 and 12. If you currently retrieve WTI from Table 11, update your process when that change takes effect and verify the replacement data-page links in the live EIA publication. Do not assume that an old bookmarked table will continue to provide the same fields or frequency.

Common errors and how to fix them
Using the wrong release date
Symptom: Your calendar expects Wednesday, but no report appears. Fix: Check the EIA schedule for a holiday-adjusted date and record the actual publication date separately from the week-ending date.
Combining SPR and commercial crude without disclosure
Symptom: Your total moves sharply, but you cannot explain the commercial series. Fix: Store both categories as separate columns and label any sum “commercial plus SPR.”
Comparing a weekly average with a single quote
Symptom: The chart suggests an extreme price reaction that disappears when a full week is viewed. Fix: Match the EIA weekly price period to the WPSR week, or explicitly label an intraday release-window study.
Ignoring expectations
Symptom: You call a draw bullish even though WTI fell. Fix: Check whether the result differed from expectations and review the flow tables before assigning a cause.
Overwriting the source file
Symptom: You cannot reproduce an earlier chart after a revision or data-page change. Fix: Archive the original PDF and CSV/XLS with the issue date, week-ending date and the extraction notes.
A compact weekly record to keep
For each issue, maintain one row containing:
- Publication date and week-ending date
- Commercial crude stocks
- SPR stocks
- Commercial-stock change from the prior issue
- Domestic production
- Crude imports and exports
- Refinery inputs
- Product supplied
- WTI Cushing price, its period and whether it is weekly or monthly
- Any expectation measure or contemporaneous event used in your interpretation
Add a source-note column identifying the WPSR issue and the EIA table or successor page used. This small amount of metadata prevents later confusion when the publication schedule, table numbering or price series changes.
