The dependable approach is to identify the original publisher, check any AI disclosure and provenance record, and verify the message’s claim with an official or otherwise primary source. Strange lips, robotic speech, or a detector score can justify investigation, but none is a verdict by itself.
This guide gives you a practical workflow for videos, robocall recordings, voice notes, and reposted clips. It also explains what Content Credentials can establish, why automated detectors make mistakes, and what to do when a message could affect voting or public safety.

What you can actually establish
There are two separate questions:
- Was this file or recording altered or generated? Labels, provenance records, source history, technical analysis, and human review can provide evidence.
- Is the political claim true and complete? Only independent corroboration can answer that. A genuine recording may be clipped, old, impersonating a different event, or presented without context.
The FBI and the Cybersecurity and Infrastructure Security Agency (CISA) advised during the 2024 U.S. election cycle that people should consider who produced media, look for labels identifying AI-generated content, and verify reported claims through trusted official sources before sharing. Those recommendations remain useful media-literacy practice, but the notice was specific to that election cycle and is not a prediction about every future election.
No public visual or audio cue has been established as a reliable universal test. Treat every cue as a reason to check the source and claim, not as proof that a clip is synthetic.

A five-minute check before you share
- Pause. Do not forward a clip, voice note, or political call while its origin is uncertain. Save the file or the post URL if you may need to report it, but avoid spreading it to collect opinions.
- Find the earliest identifiable source. Open the account or outlet that posted the item, check its history, and distinguish an original upload from a repost, screen recording, or cropped excerpt. Record the publication date, location, speaker, and stated event.
- Look for an AI disclosure. Platforms may display labels for media made or substantially altered with AI. Read the label’s wording and context; policies and implementation differ, and an unlabeled file is not automatically genuine.
- Inspect available provenance. If the platform or file viewer offers Content Credentials, review the documented origin, edits, and AI-generation information. A valid, intact record supports the file’s documented history, not the truth of what the speaker says.
- Check the claim independently. For voting dates, polling locations, registration rules, emergency orders, or statements attributed to an official, consult the relevant state or local election authority, government agency, court filing, or a primary transcript or recording from a reliable source.
- Escalate uncertainty. If no authoritative source confirms a time-sensitive voting instruction, do not present it as fact. Preserve evidence and report suspected criminal election activity through an appropriate official channel.
How to identify the original source and context
Trace the upload, not just the visible watermark
A watermark, caption, or familiar account name can be copied. Open the post, inspect the account’s creation date and posting history, and search for an earlier full-length version. Compare the audio and video with versions published by the candidate, campaign, government office, or event organizer. A repost may have changed the order, removed a disclaimer, or added a false caption.
Check date, place, and event details
Ask whether the claimed event happened on the stated date and whether the background, weather, clothing, microphone setup, and news coverage fit that time and place. These checks can expose an old genuine clip used to support a new claim, but matching details still do not prove that a file was not edited.
Separate the speaker from the publisher
A real candidate can appear in a manipulated compilation, and a synthetic voice can be placed over authentic footage. Confirm both who appears to speak and who selected, edited, and distributed the material.

Labels and Content Credentials: useful evidence, not a truth stamp
Platform labels
Labels may say that content was generated, altered, or disclosed by its uploader. Their value depends on the platform’s policy, detection method, and enforcement. A label is a reason to examine the file and claim; it does not tell you whether every sentence is false. Conversely, many authentic or edited files will have no label because disclosure systems are not universal.
C2PA and Content Credentials
The Coalition for Content Provenance and Authenticity (C2PA) standard can attach a signed record describing an asset’s origin, editing history, and, where declared, AI generation. In a supported viewer, inspect who created the record, which applications edited the file, and whether the signature remains valid.
- What an intact record can support: a documented chain of actions for that particular file, such as capture, export, or an AI-generation step.
- What it cannot support by itself: that the event occurred as depicted, that the speaker’s words are accurate, or that an unrecorded part of the scene did not change the meaning.
- What an absent record means: nothing conclusive. Provenance depends on compatible cameras, software, platforms, and viewers, so many genuine files will have no visible credential.
An International Telecommunication Union workshop report noted that detection and authenticity technologies must be continuously updated as generation methods and post-processing change.

