You can’t reliably tell from your side whether someone blocked your number or their phone is off. A call that goes straight to voicemail, rings briefly, or is declined can have several causes, including a phone setting, call filtering, carrier handling, or temporary unavailability. Treat the call result as ambiguous rather than proof of a block.
What call outcomes can—and can’t—tell you
A call goes straight to voicemail
This does not prove that you were blocked. Apple’s call troubleshooting guidance lists several possible reasons an iPhone may not ring normally, including Phone and Focus settings, call filtering, and blocked contacts. From the caller’s side, those possibilities can look alike.

A call is declined or ends quickly
Google says its Phone app automatically declines calls from a number blocked on that device (Google Phone app guidance). That explains one app’s behavior; it is not a universal caller-side signal that identifies a block. A short ring or quick end does not reveal why the call stopped.
An unknown or suspected-spam call does not ring
Call screening and filtering can silence or route calls without showing the caller which setting was involved. Apple documents these options for iPhone in its call screening and filtering guide. A 2021 FCC order also describes spam-blocking behavior in the Android Phone app that can send calls directly to voicemail. That order documents a mechanism, not a universal pattern for current Android phones.

Texts and calls seem to behave differently
Do not use a text’s apparent delivery—or the absence of a reply—as a definitive test for call blocking or intent. T-Mobile describes call blocking and message blocking as separate controls in its guidance on blocking calls and texts; that description is specific to its service and should not be assumed to describe every carrier.
You hear a carrier-block message
Google Voice may display “Call blocked by carrier” in some situations and directs users to contact their carrier (Google Voice call troubleshooting). This is a service-specific notice, not a standard message that proves what happened on every mobile call.

Why the same result can have different causes
Call handling can happen at different points: on the recipient’s phone, through a screening or filtering feature, or through a carrier or calling service. A phone-level block may automatically decline a call; a filter may silence or route it; a service may show a carrier-related notice. Those behaviors can explain what happened to a call, but they do not establish the recipient’s motive or whether the phone was powered off.
What to do if you need to reach them
- Check your side first. Confirm you dialed the right number and that your own phone has service.
- If there is a practical reason, try once later. A phone can be temporarily unavailable, and a later call may work. A changed result still does not explain the earlier one.
- If appropriate, send one ordinary message. You can ask whether a call is convenient. No reply does not identify the reason the call did not go through.
- Respect the possibility of a block. Do not hide caller ID or switch to another number to get around it. A call pattern cannot establish that further contact is welcome.
- Troubleshoot only services you control. If the problem is with your own phone, review the relevant phone settings or contact your carrier. If Google Voice shows a carrier-block notice, follow its carrier-support route.
Does one ring and then voicemail mean you are blocked?
No. A brief ring followed by voicemail does not have a definitive interpretation. The documented call-blocking, filtering, and routing behaviors overlap from the caller’s perspective, so that pattern cannot distinguish a blocked number from other causes.
