How to Test Whether Responders Can Verify AI-Generated Incident Information

By Freedom251 Team · · 14 min read

The reliable way to test this capability is a facilitated tabletop exercise that gives responders a fictional incident, a mixture of genuine and manipulated media, incomplete provenance, and detector results that may be wrong. Assess whether the team preserves evidence, separates media authenticity from the truth of the incident claim, seeks independent corroboration, records uncertainty, escalates appropriately, and communicates without overclaiming. A detector’s output is one item of evidence—not a verdict.

No published NIST or CISA benchmark establishes a universal pass rate for this exact exercise. Use the methods below as a practical, locally tailored test, and measure your own false-positive, false-negative, decision-time, escalation, and documentation results.

What the exercise must prove

Responders are usually answering two different questions at once:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Media authenticity: Has the image, video, audio clip, screenshot, or document been altered, generated, or stripped of useful context?
  2. Incident truth: Did the alleged event actually happen, when and where did it happen, and does the media depict it accurately?

These questions overlap but are not interchangeable. Authentic media can be miscaptioned, reused from an older event, or presented with the wrong location. Manipulated media can be attached to a real incident. A team that correctly identifies a synthetic video but fails to discover that the underlying outage is real has not completed verification.

Media finding Incident finding Operational implication
Authentic Corroborated as the claimed event Use the media with its verified time, place, source, and limits.
Authentic Misleading, stale, or unverified Do not publish the claim merely because the file itself is genuine.
Manipulated or generated Underlying event corroborated independently Handle the file as misleading evidence while responding to the real event.
Manipulated or generated Event not corroborated Preserve the artifact, investigate possible deception, and avoid repeating the allegation as fact.

Your exercise should therefore test a capability statement such as: “The response team can preserve an incident artifact and its context, evaluate source and provenance, seek independent evidence, use media-analysis tools within known limits, document confidence, and make a defensible decision under time pressure.”

Set scope, roles, and ground rules

Choose a realistic operating context

Define the organization, sector, jurisdiction, systems, and communications channels before writing the scenario. Reporting, privacy, evidence-retention, and public-notification rules differ by country and sector. The federal guidance cited here is primarily U.S.-focused; adapt procedures to the laws, contracts, and regulatory duties that apply to your organization.

Assign participants and observers

  • Incident commander: owns the response decision and priorities.
  • Security or operations lead: checks logs, telemetry, physical conditions, and service status.
  • Evidence custodian: preserves the original artifact, context, receipt time, and handling history.
  • Media-analysis or forensic specialist: performs or coordinates technical examination.
  • Communications lead: drafts internal, customer, regulator, and public messages.
  • Legal, privacy, or compliance adviser: identifies disclosure, retention, and personal-data constraints.
  • Executive liaison: represents leadership pressure and approval requirements.
  • Observers and evaluator: record decisions, evidence available at each point, and elapsed time without coaching participants.

Give every participant a role card stating authority, access limits, and who may approve an external statement. Do not let the person who created the scenario silently supply facts that the operational team would not have.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Write the ground truth separately

Create a facilitator-only packet that states which files are genuine, which are manipulated or generated, what event actually occurred, the correct timeline, and which clues are intentionally ambiguous. Keep this packet separate from participant materials. The team is graded on decisions made with the information available at the time, not on hindsight.

Build a sequence of evidence injects

A single file produces a recognition puzzle. A sequence tests incident handling. Start with an allegation and add information that changes confidence, introduces contradictions, or creates pressure to communicate.

Phase Participant inject Capability being tested
1. Initial claim An alert says a facility, service, or executive account was compromised and includes a media attachment. Who accepts custody, records receipt time, and defines the claim?
2. Incomplete context The attachment arrives through a forwarded message with no original link or reliable timestamp. Whether responders preserve the file and avoid treating a forward as provenance.
3. Original-source lead A possible original upload appears, with a different caption or time zone. Source checking, time normalization, and context comparison.
4. Independent evidence Logs, access-control records, eyewitness information, sensor data, or service telemetry conflict with the media. Whether the team checks the incident itself rather than arguing only about pixels or audio.
5. Altered copy A second version has a crop, re-encode, edited soundtrack, or changed text overlay. Chain-of-handling records and comparison of derivatives with the preserved original.
6. Provenance signal A provenance record, label, signature, or metadata field is present, incomplete, or unavailable. Understanding that provenance can support a history but does not automatically prove the claim.
7. Tool result An automated detector returns a high-confidence result that is uncertain, incorrect, or inconsistent across copies. Recognition of false positives, false negatives, model limits, and the need for human review.
8. Pressure to speak Leadership, customers, journalists, or a partner asks for a definitive answer before verification is complete. Escalation, confidence language, approval discipline, and update planning.

