If a sale closes online, send its commission as the conversion value when the transaction is recorded. If a lead closes later through a sales team or partner, import the qualified or finalized outcome and match it to the original Google Ads interaction. Then select the appropriate conversion goal and use value-based bidding only when values are reliable and arrive consistently.
Google does not offer a separate “commission-based conversion” feature. This setup applies Google’s general conversion-value, offline-conversion and enhanced-conversion tools to a commission business.

What a commission conversion should represent
A lead, booking request or click is an intermediate event. Your economic outcome is the commission earned when an attributable transaction is completed and remains valid. Configure Google Ads so the reported conversion value represents that commission, rather than automatically passing the customer’s gross sale amount or assigning the same value to every inquiry.

This map determines the conversion action, value model, import method and adjustment process. It also prevents a common error: optimizing for a cheap event that is easy to record but weakly related to revenue.
Commission value versus sale value
If your business keeps a fixed share of a transaction, the commission may be a percentage of the sale. If the percentage, product category or contract terms vary, the commission for each outcome can differ substantially. When the bidding objective is profit or earned commission, pass the commission amount that belongs to your business. Passing gross sale value can overstate the value of an ad click when most of that money goes to a supplier or partner.
Use a representative static value only when transaction-level values are unavailable or too unstable to transmit. A dynamic, transaction-specific value is more precise when your system can provide it consistently. Google’s Conversion Values Best Practices explains choosing values that reflect business objectives and connecting first-party data sources.
Choose the right measurement route
The key distinction is whether the commission is known at the online conversion event or only after an offline close. Both routes can feed Google Ads, but they require different data flows and have different delays.
| Situation | What you record first | How the commission reaches Google Ads | Main consideration |
|---|---|---|---|
| Online sale with known commission | The completed website transaction and its commission value | Website conversion tracking, optionally supplemented by enhanced conversions for web | Send the transaction-specific value at the time of conversion. |
| Lead closes later in a sales process | The lead and a usable identifier or first-party data | Import the qualified or closed offline conversion; enhanced conversions for leads can match hashed first-party data to Google Ads interactions | Allow for the real sales delay and ensure the imported stage is the one used for bidding. |
| Commission is revised after reporting | The original conversion and a stable transaction or order reference | Conversion adjustment that restates value or retracts the conversion | Keep the ad account aligned with cancellations, clawbacks and corrected payouts. |
Google describes enhanced conversions for web and leads, including hashed first-party data and offline matching, in About enhanced conversions. Select the implementation that matches your existing tagging, consent and customer-data controls; do not create duplicate conversions by counting the same outcome through multiple actions.

How to track an online commission transaction
Use this route when the website can determine the commission at or immediately after checkout.
- Create the business definition. Decide whether the conversion is a paid order, an approved transaction or another final event. Exclude abandoned carts, duplicate orders and test transactions from the event used for optimization.
- Create or verify the website conversion action. In Google Ads, open the conversion summary under the Goals area and select the website source. Name the action so its stage and value are unambiguous, such as “Commission earned—paid order.”
- Choose a value setting. Use transaction-specific values when the commission differs by order. If the amount is genuinely constant, a static value can represent the expected commission, but label the assumption in your documentation.
- Pass the value and an order reference. Send the commission amount with the conversion event and include a transaction ID or equivalent unique reference where your implementation supports it. The reference helps identify duplicate or corrected transactions.
- Test before bidding on it. Complete a controlled test order, verify that one conversion appears, check the currency and amount, and confirm that canceled or internal orders are excluded. Compare the value in your order system with the value reported in Google Ads.
- Set the action’s goal role deliberately. Make the finalized commission action the primary signal for campaigns that should optimize for earned value. Keep diagnostic or earlier-funnel events available for reporting without allowing them to dilute the bid signal.
Enhanced conversions for web can supplement website measurement with hashed first-party data. Follow the implementation and data-handling requirements in Google’s enhanced conversions documentation, and avoid sending raw personal information in event parameters.

