How to Stream Prerecorded Videos to YouTube From an Oracle Cloud Free Tier VM

Yes. Run an encoder on an Oracle Cloud Infrastructure (OCI) virtual machine, connect it to a YouTube Live event with that event’s ingest URL and stream key, then start the encoder and confirm the incoming preview in YouTube Live Control Room. OCI’s Always Free allowances do not guarantee that a particular VM can encode your video smoothly, so test the actual file and settings in a private or unlisted event before broadcasting publicly.

Before you begin

  • A YouTube channel eligible for live streaming, plus a private or unlisted test event.
  • An OCI VM in your tenancy’s home region. Oracle’s Always Free documentation lists an A1 allowance of 1,500 OCPU-hours and 9,000 GB-hours per month—equivalent, for Always Free tenancies, to 2 OCPUs and 12 GB of memory—and 10 TB of outbound data transfer per month. These are resource and transfer allowances, not a guarantee of continuous throughput or video-encoding performance. Oracle Always Free Resources
  • A recorded video file accessible to the VM and an encoder installed for the VM’s operating system and architecture.
  • The YouTube event’s server URL and stream key. Keep the key private: YouTube describes stream keys as password-like credentials. Do not put it in screenshots, public documentation, shared shell history, or logs.

1. Confirm YouTube live-stream eligibility

YouTube says a channel must be verified and have had no live-streaming restrictions in the previous 90 days. Its general eligibility guidance also says broadcasters must be at least 16 years old. Confirm that live streaming is enabled on the channel before spending time configuring the VM. See YouTube’s live-streaming enablement guidance for current requirements and setup details.

2. Create or schedule a YouTube Live event

  1. Open YouTube Studio and go to Live Control Room.
  2. Create or select an event, then set its title, visibility, and schedule as needed. Choose private or unlisted for your first test.
  3. In the event’s encoder setup, copy the server URL and stream key. Use the credentials for this event and treat the key as a password.

YouTube’s encoder instructions explain how to connect an encoder to an event: Set up your encoder for live streaming.

3. Check the VM’s region and allowance

Oracle says Always Free A1 instances must be provisioned in the tenancy’s home region. Its published monthly allowance is 1,500 OCPU-hours and 9,000 GB-hours, equivalent to 2 OCPUs and 12 GB of memory for Always Free tenancies. The same documentation lists 10 TB per month of outbound data transfer. That transfer amount is a monthly volume allowance, not a promised upload rate; it cannot tell you whether the VM has enough CPU for your chosen encode or enough available network capacity for an uninterrupted stream. Read Oracle’s Always Free resource details before creating the instance.

If VM creation reports “out of host capacity,” Oracle identifies temporary host-capacity shortages as a possible cause. Confirm the home region and try again later or use another availability domain if one is offered for that shape and region. Oracle’s guidance is at Always Free resources and capacity.

4. Choose an output profile YouTube supports

Select a resolution and frame rate that the VM can encode reliably, rather than assuming that the maximum setting is best. YouTube recommends RTMPS, a secure extension of RTMP. Its current encoder guidance lists H.264, H.265/HEVC, and AV1 video, AAC or MP3 audio, constant bitrate encoding, and a recommended two-second keyframe interval (no more than four seconds). Consult the current YouTube encoder settings for the complete settings and bitrate table.

For scale, YouTube lists a 4 Mbps minimum and 10 Mbps recommended bitrate for 1080p at 30 fps, and 4 Mbps minimum and 12 Mbps recommended for 1080p at 60 fps. These are YouTube’s encoder targets, not measurements of what an OCI free-tier VM can encode or upload. The total stream bitrate includes video and audio, and YouTube advises that it remain below available upload bandwidth. A lower resolution, frame rate, or bitrate may be a better first test if the stream stutters.

Encoding workload depends on the video, chosen codec, encoder implementation, and settings. The available OCI allowance does not establish a required CPU-core count or guarantee a particular preset will work. There is no universal free-tier profile that can be promised to perform well: test the intended file and settings on the actual VM.

5. Install and configure an encoder on the VM

Install an encoder that supports your VM’s operating system and architecture and can send the chosen codec and settings to YouTube over RTMPS. The exact installation steps and interface depend on the OS and encoder build. Configure the video file as the source, choose the output profile you selected from YouTube’s guidance, and enter the event’s server URL and stream key in the encoder’s streaming destination settings.

No single FFmpeg command or encoder build is established here as validated for every OCI image, architecture, source file, and codec. If you choose a command-line encoder, verify its options against the installed build and test it with your actual file. Avoid placing the stream key directly in a command that may be saved to shell history or exposed in process listings or logs; use a private configuration or credential mechanism supported by the encoder, and restrict access to it.

  • Login the encoder webpage, you can setup the parameters. You can add static text or scroll text or logo or time to the output video stream to customize your output displayed video.

6. Test privately, then go live

  1. Start the encoder against the private or unlisted event and wait for YouTube Live Control Room to show an incoming preview.
  2. Check that video plays smoothly and audio is present and synchronized. Monitor the encoder and YouTube status rather than assuming a successful connection means the encode is stable.
  3. If the preview stutters or drops, reduce the output target and test again. Check both the VM’s encoding load and whether available upload bandwidth exceeds the total stream bitrate.
  4. Once the test is stable, create or select the intended public or scheduled event, confirm its visibility and details, and connect the encoder using that event’s URL and key.
  5. For a scheduled encoder stream, YouTube instructs broadcasters to wait for the preview and then go live in Live Control Room. At the end, end the event in YouTube and stop the encoder from sending output.

Copyright, looping, and monetization considerations

Streaming a prerecorded file does not change who owns its music, footage, or other material. Use content you own or have permission to broadcast, and check YouTube’s current copyright and monetization rules for the specific material and format. The official encoder workflow does not establish that every repetitive or looping broadcast is permitted, or that a particular loop qualifies for monetization. Do not assume that a successful technical connection resolves rights or policy questions.

The OCI VM will not provision

Check that the instance is being created in the tenancy’s home region and review the shape and availability-domain choices. An “out of host capacity” message can reflect temporary capacity limits; retry later or choose another offered domain where supported.

YouTube does not receive a preview

Check that the encoder is using the server URL and stream key for the selected event, that the key has not been mistyped or replaced, and that the encoder is actually sending output. Keep the key private; if it has been exposed, replace or rotate it through YouTube’s event controls and update the encoder configuration.

The preview stutters or the stream drops

Reduce resolution, frame rate, or bitrate and test again. Confirm that the total bitrate is below measured available upload bandwidth, and inspect the VM’s resource use during encoding. Oracle’s monthly 10 TB transfer allowance does not guarantee the throughput needed for a particular stream.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The event is not public at the expected time

Check its visibility and schedule in Live Control Room, confirm the preview is arriving, and use YouTube’s go-live control when required for a scheduled encoder stream. Stop the encoder only after the event has ended.

Or let it run in the cloud
