The reliable way to budget in more than one currency is to keep a dated transaction ledger. Store the original amount, currency, rate direction, rate source and date, provider fee, and net amount actually received or charged. Convert that transaction separately for your home-currency budget, then reconcile the estimate with the settlement shown by your bank, card issuer, payroll service, or transfer provider.
For U.S. federal tax returns, amounts are generally reported in U.S. dollars. IRS guidance usually ties the conversion to the rate prevailing when income, an expense, or another item is received, paid, or accrued; that tax rule is not automatically the right rate for every country’s tax system or every personal budgeting decision.

Start with a transaction ledger, not a converted total
A single converted number cannot tell you whether a budget changed because the foreign amount changed, the exchange rate moved, or a provider deducted a fee. Keep the foreign-currency figure as the source value and treat conversion as a separate calculation. This preserves an audit trail for a paycheck, invoice, card purchase, subscription, refund, cash withdrawal, or transfer.

A transfer that leaves one account and arrives in another normally needs a sending row and a receiving row, linked by a reference, because the provider may apply a fee or a different settlement amount. Do not overwrite an estimate when the money settles; retain the estimate and record the actual result beside it.

The minimum information for each row
- Dates: transaction date, and the date money was received or paid when those differ.
- Description and category: salary, freelance invoice, rent, travel, software, tax, transfer, refund, or another budget category.
- Direction: income or expense.
- Original amount and currency: for example, 1,250 EUR, without rounding away cents shown on the source document.
- Exchange-rate date, source, and quote direction: identify whether the quote is home currency per one foreign unit or the reverse.
- Rate and converted budget amount: the calculation used for planning or reporting.
- Provider fee and fee currency: show a fee deducted in the foreign currency separately from a fee charged in your home currency.
- Net settlement: what actually reached your account or was charged to it.
- Evidence: a statement, invoice, payslip, card receipt, or transfer confirmation, plus a note or document link.
These columns are a practical recordkeeping design, not an IRS-prescribed form. They let you reproduce a number months later without guessing which rate or fee was used.
Design the spreadsheet so rate direction cannot be misunderstood
Choose one quote convention and label it in the header. The easiest for a U.S.-dollar budget is USD per one unit of foreign currency. If 1 EUR equals 1.09 USD, a 1,250 EUR receipt converts to 1,362.50 USD before fees:
home-currency amount = foreign amount × home-currency units per foreign unit

Pick the symptom - the matching free tool is one click away.
If your source instead gives foreign currency per USD, divide by that quote rather than multiplying. A rate of 0.9174 EUR per USD represents approximately 1.0900 USD per EUR:
USD amount = EUR amount ÷ (EUR per USD rate)
Never mix the two directions in one column. Add a visible label such as USD/EUR (USD per EUR), and retain the unrounded source rate in a separate cell if the provider statement supplies more precision than you display.
A ledger layout you can copy
| Column | What to enter | Why it matters |
|---|---|---|
| Transaction date | Date of purchase, invoice, or transfer instruction | Identifies the economic event |
| Received/paid date | Date funds arrived or left | May control a tax conversion or explain a timing variance |
| Description | Employer, client, merchant, or transfer purpose | Connects the row to source evidence |
| Category | Income or budget category | Supports reporting by envelope or account |
| Original amount | Numeric foreign-currency amount | Preserves the source value |
| Currency | ISO code such as EUR, GBP, CAD, or JPY | Prevents ambiguous symbols |
| Rate date | Date represented by the selected rate | Distinguishes an estimate from a transaction-date rate |
| Rate source | Published table, card statement, bank advice, or other identified source | Makes the conversion reproducible |
| Quote direction | For example, USD per EUR | Prevents an inversion error |
| Rate | Numeric rate, with precision retained | Drives the home-currency calculation |
| Budget conversion | Foreign amount multiplied or divided using the stated direction | Shows the planned home-currency value |
| Provider fee | Fee amount and its currency | Separates an explicit charge from the rate |
| Net settlement | Amount actually deposited or charged | Explains the bank or card result |
| Notes/evidence | Receipt location, reference, or exception | Supports later reconciliation |
Use a two-stage process: plan, then reconcile
- Set a labeled planning assumption. Before a paycheck or bill arrives, enter the foreign amount you reasonably expect, the rate date or period used, and the source. Mark the row as an estimate rather than presenting it as settled cash.
- Capture the original event. When the invoice, payslip, receipt, or order is issued, update the original amount, currency, and transaction date. Keep the original document even if the amount later changes through a refund or adjustment.
- Record the rate used for the budget. Enter the rate and its direction in dedicated fields. Do not type a converted total without the underlying rate.
- Enter every provider charge separately. If a transfer service deducts 8 EUR from a 1,250 EUR payment, record 8 EUR as the fee and 1,242 EUR as the amount available to settle. If the fee is 3 USD, record it in USD instead of pretending it reduced the EUR principal.
- Replace the estimate with an actual settlement entry, not by deleting history. Copy the amount shown on the bank, card, payroll, or transfer record, including the provider’s applied rate when disclosed. Link the settlement to the planned row.
- Reconcile the difference. Calculate the variance between the budget conversion and the net settlement. Classify it as foreign-amount change, rate movement, explicit fee, rate spread, timing, or an unidentified discrepancy.
- Lock the period. After checking statements, preserve the dated values. A later rate change should affect a new transaction or a clearly labeled revaluation, not silently rewrite last month’s record.
Separate the budget rate from the tax rate
A budget needs a useful planning convention; a tax return may require a legally appropriate conversion tied to a particular date. They can be the same, but they do not have to be.
Transaction-date rates
For an actual receipt or payment, a rate representing the date the event occurred is the most transparent choice for a personal budget. It lets you compare the expected home-currency cost with the amount the provider ultimately used. Keep the source and date beside the rate because two reputable tables can publish different values for the same calendar day.

