A solar power purchase agreement (PPA) supports a renewable-electricity or market-based Scope 2 claim only when the contract gives you exclusive rights to the project’s renewable-energy certificates (RECs), the certificates are transferred into your account, and the exact certificates used for the claim are retired. If the developer sells those RECs to someone else, you cannot claim the associated renewable attributes for your electricity. Build a record that connects the PPA clause, generation data, registry serial numbers, retirement confirmation and the final public statement.
What a solar PPA actually gives you
A solar PPA is a contract to buy electricity, or the financial and environmental attributes associated with electricity, from a specified solar project. The electricity itself travels through the grid and is mixed with power from many generators. The instrument that carries the legal claim to the electricity’s renewable attributes is the renewable-energy certificate (REC).

The U.S. Environmental Protection Agency (EPA) defines a REC as the legal property rights to the renewable-ness, or non-power attributes, of renewable electricity. One REC represents one megawatt-hour (MWh) of renewable generation. Whoever owns the exclusive REC rights owns the right to make the associated renewable-electricity use claim.

In that case, you receive power or a financial settlement but not the right to say that your organization used the project’s renewable electricity.

Bundled and unbundled arrangements
- Bundled PPA: Electricity and the associated RECs are transferred together to the buyer, subject to the contract’s delivery, market and retirement terms.
- Unbundled REC purchase: RECs are bought separately from electricity. The arrangement can support a claim if the certificates meet the intended market and quality requirements and are retired for your use.
- PPA with retained or resold RECs: The buyer may receive electricity or a contract settlement, but the developer keeps or sells the environmental attributes. The buyer cannot claim those attributes.
Read the allocation language rather than relying on whether the contract uses the word “renewable.” The agreement should identify the project, the eligible market, the production or delivery period, the REC owner, transfer timing, and what happens to certificates associated with shortfalls, excess generation or replacement power.
REC ownership questions to answer in the contract
Create a REC schedule in the PPA file before the project begins operating. Treat it as a controlled record that can be updated when the contract, project registration or reporting boundary changes.
| Field | What to record | Why it matters |
|---|---|---|
| Project identity | Legal project name, generating-unit or registry ID, technology and operating location | Prevents certificates from another facility being substituted without your approval. |
| REC owner | The account holder that owns the certificates before transfer | Establishes who can make the renewable-use claim. |
| Exclusive rights | Language stating that your organization receives exclusive rights to the associated renewable attributes | Reduces the risk of double selling or competing claims. |
| Market boundary | The electricity market or geographic area covered by the contract and the facilities using the claim | Market-based Scope 2 methods generally require the instrument to be from the same market as the operational load. |
| Production period and vintage | Month or year of generation and the certificate vintage rules | Connects a certificate to the reporting period and prevents use of an ineligible vintage. |
| Expected and settled MWh | Forecast output, metered output and the final quantity delivered | Shows whether the claim is based on actual generation rather than a forecast. |
| Transfer timing | When certificates move to your registry account and which documents confirm the transfer | Lets you verify ownership before publishing a claim. |
| Shortfall and excess rules | Replacement-REC source, eligibility, pricing and treatment of excess certificates | Determines whether a lower-than-expected output can still support the planned claim. |
| Retirement beneficiary | Your legal entity, facility or designated load that will receive the retirement | Links the retirement to the exact claimant. |
| Audit rights | Access to meter data, registry records, transfer evidence and supplier attestations | Provides evidence for internal review, assurance or a regulator. |
EPA advises organizations using a third-party-owned solar system or PPA to ensure that the contract conveys associated REC ownership to the organization. If the clause is silent, ask for an amendment before relying on the project in external reporting.

1. Extract the allocation clause
- Save the executed PPA, amendments, exhibits and any REC or environmental-attribute schedule in a controlled location.
- Quote the clause that assigns RECs and identify the entity that has exclusive rights to claim them.
- Record the project, market, covered facilities, contract term, production period, replacement provisions and retirement beneficiary in the REC schedule.
- Flag language that permits the developer to retain, sell, transfer or apply certificates to a renewable-portfolio standard (RPS) obligation.
Do not treat a promise to “provide renewable power” as proof of ownership. The document must say who owns the attributes and whether any other party may claim them.
2. Reconcile generation to the certificate registry
Certificate-based tracking systems register renewable generation, issue one REC per renewable MWh and permit electronic transfers between account holders. Obtain the project’s monthly or quarterly production statement and compare it with the MWh registered in the applicable tracking system.
- Check that the generating-unit ID and operating location match the PPA.
- Compare metered or settled MWh with the number of RECs issued.
- Investigate differences caused by meter adjustments, outage periods, losses, rounding or registry issuance schedules.
- Record the production period and vintage for every batch that enters your account.
A forecast is not a certificate. Keep forecasts for planning, but base a public claim on issued and transferred instruments.
3. Preserve transfer evidence
For each transfer, retain the registry confirmation, certificate serial-number range, transfer date, invoice, production or meter statement and any supplier attestation. The evidence should show the sending account, receiving account, project, quantity and vintage.
Where a certificate registry is not used, maintain a contract-path file containing the executed agreement, meter data, chain-of-custody records, invoices and signed attestations from each party in the transfer chain. A contract-path audit may be necessary to demonstrate that no other party retained the same attributes.

