Use the GST Council’s official What’s New, press-release, FAQ and meeting-archive pages to discover a decision. Then verify the underlying Act, Rule, notification, circular, instruction, guideline or order in the Council’s Central GST index and the CBIC Tax Information Portal. A meeting announcement tells you what the Council recommended; only the relevant government publication, with its own publication and effective dates, establishes how and when a change operates.
This two-stage method prevents a common error: treating a recommendation headline as if it were already an enforceable GST rule. Keep the meeting number and date with the implementing document’s identifier, issuing authority, publication date and stated effective date so that another person can retrace your conclusion.

How the official GST update system fits together
Indian GST information is distributed across two related but different tracks. The GST Council publishes the policy discussion and decision record. Central authorities publish the legal or administrative text that gives a decision practical effect, explains it, or records an order. You need both tracks when the question is whether a tax rate, procedure, exemption, form, compliance requirement or clarification is actually in force.

The Council’s What’s New page is the broadest starting point. It brings together current press releases, FAQs, newsletters and other Council material. The listing checked included material for the 57th meeting dated 8 October 2026. Use it to spot a new subject, then open the document that contains the level of detail you need.

The press-release index is the quickest route to the Council’s announced recommendations. Each entry displays a date and title; the listing checked showed a release for the 57th meeting dated 8 October 2026. A release is useful for understanding the Council’s public announcement, but it is not a substitute for the later legal instrument.
The FAQ index contains explanatory material, including FAQs associated with meeting recommendations. The checked listing included FAQs for the 57th meeting. An FAQ can explain intended treatment in plain language, while the notification, circular or amended rule remains the controlling text for the document’s stated scope and date.
The meetings archive preserves context. Rows identify meeting numbers and dates and link to agendas and minutes; search fields are available for agenda and minutes. Record the meeting number as well as the calendar date because similar subjects can recur at different meetings.
Central GST legal and administrative publications
The Council’s Central GST index is the directory for the central text that follows a Council discussion. It links to the CGST Act and Rules, Finance Acts, notifications (including tax and rate notifications), circulars, and instructions or guidelines. Use the document class that matches your question instead of assuming every change appears as a notification.
CBIC’s Tax Information Portal provides a second, categorized route to GST acts, rules, forms, notifications, circulars, instructions, guidelines and orders. Its “Latest Updates (Notifications & Circulars)” entry point is useful for recent material. CBIC states that portal content is “being continuously updated and expanded in a phased-manner.” A page’s current status therefore matters when you are preparing time-sensitive guidance.
The GST Council also maintains a separate Circulars/Advisory index. It lists dated Council advisories, including material about coordination between state and central authorities. Advisories can be relevant context, but read their wording and issuing authority before treating them as a legal amendment.

