The Federal Election Commission (FEC) is the authoritative starting point for tracking a federal Super PAC. Find the committee, record its committee ID, then use that ID to connect receipts, donors, transfers, disbursements and independent-expenditure filings. The same workflow can show what a committee reported, but it cannot always identify the ultimate person or business behind an intermediary organization.
For a reliable picture, combine the FEC record with filing images, amendment history and (when relevant) state disclosure systems. Newly filed summary data can take up to 48 hours to appear, and later amendments can change totals.

What a Super PAC record can—and cannot—tell you
The FEC describes a Super PAC as an “independent expenditure-only political committee” that may receive unlimited contributions from individuals, corporations, labor unions and other political committees to finance independent expenditures and other independent political activity. Its filings are the primary evidence for federal receipts and spending.

A contribution can pass through another political committee, company or nonprofit before reaching the Super PAC.

- Reported donor: the person or entity named on the Super PAC’s receipt filing.
- Intermediary: a PAC, LLC, corporation, nonprofit or other organization that appears in the filing but may have received money from elsewhere.
- Ultimate source: the original human or business funder. The filing itself guarantees this identity only when the reported donor is in fact the source and no upstream transfer is involved.
Keep those three descriptions separate in notes, spreadsheets and published explanations. Calling an intermediary the “real donor” without evidence overstates what the filing proves.
Step 1: Identify the correct committee
Search by name, then verify the committee type
Use the FEC campaign-finance search to look up the committee by its exact name or committee ID. Names can be similar, and a conventional PAC, party committee or candidate committee may have a related title. Open the committee profile and confirm that its type is listed as “independent expenditure-only political committee (Super PAC).”
Record these identifiers before opening individual transactions:

- Committee name and committee ID
- Treasurer
- Filing address
- Committee type and registration details
- Any alternate names used in filings
The committee ID is the stable key for repeat searches. A name can be amended or displayed differently across databases; the ID connects the committee’s receipts, disbursements, independent expenditures and reports.
Build a source checklist
The FEC’s PAC research checklist recommends collecting the committee’s documents, summary receipts and disbursements, itemized contributions, independent expenditures, enforcement actions, audits and advisory opinions. Download or save the filing image or transaction page for significant entries rather than relying only on a rolling summary total.
For a one-time check, a written record of the committee ID, report number, filing date and transaction URL is usually enough. For an investigation or recurring monitor, also record the amendment number and the period covered by each report.
Step 2: Find donations and named donors
Start with itemized receipt filings
Open the committee’s receipt filings and inspect itemized contributions. For each material transaction, capture the donor name exactly as filed, amount, transaction date, report period, employer and occupation fields (when supplied), memo text and the transaction type.
Employer and occupation fields can help distinguish people with similar names, but they are reported fields, not independent verification. Preserve spelling, punctuation and corporate suffixes because small differences can separate two entities or hide a repeat filer.
Use the individual-contributor search for a person-wide view
When investigating an individual across multiple committees, use the FEC individual-contributor tool. Search by donor name, location, employer or occupation, then compare the returned transactions with the Super PAC’s own filing. This can reveal contributions to other committees and help resolve common-name matches.

Do not treat a search result as proof that every matching record belongs to the same person. Confirm location and employer details, and keep a note of records that remain ambiguous.
Separate transfers and earmarked receipts
A receipt marked as a transfer is not equivalent to a direct contribution from the ultimate funder. Follow transfers to the sending PAC, LLC, corporation or nonprofit and inspect that entity’s own filings. Also flag earmarked receipts and memo text, which can explain how a transaction was allocated or reported.

A date mismatch therefore does not by itself disprove a connection. Follow the upstream entity’s filing calendar and compare reporting periods.
Why an intermediary can stop the trail
Super PACs may accept unlimited contributions from individuals, corporations, labor unions and other political committees. If the receipt names an organization that itself does not disclose its funders, the public record may stop at that organization. You can report the named contributor accurately while describing the ultimate source as undisclosed or unestablished.
Use cautious wording in a spreadsheet or article: “The Super PAC reported a contribution from [the organization’s filed name]. The filing does not, by itself, identify the organization’s upstream funders.” Any variable or template text should remain inside code formatting when used in a reusable document.
Step 3: Track what the Super PAC spent
Distinguish ordinary disbursements from independent expenditures
The FEC spending tab contains regular disbursements, including operating costs, vendors and transfers. Use the separate independent-expenditure search for candidate-directed outside spending.

