Start with the provider named on your latest bill. A network switch-off announcement does not, by itself, prove that your individual line will disappear. Ask the provider to confirm what will happen at your address: will the existing voice service continue, move to digital voice, or end? Get the planned date, number-retention details, equipment requirements, charges, and any action you must take in writing.
Tell the provider about telecare, medical pendants, alarms, door-entry systems, lifts, payment terminals, or poor mobile coverage before accepting a migration date. In the UK, traditional PSTN technology is being replaced, but most customers are expected to keep voice calling, often through a broadband-connected phone. In the United States, discontinuance can be limited to a particular service area; a California filing affecting selected wire centers is not a national deadline.

What “landline discontinued” can mean
People use landline to describe two different things: the telephone calling service and the physical copper network that may carry it. Separating those meanings is the first step in interpreting a letter, email, or news report.

Technology migration
A provider can retire analogue PSTN technology while continuing to supply a landline number and ordinary calling. The replacement is usually digital voice, sometimes called VoIP. Your handset may plug into a broadband router or an adapter instead of the wall socket used by an analogue line. You can still make and receive calls, and the provider may be able to retain your existing number.

True service discontinuance
A genuine discontinuance means the provider proposes or decides to stop a named service for a defined set of customers. It should identify the affected service, locations, customer classes, and an effective date or decision process. Confirm that the notice applies to your exact address, account, and service type. A reference to “legacy copper” or a broad network retirement does not automatically include every customer of that provider.
How to check your own line
- Identify the provider. Use the company shown on your latest bill, direct-debit record, or online account. In the UK, government guidance says the communications provider listed on the bill should contact customers before migration. Treat unexpected messages cautiously and verify them through a telephone number or website you already trust.
- Ask a line-specific question. Say that you need confirmation for the telephone service at your address and account. Ask whether the current service will stay, migrate to digital voice, or be discontinued; the planned date; whether your number will remain; and what action is required. If the response is vague, request an email or letter that states the decision and date.
- Check the network and locality. For a UK service, ask whether the line uses Openreach or another network, because migration dates differ. For a US notice, read the regulator’s filing, docket, affected service description, and wire-center or exchange list. A provider-wide brand announcement may cover several networks with different schedules.
- Review the replacement arrangement. Find out whether broadband is required and whether the provider supplies a router, voice adapter, handset, battery backup, or engineer visit. Ask who installs each item, whether there is a fee, and what happens if your broadband service is interrupted.
- Declare safety and accessibility needs before agreeing to a date. Tell the provider about telecare, health pendants, personal alarms, security systems, door-entry equipment, lifts, fax or payment equipment, and any other device connected to the line. Also explain if a landline is your only dependable route to emergency services, if mobile reception is unreliable, or if you need assisted installation or accessible communications.
How to read a provider notice
Do not rely on a headline such as “the phone network is being switched off.” Look for the specific language below and record the answers in your account notes.
| Phrase or detail | What it usually tells you | What to verify |
|---|---|---|
| Migration, upgrade, digital voice or VoIP | The calling service may continue on new technology. | Whether your number, handset, alarms and emergency calling remain usable. |
| Legacy service retirement | An old analogue or copper-based product is being withdrawn. | The replacement product, broadband requirement and exact customer list. |
| Proposed discontinuance | A provider has filed or announced a plan that may still need regulatory approval. | Whether the filing is approved, its effective date, and whether your address is included. |
| Final termination date | The provider says service will end unless you move to another arrangement. | Installation deadlines, number porting, cancellation rights and support for connected equipment. |
| Area, exchange or wire-center name | The change is geographically limited. | That your serving exchange or wire center, not merely your town or provider, is listed. |
Save the notice, envelope, email headers, and any case number. If customer service gives a different date, ask which statement is authoritative and request written confirmation.

UK: what the PSTN replacement means
The UK is replacing the traditional Public Switched Telephone Network. The UK Government’s 2026 connectivity timeline says all users of the Openreach PSTN are to be migrated to new services by 31 January 2027. That is a network migration target, not proof that every household will lose voice calling on that day. Your provider must still tell you how and when your particular line will change.
Government consumer guidance published in 2025 said more than two-thirds of UK landlines had already been upgraded to VoIP at the time of that guidance. The same guidance reported a 45% increase in reported PSTN incidents in 2024, as cited by the government. These figures describe the UK-wide transition and incident reporting; they do not predict the condition or date of an individual line.

Ofcom’s consumer guidance, updated 26 August 2026, warns: “You should respond to your provider if they contact you about the change, as you might risk losing service if you don’t speak to them about the process.” A provider may contact you to arrange equipment, check broadband, test a telecare device, or agree a safe migration date.
What normally changes in a UK home
- The telephone handset may connect to a port on the broadband router rather than the master socket.
- The telephone number can generally be retained, but confirm this for your account before cancelling or switching anything.
- The voice service depends on mains-powered equipment and, commonly, a working broadband connection.
- Other networks have their own programmes and dates; do not apply the Openreach target to a line served by a different network.
Questions to ask the UK provider
- Is my line on Openreach or another network, and what is the migration date for this address?
- Will you supply the router, adapter, handset or battery backup, and is an engineer visit needed?
- Will my existing number, call features and directory listing transfer?
- Has my telecare or alarm supplier confirmed compatibility with the proposed service?
- What backup will be available during a power cut, and how do I test it?
United States and other regions: check the local filing
There is no single US-wide date established by the information available here. Discontinuance proposals can cover a named service in particular exchanges, wire centers, or states and may require regulatory review.

