Google Ads can appear to optimize for the wrong result for two different reasons: the campaign may be using an unintended conversion-goal setup, or AI Max for Search may be choosing a different landing page through Final URL expansion. Diagnose those tracks separately. First verify the campaign’s selected goals and the primary conversion actions inside them. Then inspect AI Max destination controls, exclusions, landing-page reports, and tracking. Changing a goal will not control a landing page, and turning off URL expansion will not change which conversions bidding uses.
Start by separating the two problems
Before editing anything, decide whether the symptom is in conversion reporting and bidding, the destination URL, or both. The controls live in different parts of Google Ads and have different side effects.

| Symptom | Likely control to inspect | What it changes |
|---|---|---|
| Smart Bidding reports or pursues an unwanted action | Campaign goal selection and conversion-action status | Which conversions enter the campaign’s reporting and bidding signals |
| An ad opens on an unexpected page | AI Max Final URL expansion, URL exclusions, URL inclusions, and the entered final URL | Which page can receive the click |
| Both symptoms occur | Run both diagnostic tracks independently | Prevents a destination change from being mistaken for a goal fix, or vice versa |

Understand the two levels of goal control
Google Ads has account-default conversion goals and campaign-specific conversion goals. Account-default goals generally apply across campaigns. A campaign that uses campaign-specific goals can override those defaults, so changing an account default does not automatically change every campaign’s goal combination.

The conversion actions inside a selected goal also have roles. Google describes it this way: Primary actions are conversion actions that are reported in the ‘Conversions’ column in your reports and used for bidding as long as the standard goal they are part of is used for bidding.
Read the full explanation in Google’s guide to primary and secondary conversion actions.
That qualification matters: marking an action Primary is not enough by itself. The goal containing that action must be selected for the campaign. A primary action in an unselected goal is not the campaign’s bidding target.
Step 1: review the account-default goals and actions
- In Google Ads, open Goals.
- Select Conversions, then Summary.
- Review the account-default goals shown there, such as the business outcome you actually want to generate.
- Open each relevant goal and inspect its conversion actions. Confirm that the desired action is present, its tracking status is healthy, and its role is appropriate.
The current navigation and account-level controls are described in Manage conversion goals from the conversions summary. Record the goal names and actions before changing anything; the record gives you a baseline for later comparison.
Step 2: check whether this campaign uses account-default or campaign-specific goals
- Open the affected campaign.
- Go to the campaign’s Settings and locate its conversion-goal or goals section. In reporting views, use the campaign’s conversion settings to confirm the same choice.
- Determine whether the campaign is using account-default goals or a campaign-specific goal set.
- If it is campaign-specific, inspect that exact list. Do not assume the account summary is the list used for bidding in this campaign.
Campaign-specific settings are an override, not an additional layer that automatically combines with account defaults. See About campaign-specific conversion goals for the scope of that setting.

Step 3: verify the action’s Primary or Secondary role
For the business outcome you want to optimize, check that its conversion action is marked Primary and that the standard goal containing it is selected for the campaign. Primary actions normally appear in the Conversions column and are eligible for bidding when their standard goal is used for bidding. Secondary actions are normally recorded for observation and appear in the All conversions column instead of directing standard bidding.
There is an important custom-goal exception. A Secondary action can still be used for bidding if it is included in a custom goal that the campaign uses. Therefore, inspect custom goals as well as the Primary/Secondary label before concluding that a secondary action cannot influence optimization.
Step 4: check for a goal that looks right but represents the wrong outcome
Names can be misleading. Open the action details and verify what event actually fires: for example, a completed purchase or qualified lead rather than a page view, form start, or other earlier event. Confirm that the value, counting method, attribution and status match the business outcome you intend. If the wrong action is included in the selected goal, changing its label without correcting the goal membership will not fix bidding.
Step 5: change one conversion setting and allow adaptation
Do not simultaneously alter campaign goals, action status, bid strategy and attribution while diagnosing a problem. Make the smallest change that tests your hypothesis, document the previous setting, and monitor the resulting reports. Google notes that bidding models take time to adapt after conversion-configuration changes; a new setting should not be judged as if it stabilized immediately.

Track two: stop AI Max from sending traffic to an unwanted page
What Final URL expansion does
AI Max for Search can use Final URL expansion to replace the final URL you supplied with another relevant page on your site. The selection is based on the search query and inferred intent, so a click may land on a page other than the URL entered in the ad. This destination behavior is separate from conversion-goal selection.
Final URL expansion is part of AI Max’s asset-optimization controls. Google’s descriptions of the feature are available in How AI Max for Search campaigns work and About Final URL expansion in Search.
Requirements and control scope
For a Search campaign using AI Max, review Settings > AI Max > Asset optimization. Final URL expansion requires Text customization to be enabled. AI Max features are controlled at both campaign and ad-group levels, so confirm that you are editing the intended scope.

