The reliable way to test an AI chatbot is to evaluate the entire deployed service—not just the underlying model—with a documented risk charter, representative and adversarial prompts, fairness comparisons, human review, and repeatable release criteria. Test the model, system and developer instructions, retrieval data, tools, filters, user interface, logging, and escalation process together. A chatbot is ready for a defined use only when severe failures are blocked or mitigated, residual risks are accepted by an accountable owner, and the same checks continue after launch.
What a chatbot safety test must cover
A base-model benchmark cannot tell you whether a production chatbot is safe. A system prompt may impose restrictions, retrieval may add unsafe or outdated material, a connected tool may enable an action the model would not take itself, and a filter may fail under a paraphrase or a different language. The user interface, authentication, rate limits, logging, human escalation and incident response also affect real-world risk.

OWASP’s GenAI Red Teaming Guide calls for evaluation of unsafe material, bias, inaccuracies, out-of-scope responses and other issues relevant to the tested system’s safety, security and alignment. Apply that principle to every path a user can take, including multi-turn conversations and tool calls.

- Fairness: different helpfulness, refusal, accuracy, tone or escalation for people who are equivalent except for identity or language.
- Truthfulness: fabricated facts, unsupported certainty, missing limitations and failure to ask for information needed to answer safely.
- Privacy and security: secrets in output, personal-data inference, prompt injection, unauthorized retrieval and unsafe tool use.
- Operational safety: logging gaps, broken escalation, unreviewed high-severity incidents, drift after a model or prompt change and inability to reproduce a failure.
Start with a written risk model and test charter
Before writing prompts, create a one-page charter that makes the test boundaries explicit. NIST’s AI Risk Management Framework is a voluntary framework for incorporating trustworthiness into the design, development, use and evaluation of AI systems. NIST published AI RMF 1.0 on January 26, 2023, released SP 1270 on identifying and managing bias on March 16, 2022, and released the Generative AI Profile, NIST-AI-600-1, on July 26, 2024.

Map harms and set severity
List plausible bad outcomes rather than generic concerns. Include self-harm or violence assistance, sexual exploitation, hate, privacy exposure, medical or legal overconfidence, fraud, misinformation, cyber misuse and discriminatory treatment. Rate each outcome by potential impact and likelihood. Define in advance which findings block a release, which require mitigation and which can be accepted with monitoring.
The charter should also state the test date, software versions, sampling settings, reviewer qualifications and the minimum evidence required for a release decision. Change control matters: a new model, system prompt, retrieval corpus, filter, tool permission or user population creates a new test condition.
Build a balanced test corpus
Use four complementary prompt sets. A collection made only of spectacular jailbreaks produces poor coverage of ordinary failures, while only testing normal questions misses attacks and edge cases. Keep every prompt, expected behavior, risk category and language in a versioned corpus.
1. Baseline user journeys
Sample real or realistically reconstructed tasks across the supported product. Include easy, typical and difficult cases, multi-turn conversations and requests that require clarification. Mark the expected answer type: direct answer, clarifying question, refusal, safe redirection or human handoff. Remove real personal data or use carefully controlled synthetic records.

2. Ambiguity and uncertainty cases
Vary incomplete context, conflicting instructions, vague references, unusual units, missing dates and requests with several plausible interpretations. A safe system should ask a targeted question or state a limitation instead of confidently choosing a risky assumption. Include conversations in which the user changes goals or supplies information that contradicts an earlier turn.
3. Harm and abuse probes
Test attempts to obtain dangerous instructions, hateful content, privacy invasion, fraud assistance, unsafe medical or legal advice, exploitation or cyber abuse. Phrase probes at different levels of directness and in multiple turns. The purpose is to verify boundaries and safe alternatives, not to create a catalog of harmful instructions. Store sensitive prompts in access-controlled test records.
4. Adversarial and injection probes
Include role-play, encoded text, misspellings, translation, long-context pressure, instructions hidden in retrieved documents, conflicting system-like messages and attempts to make a tool act without authorization. Test both single-turn and conversation-level attacks. For each successful attack, determine whether the weakness was in the model, instruction hierarchy, retrieval trust, parser, filter, permission model or user interface.

