Do not pay or share credentials just because someone promises to recover your files. Pause, preserve the evidence, and verify both the provider’s identity and the technical basis for its specific claim. Legitimate recovery may involve a known decryptor for one ransomware family, restoration from clean backups, incident response, or forensic work; none of those is guaranteed by a polished website, a business registration, testimonials, or an official-sounding name.
Start with a pause, not a reply
An unsolicited recovery pitch arrives when you are already under pressure. That is exactly when a scammer can use urgency and fear to obtain money, passwords, identity documents, or access to other accounts. Do not click the message’s links, call its supplied number, open an attachment, or send a ransom note until you have checked who contacted you and why.

- Unsolicited contact: A company that found you rather than being engaged through a trusted channel deserves independent verification.
- A guarantee: “We will decrypt everything” or “recovery is certain” is not a technical explanation. Results depend on the ransomware family, available keys, backups, system condition, and the extent of the compromise.
- Immediate pressure: A demand to decide within hours, pay an upfront fee, or keep the conversation secret is a warning sign.
- Sensitive-data requests: Do not provide passwords, seed phrases, banking information, identity documents, or broad remote access before the provider’s identity and need are verified.
- Official-sounding claims: A person who says they represent the FBI, IC3, police, or another agency may be impersonating that organization.
These signs warrant caution; they do not, by themselves, prove that a named business is fraudulent. The safe decision is to stop the transaction and verify the specific offer through sources the sender did not control.
Understand what “recovery” actually means
A provider should be able to describe the service in technical terms. “Recovery” is not one universal procedure, and a company that cannot distinguish the following activities is asking you to trust marketing instead of evidence.

| Service type | What the work may involve | What it does not establish |
|---|---|---|
| Decryptor assessment | Identifying the ransomware family, checking whether a known key or tool exists, and testing it on copies of encrypted files. | Recognition of a family does not prove that a working decryptor exists for your case. |
| Backup restoration | Containing the incident, validating clean offline or otherwise protected backups, rebuilding systems, and restoring data without reinfecting them. | It is not decryption of files for which no clean backup is available. |
| Incident response and forensics | Containing compromised systems, preserving evidence, determining how the attacker entered, and assessing what was accessed or altered. | Forensic expertise does not automatically provide a decryption key. |
| Negotiation or payment assistance | Communicating with an extortionist and advising on legal, operational, and reporting considerations. | Payment does not guarantee that data will be returned, and it may expose you to further demands. |
Ask the contact to identify which of these services it is offering, what evidence supports its assessment, and what outcome it considers a successful engagement. A provider that moves directly from a generic “we can recover your files” statement to a price has not demonstrated a recovery path.
Use this verification sequence before sharing information
- Preserve the original material. Save the ransom note, email headers, chat transcript, file-extension examples, timestamps, and the sender’s contact details. Do not modify the only copy of encrypted files.
- Research the business independently. Search for a legal name, physical address, responsible people, incident-response experience, and history that can be confirmed outside the company’s own website and testimonials. A minimal online presence or vague description is a warning signal, but the absence of complaints is not proof of competence.
- Verify every claimed affiliation. If the sender invokes a government agency, close the conversation and find that agency’s contact information on its official site. Do not use a phone number, email address, or link supplied in the pitch.
- Ask for a written scope. Require a document that states whether the work covers decryptor matching, backup restoration, forensic analysis, containment, negotiation, or some combination.
- Require terms before payment. The document should state the fee, what is included, possible additional charges, the information or access required, how data will be handled, and what happens if recovery fails.
- Check official ransomware resources. Use an independent sample of the encrypted data or the ransom note when a service asks for one. Compare the result with official tools and guidance before accepting a commercial conclusion.
- Obtain a second assessment. For a significant incident, have another qualified incident-response or digital-forensics professional review the proposed method and contract. Treat disagreement as a reason to investigate, not as proof that either provider is a scam.
Check whether a decryptor exists for your ransomware
A real decryptor is normally tied to a particular ransomware family, variant, or case. There is no universal tool that can unlock every encrypted system. The No More Ransom project provides information and a repository of keys and applications for some ransomware types. Its Crypto Sheriff can help identify the ransomware type and check whether a solution is available. The project states plainly: “At the moment, not every type of ransomware has a solution.” You can review its official resource at https://www.nomoreransom.org/report-a-crime.html.
A negative Crypto Sheriff result means that the service did not find a matching solution in the available repository; it does not prove that a paid provider is fraudulent. A positive match means that a tool may exist for that family; it does not prove that the person selling assistance is legitimate, that the variant is compatible, or that the files can be recovered safely. Ask any commercial provider to explain the exact family and variant, the source of the key or tool, the files it has tested, and how it will avoid changing original evidence.

CISA advises consulting federal law enforcement about decryptors that may be available. That advice is a route to authoritative information, not an endorsement of a commercial company that claims to have a private solution.
Verify claims of FBI, IC3, police, or government involvement
Fraudsters sometimes use agency names, seals, case numbers, or supposed referrals to make a recovery pitch seem official. End the exchange and contact the agency through an independently located official channel. Never authenticate a claim by calling the number in the message.
The FBI’s guidance states: “Law enforcement does not charge victims a fee for investigating crimes.” A person who says a payment is required to open an investigation, release seized funds, or obtain an official decryptor is not following that principle. The FBI also does not support ransom payment. Report the incident to your local FBI field office or the Internet Crime Complaint Center (IC3), even if you are still deciding whether to engage technical help. The IC3 recovery-scam alert is available at https://www.ic3.gov/PSA/2023/psa230811.

