How to Test Chlorine Levels in Pools, Hot Tubs, and Drinking Water

To measure chlorine accurately, first choose the right target—free, combined, or total chlorine—then use a test method suited to the water and read it promptly at the sampling location. For home pools and hot tubs, CDC recommends a DPD kit; drinking-water and utility monitoring require methods appropriate to their specific purpose, and consumer results do not automatically establish regulatory compliance.

Choose the chlorine measurement that answers your question

“Chlorine” can refer to different residual measurements. Check the kit label and instructions before sampling: a test for one form should not be assumed to report another.

  • Free chlorine is residual chlorine available for disinfection after chlorine demand has been met.
  • Combined chlorine is chlorine that has reacted with nitrogen-containing material; WHO describes it as unavailable for disinfection.
  • Total chlorine is the combined amount of free and combined chlorine.

Some testing procedures measure free and total chlorine separately, allowing combined chlorine to be determined from the difference. Use that approach only if the kit or method specifies it. WHO explains these forms in its technical note on measuring chlorine levels in water supplies.

Pick a method for the water and purpose

Home pools and hot tubs

CDC recommends a DPD test kit for the most accurate home pool and hot-tub chlorine and pH testing, and says test strips are less accurate. DPD reagents react with the sample to produce a color that is matched against a comparator scale or read with an instrument. Choose a kit that measures the chlorine form you need and covers the expected range. Follow the kit’s own instructions rather than assuming that all reagents, ranges, or reaction times are the same. See CDC’s home pool and hot tub water treatment and testing guidance.

Drinking-water samples and field systems

A portable DPD comparator can provide a field measurement when the method is appropriate to the task. WHO describes adding a DPD tablet to a sample, allowing the red color to develop, and comparing its intensity with standards. For drinking-water sampling, EPA directs users to analyze disinfectant residuals immediately on-site. The exact sample volume, reagent sequence, and reaction time depend on the kit or method; follow its procedure. EPA’s Quick Guide to Drinking Water Sample Collection describes residual sampling and analysis.

Utility compliance monitoring

Regulatory monitoring is a distinct use case. EPA Method 334.0 covers online analyzers for free or total chlorine in a range of 0.2–4 mg/L and calls for calibration or verification against an approved grab-sample reference method. Applicable regulations and state approval determine which methods count for compliance; a retail comparator kit alone does not establish that a result is acceptable for regulatory reporting. Consult EPA Method 334.0 and the requirements that apply to the system.

Follow a careful sampling and testing workflow

  1. Define the context and target. Identify whether the sample is from a pool, hot tub, drinking-water supply, or field system, and whether you need free, total, or another specified residual.
  2. Use the specified container and sample volume. Collect a representative sample as the kit or method directs. EPA notes that glass test tubes are generally used for colorimetric residual analysis.
  3. Test promptly where you collect the sample. EPA’s drinking-water guide specifies no preservative and immediate on-site analysis for disinfectant residual samples.
  4. Run the procedure exactly as written. Add the reagents in the stated order and amounts, wait the method-specific reaction time, then compare the color or read the instrument as directed.
  5. Record enough context to interpret the result. Note the value and units, time, location, type of water, and which chlorine measurement the method reports.

DPD colorimetry depends on a reagent-driven color response. A visual comparator matches the developed color to standards, while an instrument measures the color response. Neither the waiting period nor the reading procedure should be generalized across products: use the instructions for the particular kit or approved method.

Pool and hot-tub guidance

For home pools and hot tubs, CDC’s 2024 guidance recommends pH 7.0–7.8, at least 1 ppm chlorine in pools, and at least 3 ppm in hot tubs. CDC advises testing chlorine and pH at least twice a day, and more often with heavier use. These are CDC recommendations for home pools and hot tubs, not universal drinking-water targets.

Check for a falsely low result at high chlorine levels

A pool or hot-tub result can be misleading if the chlorine concentration is above 10 ppm: CDC warns that the test may partially or totally bleach out and show a false low or 0 ppm. If a result seems unexpectedly low after chlorine was added, do not assume the water has little chlorine. Follow the kit maker’s instructions for any dilution or retest.

Field-system residuals can vary by location

In its emergency water-supply technical note, WHO discusses measuring after chlorine is added, near the treatment point, and at the furthest network points, where residual may be lowest. For new or rehabilitated systems, that note recommends daily checks until operation is established and then at least weekly. This schedule is guidance for the context addressed by the note, not a universal schedule for every regulated system.

Know what a chlorine test cannot establish

A positive chlorine residual is not a complete safety test. WHO says chlorine does not remove chemical contaminants and is ineffective against Cryptosporidium; where that pathogen is a concern, other methods such as filtration may be needed. A chlorine reading alone therefore cannot show that water is free of chemical hazards or every pathogen.

Method choice also matters when results are used professionally. EPA Method 334.0 discusses potential interferences, including organic contaminants and high monochloramine that may cause false free-chlorine readings in colorimetric methods. Use the applicable approved method and reference procedure for compliance work rather than relying on a consumer test by default.
