Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteTo stress-test a data center business case for tariff and export-control changes, build an auditable model from the project’s bill of materials and procurement calendar. Map every material and equipment package to its origin, importer of record, tariff classification, destination, supplier, contract terms and delivery date. Then run separate tariff cases and an export-control scenario tree; do not collapse a possible license delay into a percentage tariff.
No defensible project conclusion can be calculated without the facility location, sourcing mix, item classifications, ownership and end-user facts, procurement dates, financing structure and revenue ramp. The method below shows how to turn those facts into decision-ready cost, schedule, capacity and return sensitivities.

What the stress test must answer
A useful case answers five questions for each policy scenario:
- Which specific line items, suppliers, destinations or customers are affected?
- What is the landed-cost change, and who bears it under the contract?
- Can the project substitute suppliers or equipment, and how long would qualification take?
- Could an export-control review, license condition or denial delay shipment, reduce usable capacity or block a customer path?
- What happens to commissioning, revenue start, liquidity, financing covenants and the sponsor’s established return metric?
Keep three categories separate in the model: confirmed external facts, project inputs and assumptions. A tariff rate, effective date or export-control requirement is not a project input until a qualified customs or trade specialist verifies it for the actual transaction and jurisdiction.

Establish a traceable baseline before changing any policy variable
Document the project and operating geography
Record the facility site, construction and operating jurisdictions, intended import entries, customs valuation basis, currency, tax treatment and planned in-service date. A tariff affecting equipment entering one country does not automatically apply to equipment made, sold or installed elsewhere. If the project has multiple campuses or cross-border movements, model each flow rather than applying one national average.
Build the bill-of-materials register
Use procurement packages and purchase orders, not product marketing labels. At minimum, create one row for each material or equipment lot with these fields:
| Field | What to record | Why it matters |
|---|---|---|
| Item and package | For example, server, networking, power, cooling, building material or controls package | Identifies the economic exposure and possible substitute |
| Supplier and manufacturing site | Legal supplier, factory and shipping point | Country headlines are not a substitute for actual origin |
| Importer of record | Entity making the entry and responsible for declarations | Determines who may owe duty and who controls compliance evidence |
| Tariff classification | Applicable tariff line and any additional measures | Duty treatment follows the legal classification, not the product name |
| Customs value and currency | Value used for the entry and contract currency | Provides the duty-bearing base and foreign-exchange sensitivity |
| Destination and delivery date | Entry country, site and expected arrival | Measures in force and timing can change before delivery |
| Contract terms | Incoterm or equivalent allocation, escalation clause, change-in-law language and pass-through rights | Shows whether the sponsor, supplier or customer absorbs the cost |
| Substitution data | Approved alternatives, qualification requirements, lead time and capacity | Determines short-run and longer-run flexibility |
Mark every field as confirmed, pending verification or an explicit assumption. The U.S. International Trade Commission’s Practical Tools for Modeling the Economic Effects of Tariff Changes, published November 24, 2020, is useful for structuring the exercise and includes spreadsheet models. It does not determine the tariff classification or rate for a particular project.
Lock the procurement calendar
For each lot, capture quotation date, order date, manufacturing start, shipment, customs entry, site delivery, installation, testing and acceptance. A measure announced after a purchase order can still matter if the applicable rule turns on entry or another later event. Conversely, an item may be protected by a contract or exclusion, but that protection must be documented rather than assumed.
Set the financial baseline
Freeze the unshocked case before running scenarios. Include capex by package, operating costs, contingency, debt draw and repayment, interest assumptions, revenue ramp, utilization, pricing, taxes, working capital and the return metric used by the sponsor. State whether revenue begins at mechanical completion, commissioning, customer acceptance or another milestone. That definition controls the value of a schedule slip.
Model tariffs in two layers: direct duty and second-round effects
Calculate direct landed-cost exposure by lot
For each affected lot, calculate the incremental duty using the verified customs value, tariff treatment and effective date. A simple structure is:

incremental duty = duty-bearing customs value × applicable ad valorem rate + applicable specific amounts − documented exclusions or credits
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsUse the legally applicable treatment for the line and origin; do not infer it from a country headline or a product label. Add the resulting delta to freight, insurance, brokerage, construction handling or other landed-cost components only where the project’s contracts or invoices establish that those costs change. Show the currency and exchange-rate assumption next to every amount.
Identify contractual incidence
A duty may be paid by the importer but economically passed through by the supplier. Read the delivery term, tariff-adjustment clause, change-in-law language, price validity period and customer contract together. Run separate cases for sponsor-paid duty, supplier absorption, customer pass-through and negotiated sharing. Do not count a pass-through as mitigation until the counterparty’s right and ability to accept it are documented.
Trace second-round channels
Tariffs can affect more than the customs line. Replacement quotes may rise when suppliers face costlier components; construction contractors may reprice labor and materials; and a broader trade shock can affect wages, input costs, global value chains and final demand. The Bank for International Settlements’ 2025 paper A multi-sector assessment of the macroeconomic effects of tariffs models these channels. Its reported simulation uses tariffs announced through August 25, 2025 and assumes, in the short run, that firms cannot establish entirely new supplier relationships.
That paper reports a selected short-run elasticity in which a 1% tariff-induced price rise produces a 1.75% fall in import demand. This is a modeling assumption, not an observed universal rule and not a data-center forecast. Use it as a documented external sensitivity only if its assumptions fit the project; otherwise set project-specific elasticities and explain the basis.
Keep sector statistics in their proper place
The USITC’s Section 301 Tariffs summary reports an agency estimate that computer-equipment duties reduced imports by 5%, increased U.S. prices by 0.8% and increased U.S. production value by 1.2%. The surfaced summary does not state the estimate’s year. These are retrospective sector results, not a current tariff forecast or an estimate of what will happen to a particular data center. Use them for context or a bounded sensitivity, never as the project’s answer.

Build an export-control scenario tree rather than a tariff percentage
Start with transaction-specific facts
For every potentially controlled item or service, record:
- Regulatory classification and technical characteristics.
- Exporting and reexporting countries, destination and routing.
- End user, ownership chain and ultimate parent.
- Intended end use and any customer or government connection.
- Available license, exception or authorization basis.
- Required screening, recordkeeping, reporting and security controls.
- Shipment, installation and support consequences if authorization is delayed or unavailable.
Current Bureau of Industry and Security guidance, accessed October 13, 2026, flags licensing requirements for certain advanced-computing exports to entities headquartered in Country Group D:5 or Macau. The guidance can also reach an entity’s ultimate parent in those locations even when the operating entity is elsewhere. Apply the current rule to the actual ownership, item and end-use facts; do not treat a corporate name or sales territory as a complete analysis.
Use explicit branches
- No control or authorization not required: retain the normal procurement and delivery assumptions, subject to ordinary compliance checks.
- License required and obtainable within the planned window: add application effort, conditions, screening and any security obligations, with a schedule buffer supported by the responsible compliance team.
- License required but timing uncertain: model a shipment hold and commissioning delay across a range of days or months chosen by the project team; do not assign a probability unless the sponsor has a defensible basis.
- License denied or item unavailable: model an alternate item, alternate supplier, alternate site or reduced initial capacity, including requalification and integration work.
- Customer or end-user path blocked: model lost, delayed or restructured revenue rather than converting the event into a duty rate.
The economic consequence may be an alternate equipment premium, compliance and security cost, held inventory, delayed commissioning, reduced usable capacity or an unavailable customer. Each belongs in a different line of the model.
Evaluate Data Center VEU only when the facts fit
The Data Center Validated End User framework is an authorization path, not a blanket exemption. BIS describes interagency review and security and compliance conditions. Alan F. Estevez, then Under Secretary of Commerce for Industry and Security, said on September 30, 2024: “BIS is committed to facilitating international AI development while mitigating risks to U.S. and global security,” in announcing the framework.
For a project that may rely on VEU, model:
- Eligibility facts, including ownership, location, intended use and the specific controlled items.
- Application and interagency-review timing.
- Required physical, cyber, personnel and reporting controls.
- Recurring compliance staffing, audit and monitoring cost.
- Conditions that could restrict expansion, transfer or customer use.
- The downside if authorization is delayed, conditioned or not granted.
Do not assume that a project qualifies or that approval will arrive before a purchase order, financing close or commissioning milestone. Verify current amendments and conditions at the decision date.
Use a minimum set of scenario cases
Each case should specify the measure, affected line or origin, destination, effective date and duration, duty or authorization treatment, mitigation, residual risk and the decision owner. Probabilities belong only where the sponsor can defend them; otherwise present cases without pretending to forecast likelihood.

