Test a tool-using agent as an end-to-end system, not as a text generator. Give it a defined task and starting state, let it operate through the same multi-turn tool loop your application uses, preserve the complete trace, verify the resulting environment state, and grade both the path and the outcome. Repeat representative cases across runs, then compare the results whenever you change a prompt, model, tool, guardrail, or routing rule.
A convincing final message is only one observation. An agent can claim that a booking was made when no reservation exists, choose the wrong tool, pass an incorrect identifier, violate a safety rule, or reach the right result through an unsafe sequence. Reliable evaluation makes each of those behaviors observable and testable.

What an agent evaluation must prove
Anthropic defines an evaluation as: “An evaluation (“eval”) is a test for an AI system: give an AI an input, then apply grading logic to its output to measure success.” For an agent, the output is more than the last message. It includes tool choices, arguments, intermediate results, state changes, handoffs, guardrail decisions, and the final response.
A useful test therefore has five elements:
- A realistic task: an objective drawn from an actual user goal, including ambiguity and edge cases that matter to your product.
- A known starting state: the data, permissions, conversation history, and external conditions available at the first turn.
- An executable environment: the same tool interface and orchestration path used in production where practical, with isolation or simulation for risky operations.
- Observable success criteria: checks that can determine whether the intended state or artifact exists, independently of what the agent says.
- A preserved trace: enough information to reconstruct every important decision and diagnose a failure.
OpenAI’s agent-evaluation documentation describes a trace as the end-to-end record of model calls, tool calls, guardrails, and handoffs for one run. Anthropic’s terminology similarly treats a transcript or trace as the complete record of a trial, including intermediate results. These records are the evidence that a trajectory was safe and effective.

1. Turn the user goal into a test contract
Write the contract before running the model. It should state what the agent may do, what it must do, and what counts as failure. Google Cloud describes a case as a task specification that can contain conversation steps and context; OpenAI recommends defining the evaluation objective and collecting data appropriate to it.
Required fields for each case
| Field | What to record | Why it matters |
|---|---|---|
| Task input | The user message or multi-turn conversation, including relevant ambiguity. | Ensures the test represents a real decision the agent must make. |
| Initial state | Records, files, permissions, account status, prior messages, and any pre-existing workflow state. | Defines what the agent can legitimately observe and change. |
| Available tools | Tool names, schemas, side effects, authentication context, and limits. | Prevents a passing result from depending on an unavailable capability. |
| Constraints | System instructions, safety policy, approval requirements, and required or forbidden actions. | Turns instruction following and safety into explicit assertions. |
| Expected outcome | The independently observable state, artifact, or refusal that should exist at the end. | Separates actual task completion from a plausible-sounding response. |
| Trajectory requirements | Required tool, argument, ordering, handoff, confirmation, or no-tool behavior. | Captures important process properties without requiring one rigid path when alternatives are safe. |
Cover every decision branch
Include cases where the correct behavior is to act, ask a clarifying question, refuse an unsafe request, or finish without calling a tool. This tests the decision to invoke a tool, not just tool selection after invocation. For example, an order-status request can check whether the agent calls an order-lookup tool and extracts the correct order ID; a request with no trustworthy identifier may require clarification instead.
Build cases from ordinary traffic, known incidents, policy boundaries, and representative edge conditions. A generic benchmark cannot stand in for the risk and task profile of your application.

2. Run the real multi-turn loop in a controlled environment
Use the same harness, message format, tool schemas, authentication boundaries, and routing logic that the application uses whenever possible. A separate toy harness can hide serialization bugs, missing context, timeout behavior, or handoff problems.
Choose the right isolation level
- Mocks: return fixed, inspectable responses when you need deterministic checks for a single tool.
- Isolated test accounts: exercise realistic authorization and side effects without touching customer data.
- Simulated environments: model databases, files, APIs, or workflow state when production access is inappropriate.
- Replay fixtures: reproduce a known incident or previously captured tool response.
Google Cloud documents environment simulation that can inject mocked data, HTTP 503 errors, and latency spikes. Use these controls to test recovery without affecting production backends. Keep the simulated state visible to the grader so an assertion can verify exactly what changed.
Inject failures deliberately
Normal-path tests are not enough for an agent that must recover. Add cases for malformed or missing tool results, transient errors, timeouts, conflicting records, ambiguous instructions, permission denials, and a user who changes intent on a later turn. Specify whether the expected behavior is retry, clarification, escalation, safe refusal, or a clean termination; do not leave recovery to an implicit “seems reasonable” judgment.

