An AI investment boom can be economically real and still contain speculative prices. The practical test is not whether AI is useful or whether share prices have risen; it is whether expected returns are supported by cash flow, customer value, financing capacity and measurable gains in productivity. Use a dashboard that combines company fundamentals, adoption data, financing conditions, market risk-taking and economy-wide outcomes. Current evidence shows a very large investment cycle and rapidly rising use, but it does not prove that the entire AI market is a bubble or that a correction is inevitable.
What separates a productive boom from a bubble?
A boom is a surge in spending, construction, hiring and investment aimed at expanding productive capacity. A bubble is a period in which asset prices or project commitments depend on returns that are implausible, unsupported by cash flows or highly vulnerable to disappointment. The two can occur at the same time: useful technology can attract sound investment while some companies, projects or securities are priced for near-perfect outcomes.

That distinction matters because a single verdict for “AI” is too broad. A chip manufacturer with contracted demand, a data-center developer funded by long-term cash flow and an early-stage application company with no revenue do not carry the same risk. Analyze each business and financing chain, then look for sector-wide feedback loops.
Hyun Song Shin, the Bank for International Settlements’ Economic Adviser and Head of Research, described the uncertainty in a September 10, 2026 speech: “I do not say that this is where the AI boom must lead. But the scale and speed of the current investment boom, and the weight of expected commercial returns, do warrant some caution.”

1. Compare expected returns with cash flows and earnings
The first question is simple: what revenue, margins and productivity gains would have to arrive for today’s prices and planned capital spending to make sense? A company can grow quickly and still destroy value if each dollar of new capacity earns less than its cost of capital.
Build a cash-flow case, not a narrative
- Estimate revenue from identifiable customers, contracts and usage rather than announcements or addressable-market claims.
- Separate recurring revenue from one-time services, hardware sales and promotional credits.
- Model gross margin after electricity, networking, chips, depreciation, cloud capacity and staff costs.
- Include maintenance capital expenditure and the cost of replacing rapidly depreciating equipment.
- Test whether operating cash flow can fund expansion without continually issuing shares or borrowing.
- Run downside cases for slower adoption, lower prices, higher energy costs and shorter equipment lives.
The BIS bulletin Financing the AI boom: from cash flows to debt (January 7, 2026) says sustainability depends on firms meeting high earnings expectations. It also describes a shift toward debt and private credit as investment needs grow. A business that needs increasingly expensive external financing to preserve an optimistic growth path is more exposed than one whose customers already cover expansion from operating cash.
Use valuation as an expectations calculator
A high valuation is not automatically irrational. It becomes fragile when the implied growth and margins are difficult to reconcile with competitive pressure, pricing declines or the physical cost of computing. Reverse the valuation: calculate the earnings and free cash flow required by the current price, then ask whether the required market share, utilization and margins are observable.
Compare that implied outcome with evidence from bookings, renewal rates, backlog, average revenue per user, customer concentration and contribution margins. If the valuation requires an acceleration that has not appeared in those measures, classify it as an expectations risk rather than a proven bubble.
2. Check whether customers receive measurable value
Adoption shows that organizations are experimenting or deploying AI. It does not establish that products are profitable, that projects will survive budget reviews or that users receive large benefits. Distinguish three stages:
- Trial: employees or teams use a model in at least one task.
- Production deployment: the system is integrated into a workflow with security, monitoring and a budget owner.
- Economic payoff: the deployment produces durable revenue, lower costs, higher throughput or better quality after implementation and operating costs.
The 2025 AI Index from Stanford’s Institute for Human-Centered Artificial Intelligence reported that 78% of surveyed organizations used AI in 2024, up from 55% in 2023. Its measure of generative-AI use in at least one business function rose from 33% in 2023 to 71% in 2024. These are survey results, not audited implementation or return-on-investment statistics.

The same report found that most companies reporting financial effects from AI business-function use placed those benefits at low levels. Examples included cost savings in service operations, supply-chain management and software engineering; most reported savings were below 10%. That pattern is consistent with useful experimentation, but it does not by itself justify unlimited spending or valuations that assume immediate, large productivity gains.

