Track a critical-materials project in one source-controlled register linked to four separate logs: recognition, permits, funding and delivery evidence. Keep their statuses independent. A project can be recognised as an EU Strategic Project before it has every permit or reaches financial close, so combining those stages creates a misleading picture of progress.
Build the project register before collecting updates
Start with a single master record for each project and assign a stable internal ID. Every entry in the four logs should point back to that ID. Do not overwrite old values: retain the original source, publication date, document version, verifier and date checked. This gives you an audit trail when a project name, promoter, capacity figure or funding status changes.

Identity and recognition log
Record the facts that establish what the project is and how the European Union classifies it:
- Official project name and any former name.
- Promoter, ownership or consortium description as stated by the authority.
- Country, regions and sites involved, including cross-border locations.
- Strategic raw material or materials concerned.
- Value-chain stage: extraction, processing, recycling or substitution.
- Commission recognition decision, decision date, official annex reference and current status.
- Source document, publication date, last verification date and next review date.
The Commission’s Strategic Projects page and catalogue are the canonical index for this check. The catalogue supports searches by location and project and links to raw-material factsheets. The second EU list was adopted on 9 October 2026, according to the Commission’s DG GROW page; because lists can change, check the live catalogue whenever you refresh a register rather than relying on an old spreadsheet export.

Why recognition is not a completion signal
The Critical Raw Materials Act (CRMA) process includes a completeness check, an assessment and discussion with the European Critical Raw Materials Board before a Commission decision. Recognition indicates that the project has passed that process; it does not prove that environmental consent, construction approval, financing or commissioning has been secured. Use a separate field for each of those conditions.
Track permits with an elapsed-time clock
Create one permit-log row for every approval, not one row labelled “permitting.” A mine, refinery, recycling plant or substitution facility can have several parallel or sequential authorisations.
Minimum permit-log fields
- Permit or consent name and issuing authority.
- National single point of contact (SPOC) responsible for coordination.
- Project site, legal applicant and linked Strategic Project ID.
- Required environmental-impact assessment, water, waste, nature, emissions, land-use, construction and energy documentation.
- Application date, completeness confirmation, consultation start and end, decision date and appeal period.
- Dependencies, requests for additional information and every statutory clock pause or restart.
- Elapsed calendar days and the applicable CRMA target.
- Decision, conditions, appeal outcome, source document and next action.
Contact the national SPOC at the beginning of project monitoring. Ask which authority owns each permit, what environmental material is required, how public consultation works, which approvals depend on others and how pauses are counted. Record the answer in the log, not just in email.

Your Europe and the 2024 CRMA framework state maximum permitting timelines of 27 months for extraction and 15 months for processing or recycling. These are statutory targets for qualifying Strategic Projects, not a promise that every project will receive a final, unappealable permit within that many uninterrupted calendar days. Your clock should therefore show both total elapsed days and paused days, with the event that caused each pause.
| Project activity | Published maximum permitting timeline | What to record alongside it |
|---|---|---|
| Extraction | 27 months | Completeness date, consultation periods, information requests, pauses, decision and appeal dates |
| Processing | 15 months | Same fields, plus dependencies on site, energy or feedstock permits |
| Recycling | 15 months | Same fields, including waste and emissions approvals where applicable |
Do not label an application “on time” simply because the target has not expired. A missing completeness decision, an unresolved information request or an unrecorded appeal can make the apparent age inaccurate.

