How to Talk to Your Manager About Unclear Expectations and Stalled Growth

If you are unsure what your manager wants or your role no longer seems to lead anywhere, ask for a focused alignment and development conversation. Bring two or three recent examples, compare your job description with the work you actually do, ask for observable outcomes and examples, and leave with a written plan, owners and a date to review progress. The aim is clarity and a credible development path—not a forced promise of promotion.

What this conversation should accomplish

Unclear expectations and stalled growth are related but distinct problems. A manager may be satisfied with your work yet fail to explain changing priorities. A role may have expanded without its description, level or support being updated. Or feedback such as “be more strategic” may identify a concern without telling you what to do next.

  • A short list of current priorities and the outcomes that matter most.
  • Observable indicators of strong performance, including examples where possible.
  • A development plan covering skills, evidence, projects, learning or mentoring.
  • A written follow-up with responsibilities and a review date.

Nothing in this process guarantees a promotion, a particular role or a positive HR decision. It does give you a fairer basis for deciding what to change, what support to request and whether the organization can offer a workable path.

Prepare before you ask for time

Define the purpose in one sentence

Write a neutral purpose statement before contacting your manager: “I want to align on my current priorities, understand what success looks like and discuss the skills or opportunities that would help me take on more scope.” This keeps the discussion about work and development rather than an accusation that your manager has failed.

Do not make promotion the only acceptable outcome. You can want advancement while still discussing capability, scope, project access, feedback quality and timing. A useful conversation may reveal that you need a different project, clearer authority, training or experience before a level change is realistic.

Collect two or three recent examples

Choose examples that show the ambiguity or the growth issue without turning the meeting into a grievance list. For each example, record:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • What you were asked to do and when.
  • What you delivered, including a measurable result or stakeholder response when available.
  • Where priorities, authority or quality criteria were unclear.
  • What feedback you received and what you changed afterward.
  • What decision or support would have prevented the problem.

Use a range of situations: a successful delivery, a conflicting request and a piece of feedback you could not act on. Specific dates, deliverables and outcomes are more useful than statements such as “everything keeps changing.”

Compare the job description with the role you are doing

Read your current job description and mark three columns: duties that still match, work you now perform that is absent, and duties listed but no longer relevant. SHRM’s managing-up guidance recommends reviewing the description with your manager, checking whether it matches present expectations and sharing accomplishments. A job description is a starting point, not proof that every current expectation is valid; roles often evolve faster than formal documents.

Bring the document to the meeting, but do not use it as a weapon. Ask which changes are temporary, which are now part of the role and whether the level, authority or resources should be reconsidered.

Separate facts, interpretations and requests

Make three notes:

  • Facts: “On 12 September I was asked to deliver the launch report while also taking over the client migration.”
  • Interpretation: “I am unsure which outcome should take priority when both deadlines remain.”
  • Request: “Can we agree on a rule for resolving that conflict?”

This structure lets you challenge an unclear system without claiming to know your manager’s motives.

Request the conversation without creating alarm

Ask for a dedicated slot rather than trying to solve the issue in a hurried one-to-one. A message can be brief:

“Could we set aside 45 minutes next week to review my priorities, what strong performance looks like and how I can build toward more scope? I’ll bring a few recent examples and a draft of the questions I’d like us to answer.”

If your manager asks what prompted it, answer plainly: “I have noticed some changes in priorities and want to make sure I am focusing on the right outcomes. I also want to understand which skills or experiences would support my next step.” Avoid opening with “We need to talk about my promotion” unless a promotion decision is already on the agenda.

Send a short agenda in advance if your manager tends to be unprepared:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Current responsibilities and the most important outcomes for the next few months.
  2. Two examples where expectations or feedback were unclear.
  3. Capabilities and evidence needed for broader scope.
  4. One or two possible projects, learning opportunities or mentors.
  5. Written actions and a date to revisit them.

Start by aligning on priorities and success

Open with your purpose and evidence, then ask your manager to describe the role in terms of outcomes. Useful prompts include:

Topic Question What a useful answer contains
Near-term outcomes “What are the most important outcomes you want from me over the next few months?” A short ranked list, not every task on your calendar.
Quality bar “What would doing this well look like? How will we know it is complete?” Observable results, standards, stakeholders or deadlines.
Trade-offs “When these two requests conflict, which one should come first, and what should wait?” A decision rule or an escalation route for conflicts.
Role scope “Which responsibilities are now part of my role, and which are temporary?” Boundaries, decision rights and an indication of duration.
Job description “Can we review whether my job description reflects what you expect now?” Agreed updates or a named owner for making them.
Feedback pattern “Which one or two behaviors would make the biggest difference to my results?” Prioritized behaviors connected to an outcome.