3. Capture a diagnostic trace for every run
Persist a structured trace even when the final answer looks correct. At minimum, capture:

|---|---|
| Model interaction | Inputs, outputs, model identifier, configuration, turn number, and stop reason. |
| Tool call | Tool name, raw and parsed arguments, validation result, caller turn, and timestamp. |
| Tool result | Returned payload, error type, latency, truncation, and whether the result was synthetic or live. |
| Guardrail | Policy decision, triggered rule, blocked or modified action, and any user-visible explanation. |
| Handoff | Source and destination agent or human queue, reason, and transferred context. |
| State transition | Before-and-after values for the records, files, or workflow objects under test. |
| Run metadata | Case identifier, environment version, prompt revision, tool version, seed or scenario configuration, and trial number. |
Redact secrets and personal data, but do not remove the identifiers needed to connect a tool call to its result and state change. A trace that keeps only the final text cannot explain whether a failure came from planning, argument construction, the tool, the environment, or grading.
4. Grade the trajectory as well as the final answer
Use separate assertions for separate responsibilities. A single pass/fail label hides useful distinctions.
Tool and argument correctness
- Was the appropriate tool selected when a call was required?
- Was no tool called when the task required only an answer or clarification?
- Were identifiers, filters, units, dates, and other arguments extracted accurately?
- Did the arguments satisfy the declared schema and authorization boundary?
Sequence and recovery
- Did required calls occur in a safe order?
- Did the agent wait for a result before taking a dependent action?
- Did it retry only when policy allowed, and stop retrying after the defined limit?
- Did it recover from a failed call, ask for missing information, or escalate appropriately?
Instruction following and safety
- Did the agent obey system and developer instructions over conflicting user text?
- Did it request confirmation before an irreversible or high-impact action?
- Did it refuse unsafe or unauthorized work and avoid leaking protected data?
- Did a guardrail block, transform, or route the action as designed?
Handoffs and communication
- Was the handoff boundary correct?
- Did the receiving agent or human get the necessary context without duplicated or contradictory instructions?
- Did the final response accurately describe what happened, what remains, and any uncertainty?
OpenAI and Google ADK describe tool-use, argument or data precision, handoff, and trajectory quality as explicit evaluation dimensions. Treat them as independent scores or assertions so a run can be “task complete but unsafe,” “safe refusal but poor explanation,” or “correct outcome through an invalid path.”
5. Verify the outcome in the environment
Whenever a trusted state exists, grade it directly. Check the database record, file contents, API resource, completed workflow, or generated artifact rather than inferring success from the final message. Anthropic uses a booking agent as the cautionary example: the claim that a booking succeeded must be checked against whether a reservation actually exists in the database.