- Is the figure a booked sale, a pilot, a usage estimate or a press release?
- Are savings measured against a documented baseline and net of software, integration and human-review costs?
- Did the customer renew after the initial contract or promotional period?
- Does the result scale across customers, or depend on an unusually favorable workflow?
- Is the benefit financial, or only a self-reported increase in activity?
3. Look beyond share prices for signs of risk-taking
Price momentum is compatible with rational optimism, changing interest rates and improved expected earnings. It is not a reliable bubble detector by itself. The International Monetary Fund’s two-pillar surveillance framework combines asset pricing with evidence of market participation and financing behavior.
The market-side indicators
- Valuation and risk premia: examine the assumptions embedded in prices and the compensation investors demand for risk.
- Issuance: track how much new equity and debt is being sold to fund AI-linked projects.
- Trading volumes: unusually intense turnover can signal short-horizon speculation, although it can also reflect legitimate repricing.
- Fund flows: large inflows into a narrow theme can amplify concentration and forced selling later.
- Survey-based return expectations: compare investor forecasts with historical outcomes and plausible cash flows.
A simultaneous stretch in valuations and surge in issuance, flows, trading and return expectations is more concerning than a strong price trend alone. Even then, this is a surveillance framework, not proof that a bubble exists. Prices can incorporate genuine changes in fundamentals that are difficult to measure in real time.
4. Trace how the buildout is financed
AI infrastructure is capital-intensive. Follow the money from operating cash flow to bank loans, bonds, private credit, leases, supplier financing and equity issuance. The risk is not simply “too much debt”; it is a mismatch between long-lived obligations and uncertain, rapidly changing revenue.
Financing checks
- Compare capital expenditure with operating cash generation and interest expense.
- List maturities, floating-rate exposure, covenants and refinancing dates.
- Identify dependence on private-credit funds whose terms and exposures may be less visible than public-market debt.
- Separate owned capacity from leased or financed capacity.
- Test whether a fall in utilization would leave the borrower with stranded equipment or fixed power and facility costs.
The BIS has highlighted opaque and interconnected arrangements in which investors, suppliers and AI companies can be tied to future purchases. Such links can make reported demand look stronger than end-user demand: one participant’s revenue may depend on another participant’s financing commitment. Map obligations across the chain instead of evaluating each company in isolation.
Concentration and contagion
Concentration raises the impact of a single disappointment. A small number of chip suppliers, cloud providers, data-center builders or large buyers may be exposed to one another through contracts, loans and equity stakes. A slowdown in one layer can reduce orders, asset utilization and collateral values in the next. Ask who bears the loss if expected demand arrives later, at lower prices or in a different technical form.

5. Check whether investment reaches the wider economy
A genuine technology boom should eventually show up in capability, lower costs, new products, productivity or labor-market changes. Those effects can take years, and they may be concentrated in particular industries rather than visible in national totals.
Federal Reserve Board staff noted in The AI Buildout and the Economy: Publicly Available Data to Assess AI’s Impact (July 17, 2026) that financial markets have responded more quickly than aggregate output and labor data. They also warned that measurable effects are concentrated in certain areas and that no official national-accounts series cleanly isolates AI investment.
Why headline spending data can mislead
- Hyperscaler capital expenditure includes non-AI spending and may omit leased capacity.
- Computer and peripheral-equipment measures include purchases unrelated to AI.
- Data-center construction occurs before equipment installation and revenue generation.
- Semiconductor production can reflect multiple end markets.
- A slowdown can mean demand has been met, expected returns have fallen or supply has shifted elsewhere.
Use several imperfect indicators together. No single series can tell you how much spending is genuinely AI-related or whether it will earn an adequate return.

Build a dashboard instead of relying on a “bubble meter”
Monitor the following indicators on a consistent schedule, recording both the direction and the limits of each measure.

The dashboard is most informative when several measures move together. For example, rising construction accompanied by contracted revenue, improving utilization and internally funded cash flow has a different implication from rising construction financed by short-term borrowing while customer savings remain small.

