A reliable emergency cache is not a pile of cans and bottles. It is a small household inventory with known quantities, safe storage conditions, visible dates, and a rotation habit. Start with water: the Centers for Disease Control and Prevention (CDC) recommends at least 1 gallon per person per day for three days, while encouraging households to work toward two weeks when possible. Keep commercially bottled water sealed until needed; home-filled water requires food-grade containers, sanitation, date labels, and replacement every six months. Then organize food, batteries, medicines, and other supplies so older stock is used first and every item is checked before it becomes unusable.
Set the water target before buying anything
The CDC’s June 27, 2025 guidance uses a simple baseline: store at least 1 gallon of water per person per day for three days. That gallon covers drinking, cooking, brushing teeth, and other basic uses. If space and budget allow, try to build a two-week supply. A household may need more than the baseline when it includes a pregnant person, someone who is ill, pets, or hot-climate conditions.

Calculate the minimum by multiplying the number of people by 3 gallons, then add a separate allowance for pets and any known medical or climate-related needs. Record the target on your inventory sheet. A target turns an emergency kit into something you can audit: you can see how many gallons are present, how many are ready to drink, and how much remains to obtain.

| Water type | Preparation | Storage and rotation | What to check |
|---|---|---|---|
| Unopened commercially bottled water | Leave it in the original sealed container. | Store it as labeled and observe the printed expiration date. | Seal integrity, leaks, damage, and the package date. |
| Water filled at home | Use a food-grade container, wash and sanitize it, fill with clean water, close tightly, and label it. | Keep at 50°F–70°F away from sunlight and toxic substances; replace the water every six months. | Container condition, tight closure, storage date, and whether the six-month replacement is due. |
CDC describes unopened commercially bottled water as “the safest and most reliable source of water in an emergency.” Do not apply the home-filled six-month replacement instruction to every bottled product, and do not treat a printed bottle date as interchangeable with a home-storage date. They are different products managed by different instructions.

Prepare and store home-filled water correctly
Choose a suitable container
Use an FDA-approved food-grade container intended for water or food contact. If the labeling is unclear, ask the manufacturer whether the material is food-grade. The container should close tightly, be durable and unbreakable rather than glass, and preferably have a narrow opening that limits contamination while allowing controlled pouring. Capacity and carrying convenience are practical considerations: a large vessel may reduce the number of containers, while smaller vessels are easier for one person to lift. Neither capacity nor portability is a CDC performance rating.
Never reuse a container that held pesticides, gasoline, bleach, solvents, or another toxic chemical. Washing cannot make a chemically contaminated container appropriate for drinking water. Keep the container dedicated to water once it has been prepared.
Wash, sanitize, fill, and label
- Wash the container with soap and rinse it thoroughly.
- Mix the CDC sanitizing solution: 1 teaspoon of unscented liquid household chlorine bleach containing 5%–9% sodium hypochlorite in 1 quart (4 cups) of water.
- Pour the solution into the container, close it, and shake so every interior surface is wetted.
- Wait at least 30 seconds, empty the solution, and allow the container to air-dry.
- Fill it with clean water and close the lid tightly.
- Label the container “drinking water” and write the storage date on the label.
Use a label that remains legible if the outside gets damp. A useful format is the contents, date filled, planned replacement date, and the household or room where it belongs. Keep a matching entry on an inventory sheet so the container can be found without opening every box.

Place it for safety and access
Store home-filled water in a cool location maintained between 50°F and 70°F, away from direct sunlight. Keep it separate from gasoline, pesticides, cleaning chemicals, and other toxic substances. The area should be accessible in a hurry but not exposed to avoidable heat or physical damage.
When drawing water, do not touch the water or the inside of the container with your hands. If the opening requires a scoop, use a clean scoop each time. Close the container promptly after pouring. This handling rule applies during ordinary use; it does not turn a questionable container or questionable water into a safe source.
Store food according to its package, not a universal six-month rule
FEMA’s “Are You Ready?” kit-maintenance guidance says to keep canned food in a cool, dry place. Put boxed food in tightly closed plastic or metal containers to reduce pest access and help protect shelf life. Package directions and dates govern each product. FEMA also advises dating stored containers, changing stored food and water supplies every six months, and reviewing household needs every year. The six-month maintenance interval is a kit-management recommendation, not a claim that every packaged food expires after six months.