Rubrics and model judges
Use a rubric or model judge for qualities without a trusted reference, such as clarity, helpfulness, or whether an explanation addresses the user’s uncertainty. Define observable criteria and calibrate automated scores against human judgments. Google ADK documents rubric-based quality and tool-use measures; OpenAI cautions against relying on generic or uncalibrated automated metrics.
Do not force a single expected path when several paths can safely produce the user’s goal. Anthropic notes that agents may find a better solution than a static evaluation anticipated. Grade mandatory safety and state conditions strictly, while allowing equivalent trajectories when they preserve those conditions.
6. Test failure and recovery paths explicitly
| Scenario | What to observe | Typical assertion |
|---|---|---|
| Missing identifier | Whether the agent asks a focused question instead of guessing. | No lookup is made with an invented identifier. |
| Malformed tool result | Whether parsing failure is contained and explained. | No dependent side effect occurs until valid data is available. |
| Transient HTTP 503 | Retry policy, backoff behavior, and user communication. | Retries stay within policy, then recover or escalate cleanly. |
| Latency spike | Timeout handling and whether duplicate actions are avoided. | At most one intended side effect is committed. |
| Permission denial | Safe refusal or handoff without bypass attempts. | Protected data and state remain unchanged. |
| Ambiguous request | Clarifying question quality and preservation of prior context. | The agent does not choose a consequential interpretation silently. |
| Changed intent on a later turn | Whether stale plans are abandoned. | Only the newly confirmed objective is executed. |
7. Repeat trials and make variation measurable
Agent behavior can vary across runs, especially on open-ended or generated tasks. Anthropic recommends multiple trials and reporting both the trial count and aggregation method. A single successful run is not a reliability estimate.
Recommended Free Tools
- Choose a trial count appropriate to the risk of the workflow and the cost of execution.
- Keep the case, environment version, prompt, model configuration, tool versions, and scenario seed or configuration with every trial.
- Run the same case repeatedly when measuring nondeterminism; vary scenarios deliberately when measuring generalization.
- Report pass rate, confidence or spread where appropriate, and representative failures rather than only the best run.
- Inspect whether failures cluster by tool, turn, model response, environment error, or grader.
Anthropic’s Bloom framework describes varying scenarios between runs while retaining reproducibility through an evaluation seed. Reproducibility does not mean forcing identical text; it means being able to explain which inputs and configuration produced a result.
8. Move from trace debugging to a maintained evaluation set
Start with individual traces while behavior is unclear. Once you can identify a good trajectory, convert representative cases into a dataset with versioned expected outcomes and graders. OpenAI recommends moving from traces to datasets and evaluation runs for benchmarking changes, comparing prompts, and scaling evaluation.
What to put in the dataset
- Successful ordinary cases that define the intended user experience.
- Historical failures and regressions, with the defect they expose.
- Safety and authorization boundaries.
- Clarification, refusal, no-tool, and handoff cases.
- Tool errors, latency, malformed data, and partial-outage cases.
- Multi-turn cases where the user changes or narrows the objective.
Version the dataset and graders together. When a new nondeterministic failure appears, add the smallest reproducible case that captures it. Run the maintained set after prompt, model, tool schema, guardrail, retrieval, or routing changes; compare against the previous result and investigate regressions before release.