Permit status vocabulary
Use controlled values so that projects can be compared: not started, pre-application, submitted, completeness under review, consultation, information requested, decision issued, appeal, final and withdrawn or refused. Keep a separate status for each permit and derive an overall permit-maturity rating from the least advanced approval that is critical to construction.
Follow the funding pipeline from call to cash
A press release naming a funding instrument is not an award. Track the complete chain: opportunity, application, evaluation, agreement, drawdown and reporting.
Funding-pipeline fields
- Instrument and programme, managing authority, call identifier and official call page.
- Publication date, cut-off date, eligible geography and eligible activity.
- Eligibility interpretation and the project’s evidence for meeting it.
- Requested amount, co-financing and proposed funding mix.
- Evaluation result, award decision and date.
- Grant agreement or loan/guarantee documents, conditions, payment schedule and amendment history.
- Disbursements, reporting milestones, eligible-cost evidence and any recovery or clawback terms.
Preserve the submitted proposal version. A later summary can omit assumptions that evaluators relied on, while an amended grant agreement can change milestones or eligible costs.
EU routes to monitor
| Route | What it can provide | Tracking point |
|---|---|---|
| Innovation Fund | Competitive support for innovative low-carbon industrial projects, including critical-materials work when a call allows it | Call scope, cut-off date, evaluation, award, grant agreement and payment milestones |
| InvestEU and EIB | Loans, guarantees and advisory support through the EIB or another implementing partner | Partner, facility, conditions precedent, drawdowns, covenants and advisory deliverables |
| Horizon Europe | Research and innovation grants | Topic eligibility, consortium, evaluation and grant reporting |
| Strategic Technologies for Europe Platform (STEP) | Connection to eligible programmes, calls, seals and supported projects | Whether a project has a STEP seal and which underlying programme supplies money |
| Recovery and Resilience Facility | Member-State recovery-plan support | National measure, milestone, payment request and deadline |
| Cohesion funds | Regional and national investment support | Managing authority, regional eligibility and selection decision |
| National programmes | Domestic grants, loans or guarantees | National call, budget, state-aid basis and award terms |
InvestEU is not one open grant call. It is a guarantee-backed finance channel generally accessed through the EIB or another implementing partner. For the 2021–2027 programme, the European Commission states an EU budget guarantee of EUR 26.2 billion, intended to mobilise more than EUR 372 billion. Those are programme-level figures, not money reserved for a particular project.
Separate awarded, announced and planned money
The Commission’s RESourceEU communication reports that the Innovation Fund 2024 call awarded EUR 376 million to five critical-raw-materials projects (European Commission communication, 2025). The same communication describes a planned at least EUR 700 million 2026 Innovation Fund call and an expectation of around EUR 2 billion in additional critical-raw-materials investment in 2026–2027. Enter each as a different evidence type: awarded, planned call or policy expectation. Do not place a planned envelope in a project’s secured-funding total until a live call, award decision or signed financing document confirms it.

Loans and guarantees need a different checklist
For debt or guarantee finance, record the lender, facility type, amount, maturity, interest or guarantee fee when published, conditions precedent, drawdown dates, financial and non-financial covenants, security, waiver history and advisory work. A signed term sheet is not the same as a first drawdown, and a guarantee ceiling is not the same as funds already received.

Measure delivery with evidence, not announcements
The delivery and evidence log answers the question “Is the project actually progressing?” Use dated, independently checkable milestones rather than narrative confidence.
Evidence-log fields
- Site works, equipment orders, installation, commissioning and commercial-operation milestones.
- Planned and achieved production capacity, with units and time basis.
- Offtake agreements, customer qualification and feedstock contracts where published.
- Environmental, safety and social commitments, including monitoring results when available.
- Jobs, regional value and community-engagement outcomes when published.
- Risks, dependencies, changes in scope and reasons for delay.
- Last verified date, evidence grade and next evidence due.
Useful evidence includes a regulator decision, construction notice, audited financial statement, signed offtake announcement, equipment-delivery record, commissioning report or grant payment record. A company statement can be logged, but label it as a company statement and seek corroboration before treating a milestone as achieved.
Use an evidence-grade field
A simple scale helps prevent optimistic updates from outranking official records:
- Confirmed: supported by an official decision, signed agreement, payment record or completed technical report.
- Corroborated: supported by two independent credible records.
- Reported: one attributable public statement without independent confirmation.
- Unverified: copied from a secondary summary or outdated document.
Store the document location and page or section reference internally, together with the date checked. When evidence expires—for example, a target date passes without a commissioning record—downgrade the status and open a follow-up task.