The FEC defines independent expenditures as spending by individuals, groups, political committees, corporations or unions that expressly advocates the election or defeat of a clearly identified federal candidate. The spending must be made without coordination with that candidate, campaign or party.
Read every independent-expenditure field
Independent-expenditure records identify:
- Spender or reporting committee
- Payee
- Purpose or description of the communication
- Date
- Amount
- Candidate identified
- Whether the communication supports or opposes that candidate
Use the candidate and support/oppose fields to group spending by race and position. The payee may be an advertising platform, media buyer, consultant, printer or other vendor; it is not necessarily the organization that created the message.
Keep vendors and transfers out of candidate totals
Do not combine every disbursement with independent expenditures when answering “How much did the Super PAC spend against Candidate X?” Operating expenses, vendor invoices and transfers answer different questions. Build separate totals for candidate-directed independent expenditures, general operating costs and transfers.

Save the filing image or transaction page for unusually large entries, late reports and transactions whose purpose is unclear. Summary totals can change after corrections, while the original filing and amended filing show how the number changed.
Step 4: Handle amendments, timing and changing totals
Expect asynchronous publication
The FEC says newly filed summary data may not appear for up to 48 hours. A committee can therefore have a filed report whose summary screen is temporarily incomplete. When timing matters, check the underlying filing and note when you accessed it.
Recalculate when an amendment arrives
An amended report can replace, add to or correct transactions. Store the report date, coverage period, filing number and amendment number. When a new amendment appears, recalculate the affected period and the cycle-to-date total instead of simply adding the amended amount to the old total.
- Record the original report and its transaction count.
- Check whether the new filing is an amendment or a new report.
- Compare receipts, disbursements and independent-expenditure entries line by line.
- Replace superseded values in your working dataset.
- Keep both filing images so another reader can audit the change.
This procedure prevents double-counting, especially when a corrected report repeats transactions that were already included in a prior summary.
Step 5: Automate recurring monitoring
Subscribe or poll for new filings
For a committee you need to watch over time, use the FEC’s filing subscription features or the OpenFEC API. Cache the committee ID, poll for new filings, and store each report’s filing date, coverage period and amendment number.
A useful monitoring record includes:
- Committee ID and name
- Report type and coverage dates
- Original versus amended status
- Receipt and disbursement totals at the time of retrieval
- Independent-expenditure transaction IDs or page references
- Retrieval timestamp and the 48-hour publication caveat
Design for rate limits and corrections
OpenFEC access is subject to its terms and rate limits. Use a cache rather than repeatedly requesting unchanged records, back off when rate limits are reached, and retain the last successful response. Polling should detect amendments and trigger a full recalculation for the affected report period.
Do not present an automated total as final merely because a script returned a number. Compare the result with the filing image, especially after an election, a large media purchase or a report amendment.
How to investigate the original source behind a contribution
Follow the chain one entity at a time
- Copy the contributor’s filed name and transaction details from the Super PAC receipt.
- Determine whether the entry is a direct contribution, transfer, memoed receipt or earmarked receipt.
- Search the contributor’s own FEC filings and, for a company or nonprofit, review its available public disclosures.
- Trace the preceding transfer or contribution to the earlier entity and reporting period.
- Stop when the record no longer identifies an upstream funder, and label the ultimate source as unestablished.
Never infer a hidden donor merely from a board member, executive, website statement or public association. Those clues may motivate further reporting, but the FEC transaction is the evidentiary baseline.
Use a confidence label in your notes
- Directly reported: the Super PAC names the person or entity as contributor.
- Transfer-linked: the Super PAC names an intermediary and another filing documents money moving into that intermediary.
- Unresolved: the intermediary’s upstream funders are not disclosed or cannot be matched confidently.
These labels keep a documented contribution from being mistaken for a fully traced funding source.

