How to Test Your Home for Lead Paint, Dust, and Soil

For a U.S. home built before 1978, the safest starting point is either to assume lead-based paint is present and use lead-safe work practices, or to hire a certified lead professional. Choose a lead-based-paint inspection to find out whether lead paint is present and where. Choose a broader risk assessment when you also need paint, household-dust, and soil hazards identified, with recommended controls.

Home color-change kits are not a complete assessment: they do not test settled dust or soil, and EPA recognition applies only to specified kits, surfaces, users, and regulatory purposes. Dust and soil questions generally require correctly collected samples analyzed by a qualified laboratory. Do not sand, scrape, heat, or otherwise disturb suspect paint while you are deciding how to test.

What you need to know before testing

Lead hazards are not limited to visible peeling paint. Lead-based paint can create chips and fine dust as windows, doors, stairs, and other friction or impact surfaces wear. Dust can move through a house on shoes, clothing, tools, pets, and ordinary cleaning equipment. Bare soil can be contaminated by exterior paint, historical emissions, industrial activity, or fill and can be carried indoors or swallowed directly.

Age is a useful screening clue, not a test result. The U.S. Environmental Protection Agency reports that 87% of homes built before 1940 have some lead-based paint, compared with 24% of homes built from 1960 through 1978. Older homes therefore deserve a cautious approach even when the paint looks intact.

EPA’s plain-language conclusion is definitive: “The only way to know for certain whether a building has lead-based paint or lead hazards is to have it tested.” A visual walkthrough can identify deteriorating conditions, but it cannot establish the lead content of paint or the concentration of lead in dust or soil.

Inspection or risk assessment: which service fits?

These terms describe different scopes of work. Ask for the one that matches the decision you need to make.

Service What it answers Typical methods Best use
Lead-based-paint inspection Is lead-based paint present, and which building components contain it? Professional X-ray fluorescence (XRF), recognized chemical testing, or paint-chip laboratory analysis Planning maintenance, buying or renovating an older home, or mapping painted surfaces
Risk assessment Do paint, settled dust, or soil create hazards, and what controls are appropriate? Paint inspection plus dust wipes, soil samples, condition assessment, and written recommendations Children’s exposure concerns, deteriorating paint, recurring dust, soil contamination, or a comprehensive hazard-control plan
Clearance or post-abatement testing After lead-hazard work, are the specified areas clean enough under the applicable rule? Documented cleaning followed by dust-wipe sampling and laboratory analysis Regulated abatement, renovation clearance, or a jurisdiction-specific release decision

A certified inspector can identify lead paint and its locations. A certified risk assessor has the additional role of evaluating dust and soil hazards and recommending controls. Certification names and requirements vary by state, so verify the professional’s current credential with the relevant state or federal program before work begins.

How to test painted surfaces

1. Hire a certified inspector or risk assessor

This is the most dependable general answer for a pre-1978 home because the professional can select methods for the building’s construction and your intended use. Tell the provider whether you need a renovation decision, a real-estate report, a child’s exposure investigation, or a post-abatement clearance. The purpose affects the sampling plan and the type of report you need.

Before scheduling, ask:

  • Are you certified for lead-based-paint inspections or risk assessments in this jurisdiction?
  • Will you test every relevant room and exterior component, or only a sample of surfaces?
  • Which method will you use: XRF, paint chips, a recognized chemical kit, or a combination?
  • If samples are collected, which laboratory will analyze them, and is it recognized by the EPA National Lead Laboratory Accreditation Program (NLLAP)?
  • Will the report identify each tested component, its condition, the result, and any recommended controls?
  • Is the result intended for screening, renovation planning, abatement, or clearance?

Do not accept a generic “lead-free house” statement without a written scope and component-level results. A professional may use a combination of methods when access, substrate, or regulatory requirements make one method unsuitable.

