The dependable way to track U.S. federal AI requirements is to use the Government Accountability Office (GAO) inventory as a discovery map, then verify every item in the issuing agency’s current record. Keep statutes, executive orders, OMB memoranda, Federal Register documents and agency guidance as separate records, with publication, effective, deadline and status fields. Recheck those records on a schedule and whenever an amendment, rescission or replacement appears.
What a reliable federal AI tracker must answer
A useful tracker is more than a list of links. For every AI-related instrument, it should let a reader answer:
As an Amazon Associate I earn from qualifying purchases.
- Who issued it, and under what authority?
- What kind of instrument is it: statute, executive order, OMB memorandum, Federal Register rule or notice, or agency guidance?
- When was it published, and when does it become effective if an effective date is provided?
- Which agencies, programs, contractors, employees or other parties are affected?
- What action is required, by whom and by what deadline?
- Is the item proposed, final, effective, superseded, rescinded, under review or otherwise limited?
- Where is the operative text, and what later document changed its status?
Those questions prevent the most common error in AI-policy monitoring: treating a summary, announcement or old policy snapshot as if it were the current legal requirement.

Use GAO’s government-wide inventory as your starting map
GAO’s report Artificial Intelligence: Federal Efforts Guided by Requirements and Advisory Groups, published September 9, 2025, identifies 94 AI-related government-wide requirements or requirements with government-wide implications. GAO says the inventory is current through July 2025. Its scope includes requirements in federal laws, executive orders and guidance, not only final regulations.
#1 Best Overall
- [Ultra-Lightweight Ear Buds Designed for Small Ears] Each earbud weighs only 3.7g and features a compact, ergonomic in-ear design made especially for small ears. Secure, low-profile, and comfortable for workouts, all-day wear or overnight sleeping. The ultra-slim profile sits flush in your ear with no hard edges poking or rubbing, so you can even sleep on your side without discomfort.
- [Immersive Stereo Sound with TOZO OrigX Technology] TOZO OrigX tuning delivers clear vocals, balanced mids, and natural stereo sound for music, podcasts, and videos.
- [Long Battery Life for Daily Use] Get up to 7 hours of playtime on a single charge, with up to 32 hours total using the charging case—ideal for workdays, commuting, and extended listening sessions.
- [Bluetooth 5.3 & Stable Connection] Bluetooth 5.3 provides fast pairing, stable wireless performance, and reduced dropouts as you move around home or office.
- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
That makes the report valuable for discovery: it groups requirements by responsible parties, oversight groups and due dates, and points to records for individual memoranda. It is not a live legal-status feed. A requirement can be amended, delayed, rescinded or supplemented after the July 2025 cutoff. Record the report’s cutoff date in your tracker so nobody mistakes the inventory for a current count.
“We identified 94 AI-related government-wide requirements (or requirements with government wide implications) for federal agencies identified in federal laws, executive orders (EO), and guidance, as of July 2025.” — U.S. Government Accountability Office, September 9, 2025
How to mine the inventory
- List every requirement that could affect your organization, including items assigned to an agency you do not normally monitor but whose programs you use or support.
- Copy the exact document identifier and title from the GAO entry. Do not shorten an identifier in a way that could cause a collision with another memorandum or notice.
- Capture the responsible agency, oversight body and any due date shown in the GAO tables.
- Open the linked issuing record and create a separate tracker entry for the underlying instrument.
- Mark the GAO entry as a discovery source, not as proof that the requirement remains operative.
Choose a record structure that preserves legal differences
Do not put every item into one undifferentiated “AI regulation” list. The legal effect and update path differ by instrument type, so your tracker should retain the type as a required field.
Statutes
A statute is enacted law. Record its public-law or section identifier, the agency or agencies responsible for implementation, any required reports or programs, and deadlines written into the law. Later appropriations, amendments or implementing documents may affect how the requirement operates, so link those relationships in the record.
Executive orders
An executive order directs executive-branch action and often assigns work to multiple agencies. Record the order’s date, each relevant section, assigned agency, deliverable and deadline. An order may be followed by memoranda, agency plans or later orders; keep those as linked records rather than replacing the original entry.
OMB memoranda
OMB memoranda can set government-wide management requirements or instructions for agencies. Their effective dates and subjects are specific to each memorandum. For example, GAO’s Federal Rules records list OMB M-24-10 as effective March 28, 2024, and M-24-18 as effective September 24, 2024. Those dates belong to the individual records; do not generalize them to other OMB memoranda. Confirm the current text and status with the issuing office before describing either memorandum as operative.
Federal Register rules and notices
A Federal Register document may be a proposed rule, final rule, request for information, notice or another action. Store the document type, publication date, effective date when supplied, comment deadline when applicable, docket identifier and affected provisions. A proposed rule is not the same as a binding final rule, and a notice requesting comments does not itself impose the obligations of a final regulation.