Release injects at predetermined times or when the team performs a specified action. Record exactly what participants knew before each decision. A facilitator should not rescue a stalled team by revealing the ground truth.

Prepare a balanced evidence set

Include enough variety to expose brittle procedures. The set can contain video, still images, audio, screenshots, text alerts, and links to source pages. Mix known genuine and manipulated examples, but do not make the synthetic items obvious. Include realistic compression, screen recordings, reposts, crops, subtitles, and missing metadata.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Evidence type Useful variation What to document for evaluators
Video Original file, social-media re-encode, clipped segment, and a version with altered audio. Frame rate, duration, codec, visible edits, source URL, and whether the clip depicts the claimed place and time.
Image Camera original, screenshot, crop, recompressed copy, and generated image. Dimensions, metadata availability, edit history, visual inconsistencies, and source context.
Audio Genuine recording, synthetic voice sample, noisy phone recording, and excerpt without the beginning. Speaker identity claim, transcript, background sounds, edit points, and recording chain.
Screenshot or document Authentic notice, altered text, stale incident ticket, or fabricated dashboard. Account, time zone, system of origin, export method, and corroborating system records.
Text alert Real message with misleading wording or a fabricated alert using a real template. Sender authentication, headers where available, receipt path, and independent confirmation.

Do not use visual oddities as an answer key. A strange hand, shadow, reflection, compression block, or lip-sync mismatch may justify a question, but it is not proof. The facilitator’s ground-truth file—not a participant’s ability to spot a tell—determines whether an item is manipulated.

Run the tabletop step by step

  1. Brief the room. Explain the fictional organization, roles, time limit, permitted systems, confidentiality rules, and the distinction between a media finding and an incident finding. Tell participants that uncertainty is an acceptable state if it is documented and managed.
  2. Open an evidence record. Assign an identifier to every artifact. Record who received it, the receipt date and time with time zone, the channel, the sender, the original filename, and every transfer or transformation. Preserve the original file before opening it in an editing application. If organizational policy permits, record a cryptographic hash and retain a read-only copy.
  3. Write three columns. For each assertion, participants must label it as known (directly supported), inferred (a reasoned interpretation), or unverified (a claim requiring evidence). This prevents a caption, detector score, or confident colleague from becoming an unexamined fact.
  4. Check the source and provenance. Trace the earliest available upload, account, device, URL, timestamp, and chain of reposts. Compare time zones and edits. Note explicitly when metadata or provenance is missing. A missing record reduces confidence; it does not establish manipulation.
  5. Seek independent corroboration. Query operational logs, access records, network telemetry, physical security, witnesses, partner organizations, and unaffected systems as appropriate. Ask what evidence would confirm or disprove the event even if the media were unavailable.
  6. Perform technical analysis. If a detector or other media-analysis tool is available, preserve its input and output, tool version, settings, model or service identifier, and analyst. Do not alter the original to make it easier for a tool to process; analyze a working copy.
  7. Conduct human review. Have a qualified reviewer examine the file, source context, edits, and tool limitations. Require the reviewer to state what the examination can establish and what it cannot. A second reviewer can independently assess high-consequence items.
  8. Escalate unresolved cases. Define the threshold for calling a specialist, legal adviser, platform contact, sector partner, or law-enforcement liaison. Escalation should be triggered by consequence and uncertainty, not only by a detector score.
  9. Make a time-bounded decision. Choose an operational status such as verified, corroborated but media-inconclusive, unverified, contradicted, or suspected deception. Assign an owner, next evidence request, review time, and expiry for the status.
  10. Communicate and log. Record the exact wording sent to leadership or the public, the confidence level, approver, supporting evidence, and known gaps. Continue updating the log as new evidence arrives.

Test automated analysis instead of trusting a score

NIST Special Publication 800-63A says automated image-analysis algorithms should be tested against both forged or manipulated artifacts and genuine media to establish a baseline and determine expected false-positive and false-negative rates. It also calls for documenting the tested artifacts and augmenting automated analysis with manual review. The guidance is written for identity proofing, so apply it here as testing guidance rather than as a universal incident-response mandate: NIST SP 800-63A.

Construct the test set

  • Use a balanced collection of genuine and manipulated items rather than only suspicious examples.
  • Represent the attack artifacts your organization actually expects: generation, face or voice replacement, splicing, re-encoding, cropping, subtitles, screen capture, and removed metadata where relevant.
  • Keep a holdout set that the tool developer or analyst did not use while tuning settings.
  • Run the same item through the conditions in which responders will receive it, including compression, resizing, short clips, and missing provenance.
  • Record tool name, version, configuration, input format, processing time, output, confidence wording, and any error or abstention.