The California example
In 2026, the California Public Utilities Commission published information about applications by AT&T to discontinue specified legacy voice services in portions of 360 wire centers. AT&T estimated that the affected areas included approximately 184,000 residential customers and 15,000 business customers. The applications proposed stopping the named services on or after 1 June 2027.
Those numbers and dates describe an application, not proof that every listed customer had already lost service or that the proposal had taken effect. To determine whether a California line is included, check the commission’s docket, the affected service description, and the wire-center information, then ask the provider to match that information to your address and account. The same method applies elsewhere: identify the regulator, read the actual filing, and distinguish a proposal from an approved discontinuance.
What a digital-voice replacement requires
Broadband and router connection
Digital voice commonly travels over a broadband connection. The provider may configure a dedicated telephone socket on its router or provide a voice adapter. Ask whether your existing router is supported, whether the broadband service must come from the same provider, and what happens if the router is replaced or reset.

Equipment and installation
Obtain a written list of supplied and customer-owned items. It may include a router, analogue telephone adapter, handset, power supply, battery unit, or a technician visit. Clarify delivery dates, installation charges, return requirements for old equipment, and who provides support if the phone works but a connected alarm does not.
Number retention and calling features
Ask the provider to confirm number retention before migration. Check that call forwarding, voicemail, caller display, barring, directory listing, and any business hunt group or fax arrangement are supported. Do not cancel the old line until the replacement has been installed and tested, unless the provider gives different written instructions.
Power cuts and emergency calls
Unlike a traditional line that could carry power from the exchange, digital voice equipment normally needs mains electricity. During a power cut, the router and adapter may stop working. In the UK, Ofcom says providers must offer eligible customers who depend on a landline and lack a working mobile phone or reliable mobile signal a free backup solution lasting at least one hour. Confirm your eligibility and the provider’s chosen solution rather than buying a generic battery product. Test the arrangement as instructed and keep emergency contact alternatives available where possible.
Protect telecare, alarms and other connected equipment
A telephone handset is only one possible user of the line. Migration can affect devices that dial out automatically or use the line for signalling.
- Telecare and medical devices: personal alarms, health pendants and monitoring units may need certification or reprogramming for digital voice.
- Security and access: burglar alarms, fire panels, door-entry systems and lift emergency phones may require an adapter, replacement communicator or a different network path.
- Business equipment: payment terminals, fax machines, analogue modems, intercoms and alarm panels can fail even when ordinary voice calls succeed.
Contact both the phone provider and each equipment supplier before migration. Ask whether the exact model works on the proposed service, whether it needs a filter or adapter, who will test it, and whether migration can be paused until a safe solution is installed. A provider’s general statement that “voice calls work” is not a compatibility test for a particular alarm or telecare unit.

Compare alternatives before choosing one
If the provider offers several arrangements, compare them using the same facts rather than headline price alone.
| Decision point | Questions to record |
|---|---|
| Continuity | Does voice service continue at this address, and is the existing number retained? |
| Date and certainty | Is the date final, conditional on approval, or subject to an installation appointment? |
| Equipment | Which router, adapter, handset, battery unit or engineer visit is required, and who supplies each item? |
| Connected devices | Have telecare, alarms, lifts, door entry, payment terminals and accessibility equipment been tested? |
| Emergency access | How are emergency calls supported during a power cut or where mobile coverage is poor? |
| Cost and contract | What is the recurring price, installation charge, contract term and consequence of declining the offer? |
| Support | Who handles faults involving the router, voice adapter and third-party equipment? |
Extra checks for businesses and landlords
Create an inventory before any change date. List every analogue phone, alarm communicator, lift phone, door-entry panel, fax, payment terminal, modem, intercom and line used by a tenant or remote site. Record the telephone number, physical location, supplier, model, emergency function and test contact.
Ask the provider whether multiple lines, hunt groups, business broadband, monitored alarms or service-level commitments are affected. Arrange an out-of-hours test with each equipment supplier after installation. Keep a paper or offline copy of emergency contacts in case the router, local network or electricity supply fails.
How to avoid scams during the switch
Network changes give criminals a credible reason to request payment, passwords or remote access. A genuine provider may need to schedule installation, but you should still verify the contact independently.

- Do not disclose one-time banking codes, full passwords or remote-control access to a caller claiming to arrange a migration.
- Check that any equipment delivery matches an order or appointment you can see in your account.
- Ask for written confirmation of the date, charges and equipment before paying or signing.
If the provider’s answer is unclear
- Ask the first representative to state whether the notice concerns migration, a proposal, or final discontinuance.
- Request the affected service name, address or exchange, effective date, and account reference in writing.
- Ask for a supervisor or specialist team if the representative cannot identify the network or equipment requirements.
- Contact the relevant communications regulator or consumer-advice service with the written notice and case number if the provider will not clarify whether your line is included.
- Do not disconnect the old service, return equipment, or approve an installation that leaves a telecare or emergency device untested.
A practical timeline
Now
Find the provider on your bill, list every device using the line, and save recent bills and notices. Check mobile coverage and identify an alternative way to make an emergency call.
Best Value
When contacted
Obtain the line-specific decision, date, number-retention confirmation, equipment list, costs and power-cut plan. Tell the provider about accessibility, telecare and poor-signal needs immediately.
Before the change
Install the supplied equipment, connect the handset as instructed, and test incoming and outgoing calls, emergency calling, voicemail and every connected device with its supplier.
After installation
Keep the new equipment powered, store the support and backup instructions, and report any failed alarm, telecare test or emergency-call issue as a fault rather than assuming it is normal.
What cannot be inferred from a general announcement
No general deadline establishes the status of an unspecified reader’s account. The answer depends on the provider, country, network, serving exchange or wire center, service type, address, account and connected equipment. Only a provider confirmation tied to those details—or a regulator’s notice that clearly includes them—can tell you whether your own landline is staying, migrating or being discontinued.
