How to Stop Unexpected International Roaming Charges on Your Phone

The safest way to prevent international roaming charges is to disable roaming on your home line before departure, then use trusted Wi‑Fi, a local SIM/eSIM, a travel plan, or a portable Wi‑Fi router for connectivity. Also ask your carrier about destination coverage, partner networks, voice, SMS, voicemail and data rates, fair-use rules, spending caps and alerts. A phone can create charges even when you are not actively browsing: background updates, weak Wi‑Fi fallback, incoming calls, MMS, voicemail and aircraft or ship networks all matter.

Keep the home line active only for services you understand and deliberately select the line used for cellular data. The exact protections depend on your country, carrier, destination and plan.

Why roaming bills become unexpectedly high

International roaming starts when your phone uses a foreign mobile network through an agreement between your carrier and that network. The charge may be based on data volume, individual calls or messages, a daily pass, a monthly allowance or overage after an allowance is exhausted. Two people in the same country can therefore receive very different bills.

Wi‑Fi does not always prevent cellular use

A weak or interrupted Wi‑Fi connection can cause a phone to fall back to cellular data. Automatic app downloads, cloud synchronization, email fetching, video previews, podcasts, photo backup, software updates and hotspot traffic can consume data without a deliberate web search. The Office of the Communications Authority (OFCA) specifically warns about Wi‑Fi-to-mobile switching and background consumption.

Calls, messages and voicemail are separate risks

Data roaming controls do not necessarily block voice calls, SMS, MMS or voicemail. Receiving a call can be chargeable, as can calling voicemail or sending a picture message. Some customer-service, airline, insurance and other value-added numbers cost more while roaming. Check those rates separately rather than assuming a data pass covers them.

Planes, ships and borders need special attention

A handset can connect to an aircraft or ship’s satellite or other non-terrestrial network. European Commission guidance says these networks are outside the European Union’s “Roam Like at Home” rules and can carry high surcharges. Crossing a land border can also move the phone onto a different serving network and tariff. A welcome text may explain the new terms, but it is not a substitute for checking your plan.

Before you leave: the no-surprise checklist

  1. Ask the carrier for destination-specific terms. Confirm whether service is available, which partner networks are supported, whether billing is daily, monthly or usage-based, and the prices for outgoing and incoming calls, SMS, MMS, voicemail and data. Ask about fair-use limits, pass expiry, hotspot rules, spending ceilings and usage alerts. OFCA recommends making these checks before departure.
  2. Turn off data roaming on the home line. On an iPhone, open Settings > Cellular (or Mobile Data) > Cellular Data Options, then switch Data Roaming off. On a dual-SIM iPhone, select the home number first; changing the other line will not protect it.
  3. Decide which line supplies data. If you install a travel SIM or eSIM, select it under the phone’s cellular-data setting. Disable automatic data switching unless your carrier has confirmed that the home line cannot take over when the travel line is unavailable.
  4. Stop background consumption. Turn off automatic app and operating-system updates, video autoplay, automatic podcast downloads, frequent email fetching and unnecessary personal-hotspot use. Settings names differ by phone, so check each app that can download over mobile data.
  5. Download essentials while on trusted Wi‑Fi. Save offline maps, boarding passes, translation packs, reservations and entertainment. Offline availability and update behavior vary by app, so open the downloaded material once before leaving.
  6. Set a carrier cap and alerts. Request a spending ceiling and threshold notifications. A phone’s local data counter is useful for diagnosis, but only the carrier can stop billing at the network account level.
  7. Prepare for aircraft, ships and border crossings. Use flight mode before takeoff and keep it on until the aircraft door is open and you are on a permitted terrestrial network. On a ship, leave cellular service off unless you have verified the maritime tariff. Near a border, select a permitted network manually if your carrier and phone support that option.

Phone settings that block roaming

iPhone

Apple’s documented path is Settings > Cellular (or Mobile Data) > Cellular Data Options > Data Roaming off. On a dual-SIM device, tap the number you want to change before opening Cellular Data Options. For the strongest data block, switch Cellular Data off entirely; data services will then work through Wi‑Fi only.

Low Data Mode can reduce background activity and automatic updates when you are away from Wi‑Fi, but it is not a substitute for turning roaming off. Review Settings > Cellular to see which apps are allowed to use mobile data and disable any that do not need it. Also check whether Allow Cellular Data Switching is enabled when two lines are installed.

Android and other phones

Labels vary by manufacturer, Android release and carrier. Look under Settings > Network & internet, Connections, Mobile network, SIMs or Cellular for Data roaming. Turn it off for the home SIM, then review settings for automatic data switching, background data, app updates and hotspot/tethering.

