A genuine discount is a lower total price for the exact item you want, compared with a credible recent price. Verify the product variant, the seller’s price history, competing offers, delivery and mandatory fees, and every condition attached to the deal. A crossed-out price, a large percentage, a countdown, or a “low stock” message is a claim to check—not proof that you are saving money.
The legal benchmark depends on where you shop. In the European Union, a trader announcing a reduction on goods generally has to use the lowest price it charged during the previous 30 days as the reference price. That rule is not a universal standard for the United States, the United Kingdom, or every kind of promotion.

What makes a discount genuine?
There are two separate questions: is the displayed comparison honest, and is the final offer good for you? A retailer can show a mathematically correct percentage against a previous price while another seller, or the same seller a week earlier, offers the identical product for less. Conversely, a small stated reduction can be worthwhile if the item’s current total price is unusually low and the terms are favorable.

- The exact product, condition, size, color, model number, included accessories, and warranty.
- A reference price that reflects a real recent selling price or a clearly identified comparison.
- The complete amount you must pay, including delivery, handling, taxes, and unavoidable fees.
- Conditions such as a bundle, subscription, minimum purchase, cashback process, limited payment method, or restricted returns.
Then check whether urgency claims are supported by an actual end date or a genuine stock limitation. If you cannot establish those facts, treat the “discount” as unverified rather than assuming it is fraudulent.

Start with the exact item, not the headline percentage
Save the product page and record the manufacturer, model or part number, size, color, storage capacity, condition, and everything included in the box. A new item, refurbished item, open-box unit, and “vintage” or “close-out” product are not interchangeable comparisons. The Federal Trade Commission’s online-shopping guidance (May 2023) specifically recommends noting model and item details and reading descriptions for terms such as “refurbished,” “vintage,” and “close-out.”
Variant differences can make a spectacular percentage meaningless. A phone with less storage, a laptop without an operating system, a camera sold without its lens, or a furniture listing that excludes delivery may carry the same product name but a different value. Check the manufacturer’s identifier and the contents list before recording any other price.
Make a like-for-like checklist
- Manufacturer and model number, including generation or year.
- Size, color, capacity, configuration, and regional version.
- New, used, refurbished, open-box, or clearance condition.
- Accessories, software, batteries, chargers, and other included items.
- Warranty length, seller-of-record, and return window.
Keep a screenshot or saved page showing these details. Listings can change after you begin comparing them.

Ask what the reference number actually represents. It may be the retailer’s previous selling price, a manufacturer’s recommended retail price, or a competitor comparison. Those are different claims and should be labeled clearly. European consumer guidance says a recommended price and a comparison price should be identified, and a competitor’s price should name the competitor and be current and accurate.
A retailer can make a 50% claim by raising a price briefly and then “discounting” it back to its normal level. A recommended price can also be far above the price at which products ordinarily sell. Neither figure tells you what shoppers recently paid unless the seller’s history supports it.
The European Union’s 30-day benchmark
For an EU price-reduction announcement on goods, the trader generally must display the lowest price it applied during the 30 days before the reduction was announced. The European Commission’s Your Europe guidance describes this as the reference that lets consumers assess whether a reduction is genuine. European Consumer Centres Network guidance, updated 31 March 2026, explains that successive reductions can have special treatment: in some cases the reference remains the price charged before the first reduction. National implementation and the type of promotion matter, so check the rules in the country where you buy.