Inspect cans and packages before they enter rotation
- Discard cans that are swollen, severely dented, or corroded.
- Do not use a package whose seal is broken, leaking, or otherwise compromised.
- Follow the manufacturer’s storage directions and date information for each item.
- Keep foods that require special handling in the conditions stated on their labels.
A date on a package tells you when the manufacturer expects quality or safety conditions to change under specified storage. It does not replace inspection. A can with a concerning shape is not made acceptable by having a distant date, and an intact package still needs to have been stored as directed.
Build a first-in, first-out rotation system
First-in, first-out (FIFO) means the oldest suitable item is placed where it will be used next, while the newest item goes behind it. The method works for canned food, boxed food, bottled drinks, batteries, hygiene supplies, and any other item with a date or limited service life.
Set up the shelf or bin
- Choose one or two clearly identified storage locations that household members can reach quickly.
- Group supplies by type: water, ready-to-eat food, cooking items, lighting and batteries, first aid, medicines, infant supplies, pet supplies, and sanitation.
- Place older stock at the front and newer purchases behind it. Do not bury a near-date item beneath a newly purchased case.
- Keep a simple inventory showing item, quantity, storage location, package date or expiration date, and the next action.
FEMA suggests airtight plastic bags and grouping the kit in one or two easy-to-carry containers, such as an unused trash can, camping backpack, or duffel bag. Those containers improve organization and carrying, but do not assume an ordinary bag or bin is waterproof, fireproof, or temperature-controlled unless its manufacturer provides that specific evidence.
Use ordinary meals to keep stock moving
When an item is still within its package directions and has been stored properly, use it in normal household meals before it reaches its applicable date. Replace the quantity immediately after use. This makes rotation part of grocery shopping rather than an occasional emergency project. If a product is nearing its date but is not appropriate for routine meals, follow the package guidance and dispose of it rather than keeping it indefinitely.
Create a checking calendar you will actually follow
CDC kit materials advise checking expiration dates on food, water, and batteries throughout the year. Another CDC fact sheet recommends opening the kit every few months and removing food, beverages, or batteries that will expire. A calendar prevents the six-month water task from becoming the only inspection you perform.

- Open each kit container and compare the contents with the inventory.
- Check food, beverages, and batteries for dates that are approaching.
- Look for leaking bottles, damaged packaging, corrosion, pests, moisture, or unusual odors.
- Confirm that labels are readable and that household members can locate the kit.
- Move older suitable stock forward and put replacement stock behind it.
Twice-yearly maintenance
Schedule the CDC replacement of home-filled water every six months. At the same time, perform FEMA’s stated six-month changeover for stored food and water supplies, while still following each product’s own directions and date. For example, replace a home-filled container that has reached six months, but do not infer that an unopened commercial bottle has the same interval.

Yearly household review
Once a year, reconsider what the household needs. A new baby, a pet, a medical diagnosis, a move to a hotter climate, a change in household size, or a change in mobility can alter quantities and container choices. Remove items no longer relevant and add what the current household would actually use.
Tailor the kit to people, pets, and medical needs
A generic checklist cannot determine every household’s safe quantity. CDC emergency-kit material specifically calls out children, pets, and special medical needs. Keep supplies for those needs with the main kit or in a clearly marked companion container, and include the amount, storage direction, and replacement trigger for each item.
Infants and children
Follow infant-formula label storage instructions and expiration dates. Check baby food in the kit regularly rather than assuming it will remain usable because the container is unopened. If water is boiled or disinfected for infant feeding, store it in a clean, sanitized container with a tight cover. Keep preparation instructions with the supplies so another caregiver can follow them under stress.

Medicines, test strips, refrigerated products, oxygen equipment, and other specialized items may have product-specific temperature, humidity, light, or replacement requirements. Follow the directions for the particular product. The guidance cited here does not establish one rotation interval that applies to all medications, so do not substitute the food-and-water six-month schedule for a medicine’s own instructions.
Pets and mobility needs
Include water and food for each pet, along with any required medication and a suitable feeding or cleaning item. Place heavy containers where the person expected to carry them can safely reach them. If one container would be too heavy, divide the supply into smaller vessels while preserving the labels and inventory record.
Compare containers by the job they must do
Before buying a storage container, evaluate the characteristics that affect safe use. CDC supports food-grade status, a tight closure, durability, an unbreakable design, and a preferably narrow pouring opening. The remaining questions below are practical decision criteria rather than CDC-tested performance claims.

| Question | Why it matters | What to verify |
|---|---|---|
| Is it food-grade and intended for water contact? | Materials used for toxic chemicals are not appropriate for drinking water. | Food-contact statement or confirmation from the manufacturer. |
| Does it close tightly? | A secure closure limits spills and outside contamination. | Lid design, gasket condition, and instructions for closing. |
| Is it durable and unbreakable? | Emergency handling can involve moving and stacking containers. | Construction and care instructions; do not assume impact resistance beyond stated claims. |
| Is the opening practical? | A narrower opening can make pouring and contamination control easier. | Whether the intended user can fill, clean, and pour without touching the water. |
| Can the household move it safely? | Water is heavy, and a container that cannot be carried may be inaccessible. | Capacity, filled weight, handles, and a realistic carrying plan. |
| Are care instructions clear? | Cleaning and replacement depend on knowing what the maker allows. | Written cleaning, storage, and inspection directions. |
Keep the kit reachable without sacrificing safe storage
FEMA and CDC both emphasize accessibility and clear labeling. Store supplies where household members can reach them quickly, not in a location that becomes blocked by ordinary household storage. Keep a small written map or inventory at the storage area if the kit is divided between rooms.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Use one or two carryable containers for items that must leave with the household, while keeping heavier water reserves in stable locations where they will not fall or block exits. Separate frequently rotated food from rarely used specialty items so a routine grocery trip does not require unpacking the entire emergency kit.
Separate routine rotation from post-disaster food safety
Expiration checks answer whether a package is within its stated date and has been stored correctly. They do not answer whether the package was contaminated during a flood or storm. CDC warns that food that may have contacted floodwater or stormwater may be unsafe. When you are uncertain whether food is safe after an emergency, throw it away.
Do not put a flood-exposed package back into the FIFO line simply because its printed date has not passed. Treat possible contamination as a separate safety decision, isolate the item from clean supplies, and follow public-health instructions for disposal and cleanup.