After changing settings, restart the phone or toggle flight mode briefly and verify that the home line still shows roaming disabled. A software update or SIM replacement can restore defaults, so recheck after either event.

Understand the billing model before you travel

Do not assume a roaming “pass” means every service is included. Ask whether the fee covers a calendar day, a rolling 24-hour period, a billing month or a fixed amount of data. Confirm what happens when the allowance runs out, whether unused data expires, and whether a pass starts when the phone first registers or only when data is used.

Fair-use limits can apply even to plans marketed as unlimited. Ask when the carrier measures usage, whether hotspot traffic counts separately, and whether the destination uses a partner network with different terms. Get the answer in writing through the carrier app, email or a saved chat transcript so you can compare it with the eventual bill.

Ask specifically about incoming calls, outgoing calls, SMS, picture messages, voicemail retrieval and value-added numbers. A data-only travel eSIM will not necessarily cover those services, while keeping the home line active may expose you to their roaming rates. If you need your normal number for verification texts, ask whether the line can remain enabled for SMS while cellular data is assigned elsewhere.

Choose a connectivity method

Option Cost predictability Home number available? Multiple devices Checks before purchase or use
Carrier international plan High when the fee and allowance are fixed Usually yes Usually one phone; hotspot rules vary Destination, partner network, fair-use limit and overage terms
Local physical SIM Often high Only with dual-SIM or by swapping cards Hotspot depends on the local plan Unlocked phone, local number, coverage and identity requirements
Travel eSIM Often high Can remain active for SMS if configured carefully Hotspot depends on the provider eSIM support, unlocked phone, destination coverage and activation timing
Portable Wi‑Fi router Fixed rental or purchase plus a data plan Yes Designed to share with several devices Battery life, return terms, coverage, security and fair-use policy
Wi‑Fi only or flight mode Highest cost control No cellular calls or SMS while offline Several devices can share Wi‑Fi Wi‑Fi availability and a way to contact emergency services

The Canadian Radio-television and Telecommunications Commission (CRTC) identifies a local SIM, digital SIM/eSIM or prepaid plan as ways to avoid roaming charges altogether. OFCA describes a Wi‑Fi router as a practical choice when several people or devices need one connection. A carrier plan is simpler when you need your normal number and carrier support, but read the overage language rather than relying on the word “unlimited.”

Using a travel SIM or eSIM without leaking data to the home line

  1. Confirm that the phone is unlocked and supports the destination’s network bands and eSIM technology.
  2. Install the travel profile while connected to Wi‑Fi, following the provider’s activation instructions.
  3. Label the lines clearly, such as “Home” and “Travel.”
  4. Set the travel line as the cellular-data line.
  5. Turn off automatic data switching.
  6. Set the home line’s data roaming off. Keep the line enabled for SMS only if you accept any possible voice, voicemail or messaging charges.
  7. Test a data connection with Wi‑Fi disabled while still at home, then restore Wi‑Fi until departure.

Some eSIM plans are data-only, so ordinary calls and SMS may require an internet calling service or your home line. Confirm whether tethering is included before connecting a laptop or another phone.

What airplane mode does—and does not do

Airplane mode disables the phone’s radio connections initially, including cellular service. You can usually turn Wi‑Fi back on manually while leaving cellular radios off. That combination prevents ordinary roaming while allowing airport or hotel Wi‑Fi.

Airplane mode is not a billing guarantee if you later re-enable cellular service, and it does not prevent charges already generated before activation. On a plane or ship, never assume a visible signal is a normal terrestrial network. Keep cellular service disabled unless you have checked the onboard tariff and intentionally accepted it.

Country-specific safeguards

Regulatory protections are not global. They apply according to the customer’s jurisdiction and sometimes the plan’s eligibility.

  • Canada: The CRTC says the Wireless Code prevents a provider from charging more than $100 for roaming in one billing cycle unless the customer explicitly agrees to pay more. This is a Canadian rule, not a universal international limit.
  • European Union: European Commission guidance says data roaming can stop automatically at €50 in additional charges, or another predefined limit, unless the customer changes the setting. “Roam Like at Home” does not cover aircraft and ship non-terrestrial networks, and fair-use conditions can still apply.
  • India: Telecom Regulatory Authority of India guidance says international mobile roaming is inactive by default and is activated only at the consumer’s request. It describes alerts at 50%, 75% and 100% usage thresholds.

These figures are jurisdiction-specific safeguards, not promises that every traveler will receive the same cap or alert. Ask your own carrier which rule applies to your account and destination.