How to track a sale that closes after a Google Ads lead
When the commission is determined by a phone call, sales representative, partner or fulfillment system, the browser event cannot know the final amount. Capture the lead online, retain a permitted matching key, and import the later outcome.
- Record the lead event. Tag the form completion or other meaningful inquiry. Capture the first-party data and lead identifier needed to match the eventual sale, subject to your consent and privacy requirements.
- Define the imported stage. Choose whether bidding should optimize for a qualified lead, a signed contract, a paid transaction or another stage. Use one stage as the main bidding goal rather than treating every funnel step as equally valuable.
- Store the commercial result. In the CRM, order system or partner feed, retain the Google-related identifier or the first-party data needed for matching, the close date, transaction reference, currency and finalized commission.
- Import the outcome. Upload the qualified or closed conversion through Google’s offline conversion process, or use enhanced conversions for leads where the account and data flow support it. Google explains this matching approach in About enhanced conversions.
- Send data frequently. Google’s conversion-value guidance recommends connecting first-party sources where applicable and uploading conversion data frequently, ideally daily. A daily process reduces the time that bidding operates on stale lead-quality information.
- Validate the match and delay. Reconcile imported counts and values with the source system. Investigate unmatched records, duplicate IDs, wrong currencies and conversions attributed outside the expected click-to-close window.
Offline conversion import does not make an unidentifiable sale attributable. If your lead form, call workflow or partner process discards the matching information, fix that data path before changing bidding strategy.
Keep the bidding signal clean
Google Ads exposes different reporting views for a reason. The Conversions column generally represents the actions used for bidding optimization, while All conversions can include secondary actions and a broader set of measured events. Google describes these distinctions, along with conversion delays and transaction IDs, in Understand your conversion tracking data.

Review each campaign’s selected conversion goals and ask one question: if the algorithm received more of this event but fewer finalized commissions, would that be a good result? If the answer is no, do not place that low-intent event in the primary goal used for bidding. Keep early lead, form-start or phone-click actions as secondary diagnostics when they help the sales team, but do not let them count as equivalent to earned commission.

One goal for a funnel stage
For lead generation, Google recommends selecting one lead-funnel stage as the bidding goal. Its guidance cites at least 15 monthly conversions for the selected goal as a recommendation, not a universal eligibility rule or guarantee. Pick the stage that is both economically meaningful and measured often enough to provide a stable signal. If finalized commissions are rare, you may initially use a qualified stage while building reliable imports, but document the difference between the optimization proxy and the actual business outcome.
Prevent duplicate counting
- Do not count both the browser lead event and the imported closed sale as two primary conversions for the same business outcome.
- Use unique transaction or lead references where available.
- Check whether a tag, imported file and enhanced-conversion setup are all reporting the same event.
- Exclude test, employee, refunded and duplicate transactions according to your business rules.
Select a bidding strategy that matches commission data
Choose count-based bidding when conversions have roughly equal value or the objective is simply to obtain more events. Choose value-based bidding when commissions vary materially and reliable values can be reported.
| Strategy or approach | Use it when | Data requirement and caution |
|---|---|---|
| Conversion-count optimization | Each selected conversion has similar economic value, or you intentionally want more events regardless of amount. | Do not mix cheap inquiries with high-value closes unless that trade-off is deliberate. |
| Maximize conversion value | You want the most reported commission value possible within the budget. | Google says this strategy requires conversion tracking with transaction-specific values. Values must be trustworthy; inflated or missing amounts distort optimization. |
| Target ROAS | You have a specific return-on-ad-spend objective and enough stable value data to set a defensible target. | The target should reflect the value definition used in conversion tracking, such as earned commission, not an unrelated gross-sales figure. |
Google defines Maximize conversion value as a Smart Bidding strategy that seeks the most conversion value from the budget. See About Maximise conversion value bidding and About Target ROAS bidding for current requirements and use cases.
If you have just begun reporting values or materially changed them in Search or Shopping, Google recommends waiting one to two conversion cycles for value reporting to settle at a similar rate before adopting value-based bidding. Do not switch strategies on the same day that you redesign the event, import process and value formula.