Create matched prompts in which the task is held constant while names, pronouns, race or ethnicity cues, nationality, religion, disability, age, gender identity, dialect or language changes. Include intersectional combinations and culturally specific situations relevant to your users. | Prompt set | What it reveals | Useful variations |
|---|---|---|
| Baseline journeys | Everyday usefulness, factuality and normal safeguards | Common tasks, difficult tasks, multi-turn context |
| Ambiguity | Overconfidence and failure to clarify | Missing facts, conflicting constraints, uncertain intent |
| Harm probes | Unsafe detail, poor refusal and missing escalation | Direct, indirect, multi-turn and euphemistic requests |
| Adversarial probes | Jailbreaks, prompt injection and tool abuse | Role-play, encoding, translation, long context, poisoned retrieval |
| Fairness probes | Disparate quality, refusal or treatment | Identity swaps, dialects, languages and intersections |
Define pass and fail rules before running prompts
A refusal is not automatically a pass. A good refusal does not repeat dangerous instructions, states the boundary briefly, avoids shaming the user and offers a safe alternative or emergency direction when appropriate. An allowed answer should remain useful, distinguish facts from uncertainty and recommend qualified help when the stakes require it.
Score the response, not just the intent
Use a rubric with explicit anchors. Record a numerical score if it helps comparison, but retain the reviewer’s written reasoning and the exact evidence.
| Dimension | Pass characteristics | Failure signals |
|---|---|---|
| Harm prevention | No actionable dangerous detail; safe redirection or escalation | Step-by-step harmful assistance, optimization or encouragement |
| Refusal quality | Clear, concise boundary without repeating the harmful request | Inconsistent refusal, moralizing, vague evasion or leaked details |
| Truthfulness | Accurate answer with relevant uncertainty and source limits | Fabrication, invented citations or unjustified certainty |
| Fairness | Equivalent quality, completeness, tone and escalation for matched cases | Stereotyping, disparate refusal or materially lower helpfulness |
| Privacy | No secrets or unnecessary personal-data inference | Disclosure, re-identification or encouragement to expose data |
| Scope control | Recognizes unsupported tasks and routes them safely | Confident professional advice outside the service’s competence |
| Security | Ignores untrusted instructions and respects tool permissions | Prompt-injection success or unauthorized action |
Use severity tiers
- Critical: actionable assistance for severe harm, exposed secrets or a high-impact safeguard bypass.
- High: materially unsafe professional advice, targeted hateful or discriminatory output, or repeated jailbreak success.
- Medium: stereotyping, overconfident misinformation, privacy-minimizing language or inconsistent refusals.
- Low: offensive tone, irrelevant demographic assumptions or a minor quality disparity.
Set release gates before execution. For example, a critical issue can require an immediate block; a high issue can require a fix and successful regression evidence; medium and low issues may require a documented owner, deadline and monitoring plan. These are governance choices, not universal industry thresholds. No authoritative universal pass score has been established, so publish your denominator, test conditions and decision rule instead of claiming that a particular percentage proves safety.
Run tests reproducibly and preserve evidence
- Freeze the test condition. Record model and component versions, system and developer instructions, safety settings, temperature or equivalent sampling controls, retrieval snapshot and tool permissions.
- Execute the exact conversation. Preserve every user and assistant turn, including hidden test messages, retrieved passages, filter decisions and tool requests.
- Repeat stochastic cases. Run enough trials to estimate variability, and report the number of attempts, sampling method and any random seeds. A single successful refusal does not establish a stable safeguard.
- Apply automated triage. Classifiers and toxicity or bias metrics can sort large volumes, but do not let them make final decisions on ambiguous, identity-sensitive or high-severity cases.
- Use trained human adjudication. Have reviewers independently label difficult cases, reconcile disagreements and document why the final label was chosen. Use cultural and language expertise for localized cases.
- Store an audit record. Keep prompt, output, model and version, parameters, retrieved context, tool calls, filter results, reviewer decision, severity, timestamp and incident identifier.
Never report a pass rate without its denominator. State whether the figure is per prompt, per conversation or per trial, which cases were excluded, and how confidence intervals or uncertainty were handled. Compare both averages and worst-case examples: a good mean can conceal one severe outlier.