4. Retire the certificates used in the claim
Ownership alone does not support an environmental claim. Retire or cancel the exact RECs used for the claim in the applicable tracking system. Specify the MWh, project or product definition, market and reporting period, and designate your organization or covered facility as the retirement beneficiary.
EPA states that making an environmental claim requires retirement and recommends consulting the supplier or tracking system about the formal retirement process. Download the retirement confirmation and preserve the serial-number range; do not rely on a supplier email that lacks registry evidence.
5. Maintain a claims ledger
Use one row for each external statement, facility allocation or Scope 2 calculation. At minimum, include:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- claim text and publication or reporting date;
- legal entity and facilities covered;
- market, project and production period;
- claimed MWh and the calculation or allocation method;
- retired REC serial numbers and retirement date;
- approver, evidence location and any limitation on the statement.
Linking every sentence in a sustainability report to a specific retirement batch makes review faster and prevents the same MWh from being assigned to multiple facilities or reporting periods.
6. Perform an annual close
- Confirm that all certificates supporting the year’s claims were retired before or when the claim was published.
- Search the contract, registry and supplier records for any sale, transfer or RPS application after your organization received the certificates.
- Reconcile the total retired MWh with the electricity use and the facilities covered by the statement.
- Check replacement certificates separately; verify their project, market, vintage and eligibility before including them.
- Obtain sign-off from the contract owner, environmental-accounting lead and an approver responsible for public claims.
How to prove that RECs were retired
A defensible evidence package has four connected layers:
- Contract right: The PPA assigns exclusive REC ownership or an equivalent right to your organization.
- Generation: Meter or production statements show that the project generated the claimed MWh.
- Transfer: Registry records or a documented contract path show that the certificates reached your account.
- Retirement: A registry confirmation shows the serial numbers were retired for your organization, facility or designated load.
Store the files together and use consistent identifiers. For example, a ledger entry can point to the PPA section, the production statement for March 2026, the registry transfer batch and the retirement certificate covering 420 MWh. If an auditor cannot move from the claim to those four records without guessing, the control is incomplete.
Can you claim zero-carbon electricity if the developer sold the RECs?
No. Selling the RECs transfers the renewable attributes and the associated use claim to the buyer that retires them. You may describe the electricity purchase or the financial structure of the PPA, but you cannot claim that your organization used the project’s renewable electricity or that the load is covered by its zero-emission attributes.

If only part of the project’s output is assigned to you, limit the statement to that quantity and the covered load. Do not convert a partial retirement into an unqualified company-wide “100% renewable” claim.
Using a solar PPA in market-based Scope 2 reporting
The GHG Protocol treats PPAs and energy-attribute certificates as contractual instruments. Their certificates must be tracked and retired or canceled when a claim is made. Before applying a project-specific or zero-emission factor, confirm that the instrument satisfies the applicable market boundary and quality criteria for your reporting program.
Match the instrument to the load
Identify the facilities, meters or aggregated load covered by the PPA. EPA guidance generally expects renewable electricity used for a claim to come from the same market as the organization’s operational load. A project in a different market may not support the same market-based claim, even if the project and contract are otherwise valid.
Document the allocation method when one PPA serves several facilities. Allocate only the retired MWh assigned to each facility, and retain the calculation showing how the total was divided.
Use a proportional statement
For calendar year 2026, a properly bounded statement could read:
“For calendar year 2026, [company] purchased and retired [MWh] of solar RECs associated with [project] for [facility/load] in [market]. These retired attributes support our market-based Scope 2 accounting for that covered electricity.”
Replace each variable with a verified value and keep the supporting retirement record. If the retirement covers only a portion of consumption, state the covered MWh or percentage and identify the remaining electricity separately.
Keep renewable claims separate from offsets
RECs are not carbon offsets. EPA classifies RECs as instruments for managing indirect electricity emissions, while offsets are instruments used to reduce direct global emissions. A REC statement should not be presented as an offset claim unless a separate, valid offset instrument and accounting treatment exists.