Measure errors and review changes

For a known-genuine set, a false positive is a genuine item flagged as manipulated. For a known-manipulated set, a false negative is a manipulated item accepted as genuine. Record counts and denominators, not just percentages. Note cases in which manual review reverses the automated result, and explain why.

Measure Definition for the exercise Why it matters
False-positive rate Genuine items incorrectly flagged as manipulated divided by all genuine items tested. Shows how often the tool could wrongly discredit real evidence or people.
False-negative rate Manipulated items incorrectly accepted as genuine divided by all manipulated items tested. Shows the risk of treating synthetic or altered material as authentic.
Abstention or inconclusive rate Items for which the tool produces no usable classification. Tests whether the workflow has a safe path when automation cannot decide.
Manual override rate Cases in which documented human review changes the tool-supported disposition. Reveals where human expertise is essential and where training may be weak.
Decision time Elapsed time from artifact receipt to a defensible status, recorded separately for tool and human stages. Shows operational fit without treating speed as a substitute for evidence quality.

Do not turn these measurements into a universal pass mark. Detector performance varies with media type, quality, generation method, model version, and operating conditions. Re-test after a tool update, a major change in incoming media, or a new threat pattern.

Compare verification methods by the decision they support

NIST’s 2024 overview of synthetic-content approaches treats provenance, labeling, detection, testing, auditing, and maintenance as distinct technical approaches. Your exercise should compare methods rather than searching for a single magic test: Reducing Risks Posed by Synthetic Content: An Overview of Technical Approaches to Digital Content.

Method Best evidence contribution Typical failure or limitation Uncertainty to communicate
Independent source and context checks Who supplied the item, where it originated, and whether the claimed event fits operational facts. Original source may be unavailable, compromised, anonymous, or itself mistaken. State which links, records, or witnesses were and were not confirmed.
Passive provenance or labeling History, origin, or declared editing information when a valid record travels with the content. Records can be absent, incomplete, stripped during conversion, or insufficient to prove the real-world claim. Describe the record and its gaps; never present provenance alone as proof of truth.
Automated media analysis Repeatable signals about suspected generation or manipulation. False positives, false negatives, sensitivity to quality and new techniques, and opaque confidence output. Report the tested artifact, tool version, result, and validation history.
Human review Contextual judgment, comparison of copies, and interpretation of contradictions. Bias, fatigue, inconsistent expertise, and susceptibility to persuasive narratives. Name the reviewer’s expertise and the questions that remain unresolved.
Specialist escalation Deeper forensic examination, source verification, or legal and sector coordination. Availability, cost, turnaround time, and jurisdictional constraints. Give an expected response time and interim handling instructions.

Score observable process, not a lucky guess

Use a local scorecard that rewards defensible behavior. The criteria below are a practical synthesis, not a formal scorecard published by NIST or CISA. Have two observers score independently, then reconcile differences using the decision log and the evidence available at each moment.

Criterion Evidence of effective performance Common miss
Preservation Original artifact, working copy, context, metadata where available, and handling history are retained. Team analyzes a repost or edits the only copy.
Source recording Sender, receipt time, channel, original location, and chain of transfers are documented. “It came from social media” is treated as a source record.
Claim decomposition Media authenticity, event details, timing, location, and identity claims are written separately. One detector result is used to accept or reject the whole narrative.
Provenance and context Participants seek the earliest source, compare captions and time zones, and record absent data. Metadata presence is treated as proof, or absence as proof of fabrication.
Independent corroboration Operational, physical, human, or partner evidence is requested and compared. Investigation stops after a visual inspection.
Tool humility Tool version, input, output, validation limits, and contradictory results are recorded; manual review remains. “High confidence” becomes the answer key.
Escalation Unresolved or high-consequence cases reach the named specialist or authority within the agreed threshold. Team delays escalation until public pressure becomes urgent.
Communication Messages distinguish facts, assessments, confidence, unknowns, owner, and next update. Leadership receives an unqualified true/false statement.
Decision logging Each decision includes available evidence, alternatives considered, approver, and time. After-action accounts rely on memory.

You may assign 0 for absent, 1 for partial, and 2 for complete performance if that simple scale suits your organization. Treat the resulting pattern as a training baseline, not as a validated industry rating.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Use a safe status model when verification is incomplete

Force the team to choose an explicit status instead of allowing “probably real” to circulate without an owner. The status should apply separately to the artifact and the incident claim.