Visual signs in political video
Viewers often notice anomalies in faces, hands, text, or motion. Use them to decide where to investigate, not to announce that a clip is fake.

| Possible clue | What to inspect | Why it is not proof |
|---|---|---|
| Unnatural lip movement | Watch at normal speed and frame-by-frame for mismatched mouth shapes, teeth, or timing against speech. | Low resolution, dubbing, aggressive compression, and ordinary editing can create the same effect. |
| Face or hair instability | Look for edges that shimmer, skin texture that changes, or glasses and earrings that distort between frames. | Lighting, autofocus, motion blur, and social-media transcoding also produce flicker. |
| Hands, text, and logos | Check fingers, jewelry, signs, flags, subtitles, and small lettering for inconsistent shapes or unreadable characters. | Older cameras and video codecs routinely damage small details; a clean detail does not certify authenticity. |
| Lighting and reflections | Compare shadows, eye reflections, microphone highlights, and the direction of light across the scene. | Multiple lights, a moving camera, or a separately recorded background can explain apparent conflicts. |
| Abrupt cuts or missing room tone | Listen for discontinuities and inspect whether a sentence begins or ends mid-breath. | Normal campaign editing, television packages, and short-form reposts also remove context. |
| Unusual camera movement | Check whether the apparent camera motion matches parallax, shadows, and objects at different distances. | Stabilization, frame interpolation, and screen recording can alter motion without synthetic faces. |
Use the highest-quality original available. Repeated downloads, messaging apps, and screen recordings can erase the very artifacts a forensic analyst would examine.
Signs to examine in a political voice message
Listen for production artifacts
Possible clues include a voice that is unnaturally even, breaths that repeat, consonants that blur, abrupt changes in room ambience, or a pitch and cadence that do not match the speaker’s known recordings. Callers may also use a genuine short sample of a person’s voice and synthesize the rest.
Check the call and file metadata cautiously
Note the caller ID, originating number, time, file name, and format, then preserve the original message. Caller ID can be spoofed and metadata can be rewritten during forwarding or conversion, so these details support an investigation rather than authenticate the speaker.
Compare with a verified source
Compare distinctive pronunciation, accent, pacing, and breathing with a primary recording made in similar conditions. Human listeners are poor at judging a familiar voice in isolation, especially after compression. A match is not proof that the new message is genuine.

Verify the political claim with primary sources
Voting logistics
Check the state or local election authority for registration deadlines, polling hours, eligibility, ballot procedures, and polling-place changes. Local rules can differ even within one state, and an old message may describe a previous election.
Government actions and emergencies
For claims about arrests, executive orders, court decisions, disasters, or security incidents, consult the responsible agency, court docket, official notice, or a contemporaneous primary statement. Do not rely on a screenshot of an article when the underlying document is available.
Candidate statements
Look for a complete speech, transcript, campaign release, or verified event recording. Compare the surrounding sentences and date. A technically genuine clip can still mislead when a qualifier or answer to a question has been removed.

When the issue is consequential, seek at least one authoritative source and one independent, reputable account of the event. Agreement among reposts that copied one another is not independent confirmation.
Why AI-detector scores are not a verdict
Automated detectors estimate whether a file resembles material in their training and test sets. They can produce false positives on genuine media and false negatives on synthetic media, particularly after resizing, recompression, noise, cropping, dubbing, or other post-processing.
NIST’s Special Publication 800-63A addresses remote identity proofing, not a consumer political-media checker. It requires organizations using automated media analysis in that context to validate performance on forged and genuine material and says algorithmic analysis should be augmented by manual review. That is evidence for caution, not an election-specific legal rule.

NIST’s Guardians of Forensic Evidence program highlights the need for systems that generalize to new fakes and remain useful after post-processing. A 2025 preprint, Fit for Purpose? Deepfake Detection in the Real World, reported that the evaluated detectors struggled on real political deepfakes and simple manipulations, especially in video. Those findings apply to the models, benchmarks, and conditions tested; they do not establish that every detector fails in every case.
| Question to ask about a detector | Evidence you want |
|---|---|
| Was it tested on relevant material? | Political video or voice, current generation methods, multiple languages and speakers, and both genuine and forged samples. |
| Does it survive post-processing? | Published tests after compression, cropping, resizing, noise, screen recording, and format conversion. |
| Are error rates documented? | False-positive and false-negative rates, test-set details, confidence intervals or equivalent uncertainty, and the date of evaluation. |
| Is there human review? | A qualified reviewer who checks the source, context, file history, and detector limitations instead of repeating a score. |
No authoritative general-purpose consumer accuracy rate or prevalence estimate was established by the sources considered here. Do not convert a percentage shown by an online tool into a probability that a candidate actually spoke the words.