Recommendation, notification and effective date are different statuses
Use status words that match the document you actually read. A press release can establish that the Council recommended a measure. It does not, by itself, establish that a tax rate has changed, a form is mandatory, or a penalty is enforceable. For those statements, identify the relevant official publication and read its operative language.
| Evidence you have | What it establishes | Safe wording |
|---|---|---|
| Press release or meeting summary | The Council’s announced recommendation | “The GST Council recommended …” |
| Agenda or minutes | The matter considered and the meeting context | “The agenda/minutes record that the matter was considered …” |
| FAQ | Published explanatory guidance from the Council | “The Council FAQ explains …” |
| Notification, amended Act or Rule | The issued legal text and any commencement wording | “The notification amends … from [stated date].” |
| Circular, instruction, guideline or order | An administrative clarification, direction or order within that document’s authority | “CBIC/the issuing authority circular states …” |
The Council’s agenda material describes central notifications, circulars and orders as being made available through CBIC and the e-Gazette and placed before the Council for information or ratification. That is why a short meeting summary should lead you to the underlying publication rather than replace it.
A repeatable workflow for tracking any GST Council decision
- Start with What’s New. Open the current Council listing and note the item’s title, date and document type. If the item concerns a meeting, write down the meeting number immediately.
- Open the press release listing. Find the release with the matching meeting number or subject. Read the full release, not only its headline, and separate recommendations, implementation references and explanatory statements.
- Check the FAQ index. If an FAQ exists for the same meeting or issue, read it for definitions, examples and transitional explanations. Treat it as explanatory material and continue to the legal publication for operative wording.
- Open the meetings archive. Search by meeting number and date, then review the agenda and minutes links. Use this step when the release is brief, when a subject has several stages, or when you need to know exactly which item the Council considered.
- Trace the central publication. Search the Central GST index and the CBIC Tax Information Portal for the relevant Act, Rule, Finance Act, notification, circular, instruction, guideline or order. Use the “Latest Updates (Notifications & Circulars)” route on the CBIC portal for recently issued material.
- Capture document identity. Record the document number or identifier exactly as printed, issuing authority, publication date, title, document class and every effective or commencement date stated in the text. Save the meeting number and date beside those details.
- Assign a status. Label the item as recommendation, explanatory FAQ, notified, clarified, ordered or effective only when the document supports that label. If no implementing publication is located, say that the Council recommendation has been identified but its operative instrument has not been verified.
- Recheck before publishing or acting. Reopen the current Council and CBIC listings when timing matters. Listings change, and an older summary may not include a later notification, corrigendum, circular or commencement date.
How to find meeting agendas and minutes
Search by meeting number first
Meeting numbers are more reliable than a broad subject search. A topic can appear in a press release, an FAQ, an agenda item and later minutes, each with slightly different wording. Use the number and date together, then compare the title of the agenda item with the title of the release.
Use the archive when a release is too short
Minutes and agendas can show whether an item was merely discussed, recommended, deferred or recorded for information. They also help distinguish a Council decision from an implementation step assigned to a central or state authority. Do not infer the final legal effect from an agenda heading alone.
Preserve the context in your notes
A useful citation record includes the meeting number, meeting date, agenda or minutes title, and the press-release or FAQ title you used. This prevents a later reader from confusing two meetings that addressed similar rates, exemptions or procedural issues.
How to verify whether a recommendation has been notified
Match the subject, not just the date
Search the Central GST index and CBIC portal using distinctive words from the recommendation, such as the affected supply, form, rule or rate category. A publication issued after the meeting may use technical language that differs from the press release, so check the document’s scope and definitions.

Read the commencement clause
Look for phrases such as “comes into force,” “shall be effective from,” a specified calendar date, or a condition tied to a future notification. The publication date and effective date can differ. Record both; never substitute the day you found the document for the date the document says it operates.
Check amendments and related instruments
A rate or procedural recommendation may require more than one instrument. An Act or Rule amendment can be accompanied by a notification, circular, form change or order. Follow references inside the principal document and check the relevant categories in both official indexes before concluding that the trail is complete.
Use precise reporting language
If you found only the Council release, report a recommendation. If you found a notification but its commencement is future-dated, report that it has been issued and state the future effective date. If a circular explains an existing provision without changing it, call it a clarification rather than a new tax rule.

Build an update trail that survives later changes
For each issue, keep one row in an internal log or spreadsheet. The following fields are sufficient for most editorial, accounting and compliance checks:
| Field | What to enter |
|---|---|
| Subject | Short description of the tax, rate, form or procedure |
| Council reference | Meeting number and meeting date |
| Discovery record | What’s New entry, press-release title and date |
| Context record | Agenda or minutes title and date, if used |
| Explanation | FAQ title and date, if one exists |
| Implementing document | Act, Rule, notification, circular, instruction, guideline or order number |
| Issuer | Authority named on the document, such as CBIC or another issuing body |
| Publication date | Date printed or displayed on the official document |
| Effective date | Commencement date or condition stated in the document |
| Status | Recommendation, explanatory, issued, effective, clarified or not yet located |
| Last checked | Date you last revisited the official listings |
Keep a copy of the document or a stable internal reference where your records allow it, but always verify the live official listing before relying on an old copy. If a later amendment or corrigendum changes the result, add a new row or a dated revision rather than overwriting the original trail.
Timing rules for fast-moving updates
When a headline appears before the instrument
Publish the Council’s recommendation as a recommendation and identify the meeting date. Add a clear note that the operative notification, rule amendment or other publication must be checked before applying the change. Do not convert an expected implementation into a present-tense compliance instruction.

