Test a website’s visual design by reviewing representative pages and flows, checking accessibility and responsive behavior, and observing people use the site for realistic tasks. Treat those as related but distinct questions: WCAG evaluation checks testable accessibility criteria, while usability testing shows whether people can use the site for its intended purpose. Neither alone produces a universal score for visual appeal or brand fit.
1. Decide what the review needs to establish
Start by naming the purpose of the evaluation. A formative review helps improve a design in progress; a release check looks for issues before launch; a redesign baseline records current problems; a conformance evaluation assesses specified accessibility requirements; and a usability study observes people completing tasks. These aims overlap, but they are not interchangeable.
Record the intended audience, the site or product boundary, the technologies in scope, and—if evaluating conformance—the WCAG version and level you are assessing. WCAG-EM 2.0, published by W3C on 23 July 2026, sets out a process for scoping, exploring, sampling, evaluating, and reporting on websites and other digital products. It is an evaluation methodology, not an addition to WCAG’s normative requirements: W3C WCAG-EM 2.0.
2. Choose representative pages and flows
Do not judge the whole site from its home page. First inventory its templates, content types, repeated components, and important tasks. Then choose a sample that covers distinct layouts and interaction types, core content, high-use pages where known, and at least one meaningful end-to-end flow. For example, a review of a retail site might include a category page, a product page, search or filtering, and the path to checkout.

Write down which pages and states you selected and why. A sample helps focus the work, but a sampled review alone generally cannot support a claim that every page on the site conforms. W3C explains the limits of conformance claims based on selected pages and functionality: WCAG-EM 2.0: Conformance claims.
3. Inspect visual hierarchy and consistency
Review the chosen pages in the context of actual tasks. Record what you observe, rather than turning subjective impressions into a purported universal design score. Useful prompts include:
- Can people find the main action or key information?
- Do headings, spacing, and grouping make the structure easy to scan?
- Are interactive elements recognizable as controls or links?
- Do repeated navigation items, labels, controls, and feedback behave consistently across templates?
- After an action, is the result clear?
When possible, ask a participant to locate information or an action and observe where they look, hesitate, or misread the page. These are project-specific observations, not standardized measures established by the cited guidance. For a question about attractiveness or brand fit, define the relevant audience and criteria explicitly; accessibility findings do not settle those judgments.

4. Check responsive presentation and accessibility
Automated checks can help locate issues, but WCAG evaluation also requires human inspection. W3C describes WCAG success criteria as testable, while noting that evaluation combines automated tools and human judgment: W3C WAI: Test and Evaluate. Verify tool findings manually and look for problems automation may miss.

- Use Tab and Shift+Tab to reach links and controls; check that focus is visible and follows a logical order.
- Operate interactive controls without a mouse and confirm there are no keyboard traps.
- Check that labels and feedback make the purpose and result of an interaction understandable.
Zoom, narrow layouts, and readability
Enlarge the page and inspect it at narrow widths. Check that text remains readable, content reflows without loss, and important information or controls are not cut off. GOV.UK’s simplified audit guidance describes checking zoom up to 400% and simulating a small screen. It also cautions that simplified checks do not uncover every accessibility error: GOV.UK accessibility testing.
Images and motion
Review text embedded in images and check that media has appropriate alternatives. Examine animations and carousels to see whether users can pause, stop, or hide motion where required. Match accessibility findings to the applicable WCAG success criteria rather than recording them only as general visual preferences.

5. Observe people completing realistic tasks
Give representative participants realistic tasks and watch what happens. Record completion, errors, hesitation, misinterpretation, and workarounds; preference ratings alone do not show whether a design supports its intended use. Include disabled and older participants when relevant. W3C notes that evaluation with disabled and older users can reveal usability issues that conformance evaluation alone misses, and distinguishes informal checks from formal usability sessions: W3C WAI: Involving Users in Evaluating Web Accessibility.
Keep observations grounded in evidence: note the page or flow, the task, what the participant did, and the point at which the interface helped or hindered them. A conformance review and a usability study answer different questions; use both when the project needs evidence about accessibility and task success.
6. Compare two design versions fairly
Give participants the same tasks on both versions, using the same audience, page types, and viewport conditions. Compare evidence along these dimensions:

- Whether tasks are completed and what errors occur.
- Where people hesitate or encounter friction.
- Whether key information is found and understood.
- Whether content remains readable and usable at responsive sizes.
- Whether keyboard and assistive-technology access is maintained.
- What participants say about the experience, interpreted alongside observed behavior.
There is no universal visual-design score established by this guidance. Do not rank designs solely by an automated accessibility score or by a small group’s aesthetic preference.

For each finding, identify the affected page or flow, the viewport or state, the observed evidence, the impact on users, and a concrete next step. Explain severity or priority using the project’s rationale. Label accessibility failures separately from other significant usability findings so readers know which issues relate to WCAG criteria and which reflect task difficulty or project-specific goals.
State the review’s scope and sample in the report. GOV.UK notes that its detailed audit covers in-scope WCAG A and AA criteria while still sampling pages; a sampled audit is not evidence that every page has been checked. See GOV.UK accessibility testing and W3C’s evaluation guidance.

Capture consistent page evidence
Screenshots can help document the page, viewport, and state associated with a finding. They are supporting evidence, not a substitute for keyboard checks, accessibility evaluation, or observing users. For manual capture, open each sampled page at the viewport and interaction state under review, then save a screenshot with a filename that identifies the page and state. Keep notes alongside it so the image does not stand in for the actual finding.

Common evaluation mistakes
- Reviewing only the home page: include distinct templates, states, and a complete task flow in the sample.
- Treating an automated result as a verdict: confirm reported issues and manually inspect interaction and content.
- Calling a sample a site-wide conformance result: state what was evaluated and avoid claims beyond the sample.
- Equating conformance with good design: add usability evidence for task performance and project-specific criteria for visual appeal or brand fit.
- Asking only whether participants like a version: observe realistic tasks and record what people do, not just what they prefer.