| Case | Policy event | Model mechanics | Primary decision |
|---|---|---|---|
| Baseline | Rules and sourcing currently verified | Use confirmed prices, dates, capacity and financing assumptions | Is the project financeable before policy stress? |
| Targeted tariff | Duty on identified goods, origins or classifications | Apply the verified duty to affected lots; test contractual incidence and exclusions | Can price, sourcing or contingency absorb the landed-cost delta? |
| Broad input-cost shock | Wider supplier, construction or macro cost pressure | Reprice replacement quotes, labor, materials, operating inputs and demand where supported | Does the project remain viable when second-round effects spread? |
| Export-control disruption | License delay, condition, denial or unavailable controlled supplier, with or without a tariff shock | Model alternate equipment or site, qualification time, compliance cost, held shipments, capacity and revenue delay | What mitigation restores the hurdle and by when? |
Add a timing case when procurement straddles a possible effective date. Add a demand case when customers’ economics, financing or deployment plans could weaken. Keep tariff, export-control and demand assumptions independent so management can see which risk drives the result.

Cost and cash flow
Show capex delta by package and procurement lot, operating-cost delta by year, working-capital impact, contingency draw and incremental compliance expense. Identify whether a higher quote is a one-time purchase effect, a recurring operating cost or a temporary cash-flow timing issue.
Schedule and revenue
Convert each supplier or licensing assumption into an installation and commissioning range. Then shift the revenue start date according to the project’s contractual definition of availability. Show utilization ramp, customer acceptance and any liquidated damages or replacement revenue separately; do not hide a delay inside a generic contingency percentage.
Financing resilience
Recalculate debt draw timing, interest during construction, minimum liquidity, covenant headroom and required equity. A project can survive a higher equipment price but fail when the same event also delays revenue and extends interest accrual. Report the largest cash requirement and the date it occurs.
Return metrics
Use the sponsor’s established metric—such as the project’s approved IRR, NPV, payback or coverage measure—and keep the definition unchanged across cases. Show the change from baseline, the assumption causing it and the mitigation that returns the metric to the hurdle. Do not substitute an unfamiliar metric simply because it produces a more favorable result.

Stress supplier substitution and qualification realistically
Short-run flexibility
The BIS tariff simulation constrains firms to changing purchase quantities among existing suppliers in the short run. That is a useful warning for data centers with approved-vendor lists, long-lead transformers, switchgear, cooling systems, networking equipment or controlled accelerators. A nominally cheaper substitute may not be usable before the commissioning date.
Best Value
Longer-run flexibility
Longer-run analysis can allow new sourcing relationships, but add supplier audits, technical validation, firmware or interoperability testing, security review, factory capacity, tooling, shipping and site requalification. Model these as dated activities with dependencies, not as an immediate percentage reduction.
Compare real options
| Option | Landed cost and tariff exposure | Export-control eligibility | Qualification and delivery | Scale, performance and operating cost | Compliance and return effect |
|---|---|---|---|---|---|
| Existing approved supplier | Use verified origin, classification and contract pass-through | Check item, ownership, end use and authorization | Usually the shortest validated path; confirm capacity | Use contracted performance and power assumptions | Lower change risk, but may retain policy exposure |
| New supplier or origin | Recalculate origin, classification, freight and duty | Re-screen the entity and ownership chain | Add qualification, audit and lead-time risk | Validate interoperability, efficiency and warranty support | May reduce exposure while increasing schedule and execution risk |
| Alternate equipment or site | Rebuild the package-level landed-cost model | Reassess technical status, destination and end use | Include redesign, permitting, integration and commissioning effects | Recalculate usable capacity, performance and operating cost | Can preserve delivery but change financing and customer economics |
| Authorization path such as VEU | Not a tariff assumption; include application and control cost | Conditional on current eligibility and approval | Include review and implementation timing | Check restrictions on expansion and use | Model compliance burden and the consequence of non-approval |
There is no universally best option. Rank alternatives using the project’s actual prices, dates, technical requirements, customer commitments and regulatory facts.
Produce a decision-ready output pack
A lender, investment committee or board should be able to trace every headline result back to a line item or documented assumption. Include:

Verification and governance checkpoints
Before procurement
- Have customs specialists verify classifications, origin rules, valuation and applicable measures for each material lot.
- Have export-control counsel or a qualified compliance team determine item status, ownership, end user, end use and authorization path.
- Obtain written supplier statements for manufacturing site, component origin, lead time and capacity.
- Insert change-in-law, tariff-adjustment, delay, substitution and termination rights where commercially possible.
At financial close
- Refresh effective dates and rules for the actual jurisdiction and planned entry dates.
- Reconcile the procurement schedule with debt draw, contingency and minimum-liquidity requirements.
- Document which scenario is the underwriting case and which are sensitivities.
During execution
- Monitor classification rulings, guidance changes, supplier ownership changes and licensing status.
- Reforecast lots that move across an effective date or change manufacturing origin.
- Escalate any shipment hold before it consumes the schedule float.
- Re-run revenue and financing outputs when a qualification or authorization milestone slips.
Common modeling failures and their fixes
| Failure | Why it fails | Fix |
|---|---|---|
| Applying one country-wide tariff percentage to total capex | Projects contain many classifications, origins, contracts and dates | Map exposure at the lot and entry level |
| Using a product label as the tariff classification | Legal treatment follows the applicable tariff line and facts | Obtain a documented classification review |
| Putting export controls in the tariff line | Authorization risk causes different costs and schedule outcomes | Use a separate scenario tree for licensing, denial and alternatives |
| Assuming a new supplier is immediately available | Qualification, capacity and security review can exceed schedule float | Model dated qualification tasks and residual risk |
| Using a national average as the project forecast | The project’s sourcing mix and contracts may differ materially | Use macro evidence only as a bounded sensitivity |
| Inventing probabilities | Policy outcomes and license timing may not have a defensible frequency basis | Present unweighted cases or document the sponsor’s basis |
| Ignoring the revenue-start definition | A commissioning delay has different value under different acceptance terms | Link schedule milestones to the contractual revenue trigger |
| Leaving assumptions undated | Rules and guidance can change before delivery | Timestamp every verification and set a refresh owner |
What cannot be concluded without project facts
Public agency studies do not establish this project’s applicable HTSUS rates, country-of-origin determination, exclusions, export classification, license outcome, supplier lead times or return impact. The USITC methods paper is dated 2020, and the BIS tariff simulation reflects announcements available through August 25, 2025. Current BIS guidance and any Data Center VEU conditions must be checked for the transaction and decision date. Until the project supplies its location, bill of materials, origins, classifications, ownership and end-user facts, a precise percentage impact would be false precision.
Bottom line
The strongest stress test is a traceable chain from policy fact to affected lot, contract, supplier action, schedule milestone, cash requirement and return metric. Separate direct tariffs from second-round cost and demand effects. Treat export controls as conditional authorization and disruption branches, not as another duty rate. Compare existing suppliers, new sourcing, alternate equipment, alternate sites and authorization paths on cost, eligibility, qualification time, scale, compliance burden and commissioning impact. Refresh the analysis whenever classifications, ownership, guidance, procurement dates or supplier commitments change.
