To measure website latency for Bihar users, the test must originate in Bihar or from the same access network your users use. A Mumbai cloud server does not represent a Patna broadband or mobile connection. Use a RIPE Atlas probe, a probe you control, a Bihar ISP vantage point, or a rented VM or looking glass in the target city. Repeat requests and report the median, tail percentiles, packet loss, DNS, TCP, TLS, first-byte and total times, plus the route.
Keep residential, mobile, enterprise, volunteer-probe and cloud-region measurements in separate groups. Then compare Indian hosting regions such as Mumbai, Hyderabad and Delhi using the same protocol, schedule and statistics.

What a Bihar latency test actually measures
Latency is the time required for traffic to travel between a client and a destination. Most network tools show round-trip time (RTT): the time from the vantage point to the server and back. A page load also includes work that ping cannot show, including DNS lookup, TCP connection setup, TLS negotiation, server processing and downloading the response.

Why the tester’s location is not enough
Your own office or a Mumbai cloud VM measures that location and its upstream carrier. It says little about a household in Bihar unless the traffic path and access network are comparable. Geographic distance matters, but peering, congestion, submarine-cable exits, carrier routing and the server’s own network often matter more.
What a result should contain
Every result should identify the source city, ISP or network type, IPv4 or IPv6, protocol, target hostname, timestamp and route. Preserve raw samples so another person can repeat the comparison.
Choose a vantage point that represents your users
Use more than one source when the audience is diverse. The options below answer different questions and should not be mixed into one average.

Measure the complete connection, not just ping

Report a distribution rather than one attractive number. The median (P50) describes a typical sample; P95 or P99 exposes the slow tail that users notice during congestion. Include packet-loss percentage and route stability alongside each percentile.
Step-by-step workflow for a Bihar test

Define the question and audience
Write down whether you are testing Patna broadband, a Bihar mobile network, an enterprise link, a city data center or a cloud backbone. Select the exact hostname users visit, including the scheme and path when relevant. Test the production hostname, not an unrelated origin or a provider’s generic domain.

Select and label vantage points
Check RIPE Atlas coverage for Bihar and nearby cities. The RIPE Network Coordination Centre describes a global network of more than 14,000 probes and anchors. Choose probes whose city and network are documented. If no suitable probe exists, use a controlled probe, a Bihar ISP connection, or a city-specific VM or looking glass. Record the city, provider, access type and whether the test uses IPv4 or IPv6.

Use the same URL, HTTP version and validation settings at every vantage point. A successful status code does not prove that the page is fast; retain each timing field.

Add ICMP and traceroute checks
Where the network permits ICMP, run a repeated ping:
ping -c 20 -4 example.comUse traceroute to inspect the path:

ping -n 20 example.comandtracert -4 example.com. Run IPv6 separately with the platform’s IPv6 option. Do not treat stars in one traceroute hop as proof of loss: many routers suppress replies while forwarding traffic. Look for loss that continues at later hops or appears in the application measurements. -
Repeat across time and networks
Collect samples during both busy and quiet periods. Keep fixed-line, mobile, enterprise, RIPE Atlas and cloud results in separate groups. A single median across unlike networks can hide the behavior you need to improve. Store the raw request timings, ping output and traceroute for each run.

Summarize median and tail behavior
For every group, calculate P50 and at least one tail percentile such as P95. Also calculate packet loss and note the number of samples. A group with a low median but a high P95 may feel worse than a slightly slower but stable group. State whether the figures are one-time observations or recurring measurements.

Investigate route changes
Compare traceroutes taken at the same time as slow requests. Note changes in transit providers, international detours, peering hand-offs and sudden increases in hop delay. A route change that coincides with a P95 spike is stronger evidence than a single slow hop in isolation.
Use RIPE Atlas for independent Bihar measurements
RIPE Atlas provides public probes, custom measurements and an API. Its measurement types include ping and traceroute, and its well-known measurements publish recurring results for major services. Search the map for probes in Bihar and neighboring cities, then verify each probe’s network and recent activity before using it as a representative vantage point.

Creating a useful measurement

Choose the exact website hostname or IP and select probes in the target city or ISP. Avoid combining distant Indian cities in one Bihar group.

Create recurring ping and traceroute measurements, then add HTTP measurements where the service and probe support them. Use identical targets and intervals for every comparison.

Retrieve the results through the RIPE Atlas interface or API. Export raw timestamps, probe identifiers, measurement type, protocol and response values before calculating percentiles.

Use RIPE Atlas region-mesh files when you need offline analysis or a reproducible regional comparison. Keep the mesh definition and the date range with your report.
A volunteer probe is evidence about that probe’s access network, not a promise for every Bihar household. State the probe city and network in the result.
Check Indian cloud regions before deploying
Cloud-to-cloud tests answer a different question from residential testing: how a provider’s backbone connects its regions. Run them separately, then combine the findings only when deciding where application servers, databases or caches should reside.
AWS regional reachability endpoints
Amazon Web Services publishes EC2 reachability endpoints that provide free, AWS-maintained ping targets in each supported Region. The endpoints answer ICMP and TCP checks, so you can compare regional network paths before deploying an instance. Test from a Bihar vantage point when the goal is Bihar-user latency, and test from each candidate hosting region when the goal is inter-region architecture.