Keep four statuses and one portfolio view
Do not collapse recognition, permits, funding and delivery into a single traffic light. Display four separate statuses and a fifth field for overall confidence.
| Dimension | Green means | Amber means | Red means |
|---|---|---|---|
| Recognition | Current Commission decision and annex entry verified | Application or list status changed, verification pending | Not recognised, refused or removed |
| Permits | Critical permits final or clearly within the applicable clock | Application, consultation, information request or appeal active | Refused, withdrawn, materially overdue or blocked by a dependency |
| Funding | Signed agreement and scheduled or completed disbursement | Application, evaluation, term sheet or conditional approval | No eligible route identified, rejection or failed condition precedent |
| Delivery | Milestone confirmed by dated evidence | Milestone reported but not corroborated or target date approaching | Missed milestone, stopped works or contradictory evidence |
Add a “last verified” date and “next evidence due” date to every dimension. A dashboard that shows status without freshness encourages stale reporting.
Compare projects on like-for-like criteria
When deciding which projects deserve closer monitoring, score the same dimensions for every entry:
- Permit maturity and elapsed time against the applicable extraction, processing or recycling target.
- Technical and financial viability, including unresolved engineering or cost assumptions.
- Expected production volume and the raw material covered.
- Sustainability performance and quality of community engagement.
- Local or cross-border value, including processing depth and regional benefits.
- Funding mix, signed commitments and financial close.
- Offtake readiness and feedstock security.
- Delivery evidence, milestone reliability and current risks.
These axes reflect CRMA criteria and the Commission’s permitting and financing guidance. Keep the underlying facts visible: a high score should never hide that a permit is still at consultation or that financing remains conditional.
Recommended Free Tools
A repeatable monthly monitoring cycle
- Refresh the canonical index. Check the Commission Strategic Projects page and catalogue, confirm the official list and capture any changed annex or project status.
- Reconcile identity. Match name, promoter, country, material and value-chain stage against the prior record; create a new version when a project is split or renamed.
- Update permits. Contact or review the national SPOC record, add new applications or consultation notices, calculate elapsed and paused days, and flag missing decisions.
- Update funding. Search each relevant programme and national managing authority, then record calls, decisions, agreements, amendments and payments separately.
- Verify delivery. Look for dated construction, commissioning, offtake, environmental and jobs evidence. Mark unsupported claims as reported or unverified.
- Run exception checks. Flag a permit near or beyond its target, a funding decision without an agreement, a payment milestone missed, a stale verification date or contradictory capacity figures.
- Publish a change log. State what changed, which document proves it, who checked it and what evidence is due next.
Common tracking failures and fixes
Treating Strategic recognition as a permit
Failure: listing a recognised project as construction-ready. Fix: keep the Commission decision in the recognition log and require a final-permit record in the permit log before using a construction-ready label.
Best Value
Counting a programme envelope as project funding
Failure: adding the InvestEU guarantee or a planned Innovation Fund envelope to secured capital. Fix: classify programme budgets, planned calls, applications, awards, signed agreements and disbursements as separate states.
Ignoring clock pauses
Failure: comparing raw submission dates with the 27- or 15-month limits. Fix: record completeness, information requests, consultation and every pause or restart, then show both gross and active elapsed time.
Using one status for a multi-site project
Failure: allowing a permit or milestone at one site to imply progress at every site. Fix: maintain site-level permit and delivery rows and roll them up only with an explicit rule.

Pick the symptom - the matching free tool is one click away.
Letting old capacity figures survive
Failure: retaining an early feasibility estimate after a redesign. Fix: version every capacity, cost and target-date figure, identify who published it and show the effective date.
What a decision-ready project record contains
A reviewer should be able to answer five questions without opening a second spreadsheet:
- What exactly is the project, where is it, and which strategic raw material and value-chain stage does it cover?
- Has the Commission recognised it, and what is the current official status?
- Which permits are required, who owns them, how long have they been active, and are any appeals or pauses unresolved?
- Which funding has been applied for, awarded, contracted and paid, and what conditions remain?
- What physical, commercial, environmental and social evidence proves progress since the last review?
If any answer depends only on an undated announcement, mark that gap explicitly and assign an evidence-due date. The result is a defensible monitoring system rather than a list of promising projects.