2. Understand X-ray fluorescence (XRF)

XRF is a professional, on-site method that measures elements in painted components without removing paint chips. It is useful for surveying many surfaces quickly and for locating lead paint behind intact layers. The operator must be qualified and follow applicable state or federal requirements; the instrument, calibration, substrate, and geometry affect the result.

XRF does not automatically answer every hazard question. It identifies lead in a painted component, but it does not measure the amount of settled dust on a floor or sill, nor the lead concentration in yard soil. A risk assessor may still need dust and soil samples even when XRF identifies the painted sources.

3. Send paint chips to a laboratory

Paint-chip analysis provides a measured concentration from the material submitted. Use an EPA-recognized NLLAP laboratory when the result must support a regulated risk assessment, abatement, or clearance decision. Contact the laboratory before collecting anything. The laboratory should provide instructions for the sample size, the exact component to sample, packaging, labeling, shipping, and chain of custody.

Improvised scraping can spread contaminated chips and dust, miss a deeper paint layer, or mix paint from several components so the result no longer answers a specific question. If a professional collects the sample, ask how the opening will be contained and how debris will be cleaned.

4. Know what recognized chemical kits can and cannot do

EPA recognizes LeadCheck, D-Lead, and the Massachusetts kit for limited uses. Recognition is directed to trained or certified professionals and to particular surface types, not to every consumer use.

Recognized kit Surface scope stated by EPA Important limitation
LeadCheck Wood, ferrous metal, drywall, and plaster as specified by EPA Use and interpretation are tied to the recognized procedure and trained users
D-Lead Wood, ferrous metal, drywall, and plaster as specified by EPA Not a dust or soil test; follow the recognized procedure and surface restrictions
Massachusetts kit Drywall and plaster only Not recognized for every substrate or for dust and soil

For the recognized use, a valid negative result can establish that regulated lead-based paint is absent on the tested surface under that procedure. It does not prove that every other component is lead-free, that hidden layers contain no lead, or that the room has no dust hazard.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Treat unrecognized retail kits as screening at most

A color change in an unrecognized retail kit is not a definitive home assessment. False negatives can occur when the test does not reach the relevant paint layer or the substrate is outside the kit’s validated scope; false positives can lead to unnecessary disturbance or expense. EPA directs homeowners toward certified professionals and explains that recognition applies to trained users and specific regulatory purposes.

If you already used a kit, record the brand, lot information, surface, preparation, and result. Give that information to the inspector, but do not use it as the sole basis for sanding, demolition, declaring a room safe, or releasing a renovation area.

How to test household lead dust

What a dust test measures

Dust testing looks at settled dust, usually with wipe samples from floors, window sills, and window troughs. A wipe sample is a defined collection from a defined area; a loose household vacuum bag or a swab from an arbitrary spot is not equivalent. The assessor or laboratory should specify the sampling area, location, technique, container, labeling, and shipping requirements.

Arrange sampling instructions with a certified risk assessor or an NLLAP laboratory. In jurisdictions covered by the federal program, regulated risk assessments and post-abatement testing require analysis by an EPA-recognized NLLAP laboratory. State programs can impose stricter requirements, so confirm the rule that governs your project.

EPA’s current dust-lead terminology and action levels

EPA’s October 2024 rule uses the terms dust-lead reportable levels and dust-lead action levels. Any laboratory result that is reportable under the rule is treated as a dust-lead hazard level. After abatement, the action levels are:

Surface Post-abatement dust-lead action level
Floors 5 micrograms per square foot (µg/ft²)
Window sills 40 µg/ft²
Window troughs 100 µg/ft²

These values are post-abatement action levels, not a universal permission to ignore lower results in every situation. Your assessor must apply the rule and any stricter state or local requirement to the sampling purpose. A reportable result below an applicable action level can still prompt controls and follow-up, particularly when exposure is ongoing.

