In desktop Chrome, open the government webpage, launch DevTools, switch on Device Mode, then choose More options > Capture a full size screenshot. Chrome saves an image of the whole rendered page, including content below the visible area. Check the downloaded image afterward: delayed, interactive, or embedded content may not appear as you expect.
Capture the entire page in Chrome
- Open the government webpage in Chrome.
- Open DevTools: press Ctrl+Shift+I on Windows or Linux, or Command+Option+I on Mac.
- Turn on Device Mode using the phone-and-tablet icon, or press Ctrl+Shift+M on Windows or Linux, or Command+Shift+M on Mac.
- Open Device Mode’s More options menu and select Capture a full size screenshot.
- Open the downloaded image and verify that the page sections you need are present and legible.
Chrome’s Device Mode documentation describes this command as capturing “the whole page including the content that isn’t visible in the viewport.” Chrome for Developers: Simulate mobile devices with device mode. The documented workflow has no separate government-site mode or exception.

Choose the right kind of capture
| What you need | Chrome option | What to expect |
|---|---|---|
| A visual image of the full rendered page | Device Mode > More options > Capture a full size screenshot | Captures the page beyond the visible viewport. |
| An image of one particular section or element | Select the element in the Elements panel, then use Capture node screenshot | Captures the selected element rather than the whole webpage. Chrome’s Chrome 89 DevTools article describes node capture, including content below the fold: What’s New In DevTools (Chrome 89). |
| A printable or text-oriented copy | Print dialog > choose an available PDF destination | Creates a document-style PDF; it may not preserve the webpage’s exact on-screen appearance or interactive features. See Chrome Help: Print from Chrome – Computer. |
| A saved webpage rather than an image | More > More tools > Save page as | Saves a webpage; this is not a full-page image capture. See Chrome Help: Download a file – Computer. |
Capture a selected page element
Use node capture when you need a particular content block rather than the full page. In DevTools, select the element in the Elements panel, then invoke Capture node screenshot. The result is limited to that element; it is not a substitute for capturing the entire webpage.

Print to PDF
Press Ctrl+P on Windows or Linux, or Command+P on Mac, and select an available PDF destination in Chrome’s print dialog. This is useful for a document-style copy, but page breaks, print styling, and omitted interactive content can make it look different from the screen.

Save the webpage
Choose More > More tools > Save page as to save a webpage. Choose this when you want a saved page rather than a screenshot image; it does not create a single full-page image.
What a government website screenshot does—and does not—preserve
A Chrome screenshot records the visual appearance Chrome rendered at the time of capture. A page can include content that loads later, interactive states, or embedded material, so the capture may not represent every state or underlying data. If an important section depends on an interaction, capture the relevant state separately and inspect the result.

A screenshot alone does not establish that an image is an official agency record, preserve all interaction or underlying data, or meet a records-retention requirement. The National Archives and Records Administration discusses screenshot limitations specifically in its guidance on social-media records; that context should not be treated as a universal rule for government webpages. For formal preservation, check the agency’s records instructions and use an official downloadable document or designated records process if one is provided: NARA: Best Practices for Social Media Capture.