Monthly and annual averages
An average can simplify planning for a stream of similar receipts, but it is not automatically interchangeable with a transaction-date rate. IRS Publication 4491 explains that annual averages may be used for income received evenly when rates were relatively stable, and monthly averages may apply to qualifying income received evenly during part of a year. The publication also cautions that “The exchange rate for a particular currency is likely to change every day.” Read the conditions in the current publication before applying an average to a tax calculation: IRS Publication 4491 (Rev. 10-2025).
For budgeting, an average is best labeled as an assumption such as “2026 monthly planning rate,” with the period and method written in the notes. Reconcile each actual receipt or payment later rather than treating the average as the provider’s settlement rate.
Provider rate versus a published reference rate
A bank, card network, payroll processor, or transfer service may apply a rate that differs from a public reference table. The difference can be an explicit fee, a spread embedded in the rate, a timing difference, or a combination. If the statement gives the actual foreign and home-currency amounts, calculate the implied rate:
implied provider rate = home-currency amount before separate home-currency fees ÷ foreign amount

What U.S. federal guidance says about foreign-currency income
The IRS states that taxpayers generally express amounts on a U.S. federal return in U.S. dollars. The dollar is generally the functional currency, although certain qualified business units can have another functional currency. When the dollar is the functional currency, IRS guidance says to translate foreign-currency income, expenses, and other items at the rate prevailing when the item is received, paid, or accrued, as applicable. The current overview is IRS: Foreign currency and currency exchange rates.
When more than one rate is available, the IRS says: “If there is more than one exchange rate, use the one that most properly reflects your income.” Keep a note explaining why you selected a particular source, especially when a payroll statement, bank record, and government table do not match.

This is U.S. federal tax guidance, not a universal budgeting rule. Other countries can use different timing, functional-currency, or averaging rules. Foreign tax credits, investments, foreign taxes, business units using a non-dollar functional currency, and other specialized situations can require separate instructions. A qualified tax professional or the relevant tax authority should resolve those cases.
Choose a rate source by purpose
The IRS points taxpayers toward government and external exchange-rate sources, including Treasury and Federal Reserve resources, while emphasizing that the selected rate should properly reflect the income. A source’s intended use matters as much as its number.
Treasury’s converter
The U.S. Treasury Currency Exchange Rates Converter uses Treasury Reporting Rates of Exchange data. Treasury describes those rates as uniform dollar equivalents for federal-agency reporting, and the converter page says its dataset is updated quarterly. That makes it useful as an identified government reference, but it does not mean the value is the exact consumer rate or fee offered by your bank or transfer provider.
Statements and transaction records
For reconciling what actually happened, a card statement or transfer receipt is usually the most direct evidence of the provider’s applied rate and fee. Preserve the document and record whether the displayed amount includes a spread or a separate charge. If the provider discloses only a combined home-currency total, record that limitation instead of inventing a fee breakdown.
Source checks before you copy a rate
- Confirm the currency pair and the quote direction.
- Check the rate’s date, publication time, and update frequency.
- Determine whether the value is a reference rate, a reporting rate, or a provider settlement rate.
- Verify whether the figure includes a fee or represents only the exchange component.
- Save the page, PDF, statement, or export that supports the number.
Make fees and exchange-rate spreads visible
An explicit fee is easy to miss when it is deducted before deposit. A spread is harder because it is embedded in the exchange rate. Track both without assuming that a published reference rate equals the provider’s offer.
Explicit fee
If you send 1,000 GBP, the provider charges 6 GBP, and the recipient receives 994 GBP, the principal and fee are separate foreign-currency amounts. If the provider instead charges 4 USD in addition to sending the full 1,000 GBP, record the fee in USD. The home-currency budget can show both the converted principal and the fee converted on its own rate or at the actual charged amount.
Embedded spread
Suppose a reference table shows 1 GBP = 1.27 USD, but a statement converts 1,000 GBP to 1,255 USD before any separately listed fee. The statement’s implied rate is 1.255 USD per GBP; the 0.015 USD difference per pound is part of the provider’s pricing or timing effect unless the provider identifies another cause. Do not label it a fee unless the statement or contract does so.