The 30-day benchmark is an EU consumer-law rule, not a worldwide definition of a real sale. Do not use it as the legal test for a United States or United Kingdom purchase, or for every service, subscription, bundle, or personalized offer.
Questions to ask about the reference
- Is it the seller’s own previous price, a recommended price, or a competitor’s price?
- What dates and selling conditions produced it?
- Does it describe the same model, variant, condition, and included items?
- If it is a competitor comparison, is the competitor named and is the comparison current?
Check the product’s price history
A price history covering enough time to show ordinary fluctuations is more useful than a single screenshot. Look for whether the advertised sale price is an unusual low, a regular weekly price, or a number that appeared only briefly before the promotion. European consumer guidance recommends price-history and comparison tools for this purpose.
Use a tracker as evidence to inspect, not as an authority on legality. Coverage can omit retailers, countries, variants, marketplace sellers, or shipping charges. A tracker may also record a listed price rather than the amount available after a coupon or membership requirement. Confirm the history on the seller’s page and compare the same configuration elsewhere.
Compare current alternatives
Check several reputable retailers and the manufacturer’s official site for the exact item. Compare the final payable amount, not just the percentage shown beside each listing. If one site sells a bundle and another sells the bare product, write down what each package contains before deciding that one is cheaper.
The FTC warns that comparison sites differ and that some rank only sellers that pay for placement. Inspect how a comparison service makes money, whether sponsored results are labeled, and whether it includes the merchants and regions relevant to you. A high position in a results list is not evidence of the lowest price.
Calculate the amount that will actually leave your account
Proceed far enough in checkout to expose unavoidable charges before judging the bargain. Add the item price, delivery, handling, taxes, service charges, and any mandatory fee. If a fee appears only after you enter an address or payment method, include it in the comparison anyway. European regulators call this practice “drip pricing” when mandatory and unavoidable costs are revealed late in the process.
Also account for conditions that change the effective price:

- Cashback that requires a separate claim, qualifying payment, or subscription.
- A coupon restricted to new customers, a particular country, or a particular payment method.
- Return postage, restocking charges, or a shorter return period for clearance goods.
Use the same destination and delivery speed when comparing sellers. A “free” delivery offer that arrives two weeks later is not equivalent to a paid next-day option if timing matters.
A simple calculation
Write the payable total as: item price + mandatory delivery and handling + taxes and unavoidable fees − discounts that you can actually use. Do not subtract conditional cashback until you have confirmed its eligibility and claim process. Compare that total for identical products and terms at each seller.

Promotional language often hides the most important limitation in a footnote, drop-down, or separate terms page. Read the offer from the product page through the final payment screen. Confirm the promotion’s start and end time, eligible variants, quantity limits, geographic restrictions, and whether the price changes when you remove a membership or optional add-on.
Bundles deserve special care. A discounted printer that requires buying proprietary supplies, or a low-priced device tied to a long subscription, may cost more over the period you intend to use it. Compare the cost of the required companion products and the cancellation terms before counting the headline reduction as savings.
Check returns and guarantees
Record who is responsible for returns, where the item must be sent, who pays postage, and whether the condition or “final sale” wording limits your rights. Marketplace listings can involve a different seller from the site displaying the product. The seller name, invoice issuer, warranty provider, and returns address should be clear before payment.
Treat urgency and scarcity as claims to verify
Countdown timers, “act fast” wording, and “only two left” messages can push you to buy before you have checked the price. UK Competition and Markets Authority guidance (29 March 2023) addresses urgency, scarcity, and price-reduction claims because they can mislead or apply unfair pressure.

A timer that restarts when you refresh the page is a warning sign: it suggests the deadline may be a marketing device rather than a fixed end time. It is not, by itself, proof that the promotion is unlawful. Verify the actual terms, look for a stated end date, and check whether the price remains the same in a fresh session or at another reputable seller.
“Low stock” can be true for one warehouse while inventory is available elsewhere, and a “sale ends tonight” message may refer only to a coupon. Ask what exactly is scarce: the product, the price, the seller’s allocation, or a bonus. If the answer is unclear, make the purchase decision using the price and terms, not the countdown.
Investigate the seller before paying
For an unfamiliar store, search its name with words such as “complaint” or “scam,” and compare its contact details, returns policy, and business identity with independent listings. Be especially cautious when brand-name goods are offered at implausibly low prices. Check that the web address, invoice details, and payment page belong to the same business.
The FTC recommends using a credit card where possible because its dispute process can offer protection. Avoid a seller that insists on gift cards, wire transfers, cryptocurrency, or payment apps when those methods make reversal difficult. Never send a gift-card number or a transfer receipt to “unlock” a discount or refund.

Marketplace checks
- Identify the actual seller, not only the marketplace logo.
- Read recent reviews for the exact listing and seller, not just the product.
- Confirm dispatch location, import taxes, and warranty coverage.
- Check whether the marketplace or the seller handles returns and disputes.
These checks matter even when the price history looks convincing: a genuine low price from an unreliable seller is not a good deal.