AWS also recommends carrier looking-glass tools when you need a specific city vantage point. A looking glass operated by a carrier can reveal a route from that carrier’s network, but it still represents the carrier and facility hosting it rather than every local ISP.
Comparing Mumbai, Hyderabad, Delhi and other regions
Provider labels do not always map neatly to a city. Record the provider’s official region name, physical metro when published, availability zone, IP family and test endpoint. For each candidate, run the same Bihar-origin HTTP, ping and traceroute tests. If you are comparing application placement, also test database or API dependencies from the application region; a fast client-to-frontend path can be offset by a slow cross-region backend call.

How to interpret Azure’s Indian-region figures
Microsoft’s Azure network round-trip latency table reports directional P50 (median) values from continuous monitoring. The dataset dated July 30, 2026 lists Central India, Jio India West and South India. It reports 29 ms from Central India to Jio India West and 20 ms from Central India to South India.
Those numbers describe Azure backbone measurements, not a Bihar household’s last-mile experience. Each latency value is directional, so the reverse direction can differ. Use the direction that matches your application traffic, and do not replace Bihar-origin measurements with the table when estimating user-facing performance.
Diagnose slow results by the timing phase
DNS is slow while TCP and TLS are normal
Compare the same hostname through the local resolver and a controlled resolver, if your test policy allows it. A high DNS component with normal connection timing points to resolver reachability, cache misses or DNS configuration rather than the hosting region.
TCP connect time is high
Inspect the traceroute and compare IPv4 with IPv6. A detour, congested peering link or blocked path can delay connection setup. Test the server’s address directly only as a diagnostic; retain the hostname test as the user-facing result because HTTPS, virtual hosting and CDNs depend on the hostname.

Check whether the delay appears only on new connections. Connection reuse, certificate-chain size, handshake processing and protocol differences can change the result. Compare fresh requests consistently across all regions.
TTFB is high but network timings are low
The server or application is taking time to generate the response. Compare a static object with a dynamic page from the same vantage point. If static content is quick but dynamic content is slow, investigate application processing, database calls and server load rather than moving regions blindly.
Total time is high while TTFB is acceptable
The response may be large, the transfer path may have limited throughput, or packet loss may be causing retransmissions. Record response size and inspect loss and route stability. A low ping does not guarantee a fast large download.
Packet loss or unstable tails appear
Repeat the test from the same network and a second independent network. Persistent loss at the destination or later hops is more actionable than an isolated nonresponsive router. Report the loss percentage and the affected time window instead of hiding it inside an average.
Build a comparison that can be reproduced
A useful report lets another engineer recreate the test without guessing. Include:
- Target hostname, URL path and response status.
- Vantage city, ISP or provider, access type and whether it is residential, mobile, enterprise, volunteer or cloud.
- IPv4 or IPv6, ICMP/TCP/HTTPS method and HTTP version.
- Collection dates and UTC times, including peak and off-peak windows.
- Sample count, P50, P95 or P99, packet loss and timeout count.
- DNS, TCP, TLS, TTFB and total-time distributions for HTTPS tests.
- Traceroute output or a route-change summary for slow and typical samples.
- Raw files, measurement identifiers and the software or command used.
Write conclusions with the same scope as the evidence. For example, a result from a Patna broadband probe can support a statement about that probe and period; it cannot support a guarantee for all Bihar users. A cloud-region median can support a backbone comparison; it cannot establish residential performance.
Common mistakes to avoid
- Testing from the wrong city: A Mumbai VM is not a Bihar test. Move the probe, VM or looking glass to the target city or label the result as a cloud-backbone observation.
- Using one ping: Single samples miss congestion and tails. Repeat and publish percentiles.
- Mixing networks: Keep mobile, fixed, enterprise, RIPE Atlas and cloud groups separate.
- Reporting only average latency: The mean can be distorted by outliers. Include median, a tail percentile and loss.
- Ignoring IPv6: Run IPv4 and IPv6 separately when users can reach both.
- Assuming ICMP equals page speed: Include HTTPS phase timings and TTFB.
- Blaming the final router: Routers may suppress traceroute replies. Confirm a problem with later hops and application measurements.
- Comparing unlike Azure figures: Azure’s values are directional P50 backbone measurements. Match the direction and keep them separate from residential tests.
- Changing targets between regions: Use the same hostname, path, protocol and timing window, or the comparison is confounded.
- Discarding raw data: Without timestamps, routes and sample-level values, a percentile cannot be checked or reproduced.
Choosing a data-center region for Bihar users
Start with measurements from the actual Bihar networks you serve. If one region has a slightly lower median but a much worse P95 or more packet loss, the stable region may deliver a better experience. Check the route at busy times, then test the application’s internal dependencies from each candidate region. Finally, validate the decision with real-user measurements after launch, because volunteer probes and cloud backbones cannot represent every household.
