To judge progress, follow the evidence from resources, to products or processes that are genuinely new or improved and put into use, to commercial or operational results. For consumer products, a multi-year measure of sales from product innovations is a useful starting point—but it is an indicator of business value, not proof that R&D caused the sales.
Start with what counts as innovation
The OECD/Eurostat definition is stricter than a press release or a launch count: a business innovation is a significantly new or improved product or business process compared with the firm’s previous offerings, and it must have been introduced on the market or brought into use. A renamed product, minor refresh, announced project or patent does not by itself meet that test. The Oslo Manual’s definition helps separate realized changes from activity and claims.

For a consumer company, ask what changed for buyers relative to the company’s earlier products, when it became available, and whether customers actually bought it. For a process innovation, look for evidence that a changed process was put into use, then assess its effects such as productivity or costs.

Read the evidence as a chain, not a single number
| Stage | Evidence to look for | What it can tell you |
|---|---|---|
| Input | R&D expense, R&D as a share of sales, and reported staff or project activity | Indicates resources devoted to R&D, not whether an innovation resulted. |
| Realized output | Significantly new or improved products launched, or processes brought into use | Shows innovation reaching the market or operations, rather than remaining a proposal. |
| Market traction | Sales attributable to product innovations, with the definition and period disclosed | Indicates whether innovations are contributing to sales; adoption and launch timing matter. |
| Economic or operational value | Product-innovation profit margin, market share, or productivity and cost effects for process innovation | Shows outcomes the business may value, but they can also reflect factors other than innovation. |
| Portfolio learning | Delayed, postponed or abandoned projects and follow-on improvements, where reported | Provides context: innovation work can build knowledge without producing a market innovation in the period measured. |
Use the stages together. R&D without realized output is evidence of effort, not yet of a product result. A launch without adoption shows output but not necessarily commercial value. Strong sales or margins are meaningful outcomes, but they do not identify which input produced them.

Use innovation sales share, with its definition attached
The Oslo Manual recommends measuring the portion of a company’s total sales in a reference year that it estimates came from product innovations. Where the company reports enough detail, distinguish sales from products that were new to the market, products new only to the firm, and products that were unchanged or only marginally modified. Under the manual’s specified collection method, these categories sum to 100%. See the OECD/Eurostat guidance on innovation objectives and outcomes.
Check what the company counts as an innovation and which products and period the figure covers. A share based on products new only to the firm answers a different question from a share based on products new to the market. A reported percentage is most useful when its categories, denominator and reference period are clear.
Rank #2
Allow enough time for consumers to adopt a product
A product introduced late in a reporting period may have little time to generate sales, and consumer uptake can be gradual. The Oslo Manual says that, on average, innovation-sales questions are likely to produce better results with a three-year observation period than a one-year period. This is a measurement recommendation, not a rule that every product needs three years to succeed. Compare products at similar stages after launch where possible, rather than treating a short first-year sales window as a definitive verdict.

R&D is a specific activity. The Oslo Manual describes it through five criteria: it is novel, creative, uncertain in outcome, systematic, and transferable or reproducible. Applied research has a practical aim; experimental development seeks to produce or improve products or processes. Firms may use R&D as a proxy for all innovation expenditure, but the manual recommends separating R&D from non-R&D innovation spending when calculating totals.

Innovation activity can also involve engineering, design, marketing, training, software, tangible investment, intellectual property and innovation management. The OECD’s 2025 report puts the point plainly: “Innovation activity is not restricted to R&D.” A company that reports only R&D may therefore be showing one important input, not the full cost or effort behind its innovation work. The Oslo Manual’s discussion of business innovation activities explains the broader boundary.

There is no universal cutoff in the cited OECD guidance for what counts as “good” R&D productivity. For a useful comparison, align the measures before drawing conclusions:
Rank #4
- Use the same definition of innovation sales share, including the treatment of market-new and firm-new products.
- Compare the time since launch and the observation period, accounting for different launch calendars and adoption patterns.
- Look at profit margin or market share as well as sales share when disclosed, and compare suitable prior periods or peers.
- Compare R&D intensity alongside the broader innovation-cost boundary; the two are not interchangeable.
- Separate business segments or product families where possible, so differences in product mix do not obscure results.
These measures help describe inputs, outputs and outcomes; they do not create a causal return-on-R&D calculation by themselves. The OECD/Eurostat notes that innovation impacts can appear across time and organizations and are difficult to measure. Establishing that R&D caused a particular sales or profit result would require company-specific evidence, such as project and launch histories, credible comparisons and an account of other performance drivers. See the manual’s discussion of innovation measurement.