The European Commission and authorities from 25 countries screened 314 traders in November and December 2025, focusing on Black Friday and Cyber Monday price marketing. The figures describe that sample and period only; they do not estimate the behavior of every retailer or every sale.
Best Value
| Finding in the 2025 EU sweep | Reported result | How to interpret it |
|---|---|---|
| Traders advertising discounts during the Black Friday period | 94% | Discount marketing was widespread among the 314 screened traders. |
| Traders fully complying with EU price-reduction rules | 40% | Compliance in this screened sample was not universal. |
| Traders that did not comply | At least 30% | The Commission reported this category for the sweep. |
| Traders needing more information before classification | 30% | Authorities could not classify these cases as full compliance from the initial information. |
| Traders using price comparisons | 34% | Price-comparison claims were present in roughly one-third of the sample. |
| Price comparisons that did not clearly explain the reference price | 6 in 10 of those comparisons | A comparison label alone did not explain the benchmark clearly. |
| Traders using pressure-selling techniques | 18% | This includes urgency or scarcity practices examined by the sweep. |
| Pressure-selling cases that appeared misleading | More than half of those cases | This is a subset of the 18%, not more than half of all traders. |
| Traders using drip pricing | 10% | Mandatory, unavoidable costs appeared later in the buying process. |
Use these numbers as a reason to verify sale claims, not as a verdict about a particular store. A retailer outside the sample may be compliant, and a retailer inside it may have corrected a practice since the sweep.
A repeatable five-minute discount check
- Freeze the details. Copy the model number, variant, condition, included items, seller, and displayed price.
- Identify the benchmark. Determine whether the crossed-out figure is a prior selling price, recommended price, or competitor comparison.
- Inspect history. Check a price-history record long enough to show normal prices and verify the same variant.
- Shop the final total. Compare several reputable sellers and the manufacturer’s site after adding delivery, taxes, fees, and required purchases.
- Read the conditions. Check subscriptions, bundles, coupons, cashback, quantity limits, warranty, returns, and the promotion’s real end date.
Save screenshots of the product description, price, terms, and checkout total. They help you spot a changed price and provide a record if the seller later disputes what was advertised.

Common traps and the right response
“Up to 70% off”
“Up to” applies only to selected items and may describe the largest reduction, not the product you want. Open the exact listing and calculate its total.
A high recommended retail price
A recommended price is not proof that the product normally sold at that amount. Find the seller’s recent price and current competing prices.
A permanent sale
If the same “limited” promotion appears every week, urgency is less credible. Use the observed price history and independent offers instead of the banner.
A coupon that requires membership
Include the membership fee and renewal terms. Remove the membership at checkout to see the price you would pay without it.
A marketplace bargain with no clear returns address
Do not pay until the seller identity, return process, warranty, and import costs are clear. A low headline price cannot compensate for an unusable remedy.
When and how to report a suspicious promotion
First save the advertisement, product page, checkout screens, receipt, and correspondence, then ask the seller to correct the price or explain the comparison. Keep dates, times, item identifiers, and the amount you were charged.
EU shoppers with unfair-pricing concerns can contact a national consumer association or the European Consumer Centres Network, as directed by European Commission guidance. United States shoppers can report online-shopping problems to the Federal Trade Commission after trying to resolve the issue with the seller or site. The appropriate agency and remedy depend on your country, the seller’s location, and whether the issue is a misleading comparison, an undisclosed fee, non-delivery, or payment fraud.
Decision rule: buy, wait, or walk away
- Buy when the exact item is verified, the reference or history is credible, the final total beats comparable offers, and the conditions and seller are acceptable.
- Wait when the price history is incomplete, a timer is doing the persuading, or you still need to confirm a subscription, return term, or variant.
- Walk away when the seller is untraceable, payment must be difficult to reverse, mandatory costs appear only at the end, or the product details cannot be matched.
A discount is genuine only in the context that matters to you: a verifiable price reduction on the same product, with all costs and obligations included. If the evidence does not establish that, the safest conclusion is that you have found a marketing claim—not a demonstrated saving.