These numbers establish the scale of the cycle and the spread of reported use. They do not establish that every dollar is productive, that reported benefits exceed costs or that market prices are fairly valued.

Use six company-level comparison axes
When comparing an AI company, infrastructure provider or supplier, score it on the same six axes rather than relying on a compelling product demonstration.
- Valuation: What earnings and free-cash-flow outcomes are implied, and are they plausible under conservative assumptions?
- Customer value: Are adoption, renewals, revenue and measured savings documented?
- Capital intensity: How much spending is required to support each dollar of growth?
- Financing: Does expansion rely on debt, private credit, supplier terms or repeated equity issuance?
- Concentration: Would losing one customer, supplier, cloud provider or financing source change the thesis?
- Economic diffusion: Is there evidence that the product improves output, cost, quality or employment outcomes beyond a narrow pilot?
A company can score well on one axis and poorly on another. Strong customer demand does not eliminate refinancing risk; a healthy balance sheet does not prove that a high valuation is justified.
How to interpret a possible correction
A correction is a risk scenario, not a conclusion established by the available evidence. If earnings disappoint, financing costs rise or customers delay deployment, prices may fall before the long-run technology remains valuable. Conversely, a period of high prices may be validated if revenue, margins and productivity improve faster than expected.
The BIS’s September 2026 warning focuses on concentrated valuations and spending beyond cash flows: those conditions can leave markets vulnerable when returns disappoint. It also emphasizes that the technological promise is real and the outcome uncertain. Treat stress indicators as reasons to test assumptions, not as a timetable for selling or shorting.

Any claim that the whole sector is overvalued would therefore require a transparent valuation method, current company data and explicit assumptions about growth, margins, discount rates and capital intensity.
A repeatable review process
- Define the exposure. Specify whether you are analyzing an application company, chip supplier, cloud platform, data-center project, fund or a broad index.
- Write the earnings bridge. Link customers and usage to revenue, gross margin, operating expenses and free cash flow.
- Reverse the valuation. Calculate the growth, utilization and margin assumptions required by the current price.
- Verify customer economics. Separate pilots from production deployments and reported activity from audited savings or revenue.
- Map funding. Record debt, private credit, leases, supplier commitments, maturities and interest-rate sensitivity.
- Map dependencies. Identify shared suppliers, buyers, facilities, power contracts and financing channels.
- Check macro diffusion. Compare investment with productivity, output, labor and cost data while documenting attribution limits.
- Run failure cases. Model slower adoption, lower prices, idle capacity, higher financing costs and a major customer loss.
- Set update rules. Decide which quarterly or annual evidence would confirm or weaken the thesis before prices move.
Common analytical mistakes
Equating adoption with profitability
Usage surveys measure reach, not return on investment. Require evidence of renewal, margin and net savings.
Treating all capital expenditure as AI
Public spending proxies include ordinary servers, networking and other equipment. Attribute cautiously and triangulate.
Reading price strength as proof of irrationality
Markets can reprice rationally when expected fundamentals change. Add issuance, flows, trading and risk-premium measures.

Two projects with identical revenue can have very different risk if one is funded from cash and the other depends on refinancing or private credit.
Assuming a slowdown has one explanation
Slower construction or equipment orders can mean demand is satisfied, supply is constrained, projects are delayed or expected returns have fallen. Investigate before assigning a bubble label.
Making a sector-wide call from one company
AI spans businesses with different customers, margins, leverage and technical exposure. State the exact segment and transmission channel under review.
Bottom line for readers
Call an AI investment cycle speculative only when its required returns, financing and market behavior are increasingly disconnected from observable customer value and cash generation. Rising prices alone are insufficient, and rising adoption alone is insufficient. The strongest warning pattern is a combination of stretched valuations, aggressive issuance and flows, debt-funded capacity, concentrated interconnections and weak evidence that deployments produce durable financial or productivity gains. The strongest evidence for a productive boom is the opposite: recurring customer revenue, improving unit economics, internally supported investment, resilient financing and measurable diffusion into the wider economy.