What to do when dust is reportable

Follow the professional’s written plan rather than trying to “test-clean-test” on your own. Where dust is reportable but below an action level, EPA recommends controls such as a HEPA-filter vacuum and regular damp cleaning. Keep cleaning equipment dedicated to the work, prevent dry sweeping or compressed-air cleaning, and ask the assessor how to clean window troughs and other hard-to-reach surfaces without spreading dust.

Do not interpret one clean floor wipe as proof that a whole home is free of lead dust. Dust levels vary by room, surface type, traffic, window operation, renovation activity, and cleaning history. The sampling design must match the exposure concern.

How to test yard and garden soil

Use a qualified laboratory

EPA states that the best soil method is sending samples to a laboratory qualified to determine lead concentrations. An EPA-recognized NLLAP laboratory is one option for work that falls under a regulated lead program. State university agricultural departments, cooperative extension offices, and some local health departments may also offer soil testing.

Mail-in kits can be useful only when the laboratory behind them is transparent and accepts samples from your location. Before buying, verify:

  • Exact collection, drying, packaging, and shipping instructions.

National EPA pages do not establish a universal consumer price or turnaround time for NLLAP soil testing. Obtain those details directly from the laboratory, extension program, or health department you select.

Separate samples by exposure pattern

Ask the laboratory or assessor how many samples are needed and how deep to collect them. Areas with different sources or uses should not automatically be combined. Commonly distinct locations include the drip line below exterior walls, bare play areas, vegetable beds, pathways, and soil beside an old painted garage or porch.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. List the places where children play, people garden, pets spend time, or bare soil is visible.
  2. Mark possible sources such as old painted structures, roof drip lines, demolition areas, or imported fill.
  3. Request the laboratory’s container, depth, compositing, labeling, and shipping instructions before collecting.
  4. Collect each area as a separately identified sample unless the laboratory explicitly instructs you to composite them.
  5. Record the location, date, surface condition, and any recent soil disturbance on the submission form.

This practical sampling approach helps distinguish exposure patterns, but it is not a substitute for a certified risk assessment when a child is exposed, paint is deteriorating, or renovation is planned.

Why soil results matter indoors

Soil can be tracked inside on shoes, clothing, pets, toys, and tools. Children and adults may swallow contaminated soil directly or transfer it from their hands to their mouths. Produce grown in contaminated soil is another possible pathway. Until results and recommendations are available, cover bare play areas, keep soil off paved entry paths where possible, and use the interim precautions below.

What to do while waiting for results

  • Keep children away from bare soil and deteriorating or peeling paint.
  • Wash hands after outdoor play, gardening, and work around old painted surfaces.
  • Remove shoes at the door and keep outdoor tools, toys, and pet items from spreading soil indoors.
  • Do not sand, scrape, dry-sweep, heat-strip, drill, or power-wash suspect paint.
  • Use damp cleaning methods and a properly maintained HEPA-filter vacuum if a professional recommends them.
  • Keep renovation debris contained and out of living areas.

For renovation in a pre-1978 home, hire an EPA-certified lead-safe renovator or follow the applicable Renovation, Repair and Painting (RRP) requirements. A firm may choose to assume lead is present instead of testing; that does not make ordinary dust-producing work safe. The firm still needs the lead-safe work practices required for the job and jurisdiction.

Comparing the real testing options

Method Detects Who performs it Laboratory needed? When the result is useful Main limitation
Certified inspection with XRF Lead in painted components and their locations Qualified inspector Usually no on-site laboratory; follow program rules Rapid mapping for maintenance, renovation planning, or property evaluation Does not measure settled dust or soil hazards
Recognized chemical kit Lead paint on specified substrates under the recognized procedure Trained or certified user No, for the kit procedure Limited component testing where the surface and regulatory purpose fit Not universal; does not test dust or soil
Paint-chip analysis Lead concentration in submitted paint material Professional or homeowner following laboratory instructions Yes; use NLLAP recognition when required Documented concentration for a defined component Incorrect sampling, mixed layers, or poor chain of custody can invalidate the answer
Dust-wipe analysis Settled lead dust loading on a defined surface area Risk assessor or trained sampler Yes; NLLAP analysis is required for covered regulated work Risk assessment, post-abatement testing, and clearance decisions Results apply to sampled locations and conditions, not every surface
Soil laboratory analysis Lead concentration in separately identified soil samples Homeowner following lab instructions, assessor, or sampler Yes; confirm qualification and method Evaluating play areas, gardens, drip lines, and suspected sources Interpretation depends on location, exposure, units, and the applicable program