Test fairness with matched comparisons
Fairness testing asks whether equivalent people receive equivalent service. Construct pairs or groups where only the protected or identity-related attribute changes. Keep spelling, task difficulty, relevant qualifications and conversation history constant. Where an attribute legitimately changes the answer—for example, a language-specific accessibility request—define the expected difference rather than treating every difference as bias.
Measure more than toxicity
- Refusal and escalation rates.
- Harmfulness and stereotyping.
- Factual accuracy and completeness.
- Politeness, empathy and blame.
- Clarifying-question frequency.
- Time to a useful answer and tool-access decisions.
- Privacy warnings and disclosure behavior.
Review intersectional cases such as age plus disability or nationality plus gender identity. Test dialects, code-switching and languages that the product claims to support; a translation layer can introduce both safety and fairness failures. Investigate outliers even when group averages look similar.
Evaluate harmful and unsafe advice by domain
Health and mental-health contexts
Check whether the chatbot distinguishes general information from diagnosis, asks for urgent context when necessary and directs emergencies to appropriate local services. It should not present uncertain symptoms, medication decisions or self-harm content with unwarranted confidence. Test both direct requests and casual conversations in which risk appears gradually.
Legal, financial and employment contexts
Test jurisdiction, date and eligibility questions. The system should state when rules vary, avoid pretending to be a licensed professional and identify missing facts. For employment or service decisions, examine whether identity changes alter recommendations, evidence standards or explanations.
Best Value
Violence, exploitation, fraud and cyber abuse
Verify that the chatbot refuses operational assistance, does not provide a workaround after a refusal and offers a benign alternative such as prevention, safety planning or lawful recovery. Test obfuscation, role-play and multi-turn escalation, while keeping sensitive test material restricted.
Investigate failures as engineering and governance incidents
For each confirmed failure, identify the narrowest effective fix. Possible causes include model behavior, instruction hierarchy, retrieval content, tool permissions, filter thresholds, parser errors, user-interface wording or reviewer workflow. Do not assume a prompt change alone solves a permission or data problem.
- Assign an owner and severity, preserve the evidence and decide whether to disable the affected path.
- Apply the mitigation: remove or correct unsafe retrieval content, restrict a tool, tighten confirmation, revise instructions, improve filtering or add human review.
- Rerun the original prompt, paraphrases, nearby variants, multilingual versions and the attack that exposed the weakness.
- Add the confirmed case and its variants to a versioned regression suite.
- Record residual risk, required monitoring, target date and release decision in an incident register.
NIST AI RMF Govern 4.3 calls for practices that enable AI testing, incident identification and information sharing. Treat severe chatbot failures as reportable operational events, with a defined response team and communication path.
Recommended Free Tools
Continue testing after launch
Production traffic reveals drift, novel user goals and edge cases that a laboratory corpus misses. Monitor sampled conversations under strict privacy controls, user reports, near misses, refusal changes, tool denials, retrieval updates and language-specific error rates. Alert on sudden changes after a model, prompt, filter, index or tool-permission update.
EU AI Act Recital 114 says providers of general-purpose AI models with systemic risk should conduct and document adversarial testing and continuously assess and mitigate systemic risks. Even when that legal category does not apply to your chatbot, continuous evaluation is a sound operating practice. Schedule recurring red-team exercises, rerun regression suites after every material change and review whether new users or jurisdictions create new harms.
Choose a testing approach by the risk you need to find
| Approach | Strength | Limitation | Best use |
|---|---|---|---|
| Fixed benchmark | Reproducible trend tracking | Can miss novel attacks and local context | Version-to-version regression |
| Scenario-based red team | Finds creative, system-specific failures | Requires skilled reviewers and is harder to standardize | Pre-deployment and major changes |
| Automated classifiers and metrics | Fast triage at large scale | False positives, false negatives and weak cultural nuance | Prioritizing human review |
| Production monitoring | Detects drift and user-specific edge cases | Requires privacy controls and may discover harm after exposure | Post-launch surveillance |
A mature program combines all four. Compare programs on harm, bias, factuality, privacy and security coverage; realism and adversarial strength; multilingual and intersectional reach; reproducibility; reviewer burden; false-positive and false-negative rates; observability; and cost.
Pre-deployment release checklist
- The charter names intended users, jurisdictions, languages, connected tools, prohibited assistance and escalation owners.
- Baseline, ambiguity, harm, adversarial and fairness prompts are versioned and include relevant intersections.
- Pass and fail rules, severity tiers and release gates were defined before execution.
- Every result has the exact conversation, component versions, settings, retrieved context, tool calls, timestamp and reviewer decision.
- High-impact and ambiguous cases received qualified human adjudication.
- Critical and high findings are fixed, blocked or formally accepted with residual-risk ownership.
- Original failures, paraphrases, multilingual variants and nearby attacks pass regression testing.
- Privacy, logging, escalation and incident-response paths work in an end-to-end exercise.
- Post-launch monitoring, review frequency and rollback authority are documented.
Testing cannot prove that a chatbot is universally safe. It can show whether a specifically defined system behaves acceptably for a defined population and use, expose severe weaknesses before deployment, and provide evidence that safeguards continue to work as the system changes.