Net settlement for income
For foreign income, distinguish the gross amount earned from the net amount deposited. A payroll deduction, transfer charge, or receiving-bank fee can reduce cash received without changing the gross amount shown on a payslip or invoice. Keep both figures and identify what each represents; otherwise, a lower deposit can be mistaken for lower income.

Foreign salary or regular contractor income
Enter the gross amount and the date earned or paid according to the document you are using. For planning, an average rate can make a recurring budget stable; for a U.S. federal tax conversion, check the applicable timing and source rules instead of assuming the monthly budget rate is sufficient. Record payroll taxes, pension deductions, or transfer fees in their own fields when they are shown separately.
Irregular freelance invoices
Keep the invoice currency and issue date, then add a receipt date when the client pays. If the invoice is revised, retain the original row and add an adjustment row. This prevents an exchange-rate movement between invoicing and payment from disappearing inside an unexplained total.
Foreign-card purchases
Record the merchant’s foreign amount from the receipt and the home-currency amount from the card statement. Use the statement’s final amount for cash-flow reconciliation, and note any pending-to-posted change. A card’s foreign transaction fee, if separately disclosed, belongs in a fee field rather than being folded into the merchandise price.
Transfers between your own accounts
Link the outgoing and incoming records with the transfer reference. The outgoing foreign amount, incoming home-currency amount, fee, and settlement date may not align one-for-one. Treat the movement as a transfer for budget classification so it is not counted as income or spending twice.
Refunds, reversals, and chargebacks
Post the refund as a new dated transaction with a negative expense or positive income adjustment, preserving the original currency and the provider’s settled amount. A refund at a different rate can produce a home-currency difference even when the foreign amount matches the purchase; record that difference rather than forcing the two rows to cancel exactly.
Reconcile a month and diagnose the variance
At the end of a period, compare planned home-currency totals with settled totals by category and currency. A useful variance worksheet has one line for each material difference and a reason code.
Best Value
| Symptom | Likely cause | Check |
|---|---|---|
| Foreign amount matches, home-currency amount differs | Rate movement, quote inversion, or provider spread | Recheck direction, rate date, and statement-implied rate |
| Deposit is lower than converted gross income | Explicit transfer, receiving, payroll, or tax deduction | Compare the payslip or invoice with the settlement record |
| Expense appears twice | Transfer or card authorization was counted as both pending and posted | Match merchant reference and remove the duplicate event, not the evidence |
| Average-rate budget drifts each month | Planning assumption differs from daily settlement rates | Keep the average for planning and post actual rates in reconciliation |
| Two sources disagree on the same day | Different update times, market conventions, or purposes | Document each source and select the one appropriate to the stated use |
| Tax worksheet cannot reproduce a number | Missing date, source, functional-currency decision, or original amount | Restore the source document and consult current official guidance |
Once classified, the variance can be assigned to the appropriate budget category. Do not hide a fee inside an “exchange-rate variance” line when the provider identifies the fee separately.
Useful spreadsheet formulas
Assume the sheet has these fields: foreign amount in B2, rate in C2, provider fee in home currency in D2, and a direction field in E2 containing either home_per_foreign or foreign_per_home.
- Converted principal:
=IF(E2="home_per_foreign",B2*C2,B2/C2) - Cash received after a home-currency fee:
=F2-D2, whereF2is the converted principal or the provider’s stated home-currency amount, depending on your ledger design. - Rate-implied by settlement:
=settled_home_amount/foreign_amountwhen the quote is home currency per foreign unit. - Variance:
=actual_settlement-budget_conversion, with a separate sign convention documented at the top of the sheet.
Formulas calculate consistently; they do not decide which rate is legally appropriate for a tax return. Protect the original-rate and source columns from accidental edits, and use data validation for currency codes and quote direction.

Keep the source statement, invoice, payslip, receipt, or transfer confirmation with the ledger row. A PDF or export should show the date, currency, gross amount, fee, exchange result, and reference when available. If you save a web-based rate, include the page title and access date in your notes because a quarterly or daily table may later change.
Financial records contain account numbers and personal information. Store them in an encrypted location, restrict sharing, and redact unnecessary identifiers before sending a file to an adviser. Do not place full card numbers, authentication codes, or bank login details in a budget workbook.
When a simple personal ledger is not enough
Get specialized advice when you have a business with a non-dollar functional currency, foreign tax-credit calculations, investments or securities, controlled entities, multiple tax jurisdictions, or a question about whether an item is received, paid, or accrued. The IRS overview and current publications are starting points, not a substitute for facts-specific advice. For ordinary household planning, however, a dated original-currency ledger with documented rates, fees, and net settlements supplies the detail needed to explain most month-to-month differences.
The practical outcome
Use one record for the event and another field for the conversion: original currency tells you what changed, the dated rate tells you how it was translated, and the provider fee and net settlement tell you what reached or left your account. Label every assumption, preserve the actual statement result, and keep tax conversions distinct from a convenient budgeting average. That structure turns a confusing foreign-currency variance into a traceable calculation.