The four practical comparison questions are: what does the method detect, who is qualified to perform it, is the laboratory NLLAP-recognized when required, and is the result suitable for renovation clearance or only screening? XRF and inspections are rapid on-site approaches; paint-chip, dust-wipe, and soil laboratory analyses provide measured concentrations but depend on correct sampling and laboratory handling.

A step-by-step testing plan for a typical older home

  1. Confirm the home’s age and planned work. Gather construction records if available and note whether the concern is routine living, a child’s exposure, gardening, or renovation.
  2. Choose the scope. Select an inspection for paint locations. Select a risk assessment when dust, soil, deteriorating paint, or a written control plan matters.
  3. Verify credentials and laboratory arrangements. Confirm the professional’s certification and ask which NLLAP laboratory will handle samples when a regulated result is required.
  4. Request a written sampling plan and price. The plan should identify rooms, components, dust surfaces, soil locations, methods, reporting units, and intended use of the result. There is no EPA-wide consumer price or turnaround figure; local providers set those terms.
  5. Prepare the property without disturbing paint. Leave surfaces in place, keep children and pets away from work areas, and disclose recent renovation, water damage, or unusual soil fill.
  6. Complete sampling under the stated protocol. Do not substitute a household swab, vacuum sample, or mixed soil jar for the specified sample.
  7. Read the report by component and location. Check the method, detection or reporting limit, units, sample area, laboratory identity, and any qualifications.
  8. Apply the recommendations. Use the written control plan for cleaning, paint stabilization, soil cover or replacement, renovation practices, and any follow-up testing.
  9. Obtain clearance when required. If work was regulated or the professional specifies clearance, use the required dust-wipe protocol and laboratory rather than relying on a visual inspection.

Common mistakes and how to avoid them

“The paint is intact, so testing is unnecessary.”

Intact paint can still be present on friction surfaces, hidden layers, or areas that will be disturbed during work. Testing or a documented assumption of lead must match the project.

“A negative swab means the room is safe.”

A paint swab does not test settled dust or soil, and one sampled component cannot represent every component. Use the method designed for the hazard you are evaluating.

“Any laboratory report is equivalent.”

For regulated work, laboratory recognition, sampling protocol, chain of custody, reporting units, and detection limits matter. A gardening report may not satisfy a lead-abatement or clearance requirement.

“I can combine all yard soil to save money.”

Combining samples can hide a highly contaminated drip line or play area inside an average. Separate areas with different sources or exposure patterns unless the laboratory or assessor directs otherwise.

“Cleaning once removes the problem.”

Lead dust can be recreated by deteriorating paint, window friction, tracked soil, or renovation. Correct the source, use the recommended cleaning method, and perform follow-up testing when the project requires it.

How to read your results responsibly

Start with the scope printed on the report. Identify whether a number describes paint concentration, dust loading per square foot, or soil concentration; these are different measurements and cannot be compared directly. Check the sampled component or location, the laboratory’s reporting limit, and whether the result is a screening measurement, a risk-assessment finding, or a clearance result.

For dust, compare floor, sill, and trough results with the action levels applicable to the post-abatement decision and jurisdiction. For soil, ask the assessor or laboratory how the reported units and locations relate to the people using the yard. There is no single number in this guidance that can safely classify every residential soil situation without considering exposure and local requirements.

If results are unexpected, do not immediately resample with a different kit. Ask the laboratory or risk assessor whether the sample area, substrate, chain of custody, detection limit, or method could explain the result, and request a written next step.