Demand a written scope and transparent terms
Use specific questions rather than asking whether the company is “legitimate.” A trustworthy provider should be willing to answer in writing and allow time for independent review.
| Question to ask | Why it matters |
|---|---|
| What is your legal business name, address, and responsible contract signer? | It lets you verify the entity independently and know whom the agreement binds. |
| What ransomware family and variant do you believe this is, and what evidence supports that conclusion? | It tests whether the assessment is case-specific rather than a generic sales claim. |
| Are you offering decryption, backup restoration, incident response, forensics, negotiation, or all of these? | Different work has different skills, risks, costs, and possible outcomes. |
| What exactly is included in the quoted fee? | It prevents an upfront charge from becoming a series of escalating payments. |
| What happens if recovery fails or only some files are recoverable? | A clear failure outcome is more informative than a guarantee. |
| What files, credentials, or remote access do you need, and why? | Every request should have a limited, explainable purpose. Do not provide unnecessary secrets. |
| How will you preserve originals, protect copies, and return or destroy data? | Encrypted files and forensic evidence can contain sensitive business and personal information. |
| Can every claimed agency partnership or referral be confirmed directly with that agency? | A provider’s statement is not independent proof of an official relationship. |
Do not let a confidentiality agreement prevent you from consulting your insurer, lawyer, law enforcement, or another qualified responder. A contract can protect legitimate work; it should not prevent you from reporting a crime or seeking a second opinion.
Protect accounts, systems, and evidence while you decide
Ransomware recovery is also an incident-response problem. Preserve evidence and limit additional damage before anyone begins “repair.” For an organization, follow the incident-response plan and involve the people responsible for security, legal issues, communications, insurance, and business continuity.

- Isolate affected machines from networks according to your response plan, while avoiding actions that destroy evidence.
- Do not wipe, reformat, or reinstall the only affected system before forensic advice if an investigation may be required.
- Change exposed credentials from a known-clean device, beginning with administrator, email, remote-access, and backup accounts. Do not send the replacement passwords to a prospective provider.
- Protect clean, offline backups from being connected to a potentially compromised environment. CISA recommends careful restoration from clean offline, encrypted backups so restored systems are not reinfected.
- Record the ransom amount, attacker contact details, payment instructions, encrypted-file extension, known variant, and whether any payment was made. IC3 identifies these details as useful in a complaint.
- Keep a timeline of contacts, promises, invoices, wallet addresses, and files shared with each provider.
If you already disclosed a password, banking detail, identity document, or cryptocurrency recovery phrase, treat it as compromised: contact the relevant financial institution or service, rotate credentials from a clean device, and tell your incident-response or law-enforcement contact exactly what was disclosed.

| No More Ransom | Ransomware information, Crypto Sheriff identification, and keys or applications for some families. | Some ransomware types currently have no solution. |
| CISA and federal law enforcement | Guidance on containment, evidence preservation, recovery practices, and possible decryptors. | The guidance does not certify or endorse a commercial recovery provider. |
| FBI and IC3 | Crime reporting and instructions on the information useful for a ransomware complaint. | The FBI does not support ransom payment, and reporting is not a promise that files will be decrypted. |
| CISA no-cost organizational services | Services listed by CISA, including cyber-hygiene scanning for organizations. | These services are not the same as a promised file decryptor or a commercial recovery engagement. |
Official resources can change as new variants and tools appear. Check the live pages when making a decision, and retain the original incident details even if an online checker finds no match.

A paid firm may be reasonable when you need containment, evidence collection, business restoration, or an assessment of whether a decryptor or backup can work. The federal guidance cited here does not establish a government certification for commercial providers, so assess the firm on verifiable facts and a contract rather than on a badge or claimed partnership.
Best Value
- Identity: Confirm the legal entity, staff names, address, and insurance or professional responsibility information where relevant.
- Relevant experience: Ask for examples of ransomware incident-response work comparable to your environment. Contact references independently, not only through numbers supplied in the pitch.
- Technical method: Require a case-specific explanation of identification, testing, backup validation, evidence handling, and recovery limits.
- Access controls: Prefer least-privilege, time-limited access and documented transfer methods. A request for an administrator password or unrestricted remote control should receive a detailed justification.
- Commercial terms: Clarify hourly, fixed, milestone, contingency, cryptocurrency, and pass-through charges; identify who authorizes additional work.
- Failure and privacy: Establish what you receive if no files are recovered, how data is retained, and how copies are returned or destroyed.
A professional presentation is useful but not decisive. Conversely, a warning sign should trigger verification and a second assessment, not an unsupported public accusation.
What to do if you already paid or engaged the sender
- Stop further payments and do not negotiate alone under pressure.
- Preserve invoices, wallet addresses, transaction IDs, emails, chat logs, remote-access logs, and every promise made.
- Notify your bank, card issuer, cryptocurrency exchange, insurer, and legal or security team through their official contact channels.
- Disconnect or revoke any remote-access tools the provider installed, then have a trusted responder check the system for persistence or additional compromise.
- Report the ransomware and the recovery offer to IC3 or the FBI. State whether data was encrypted, what information was shared, and whether payment occurred.
- Continue with containment, evidence preservation, and clean-backup recovery under your incident-response plan.
Decision rule
Proceed only when you can independently verify who the provider is, obtain a written and technically specific scope, understand the total cost and failure outcome, and limit the information or access requested. If the offer depends on secrecy, urgency, an upfront payment, a guarantee, or an unverifiable government connection, stop and use official reporting and recovery resources instead. No online check can certify a provider, and no recovery offer can turn a claimed capability into proof that your files will be restored.
