For federal AI policy, use four official sources together: AI.gov to discover administration actions, the Federal Register to verify formal documents, RegInfo.gov to spot planned rulemaking, and NIST to follow technical guidance and framework updates. Then check the issuing agency’s records for implementation, keep a dated change log, and distinguish binding requirements from plans and voluntary guidance.
This workflow covers federal monitoring. It is not a complete state-law tracker, and a listing or directive alone does not establish the current legal effect of a measure.

Start with the right kind of source
Federal AI policy is distributed across administration indexes, formal notices, agency records, and technical publications. No single page in the sources described here establishes a complete current inventory. Use each source for what it can show, then follow consequential items to the document or agency record that establishes their status.
- AI.gov: discovery of dated administration actions and links to original White House or agency materials.
- Federal Register: formal publication and the operative text of published instruments.
- RegInfo.gov: planned near- and long-term agency regulatory and deregulatory activity through the Unified Agenda.
- NIST: standards-related activity, technical guidance, and AI Risk Management Framework updates.
Build a federal monitoring routine
1. Discover new policy items on AI.gov
Review its dated administration actions, fact sheets, memoranda, and links to original materials. Treat the page as an index, not as a substitute for the underlying document: open the linked White House or agency source before recording a material claim.

2. Verify formal documents in the Federal Register
For a published order, rule, notice, or other instrument, record its exact title, issuing body, document number, publication date, Federal Register citation, effective date if stated, and operative text. An announcement or fact sheet can explain context, but the published instrument is the stronger record for what the text says.
3. Look ahead in RegInfo.gov’s Unified Agenda
The Unified Agenda describes planned agency regulatory and deregulatory actions and provides access to the 2026 agenda. RegInfo.gov describes it as public notice and transparency about proposed actions in the Executive Branch. An agenda entry is a plan, not a binding requirement or proof that an agency completed the action. Follow the agency docket and later Federal Register notices to find out whether a proposal or final action appeared, was delayed, or was withdrawn.

4. Follow NIST publications and status labels
NIST’s actions page tracks work associated with congressional mandates and executive-order directions. Its AI Risk Management Framework page says AI RMF 1.0 is being revised and identifies an April 7, 2026 concept note for a critical-infrastructure profile. Check the version and status label on the underlying publication before describing a framework, revision, or profile as final guidance.

An executive order establishes what it directs executive agencies to do; it does not, by itself, prove that a later agency action occurred or establish how a court will treat the resulting policy. For example, EO 14365 includes directions concerning evaluation of state AI laws, funding conditions, possible FCC proceedings, and a legislative recommendation. To report implementation, locate the relevant Commerce, FCC, FTC, other agency, court, or congressional record rather than relying on the order alone. Apply the same check to deadlines in EO 14409 and other tracked directives.

Keep a change log that preserves status and timing
A spreadsheet or equivalent record is sufficient if it lets a reader reconstruct what changed and when it was last checked. Use one row per document or action, and keep these fields together:
- Title and issuing agency or office
- Source record and link to the original document
- Publication date and effective date, if stated
- Status: proposal, final action, guidance, voluntary framework, directive, or planning-agenda entry
- Affected audience and any stated deadline
- Next action to watch, such as an agency docket, follow-up notice, or court proceeding
- Last-checked date
Subscribe to official alerts where available, and revisit a record as its stated deadline approaches. Keep the deadline attached to the directive that sets it; record completion separately only after finding the follow-up evidence.

Search both current and historical terminology
Executive Order 14434, dated September 29, 2026 and published in the Federal Register on October 2, 2026, directs executive departments and agencies, to the maximum extent permitted by law, to use “Super Intelligence” and “SI” instead of “Artificial Intelligence” and “AI” in specified non-statutory executive-branch communications. It also says previously issued regulations and historical documents need not be altered. The order is identified in the Federal Register as 91 FR 63129.

As a result, a search for current executive-branch communications should include both “Super Intelligence” and “SI,” while searches of older records should retain “Artificial Intelligence” and “AI.” Do not assume that older documents have been revised because the order changes terminology for specified current communications.

Keep federal tracking separate from state-law research
The workflow above is for federal discovery and verification; it does not establish a complete state-law inventory or the current legal effect of a particular state or federal measure. When a federal directive concerns state AI laws, distinguish the order’s direction from agency follow-up, litigation, and any later legal developments. Track those records separately rather than treating an order’s deadline or an agenda entry as a resolution of the underlying legal question.