Reflect the answer back: “I heard that the first priority is reducing unresolved customer issues, followed by the reporting work; if the deadlines conflict, I should flag it before accepting the second request. Is that right?” This gives your manager an easy opportunity to correct a misunderstanding.

Turn vague feedback into an action

Ask for a recent instance

When feedback is “be more proactive,” “communicate better” or “be more strategic,” do not argue about the label. Ask for a specific instance, its impact and a preferred alternative:

“I want to act on your feedback. Could you share a recent example, explain the impact and describe what you would have preferred me to do? Without that detail, I am not sure what action to take.”

This phrasing is consistent with practical advice published in an Ask a Manager column. Treat that advice as a useful coaching technique, not as a representative study or a guarantee that every manager will respond well.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

Use the situation–impact–next step pattern

Guide the discussion through three questions:

  1. Situation: “Which meeting, deliverable or interaction are you referring to?”
  2. Impact: “What did it affect—timing, quality, trust, cost or another outcome?”
  3. Next step: “What would a stronger response have looked like, and how should I practice it?”

If the example is old or memory is uncertain, ask whether you can review the relevant notes or deliverable after the meeting. If your manager gives several criticisms, ask which one matters most so you can focus rather than attempt an impossible overhaul.

Distinguish a skill gap from a resource or priority problem

“The launch was late” could reflect planning, an approval bottleneck, an impossible deadline or a lack of authority. Ask, “What part was within my control, and what support or decision would have changed the result?” You are not denying responsibility; you are identifying the intervention that can improve the next outcome.

When you disagree with the feedback, acknowledge the goal before explaining your view: “I understand that predictable handoffs are the concern. My understanding was that the product team owned the final approval, so I did not represent it as complete. Can we clarify who owns that decision and how I should communicate it?”

Discuss stalled growth as a development question

Ask what readiness would look like

Use evidence and capability rather than an ultimatum:

“What evidence or skills would you need to see for me to be considered ready for more scope? Could we identify a project or learning opportunity that would help me demonstrate that?”

Ask whether the next step means deeper expertise, broader decisions, people leadership, customer responsibility or another form of scope. “More senior” is not a single skill. Request examples of work at the next level and ask which parts you can practice in your current role.

Explore strengths, aspirations and possible paths

SHRM’s career-conversation guidance encourages managers and employees to discuss capabilities and aspirations, then connect people with mentors, projects and learning opportunities. That framework dates from 2009, so use it as general career guidance rather than a current labor-market forecast. Questions that make it practical include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • “Which of my strengths should I use more deliberately?”
  • “Where is my current experience thin for the kind of work I want next?”
  • “Which project would let me practice that capability with an appropriate level of support?”
  • “Who could mentor me or review my work while I build it?”
  • “What learning—internal, formal or self-directed—would be credible evidence?”
  • “How do people learn about other options in the organization without turning off their manager?”

That last question is legitimate when asked as development planning, not as a threat to leave. You can say, “I want to understand the skills used in adjacent roles so I can plan responsibly. I am not asking you to promise a transfer.”

Ask for a path, not an artificial promise

Your manager may not know whether a position will open, whether a budget will be approved or how a reorganization will end. SHRM’s career-conversation advice recommends being truthful about unknowns and treating unanswered questions as joint exploration. If the answer is uncertain, ask for the next information point:

“If you cannot know the timing yet, what evidence can I build, who can review it and when should we revisit the decision?”

A credible development plan can exist without a guaranteed title change. It should still specify what you will do, what your manager will provide and what decision or reassessment follows.

End with a written agreement

Reserve the final minutes to read back the agreement. Capture it in an email or shared document the same day. Include:

Element Example Owner
Priority Reduce unresolved implementation issues for the top five accounts. Employee
Success measure Weekly status shows age, owner and next action for each issue; manager confirms the reporting format. Employee and manager
Decision rule Client-impacting incidents take precedence over internal reporting; raise conflicts before accepting new deadlines. Manager sets rule; employee flags conflicts
Development action Lead the next cross-team launch review with a senior colleague observing. Employee leads; manager arranges access
Support Monthly feedback on the launch-review brief and an introduction to a subject-matter mentor. Manager
Evidence Launch brief, stakeholder feedback and a retrospective showing decisions and outcomes. Employee collects; manager reviews
Review point Revisit progress and readiness after the second launch review. Both attend

Write “I understood” rather than “you promised” when the item is exploratory. For example: “We will test this project as evidence of cross-team leadership and discuss what it shows at our next review.” If your manager changes an item later, update the record with the date and reason.