Agency guidance
Guidance can explain how an agency expects parties to comply without creating the same legal obligations as a statute or regulation. Record whether the issuing agency labels the document as guidance, a framework, a policy, a technical standard or another non-rule document. Preserve the agency’s own disclaimer or applicability language, and do not convert recommendations into mandatory requirements.
Use a complete tracker schema
The following fields are sufficient for a practical first version. Add an internal owner and review cadence if several people maintain the tracker.
| Field | What to record |
|---|---|
| Instrument type | Statute, executive order, OMB memorandum, Federal Register rule or notice, or agency guidance |
| Official title and identifier | The issuing authority’s exact title, number and section or docket identifier |
| Issuing body | The agency, office or executive authority that issued the document |
| Publication date | The date the document was issued or published in its official record |
| Effective date | The date the instrument states it takes effect, when one is given |
| Affected parties | Agencies, programs, contractors, employees or other parties named in the instrument |
| Required action | The concrete task, policy, report, procurement step or control required or requested |
| Due date | Each stated deadline, with the responsible party for that deadline |
| Status | A controlled label such as proposed, final, effective, superseded, rescinded, under review or guidance |
| Current source | The official issuing record or Federal Register record containing the operative text |
| Change history | Amendments, delayed dates, rescissions, replacements and links between related records |
| Last checked | The date a person verified the official record and status |
Keep one row per instrument. If one document contains several obligations with different owners or deadlines, use linked obligation rows or a companion table rather than burying all details in a single notes field.
Verify the current text and status before calling anything binding
GAO’s overview and database entries point you toward the right documents, but the issuing authority’s record is the verification layer. Use this sequence whenever you add or refresh an item.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Open the original record. Follow the document identifier or link from the GAO entry to the issuing agency and, where applicable, the Federal Register record.
- Confirm the document type. Check whether the item is a law, executive order, memorandum, proposed rule, final rule, notice or guidance. This determines how you describe its effect.
- Read the operative provisions. Capture the sections that identify affected parties, required actions, exceptions and deadlines. Do not rely on a headline or summary.
- Check dates. Record publication and effective dates separately. Look for delayed effective dates, phased compliance dates and deadlines that apply only to particular agencies or programs.
- Search for later actions in the same official record. Look for amendments, corrections, extensions, rescissions, replacement documents and implementation guidance.
- Compare the current text with your prior entry. Preserve the old version and describe what changed; do not overwrite history.
- Set the status and last-checked date. Use a status that reflects the current document, and write down who verified it if your organization requires an audit trail.
Only after these checks should a tracker state that an item is currently effective, binding or applicable to a particular party.
Monitor agencies and public dockets separately
A government-wide list cannot replace agency-level monitoring. Build a watchlist of agencies material to your work, then track each agency’s notices, proposed rules, final rules and non-rule guidance as separate records. An agency may publish implementation material that explains how a government-wide requirement works in a specific program.
When Regulations.gov matters
Regulations.gov is relevant when an agency opens a docket or requests public comment. Record the docket and document details from the specific proceeding. A docket page can contain a proposal, supporting material, comments and later documents; do not treat the existence of a docket as evidence that a final rule is in effect.