9. Report the measures that explain quality
Task completion alone can reward an agent that is slow, unsafe, or wasteful. Keep separate measures for:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →| Measure | Example interpretation |
|---|---|
| Task success | The independently verified state or artifact is correct. |
| Response quality | The final message is accurate, complete, and appropriately explicit about uncertainty. |
| Tool correctness | Tool choice, schema validity, and argument precision meet the case requirements. |
| Trajectory quality | Required ordering, recovery, handoff, and policy steps are satisfied. |
| Safety | Unsafe, unauthorized, or privacy-violating actions are prevented. |
| Efficiency | Tool-call count, inference-call count, token use, and invocation duration remain within the target. |
| Reliability | Results remain acceptable across repeated trials and relevant scenarios. |
Google ADK lists multi-turn task success, trajectory quality, tool-use quality, safety, and efficiency criteria, including tool-call count, inference-call count, token usage, and invocation duration. Track distributions, not just averages: a small number of very slow or unsafe outliers can matter more than a modest mean improvement.
10. Choosing an evaluation approach
No platform is universally best from feature lists alone. Compare approaches against your own tasks, risk, deployment model, and engineering capacity, then run a small pilot.
| Approach | Best use | Strengths | Watch for |
|---|---|---|---|
| Trace-first debugging | Early development and incident analysis. | Fast visibility into calls, results, guardrails, handoffs, and state. | Manual inspection does not scale and can miss low-frequency failures. |
| Hosted evaluation surface | Teams that need managed traces and repeatable runs. | Centralized run comparison and operational reporting. | Confirm export, retention, privacy, and environment-isolation requirements. |
| Code-first dataset and harness | Regression testing in CI or a custom orchestration stack. | Version control, deterministic assertions, and integration with deployment gates. | Requires engineering effort for fixtures, graders, and observability. |
| Simulated environment and user scenarios | Failure injection, long workflows, and protected systems. | Safe testing of errors, latency, permissions, and state transitions. | Simulation fidelity can hide production-only behavior. |
| Generated behavioral evaluations | Exploring broad behavior and adversarial variation. | More scenario diversity than a small hand-written set. | Record seeds and configuration; generated cases still need trusted graders. |
Evaluate execution location, trace visibility, outcome checks, scenario support, scoring options, repeatability, and operational reporting. Documentation establishes these capabilities for different ecosystems, but it does not provide a neutral benchmark that proves one approach superior.
11. A practical end-to-end run
The following sequence works for a single case and can later become an automated evaluation job:
- Load the fixture. Create the initial records, files, permissions, conversation history, and tool responses in an isolated environment.
- Register the contract. Attach the case identifier, expected state assertions, trajectory rules, safety rules, and grader versions.
- Start tracing before the first model call. Record configuration and environment versions so the run is reproducible.
- Send the user task through the production-shaped loop. Allow multiple turns, tool results, guardrails, and handoffs rather than evaluating one completion in isolation.
- Inject the planned condition. Return the normal result, an error, a delay, an ambiguity, or a permission boundary according to the case.
- Collect the final response and state. Stop only when the agent completes, refuses, hands off, or reaches the configured turn or time limit.
- Run deterministic assertions. Check state, schema, arguments, ordering, safety, and required calls.
- Apply rubric or judge scores where needed. Store the reasons and evidence, not only a numeric label.
- Classify failures. Separate model decision errors, tool or schema errors, environment defects, grader defects, and expected policy behavior.
- Repeat and compare. Run the required trials, aggregate them transparently, and add important new failures to the maintained dataset.
12. Avoid these evaluation traps
Scoring only the final message
A fluent response can conceal a missing side effect, wrong argument, or unsafe sequence. Always pair response grading with trace and environment checks.
Best Value
Matching one exact trajectory
Rigid path matching marks safe alternatives as failures and can encourage unnecessary tool calls. Make only genuinely required steps mandatory; accept equivalent paths that achieve the verified outcome safely.
Testing production side effects directly
Real accounts and live writes make failures costly and tests hard to repeat. Use mocks, isolated accounts, or simulated environments, and test the integration boundary separately.
Ignoring no-tool and refusal cases
An agent that calls a tool for every request can create cost, privacy, and safety problems. Include explicit cases where the correct action is to answer, clarify, refuse, or hand off.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteReporting one pass rate without trial details
State the number of trials, aggregation method, scenario configuration, and notable failures. Otherwise readers cannot distinguish stable behavior from a lucky run.
Using uncalibrated automated judges
Validate rubrics and model judges against human assessments, inspect disagreements, and retain deterministic checks for facts that can be verified exactly.
Published examples and how to interpret them
Anthropic’s 2025 Bloom release reported benchmark results for four alignment-relevant behaviors across 16 models. That is an example of a behavioral-evaluation release, not a general measure of agent task success; do not substitute it for application-specific workflow tests.
OpenAI’s evaluation best-practices page gives an illustrative summary-evaluation example using 1,000 reference transcript-summary examples, a ROUGE-L target of 0.40, and an 80% coherence target. Those figures are an example for that summary task, not universal thresholds for tool-using agents.
Final implementation checklist
- Every case has a realistic task, initial state, available tools, constraints, and observable expected outcome.
- The test uses the production-shaped multi-turn loop in an isolated or simulated environment.
- Traces retain model calls, tool names and arguments, results, guardrails, handoffs, state transitions, and run configuration.
- Graders check tool choice, argument precision, ordering, recovery, instruction following, safety, handoffs, final response, and environment state as separate dimensions.
- Failure injection covers malformed data, transient errors, latency, ambiguity, permissions, and changed intent.
- Nondeterministic cases run multiple trials with recorded seeds or configuration and transparent aggregation.
- A versioned evaluation dataset is rerun after prompt, model, tool, guardrail, or routing changes.
- Reports include success, response quality, safety, trajectory, tool correctness, latency, calls, token use, and representative failures.
The durable unit of confidence is not a polished answer; it is a repeatable run whose decisions, side effects, and limits can be inspected. Build that evidence loop first, then expand the dataset as your agent and its environment change.
