How to Stream an Indian Community FM Station’s Online Feed to YouTube

To stream an Indian community FM station’s online feed on YouTube, create a live event in YouTube Studio, send the station audio through an encoder using YouTube’s server URL and stream key, and include a video image such as a station slate. Check permissions for the online simulcast and any archive before broadcasting: terrestrial broadcast rights do not automatically establish that a YouTube transmission is covered.

Before you stream: confirm the rights and permissions

Check three separate things before configuring the stream: whether the station may retransmit its broadcast feed online, whether the music and programmes are cleared for a YouTube live transmission, and whether a saved YouTube archive is permitted. YouTube’s livestream terms place responsibility on the provider to have the necessary rights for worldwide exploitation on Google services, including music licensing rights, and to meet applicable requirements in the territory where the stream is available. Read YouTube’s livestream terms.

Indian copyright law recognizes a broadcasting organisation’s broadcast reproduction right. That is a distinct issue from whether the station’s existing permissions cover a concurrent YouTube stream. The official materials cited here do not settle that station-specific question, so confirm the position with the Ministry of Information and Broadcasting (MIB), the Wireless Planning and Coordination Wing (WPC), or qualified Indian broadcast counsel before going live. See Chapter VIII of India’s Copyright Act, 1957.

MIB’s revised Community Radio Station policy guidelines are dated 13 February 2024. The Ministry says content broadcast on private FM radio and Community Radio Stations is governed by GOPA guidelines and the AIR Broadcast Code. This policy context does not by itself establish that those permissions cover a YouTube simulcast. MIB’s revised policy guidelines and its Broadcasting Wing information are useful starting points. The Ministry also lists 2026–31 scheme implementation guidelines, dated 28 July 2026; those concern the scheme and do not answer the technical setup or determine simulcast permissions.

Make a permissions checklist

  • Authority to retransmit the station’s output online.
  • Music and programme rights for the YouTube live stream.
  • Rights to retain or make available the YouTube archive.
  • Any additional station-specific Indian permissions for a concurrent YouTube transmission.

What you need for the YouTube stream

YouTube’s encoder workflow requires a stream server URL and stream key. An encoder sends the outgoing live feed to YouTube; the station’s existing online audio feed is routed into the encoder’s audio input. You must also provide video, even if the station’s programme is audio-only. A station logo, programme slate, or other suitable visual can accompany the audio.

You do not necessarily need an FM tuner, a new audio interface, or a particular computer. Those are conditional on the station’s existing signal path and equipment. If you already have an online feed, start from that feed; the exact routing steps depend on its format and the encoder you choose. YouTube supports both encoder software and hardware, and does not prescribe one specific encoder for this workflow. Its setup instructions are in Create a YouTube live stream with an encoder.

Set up the encoder and go live

  1. Enable live streaming early. In YouTube Studio, select Create → Go Live, then open the Stream tab in Live Control Room. YouTube says first-time live streaming can take up to 24 hours to become available, so enable the feature and test well before the planned broadcast. Follow YouTube’s encoder setup guide.
  2. Create or schedule the event. In Live Control Room, enter the title, visibility, and schedule. Copy the server URL and stream key. Treat the key like a password: it is the credential the encoder uses to send the feed to your YouTube channel. Do not share it publicly.
  3. Configure the encoder destination. Choose YouTube as the destination if your encoder offers it. Otherwise, paste the YouTube server URL and stream key into the encoder’s stream settings.
  4. Route the station feed and add a visual. Send the existing online feed to the encoder’s audio input. Add a station slate, programme graphic, or other video source, then check that the visual is appropriate for the entire time it may be displayed. Audio-only content still needs a video presentation for this workflow.
  5. Set audio and connection parameters. For RTMP/RTMPS, YouTube lists AAC or MP3 audio and recommends 128 Kbps for stereo. YouTube recommends RTMPS for secure ingestion. Choose an outgoing bitrate that the station’s upload connection can sustain consistently; the audio recommendation does not determine the video bitrate. Consult YouTube’s encoder settings, bitrates, and resolutions for the applicable video settings.
  6. Test and preview. Test the complete path using audio and video similar to the planned broadcast. Check the Live Control Room preview, confirm the event is reachable from the channel or watch page, and test it on a mobile device. Listen for clean audio, check that the image is correct, and review the platform’s stream-health indicators.
  7. Start sending and go live. Start the encoder. For a scheduled workflow, wait for the preview to appear and select Go Live in Live Control Room when required. Keep an operator available to monitor sound and platform warnings throughout the transmission.
  8. End the stream and verify the archive. Stop the broadcast through Live Control Room and stop the encoder’s outgoing stream as appropriate. YouTube’s encoder article says streams under 12 hours are automatically archived. Check the event’s archive settings and confirm archive rights rather than assuming a saved copy is cleared.

Prevent and handle copyright interruptions

YouTube scans live streams for third-party content, including another live broadcast. If it detects a match, it may show a placeholder, issue a warning, interrupt or terminate the stream, and in some cases apply a copyright strike. A station’s licence does not necessarily prevent an automated interruption: YouTube says a rights holder may need to add the channel to its Content ID allowlist even when the use is licensed. Review YouTube’s guidance on copyright issues with live streams.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • If YouTube warns or interrupts the stream: check YouTube Studio for the identified content and any warning or strike, then resolve the issue with the relevant rights holder. If the material is licensed, ask whether the channel must be added to the rights holder’s Content ID allowlist.
  • If the event has no preview: check that the encoder is sending to the correct server URL and that the stream key belongs to the intended event. Confirm the encoder is actually sending and that the channel’s live streaming has been enabled.
  • If there is no sound: check the encoder’s selected audio input and confirm that the online feed reaches it. Listen to the preview before going live.
  • If audio cuts out or becomes unstable: inspect the feed-to-encoder routing and the stability of the upload connection. Keep the outgoing bitrate within what that connection can sustain.
  • If viewers see the wrong or frozen image: check the selected video source and slate in the encoder, then verify the preview before continuing.
  • If live streaming is unavailable on a new channel: allow time for activation; YouTube says first-time availability can take up to 24 hours.

Software routing or a hardware encoder?

Approach When it fits What to plan for
Software routing into an encoder The station already has an online feed and can route it into encoder software. Configure the feed as the encoder’s audio input, add the visual source, and test the whole route. Exact audio-routing steps depend on the feed format and software.
Hardware encoder or audio interface The station’s existing production setup is better suited to a hardware device or console output. Choose and connect equipment based on the station’s signal path. These are options, not universal requirements.

Either route still needs a YouTube event, its server URL and stream key, appropriate audio and video, rights clearance, and monitoring. The best choice depends on existing equipment and who will operate and recover the stream if something fails.

Or let it run in the cloud

If the station’s goal is to keep a YouTube channel live around the clock using uploaded recordings or a playlist, StreamNeo is a cloud option: upload the recording or build a playlist, add the YouTube stream key once, and go live. It loops the uploaded video from the cloud, so a computer and home connection do not have to stay on. It plays uploaded videos rather than broadcasting a live camera or directly ingesting the station’s live online audio feed, so it is not a substitute for the encoder workflow above when you need to simulcast the current radio feed.

  • Nothing has to stay on at the station or at home; StreamNeo keeps the uploaded video stream running from the cloud.
  • Any uploaded quality up to 4K 60fps streams as made, at one flat price per slot with no re-encode or quality tiers.
  • Automatic recovery is included if YouTube drops the stream.
  • The first day is free, with no card required.

Monthly: $9.99 per month. See StreamNeo for details, or start the free first day.