Follow up when priorities or answers change

Send a short status note before the agreed review when you have evidence, a blocked decision or a material change. Keep it structured:

  • Progress: what was completed and what result it produced.
  • Evidence: the document, metric, stakeholder feedback or example.
  • Risk: what could prevent the next outcome.
  • Decision needed: the choice or support you need, by when.
  • Development: what you practiced and what feedback you want.

When a new request conflicts with the plan, do not silently absorb it. Ask, “Which existing commitment should move, and should the development project pause or change?” This makes the trade-off visible and protects the agreement without refusing reasonable work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If your manager cannot answer a question during the meeting, propose a follow-up date: “Could we return to the readiness criteria after you have checked the role framework? I will send the examples we discussed today.” An unanswered question is not an answer, but a dated next step prevents it from disappearing.

When the conversation does not improve the situation

Try one clarification cycle

After the first meeting, apply the agreed actions and record what happened. A single imperfect conversation may reflect limited preparation or an unusually busy period. A pattern is more informative: repeated refusal to provide examples, shifting standards, contradictory priorities, or commitments that are never acknowledged.

Request a second conversation with the written recap and concrete evidence: “We agreed that the launch review would demonstrate cross-team leadership. I completed it, but the feedback now refers to a different standard. Can we define the evidence and decision criteria in writing?” Keep the tone factual and ask for a specific decision or support.

Escalate for guidance, not revenge

If clarification and follow-up do not improve the situation, SHRM’s managing-up guidance says HR can provide guidance or address the issue with the manager. Before contacting HR, assemble:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Dated examples of the work, feedback and changing expectations.
  • The job description and a clear list of current responsibilities.
  • Meeting recaps showing the expectations and support you requested.
  • Evidence of completed actions, results and unresolved blockers.
  • The outcome you want from HR, such as help interpreting a process, facilitating a conversation or clarifying role standards.

Describe the problem as an expectations and development issue unless there is a separate concern requiring a different process. Do not ask HR to declare you promotion-ready based only on effort; ask what formal criteria, documentation and channels apply. HR practices vary by employer, and HR may be able to advise without changing your manager’s decision.

Common mistakes that weaken the discussion

  • Arriving with a general complaint: Replace “You never tell me what you want” with two dated examples and a decision rule you need.
  • Reading a job description literally: Use it to identify role drift, then discuss legitimate changes in work and authority.
  • Listing every accomplishment: Select results that relate to the expectations or next capability under discussion.
  • Demanding a promotion date: Ask for readiness evidence, opportunities to build it and a review point.
  • Accepting labels without examples: Ask for the situation, impact and preferred behavior.
  • Agreeing to everything in the room: Confirm priority order, capacity and which commitment will move.
  • Leaving without a record: Send the recap and invite corrections while the conversation is fresh.
  • Escalating publicly: Use the normal manager and HR channels first, keep records professional and protect confidential information.
  • Assuming silence means approval: If a decision is unresolved, name the person who will answer and the date you will ask again.

Conversation examples

Conflicting requests

“I can finish the client report by Friday or take on the urgent data cleanup by then, but not both at the current quality standard. Which outcome has priority, and what should I move? If this conflict is likely to recur, can we agree on a rule for deciding?”

Vague criticism

“I hear that my communication needs to improve. Could we look at one recent message or meeting? What was unclear, what impact did it have and what would a stronger version have included?”

Role expansion without recognition

“The role now includes vendor coordination and approval decisions that were not in the original description. I am willing to discuss whether this is a permanent part of the job. What authority, support and success measures should accompany it, and should we update the description?”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Growth that has stalled

“I want to develop toward broader project ownership. Which capabilities are missing today, and what evidence would demonstrate them? Could I lead the next planning cycle with your review, then assess the result at our next development check-in?”

A practical checklist

  • Write the one-sentence purpose of the meeting.
  • Bring two or three dated examples with outcomes and unresolved ambiguity.
  • Review the job description against current work.
  • Prepare questions about priorities, quality, trade-offs, role scope and feedback.
  • Prepare one development request involving a project, learning opportunity or mentor.
  • Ask for examples whenever feedback is abstract.
  • Reflect back the agreed priorities and decision rules.
  • Record employee actions, manager support, evidence and the review date.
  • Send the recap and correct misunderstandings promptly.
  • If the pattern persists, bring the dated record to HR for process guidance.

Your next move

Schedule the conversation, make the request about outcomes and development, and bring evidence rather than assumptions. The most useful result is a shared description of success, a testable opportunity to build the next capability and a date when both sides will examine what the evidence shows. If your manager will not provide clarity after a good-faith attempt, your written record gives you a sound basis for a measured escalation or for evaluating other options.