Testing portal alerts before relying on them
The available evidence does not establish the current alert settings, coverage limits or delivery behavior of FederalRegister.gov or Regulations.gov tools. If you use a saved search or notification feature, test it with known documents and confirm which agencies, document types and update events it actually covers. Keep an official-source review in your process even when an alert service is enabled.
Separate the dates that readers commonly confuse
Use distinct columns for publication, effective and compliance dates. Publication tells you when the document appeared in its official record. Effective date tells you when the instrument or provision takes effect, if the document provides one. A compliance deadline identifies when a specified party must complete an action. These dates can be months apart.
For each date, include its scope in the same field or an adjacent note: the responsible agency, provision, phase or region, if the instrument limits it. Never turn a one-time deadline into a recurring obligation, and never treat an effective date as proof that every provision applies to every organization.
Maintain status and historical links
Status is a changeable field, not a permanent label. A practical controlled vocabulary is:
- Proposed: published for comment or otherwise not final.
- Final: issued in final form but not yet effective, if the document specifies a future date.
- Effective: the operative date has arrived and no later action has displaced the provision.
- Guidance: an agency document that explains expectations without being recorded as a rule or statute.
- Superseded: replaced by a later instrument; retain the replacement link.
- Rescinded: withdrawn or revoked by the issuing authority; retain the rescission record.
- Under review: a temporary internal label while the official record is being checked; replace it with the verified status promptly.
When an item changes, create a new version or linked successor record and preserve the prior text, status and last-checked date. This lets writers distinguish historical policy from a requirement that readers must follow now.

Set a routine review interval appropriate to your risk and supplement it with event-driven checks. Review the tracker whenever an issuing agency publishes an amendment, rescission, replacement or implementation document affecting a tracked item. Also review it after major executive-branch actions or when an agency changes an AI policy that your records cite.
At each review, verify:
- That the source URL still resolves to the official record.
- That the title, identifier and issuing body have not changed through a correction or replacement.
- That publication, effective and deadline fields match the current text.
- That affected parties and required actions are still accurate.
- That superseded or rescinded records point to the document that changed them.
- That the last-checked date and reviewer are updated.
Account for continuing policy development
The federal AI landscape is still being evaluated. GAO published a 2026 assessment focused on privacy-related gaps in OMB’s government-wide AI guidance, with the assessment framed as of January 2026. Treat that assessment as evidence that review is continuing, not as a replacement for the current OMB text or an agency’s operative policy.

Agencies also face practical management challenges, including keeping appropriate-use policies current and following revised executive-branch policies and guidance. A tracker should therefore include implementation policies and management guidance when they affect the reader’s obligations, while keeping those documents distinct from statutes and rules.
Common tracking failures and their fixes
Counting only final regulations
Why it fails: The federal landscape includes laws, executive orders and guidance as well as regulations.
Free tools Windows power users keep installed
One-click scans. No signup required.
Fix: Begin with the GAO inventory and classify every item by instrument type before assessing its effect.
Treating the GAO inventory as current law
Why it fails: The inventory cutoff is July 2025, while documents can change afterward.
Fix: Use GAO for discovery, then verify the issuing record and record the last-checked date.
Combining a proposal and final rule
Why it fails: A proposal, comment request and final rule have different procedural status and obligations.
Fix: Create separate records linked by docket or document identifier.
Best Value
Overwriting superseded policy
Why it fails: Readers and auditors may need to know what applied at an earlier date.
Fix: Preserve the old entry and link it to the amendment, rescission or replacement.
Relying on an untested alert
Why it fails: Coverage and notification behavior for portal tools may not include every agency or document type you need.

Calling guidance a regulation
Why it fails: Guidance can describe expectations without creating the same legal obligation as a rule.
Fix: Preserve the agency’s label and explain the document’s stated applicability and effect.
A repeatable operating checklist
- Start with GAO’s September 9, 2025 inventory and note its July 2025 cutoff.
- Select entries relevant to your agencies, programs, contracts or uses of AI.
- Create one record per statute, executive order, OMB memorandum, Federal Register document or agency guidance item.
- Copy the exact title and identifier from the issuing authority.
- Enter issuing body, publication date, effective date, affected parties, required action and due dates.
- Verify the current text, amendments, rescissions and delayed dates in the official record.
- Track agency notices, proposals, final rules and guidance separately, including relevant dockets.
- Assign a controlled status and write the last-checked date.
- Preserve superseded versions and connect them to replacements.
- Review on a routine schedule and after every major action that could change a cited instrument.
This process produces a defensible answer to “What federal AI requirement applies now?” without confusing a government-wide overview with the operative document.
