Start with a committee’s FEC ID when possible, and compare figures only after matching the election cycle and reporting period.
Start with the right candidate or committee
Open the FEC campaign finance data hub and search by candidate or committee name. If similar names make the result ambiguous, use the committee’s FEC ID. A candidate profile can connect the candidate to authorized committees and their filings; committee profiles are useful for PACs, parties and other organizations.

The FEC’s guides explain how to research candidates and research PACs, parties and other committees. Confirm that the profile and committee type match the question you are investigating before recording totals.

The FEC separates money received by a committee from money it spends, and it also provides distinct searches for certain spending undertaken outside a candidate’s committee. The Browse data page links to these categories.

| Question | FEC data to check | What it represents |
|---|---|---|
| What money came into a committee? | Raising data, including receipts and individual contributions | Money reported as received by the committee. Use itemized transaction records when the question concerns specific receipts. |
| What did the committee pay out? | Spending data for committee disbursements | Payments reported by the committee. This ordinary disbursement search does not include all outside spending or some allocated federal/nonfederal disbursements. |
| What spending supported or opposed a candidate outside the committee? | Independent expenditures, party-coordinated expenditures, electioneering communications and communication costs | Separate categories that should not be assumed to appear in the ordinary committee-disbursement search. |
For that reason, a committee’s disbursement total is not by itself a complete measure of all spending to support or oppose a candidate. Keep committee payments and outside-spending categories distinct in notes and comparisons.
Use profile summaries, then inspect filings and transactions
Candidate and committee profiles provide summary figures such as receipts, disbursements, cash on hand, debts, contributions and independent expenditures. Treat these as an overview, not a substitute for checking what period and categories a figure covers. The FEC’s candidate research guidance describes how to reach profiles and filings.

- Open the candidate or committee profile. Verify the identity and associated committee before using its figures.
- Choose the relevant reporting period or election cycle. Record the period shown with each total; figures from different periods are not directly comparable.
- Open the filed reports. Use the report period and filing date to understand when the committee reported the activity.
- Inspect itemized entries for the detail you need. Receipts and disbursements are reported on separate schedules, so choose the transaction type that answers your question.
- Label the result. Note whether it is a profile summary or transaction-level total, which category it covers, and whether outside spending is included.
Account for filing delays and historical coverage
The FEC states, “Newly filed summary data may not appear for up to 48 hours.” If a recent report is missing from a summary view, check the filed reports and note the filing date before concluding that the data is absent. The FEC also cautions that current House and Senate campaign summary files may cover more recent reporting periods than post-cycle files, but can be less precise. See its description of the current campaigns for House and Senate file.
Searchable itemized receipt records are not equally complete for every historical period. According to the FEC’s receipts data guidance, electronic House and Senate candidate filings include all itemized individual contributions from 2002 onward. Some older periods contain only categorized amounts above specified thresholds or have gaps, depending on form, filing method and year. Avoid treating missing older itemized entries as proof that no contribution occurred.
Read transaction fields and thresholds in context
FEC recordkeeping rules describe which information committees report or retain, but a threshold used in one regulatory context is not a universal filter for every public search field.
- Receipts: The FEC says records for contributions aggregating over $200 in a calendar year include the contributor’s full name and mailing address, occupation and employer. The aggregation period for this recordkeeping information is a calendar year; contribution limits are monitored per election, while reports are organized by election cycle. Consult the FEC’s recording receipts guidance when interpreting fields.
- Disbursements: The FEC lists amount, date, payee name and address, and purpose among the recorded information. It requires separate supporting documents for an individual disbursement exceeding $200. That requirement does not mean every public-search field is governed by a universal $200 display threshold. See recording disbursements.
Make a fair comparison between candidates or committees
Before comparing totals, align the election cycle and reporting period, and compare like categories. A practical comparison might list receipts, itemized individual contributions, committee disbursements, independent expenditures, cash on hand and debts in separate rows or columns. Mark whether each figure is a summary or an itemized-record total, and state whether outside spending is included.

- Used Book in Good Condition
For comparisons reaching into older years, note differences in itemized-receipt coverage by filing type, filing method and year. A gap in historical searchable data can make an apparent difference reflect record availability rather than a meaningful change in fundraising.

A simple spreadsheet is enough for documenting what you find. For each record, capture the candidate or committee name and FEC ID, data category, reporting period, filing date, amount, whether the figure is a summary or an itemized transaction, and the FEC page or report where you found it. This makes later updates and comparisons easier to verify.

The FEC provides downloadable data and guidance, including its FEC Data Tutorial Instructions. Its rules also state that treasurers are responsible for required records for three years from the filing date of the related report; that is a committee recordkeeping requirement, not a promise that every historical itemized record is equally complete in every public search. See the FEC’s keeping records guidance.