If a roaming charge appears

  1. Preserve evidence immediately. Screenshot the phone’s cellular-data and roaming screens, save the carrier’s welcome or usage messages, and note where and when the phone was located.
  2. Request a detailed network record. Ask the carrier for the timestamp, serving network, data volume, service type and tariff or pass that produced each line item. For calls, request the destination number and duration; for data, request the session times and megabytes.
  3. Compare the record with your settings. Check whether the home line was selected for data, whether automatic switching was enabled, whether Wi‑Fi had dropped, and whether a call, MMS, voicemail retrieval or hotspot session occurred.
  4. Challenge unclear or unintended usage. File a written complaint with the carrier and ask for a correction or goodwill review when the usage was accidental, the disclosure was unclear or a promised cap was not applied. Include dates, screenshots and the exact disputed amounts.
  5. Escalate if necessary. If the carrier refuses to resolve the dispute, contact the responsible national telecom regulator or consumer-protection authority. European Commission guidance specifically recommends contacting the national agency for an unresolved roaming complaint.

Common failure modes and fixes

“I turned off data roaming, but the bill still includes charges.”

Data roaming does not necessarily block voice, SMS, MMS, voicemail or a previous data session. Request the itemized record, then check those services and the time the setting was changed.

“I was on Wi‑Fi the whole time.”

Wi‑Fi may have disconnected briefly, or the phone may have used cellular data for an app, update or backup. Compare the carrier’s timestamps with the phone’s per-app cellular counters and disable automatic data switching.

“My travel eSIM worked, but my home carrier still billed me.”

The home line may have remained the cellular-data line, or automatic switching may have moved data back to it. Set the travel line explicitly, disable switching and turn home-line data roaming off.

“I crossed a border for only a few minutes.”

The serving network can change as soon as the phone registers across the border. Keep roaming disabled near borders or select a permitted network manually, and read any tariff message immediately.

A simple departure and arrival routine

Before departure

  • Record your carrier’s destination rates, pass terms, cap and alert settings.
  • Install and test any local SIM or eSIM.
  • Set the intended data line and disable automatic switching.
  • Turn home-line data roaming off and review app cellular permissions.
  • Download offline travel material.

On arrival

  • Read the carrier welcome message before making calls or enabling data.
  • Confirm the phone is registered on the intended line and network.
  • Check the first data-use entry in your carrier account.
  • Keep cellular service off on planes, ships and other non-terrestrial networks.

Before returning home

  • Restore the home line as the data line only after leaving the foreign network.
  • Turn off or remove the travel profile if you no longer need it.
  • Check for delayed roaming records, since some usage can post after the session ends.

Frequently Asked Questions

Will airplane mode stop international roaming charges?

It disables cellular radios, so it prevents ordinary roaming while it remains enabled. You can turn Wi‑Fi back on manually. It does not erase charges created earlier, and re-enabling cellular service on a plane or ship can connect you to a costly non-terrestrial network.

Can I use an eSIM instead of roaming?

Yes. A local or travel eSIM can provide data without using the home carrier’s roaming service. Confirm that the phone is unlocked, supports eSIM, covers the destination, and allows tethering if needed. Select the eSIM for data, disable automatic data switching, and turn roaming off on the home line.

Why was I charged while connected to Wi‑Fi?

Wi‑Fi may have dropped briefly, allowing cellular fallback, or background updates, backups, email, video, podcasts or hotspot traffic may have used mobile data. Compare carrier timestamps with per-app cellular usage and disable automatic switching.

Does turning off data roaming block calls and texts?

Not necessarily. Voice calls, SMS, MMS, voicemail and value-added numbers can be billed separately. Ask the carrier for each rate and decide whether keeping the home line active for verification texts is worth the possible charges.

What is the safest setting for a phone on a cruise or airplane?

Keep cellular service disabled or use flight mode. Aircraft and ship networks are outside EU Roam Like at Home protections and may have high surcharges. Re-enable service only after checking the onboard tariff and intentionally accepting it.

Is there a universal roaming spending cap?

No. Protections depend on jurisdiction and plan. The CRTC cites a Canadian $100 billing-cycle limit unless the customer agrees to more; EU guidance cites an automatic data stop at €50 of additional charges or another predefined limit; India’s TRAI describes 50%, 75% and 100% alerts.

What should I do if a roaming charge is wrong?

Save screenshots and welcome messages, request the timestamp, serving network, data volume and tariff, then compare those details with your settings. File a written carrier complaint and seek a correction or goodwill review. Escalate to the national telecom or consumer authority if necessary.

The Bottom Line

Before leaving, ask for destination-specific rates and limits, disable data roaming on the correct home line, select your travel data line deliberately, and stop automatic background use. Use a local SIM/eSIM, carrier travel plan, trusted Wi‑Fi or a portable router according to your need for cost control, your home number and multiple-device access. Keep cellular service off on aircraft and ships, monitor the first usage record on arrival, and document every disputed charge.