| Approach | Strength | Limitation | Best use |
|---|---|---|---|
| Source and claim verification | Can identify the publisher and test the underlying event against official records. | May not determine whether an otherwise true event used synthetic media. | First step for every clip, especially voting instructions. |
| Platform label | Provides a disclosure when the platform or uploader has identified AI use. | Coverage, wording, and enforcement vary; labels can be missing or misunderstood. | Context for deciding what to investigate next. |
| Content Credentials | Can document origin and edits for a supported file when the record is intact. | Adoption is incomplete, and provenance does not validate the spoken claim. | Checking capture and editing history. |
| Automated detector | Can flag patterns that merit specialist examination. | Performance changes with new generators and post-processing; errors are unavoidable. | Supplementary triage, never a stand-alone conclusion. |
| Human forensic review | Can combine technical artifacts, source history, and contextual evidence. | Requires expertise, time, and access to original files; conclusions may remain qualified. | High-consequence investigations or disputes. |
What to do with a suspicious or harmful message
- Preserve the original. Save the file without re-encoding it, record where and when you obtained it, and keep screenshots showing the account, caption, and label.
- Do not amplify it. If you must show it to a fact-checker or official, share privately or provide the original file rather than reposting it publicly.
- Report platform violations. Use the platform’s misinformation, impersonation, manipulated-media, or election-integrity reporting path, selecting the most specific category available.
- Contact the responsible authority. For suspected criminal election activity, the FBI and CISA public-service announcement points people toward a local FBI field office. For immediate threats, contact local emergency services.
- Correct precisely. State which claim is unsupported or false, cite the official confirmation, and avoid repeating sensational wording in the correction’s headline or first sentence.
How organized influence campaigns fit into the risk
Deepfakes are only one part of a broader influence operation. In an October 18, 2024 public-service announcement, the FBI’s Internet Crime Complaint Center described a U.S. Department of Justice action that seized more than 32 domains linked to a Russian government-directed foreign influence campaign. The same announcement described an indictment alleging that employees of a Russian state-controlled media outlet covertly funded and directed a U.S.-based company that deployed nearly $10 million to spread pro-Russian narratives to a U.S. audience.
Those figures describe an enforcement action and alleged influence spending, not the number of deepfakes, the frequency of AI use, or the accuracy of any detector. Their practical lesson is to examine the distribution network and incentive behind a message, not just the pixels or waveform.
A decision tree for common cases
The clip has an AI label
Read what the label covers, inspect provenance if available, and verify the claim with an official source. Do not assume every statement in the clip is false.
The clip has no label but looks strange
Find the earliest source, obtain a higher-quality copy, and compare it with a primary recording. Document anomalies, but do not call it confirmed synthetic media without stronger evidence.
Best Value
A detector says “likely AI”
Check the tool’s test conditions and error rates, then seek human review and independent source confirmation. Treat the score as a lead.
The message gives an urgent voting instruction
Ignore the instruction until the relevant election authority confirms it. Use the authority’s independently obtained contact details, not links or numbers embedded in the message.
The recording is authentic but the claim remains disputed
Verify the date, complete context, transcript, and responsible official records. Authenticity of a file does not establish the truth of its interpretation.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesQuestions worth asking before you trust or share
- Who first published this exact file, and can I identify that account or outlet?
- What event, date, location, and speaker does the post claim, and do official records support them?
- Is there a platform disclosure or a verifiable Content Credential, and what exactly does it document?
- Could ordinary compression, dubbing, editing, or cropping explain the anomaly I noticed?
- Has any detector been evaluated on this type of media and on post-processed examples, with errors documented?
- What independent source would confirm or refute the message before I pass it on?
Frequently Asked Questions
Can an AI detector prove that a political video is fake?
No. Detector outputs are probabilistic and can be wrong, especially after compression, cropping, dubbing, or other post-processing. Use a score only as a lead, then verify the source, context, and claim and seek human review for consequential cases.
Does a Content Credential prove that a candidate really said the words?
No. A valid credential can document a file’s recorded origin and editing history, but it does not establish that the event happened as depicted or that the statement is true. No credential is not proof that a file is authentic.
What should I do if a voice message tells me to change my voting plan immediately?
Do not forward it or act on it until the relevant state or local election authority confirms the instruction through an independently obtained official contact channel.