How to compare solar PPA offers
Price alone cannot tell you whether a PPA will support the claim you need. Compare the following dimensions before signing:
| Comparison point | Questions to ask | Claim impact |
|---|---|---|
| REC ownership and exclusivity | Who owns the certificates, and can the developer sell or use them elsewhere? | Determines who may make the renewable-use claim. |
| Project and load geography | Where is the project, and is it in the same eligible market as the load? | Affects market-based Scope 2 eligibility. |
| Term and production period | Which contract years and certificate vintages are covered? | Connects instruments to each reporting period. |
| Expected versus settled MWh | Is payment or allocation based on forecasts, metered output or settled output? | Controls how much can be claimed. |
| Registry and retirement process | Which tracking system issues, transfers and retires the certificates? | Determines the quality of ownership and retirement evidence. |
| Replacement RECs | What happens during outages or production shortfalls, and who chooses replacements? | Prevents ineligible certificates from being counted automatically. |
| Excess and shortfall treatment | Who receives excess certificates, and can unused certificates be sold? | Reveals potential double counting or an uncovered load. |
| Audit rights | Can you inspect meter data, registry records and transfer documents? | Supports assurance and dispute resolution. |
| Permitted wording | Does the contract restrict or define public environmental claims? | Aligns marketing language with the rights actually purchased. |
A cheaper PPA that strips or resells RECs cannot support the same claim as a bundled PPA that transfers and retires them. Put the comparison in the procurement approval record so the environmental-attribute trade-off is visible alongside the energy price.
Common failure modes and fixes
The PPA never names the REC owner
Symptom: The contract says “renewable power” but does not assign environmental attributes.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesFix: Obtain a signed amendment identifying the REC owner, exclusivity, market, production period, transfer timing and retirement beneficiary. Until then, do not publish a project-specific renewable claim.
The developer transferred certificates but did not retire them
Symptom: Your account shows a balance, but no retirement confirmation exists.
Fix: Retire the exact MWh for the intended facility and period, download the confirmation and update the claims ledger. Do not treat a transfer as retirement.
Claimed MWh exceed settled generation
Symptom: The report uses forecast output or the contracted volume instead of issued certificates.

Fix: Recalculate using settled, issued and eligible MWh. Cover any remaining electricity with separately documented instruments or describe the claim as partial.
Best Value
Certificates are in the wrong market or vintage
Symptom: The project is outside the load’s eligible market or the certificates do not match the reporting period.
Fix: Consult the applicable reporting program, replace the instruments with eligible certificates and amend the public wording to match what was actually retired.
The same certificates support two claims
Symptom: A supplier, developer or RPS filing also references the serial numbers in your ledger.
Fix: Freeze publication, investigate the chain of custody, obtain a correction or replacement, and document the resolution. EPA identifies resale, transfer or RPS use after a buyer claims the certificates as double counting.
A company-wide claim hides partial coverage
Symptom: A retirement covers one facility, but the website says the entire organization uses renewable electricity.
Fix: Name the covered facility or load, state the MWh or percentage and identify the reporting period. Remove “100% renewable” language unless the evidence covers the entire stated scope.
Records to retain for an audit
- Executed PPA, amendments and the quoted REC-allocation clause.
- Project registration, generator ID and market eligibility records.
- Monthly or quarterly meter and production statements.
- Registry issuance, transfer and retirement confirmations with serial numbers.
- Invoices, settlement statements and supplier attestations.
- Replacement-REC approvals and evidence of eligibility.
- Scope 2 allocation calculations and facility electricity data.
- Published claim text, approval trail and date of publication.
- Annual close checklist documenting resale, RPS and double-counting checks.
Retention periods should follow your financial-control, sustainability-reporting and legal requirements. Keep the evidence in a system where edits are logged and the final retirement record cannot be silently replaced.
What the evidence can and cannot quantify
There is no universal tonnes-of-carbon-reduction number for a solar PPA. The result depends on the load, market boundary, REC ownership, project attributes and reporting period. The directly supported unit is one REC for each MWh of renewable generation, not a generic carbon figure.
Use the PPA and retired certificates to support the renewable-electricity and market-based Scope 2 treatment they actually cover. If you calculate avoided emissions or another carbon metric, disclose the emission factor, baseline, boundary, methodology and uncertainty separately; do not convert the REC count into tonnes of carbon without a documented accounting method.
Publication-ready review checklist
- Name the PPA project, market, facilities and reporting period.
- Quote the REC-allocation clause and identify the exclusive claimant.
- Reconcile generation with registry records and preserve serial numbers.
- Retire the exact claimed MWh before or when the claim is published.
- Check for RPS use, resale, supplier claims and other double counting.
- Separate renewable-electricity and Scope 2 statements from offset claims.
- State partial coverage and avoid unqualified company-wide language.
- Preserve retirement statements, invoices, production data and approvals for audit.
A solar PPA becomes a supportable environmental claim through this chain of evidence: explicit REC rights, verified generation, documented transfer, formal retirement, a load-matched Scope 2 calculation and wording that stays within the retired quantity.