When the instrument is issued but not yet effective
State both events: the date of issue and the future commencement date. Explain whether existing transactions remain governed by the earlier text until commencement, if the document itself addresses that point. If it does not, avoid making a case-specific legal conclusion.

When dates conflict across pages
Prefer the date printed in the authoritative legal instrument for its legal status, while retaining the Council meeting date for policy context. Note the discrepancy in your records and check whether a correction, later order or amended version resolves it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Central versus state and Union Territory updates
The Council Central GST index and CBIC Tax Information Portal establish the central pathways described here. They do not constitute a complete directory of state and Union Territory GST channels. A business operating in a particular jurisdiction should also consult that state or Union Territory tax authority and its official publications for SGST, local procedures, orders and implementation notices.
Do not assume that a central notification answers every jurisdiction-specific question. Keep the central document in your trail, then add the relevant state or Union Territory instrument and its own issuer, date and effective-date fields.
Common tracking mistakes and their fixes
| Mistake | Why it fails | Fix |
|---|---|---|
| Using only a news headline or social post | It may omit the meeting number, document class and commencement condition | Open the Council record and trace the official publication |
| Calling every Council announcement a “new rule” | A recommendation is not the same as an issued legal text | Use status language tied to the evidence |
| Searching only the press-release page | Minutes, FAQs and implementing documents may be elsewhere | Check the archive, FAQ index, Central GST index and CBIC portal |
| Recording publication date but not effective date | The rule may start later or conditionally | Capture both dates exactly as stated |
| Ignoring document type | An order, circular, guideline and notification do different work | Identify the class and read its scope |
| Relying on an old portal snapshot | Official listings and related instruments can be updated | Recheck current Council and CBIC pages before acting |
| Assuming central sources cover every state | State and Union Territory instruments are separate | Consult the relevant jurisdiction’s official tax authority |
A practical example of status wording
Suppose a Council press release announces a recommendation affecting a category of supplies. Your first note should identify the meeting number, date and recommendation. If the FAQ explains the intended treatment, add that explanation separately. You then search the Central GST index and CBIC portal. If you find a notification with an effective date, report the notification number, issuer, publication date and commencement date. If you find only a release and FAQ, report the recommendation and say that an implementing publication was not located in the official indexes you checked; do not state that the rate or procedure is already operative.

For a recurring compliance or editorial workflow, set a calendar reminder to inspect those Council pages and the CBIC “Latest Updates (Notifications & Circulars)” entry point. When an item appears, complete the metadata row before drafting an alert. Revisit the record after publication if the subject has a delayed commencement date or depends on a related circular, form or order.

Frequently Asked Questions
How do I track GST Council decisions?
Start with the GST Council’s What’s New and press-release pages, record the meeting number and date, then use the meetings archive, FAQ index, Central GST index and CBIC Tax Information Portal to follow the recommendation to its implementing document.
Where can I find GST Council meeting minutes?
Use the GST Council Meetings archive. Its rows identify meeting numbers and dates and provide links to agendas and minutes, with search fields for both document types.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →How do I check whether a GST Council recommendation has been notified?
Search the Council Central GST index and CBIC Tax Information Portal for the matching Act, Rule, notification, circular, instruction, guideline or order. Verify the document identifier, issuing authority and stated effective date before calling the recommendation notified or effective.
Are GST Council recommendations automatically law?
No. A recommendation is a Council decision record. Its legal or administrative effect depends on the relevant official publication and any commencement wording in that document.
Where should I look for a state-specific GST update?
Use the central Council and CBIC sources for central material, then consult the official tax authority and publications of the relevant state or Union Territory. The central indexes are not a complete state-by-state directory.
