They may use overlapping technology, but they solve different problems and serve different buyers.
The categories below are a practical way to understand the market, not a formally standardized classification. Government and company descriptions establish what these platforms say they offer; they do not amount to independent product testing.

Four kinds of voice AI business at a glance
| Business | What it provides | Typical buyer |
|---|---|---|
| Shared speech and language infrastructure | Reusable speech, language, and audio capabilities for other services | Developers, institutions, and application teams |
| Enterprise voice agents and contact-center automation | Systems for calls, customer operations, agent assistance, or conversation analysis | Customer operations and contact-center teams |
| Voice-enabled work and content localization | Tools and services for creating or adapting spoken and multilingual content | Enterprise and content teams |
| Edge or on-device voice intelligence | Voice and language capabilities designed to run near a user or device, sometimes alongside cloud processing | Organizations with device, connectivity, privacy, or latency constraints |
1. Shared speech and language infrastructure
This business supplies capabilities that other products can call or reuse: speech recognition, text-to-speech, translation, language identification, speaker diarization, and related services. It is closer to a toolkit or platform layer than a ready-made phone agent. A developer or institution can use the underlying capabilities to build an application, such as a multilingual assistant or a citizen-service interface.

BHASHINI as a public-platform example
The Ministry of Electronics and Information Technology describes BHASHINI as an initiative for multilingual speech and text technology. In a Press Information Bureau release dated March 12, 2026, the Ministry reported support for 36 text languages and 23 voice languages, along with more than 20 niche NLP services. The release names automatic language detection, speaker diarization, and keyword spotting among the service types.

The same release reported that BHASHINI’s National Hub for Language Technologies had more than 350 models, was used across more than 500 government websites, handled over 15 million inferences daily, and had processed over 6 billion inferences in total. These are Ministry-reported figures from that release, not independently audited or a guarantee of current platform scale.
Amitabh Nag, CEO of the Digital India BHASHINI Division, described the goal as bringing models, infrastructure, and applications together on one national platform. That statement expresses the platform’s intended design; it is not an independent assessment of performance.
2. Enterprise voice agents and contact-center automation
These businesses sell operational systems that can answer or place calls, automate routine contact-center workflows, route calls, assist human agents, or analyze conversations. Their product is not simply a speech API: it includes the call workflow and the surrounding tools needed to use voice technology in a business operation.

Examples of enterprise scopes
- Decibel Labs describes a stack spanning speech models, real-time orchestration, agentic calling, a cloud contact center, and conversation intelligence.
- Go Phone lists call-center automation, analytics, voice assistants, quality assurance, meeting intelligence, and fraud detection.
- Navana describes contact-center, API, and audio-intelligence offerings.
These examples show why a company can participate in more than one category while still selling a different product to a different buyer. For instance, an enterprise team evaluating an automated caller needs to assess call handling and escalation, not just the quality of a speech model.
What published performance claims do—and do not—tell you
Decibel Labs advertises approximately 150 ms to first audio, a 4.4 mean-opinion score, and speech synthesis at five times real time. These are company claims, not independently established comparisons. Before using such figures to choose a system, ask for the task, test set, languages, hardware, measurement method, and conditions behind each metric.
3. Voice-enabled work and content localization
Not every voice-AI product handles live customer conversations. This category uses speech and language systems to create or adapt work and media across languages—for example, dubbing a video, synchronizing translated speech with visuals, cloning a voice for a dubbed version, or translating documents.

A Press Information Bureau note about Sarvam describes an enterprise work platform and multilingual video dubbing with voice cloning, audio-visual synchronization, and document translation. That is a different buyer problem from contact-center automation: a content team is adapting material for an audience, rather than handling a customer’s call. The note reports product descriptions; it is not an independent evaluation of output quality.

Edge or on-device voice intelligence is a deployment category: some processing happens near the user or device, potentially alongside cloud inference. It matters when an application has constraints around response time, network connectivity, privacy, or the computing capacity of its hardware. Those constraints create trade-offs: teams need to establish what can run locally, what still depends on the cloud, and what happens when a connection is unavailable.
The Press Information Bureau’s February 2026 Sarvam ecosystem note describes an edge-intelligence category for compact, low-latency multimodal AI, including assistants, on-device NLP, translation, and summarization. The note also reports company claims of support for 11 Indian languages and latency below 500 ms. Those figures were not independently verified in the material available here, and they do not establish performance on a particular device or in a particular environment.

How to evaluate a voice AI product for your use case
Start with the job the product must do, then assess the relevant category. A multilingual model platform, a live call agent, a dubbing service, and an on-device assistant cannot be judged by one shared scorecard.
- Language fit: Which languages and dialects are supported? How does the system handle accents, code-switching, and noisy calls? Ask whether the evidence concerns recognition, speech synthesis, or an end-to-end conversation.
- Quality and speed: Request results for the task and environment you actually need. Compare latency, accuracy, and outcomes only when the test conditions and measurement methods match.
- Workflow fit: For a call-center product, check telephony, CRM, routing, and agent-assistance integrations. For content work, check the translation, dubbing, synchronization, and review workflow you need.
- Deployment and data handling: Ask about cloud, on-premise, and edge options; data residency; retention; governance; and how a person can take over when automation is uncertain or fails.
- Commercial terms: Confirm the pricing basis, usage limits, minimum commitments, and what is included. Go Phone’s undated pricing page listed plans at ₹4,999 and ₹14,999 per month when accessed on October 7, 2026, with different advertised minute limits and features. These are vendor-advertised prices, not independent quotes or a guarantee that the plans remain available.
- Evidence: Ask for comparable evaluations or a pilot using your languages, workflow, and operating conditions. Vendor pages describe their own offerings; they are not independent security audits or a standardized benchmark.
Why the label matters less than the business model
“Voice AI” is too broad to tell a buyer what a product actually does. Infrastructure sells reusable capabilities to developers and institutions; voice agents sell automation to customer operations; localization products serve enterprise and content teams; and edge offerings address deployment constraints. A company may span categories, but the buyer, integration work, evaluation criteria, and commercial model still depend on the specific product.