June 2026 naming change
Google’s current Maximize conversion value documentation notes that some Search strategy labels are changing beginning in June 2026 while the underlying bidding behavior remains the same. Check the live interface and help page when documenting internal procedures; do not assume an older label means a different optimization system.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Represent changing or canceled commissions
A conversion is not always final when first reported. A customer may cancel, a partner may reject the transaction, or the commission may be recalculated. Google supports two distinct adjustment outcomes:
| Adjustment | What changes | Example |
|---|---|---|
| Restate value | The conversion remains counted, but its reported value is replaced or corrected. | A commission is reduced after a partner confirms the final amount. |
| Retract conversion | The conversion is removed from conversion counts and value. | A canceled or invalid transaction should no longer contribute to reported performance. |
Use a stable transaction reference and apply the adjustment to the correct original conversion. Google’s rules and supported workflows are documented in About conversion adjustments. After an adjustment, monitor conversion value, value per cost and ROAS reporting; historical totals may change as the account receives the correction.
Allow for delay, learning and reporting lag
Lead-to-commission businesses often have a longer conversion delay than ecommerce checkouts. A campaign can appear weak immediately after launch because recent clicks have not reached the close stage. Separate the date of the ad interaction from the date the commission is finalized, and compare cohorts only after the expected delay has passed.

Google warns that frequent changes to budgets, targets or conversion goals can reset the standard 7–14 day learning period. Make one controlled change at a time, record the date and reason, and avoid judging the result while the campaign is still relearning. This warning is described in Understand your conversion tracking data.
Best Value
What to monitor weekly
- Finalized commission value and value per ad cost.
- Lead volume, qualified-lead rate and close rate.
- Conversion delay from click or lead to imported commission.
- Match rate for offline imports or enhanced conversions for leads.
- Share of conversions coming from the selected primary goal.
- Refunds, cancellations, clawbacks and value adjustments.
- Budget and target changes that could have restarted learning.
Use lead counts as an operational diagnostic, not as proof that advertising is profitable. A smaller number of high-quality leads can produce more commission than a larger number of unqualified inquiries.
Troubleshoot common commission-tracking failures
Conversions appear, but value is zero or identical
- Check that the event sends a numeric value and the intended currency.
- Verify that the commission field, not gross order value or an empty fallback, is mapped to the conversion value.
- Confirm that static-value settings are not overriding transaction-specific values.
- Compare several orders against the source system, including different commission tiers.
Offline sales are not matching
- Confirm the lead identifier or first-party data is captured before the lead leaves the website.
- Check formatting, hashing and consent requirements for the imported fields.
- Look for duplicate, expired or reused identifiers.
- Compare the import’s timezone, currency and conversion date with the source record.
- Allow for the documented sales delay before concluding that a recent lead failed to match.
Lead volume rises but commission does not
- Inspect whether a low-intent action was added to the primary bidding goal.
- Compare close rate and commission per lead by campaign, query or audience.
- Check whether the imported closed stage has stopped updating.
- Move diagnostic actions to secondary reporting and keep the economically meaningful stage as the bid signal.
Reported value is too high after cancellations
- Identify the original conversion with its transaction reference.
- Retract fully canceled transactions.
- Restate partially reduced commissions.
- Reconcile the adjusted totals with the partner or finance system.
Performance changes immediately after a goal or value redesign
Do not interpret the first few days as a stable trend. A goal change can alter both the data entering the Conversions column and the campaign’s learning state. Document the change, allow the relevant conversion cycles to pass, and evaluate completed cohorts rather than only the most recent clicks.
A practical implementation checklist
- Write the commission definition and reversal rules.
- Choose the exact funnel stage that should drive bidding.
- Decide whether the value is static, estimated or transaction-specific.
- Map the online event or offline import path and retain matching identifiers.
- Configure one primary conversion action for the selected stage.
- Keep earlier and diagnostic events secondary when they are not equivalent outcomes.
- Test counts, values, currency, deduplication and attribution before changing bids.
- Upload finalized offline outcomes frequently, ideally daily where operationally feasible.
- Apply restatements and retractions for revised or canceled commissions.
- Wait through the expected conversion delay and learning period before judging a change.
- Compare finalized commission value, value per cost and close quality—not lead volume alone.
Deciding whether value-based bidding is ready
Value-based bidding is ready when the account can repeatedly send values that reflect the same economic definition, the selected goal has enough volume to produce a stable signal, and the delay from lead to commission is understood. It is not ready merely because a value field exists. A value that is missing for many transactions, frequently redefined, or based on gross sales while the business earns only a commission can make automated optimization less meaningful than a carefully chosen count-based goal.
Use the commission-based approach when the value differences are real, measurable and operationally maintained. Keep the setup simple enough that marketing, sales, finance and data owners can reconcile one conversion definition and explain every adjustment.