Federal records do not automatically answer state and local questions
For a state or local race, begin with the jurisdiction’s ethics commission or secretary-of-state filing system. Definitions, donor-identification thresholds, filing deadlines and amendment practices differ by state. A federal Super PAC workflow cannot simply be copied into a state database.
FollowTheMoney’s methodology notes that complete independent-spending disclosure requires both independent expenditures and electioneering communications. Its help material also explains that donor-identification thresholds vary by state. Check the jurisdiction’s definitions before comparing a state total with a federal total.
Record the jurisdiction, election, committee identifier and reporting period alongside every state transaction. If a state system separates electioneering communications from independent expenditures, search both categories before concluding that no outside spending occurred.
What online tools add to the FEC record
The FEC should anchor a federal record because it is the filing authority. Other services can make the data easier to interpret or compare across jurisdictions, but their coverage and update methods differ.

Compare services on coverage, transaction detail, update latency, amendment handling, donor roll-ups, independent-expenditure classification, export or API access and methodology transparency. A convenient roll-up is a starting point, not a substitute for the underlying filing.
How much “dark money” can remain hidden?
Disclosure limits are measurable but not a complete census of every hidden source. In a comment filed with the FEC, OpenSecrets reported that 30% of spending—$153.7 million—by Super PACs and Carey Committees in the 2024 cycle came from groups that had, at best, only partially disclosed their donors. That figure describes the organizations covered by the cited analysis; it does not mean that 30% of every political dollar was hidden.
The Congressional Record separately reported that data from major online platforms showed $315 million in hidden-source online advertising during the 2024 election. The figures for Facebook, Instagram, Google and YouTube were collected by OpenSecrets, while some other platforms supplied data directly. Treat the number as a documented 2024-election example, not a complete measure of all hidden online spending or every advertising platform.
These examples explain why a search for named Super PAC donors can produce a partial answer even when the FEC filings are complete: the committee may have disclosed the immediate contributor while that contributor disclosed little or nothing about its own funders.

Use one row per receipt or spending transaction and preserve the original wording. The following fields are enough for most manual investigations:
- Committee name and ID
- Filing type, report period and amendment number
- Transaction date and amount
- Filed donor or payee name
- Transaction type, including transfer or earmark status
- Employer and occupation, when reported
- Memo text and purpose
- Candidate and support/oppose status for independent expenditures
- Source filing image or transaction page
- Confidence label for the ultimate-source conclusion
At the end of the worksheet, state whether your total covers receipts, all disbursements or only independent expenditures. Those categories are not interchangeable.
Common mistakes and how to correct them
Using a committee name without checking its type
Problem: You combine a Super PAC with a similarly named candidate or party committee.
Fix: Verify “independent expenditure-only political committee (Super PAC)” and save the committee ID before collecting transactions.
Treating the named intermediary as the ultimate donor
Problem: A corporation, nonprofit or PAC is described as the person behind the money without an upstream filing.
Fix: Trace transfers and label the ultimate source unresolved when the public record stops.

Problem: Vendor bills, payroll or transfers are counted as independent expenditures for a candidate.
Fix: Use the independent-expenditure search and keep regular disbursements in a separate category.
Ignoring amendments
Problem: Your total reflects an earlier report or counts an amended report twice.
Fix: Store amendment numbers, replace superseded values and retain both versions for auditability.
Assuming the latest screen is complete
Problem: A newly filed report appears to be missing from summary data.
Fix: Allow up to 48 hours for newly filed summaries and inspect the underlying filing when a deadline is near.
Applying federal thresholds to a state race
Problem: You expect a state database to disclose donors or spending under federal rules.
Fix: Read that jurisdiction’s definitions, thresholds and deadlines, and search both independent expenditures and electioneering communications where applicable.

Follow intermediary entities upstream but stop where the public record stops. Check filing images, wait for delayed summaries, recalculate after amendments and use state systems for state races. This produces a defensible account of what a Super PAC reported—and a clear boundary around what remains unknown.