Status When to use it Required action
Verified and corroborated Source and handling are documented, media examination has no unresolved contradiction, and independent evidence supports the claimed event. Use the approved statement, preserve records, and continue monitoring for changed facts.
Event corroborated; media inconclusive Independent evidence supports the incident, but authenticity or editing of the file cannot be settled. Respond to the incident using corroborated facts and label the media limitation.
Unverified Evidence is insufficient to establish either the file’s status or the event claim. Preserve the artifact, assign evidence requests and an owner, and avoid definitive external claims.
Contradicted Reliable operational or source evidence conflicts with the alleged time, place, identity, or event. Record the contradiction, investigate possible deception or error, and correct prior messages.
Suspected deception Indicators of manipulation, impersonation, or coordinated miscaptioning are significant but not fully proven. Escalate, restrict redistribution, preserve copies, and coordinate with legal, security, and relevant authorities.

A defensible interim message can say: “We received a media item alleging [event]. We preserved the original available copy and are checking its source and independent operational evidence. The event is not yet verified; the next update is due at [time].” Replace the bracketed details with facts that have actually been established, and obtain the approval required by your communications policy.

Design communications and escalation into the exercise

Give the communications lead separate injects from leadership, customers, employees, and the public. Require a short holding statement, an internal technical update, and a later correction or confirmation. Evaluators should check whether each message:

  • identifies what is known without repeating unverified allegations as facts;
  • separates the status of the artifact from the status of the incident;
  • uses calibrated terms such as “unverified,” “corroborated,” or “inconclusive” consistently;
  • states what action the organization is taking and when the next update will occur;
  • protects personal information, investigative details, and legally restricted material; and
  • names an approval owner and preserves the sent version in the decision log.

Do not make public attribution to a person, group, or country solely because a detector flags a file. Attribution requires separate evidence and the approvals required by your jurisdiction and policy.

Learn from failures and repeat the test

Common failure modes

Symptom during the exercise Likely cause Correction before the next exercise
The first forwarded copy becomes the official record. No custody owner or preservation checklist. Assign an evidence custodian and require an original-file intake form.
Everyone debates visual clues while operations are ignored. Scenario defines verification as a media puzzle. Add logs, witnesses, telemetry, and a decision prompt about the underlying event.
A high detector score ends discussion. Tool output is treated as a verdict. Require tool version, validation results, manual review, and an explicit limitations field.
Missing metadata is called proof of fabrication. Participants misunderstand provenance and platform conversion. Train on absent, partial, and valid provenance examples; require independent corroboration.
Escalation occurs only after a public post. Thresholds and authority are undefined. Set consequence-based escalation triggers and named alternates.
Different teams issue incompatible confidence language. No shared status vocabulary. Publish the status model and include it in message templates.
Observers cannot explain why a decision changed. Evidence and reasoning were not logged in real time. Use a timestamped decision log with known, inferred, and unverified columns.

Correct the process, not just the person. If a detector fails on a new manipulation type, add representative samples and a manual-review rule. If source checking is slow, establish contact paths and access permissions. If communications overstate certainty, rehearse approval and correction language.

Hold a structured hotwash

  1. Ask each role what it believed at every major decision point.
  2. Compare those beliefs with the evidence actually available, not with the facilitator’s final ground truth alone.
  3. Identify the first point at which an unsupported assumption entered the record.
  4. List preservation, access, tooling, staffing, policy, and communications gaps separately.
  5. Assign an owner and due date for each corrective action.
  6. Repeat a shorter scenario that targets the highest-risk gap, then compare results with the original baseline.

Use the official material as a design reference

NIST’s Guardians of Forensic Evidence project describes evaluation tasks including authenticity detection, identity verification, manipulation localization, source verification, and provenance reconstruction. Its Deepfake Challenge Kit is described as an educational sample package with sample media, scoring resources, and a technical framework for systematic tool validation. The project page was updated September 25, 2026.

CISA, NSA, and FBI guidance on deepfake threats, published September 12, 2023, addresses preparation, identification, defense, and response practices. It is an archived alert, so check for newer agency material before adopting wording or procedures.

For facilitation, CISA’s emergency communications guidance collection identifies a communications-focused tabletop methodology for planning, conducting, and evaluating exercises. CISA’s cybersecurity scenarios page provides tabletop packages for vectors such as ransomware, insider threats, and phishing, plus sector situation manuals. These are exercise-packaging precedents, not a dedicated deepfake-verification curriculum.

NIST SP 800-171 describes incident-response testing through checklists, walkthroughs or tabletop exercises, and simulations, with training matched to staff roles. Use that structure to integrate the media-verification scenario into your existing incident-response program rather than running it as an isolated technology demonstration.

What a successful test looks like

Success is not a perfect synthetic-versus-real guessing rate. A capable team preserves the artifact before analysis, records its source and handling, separates the media question from the incident question, checks provenance without overtrusting it, seeks independent corroboration, measures detector errors on genuine and manipulated samples, and calls specialists when consequences exceed available evidence. It can tell leadership exactly what is known, inferred, and unresolved, take proportionate action while verification continues, and revise its message when the facts change.