Choose the destination behavior that fits your need
| Configuration | Reach and automation | Predictability and restrictions | Use it when |
|---|---|---|---|
| Final URL expansion on, with campaign URL exclusions and optional ad-group URL inclusions | AI Max can discover other relevant pages for a query | You can block selected pages at campaign level and guide an ad group toward specified URLs | You want automated page selection but need guardrails |
| Final URL expansion off | No automated discovery of alternate pages | Traffic is restricted to advertiser-provided final URLs; expansion-specific exclusions are no longer the relevant control | Exact destination control is more important than automated page selection |
URL exclusions are campaign-level controls that can prevent selected pages or sections from serving through Final URL expansion. URL inclusions are ad-group controls that help specify which URLs an ad group may use. These controls guide the feature; they do not change conversion goals.
Step 1: confirm whether expansion is active
- Open the affected Search campaign.
- Go to Settings.
- Open AI Max, then Asset optimization.
- Check whether Final URL expansion is enabled and whether Text customization is enabled as required.
- Note the campaign’s entered final URL and any existing URL exclusions or ad-group URL inclusions.
The setup sequence and current labels are covered in Set up AI Max for Search campaigns. If Final URL expansion is off, an unexpected destination must be investigated through the supplied final URL, redirects, tracking templates or another implementation issue rather than through expansion exclusions.
Step 2: exclude pages that must not receive this campaign’s traffic
- In the campaign’s AI Max or URL controls, open the campaign-level URL exclusions section.
- Add the page or site section that should not be selected by Final URL expansion, using the URL pattern and scope requested by the interface.
- Save the exclusion and check that it appears in the campaign’s current settings.
Use exclusions for pages such as out-of-stock information, support content, account areas or other destinations that are unsuitable for this campaign. URL exclusions are relevant only when AI Max and Final URL expansion/Text customization are enabled.
Step 3: use URL inclusions when an ad group needs a narrower set
When an ad group should draw from a defined group of pages, use its ad-group-level URL inclusions. This is different from a campaign exclusion: inclusions guide the eligible URLs for that ad group, while exclusions block pages or sections from expansion across the campaign.
Best Value
Step 4: turn expansion off for strict final-URL control
- Return to Settings > AI Max > Asset optimization.
- Turn off Final URL expansion and save.
- Verify that each ad or asset now uses the advertiser-provided final URL and that any redirects lead to the intended page.
This is the strictest way to prevent AI Max from discovering a different page, but it removes automated page selection. If the campaign depends on expansion to match queries to deeper site content, turning it off trades that reach for predictability.
Step 5: validate tracking before and after expansion changes
Review tracking templates, custom parameters, redirects and analytics tags before enabling expansion. A template that works only with one fixed path may break when Google substitutes another page. Google warns that incompatible templates can produce broken expanded destinations, including 404 errors.
Test the actual click path, not just the URL shown in the ad editor. Confirm that the expanded page loads, preserves required parameters, uses the expected protocol and does not send users through an unintended redirect. If you use a third-party measurement system, verify its template against several valid site paths before allowing more traffic.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Step 6: identify who selected the landing page
- Open the campaign’s reporting views and select the Landing pages report.
- Inspect the destination URL and the Selected by field.
- Look for an indication that AI Max or Final URL expansion selected the page rather than the advertiser-provided final URL.
- Use the Search terms report to compare the query, the selected page and the resulting user journey.
AI Max reporting fields and their interpretation are documented in About reporting in AI Max for Search campaigns. Record the query, destination, selected-by value and tracking result before changing the control; otherwise you may lose the evidence that identifies the cause.
Pinned responsive-search-ad assets need a separate decision
When Final URL expansion selects a more relevant page, pinned responsive search ad text may not be respected if the pinned wording does not match that destination. If fixed pinned assets are essential, Google documents turning off Final URL expansion and, where applicable, URL inclusions. Treat this as a compatibility trade-off: strict message control and automated destination selection may not coexist for every query.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A controlled workflow for diagnosing both symptoms
- Capture the baseline. Record the campaign’s goal scope, selected goals, conversion actions and Primary/Secondary roles. Record the entered final URL, AI Max settings, exclusions, inclusions, tracking template and a sample from Landing pages with its Selected by value.
- Classify the failure. If the unwanted result is a conversion action, stay in the goal track. If it is a page, stay in the destination track. If both differ, treat them as two findings.
- Test the smallest change. Correct goal selection or action role without simultaneously changing the URL controls; or add one destination exclusion/turn off expansion without altering conversion settings.
- Check technical delivery. Test the resulting URL, redirects, templates, parameters and tracking. A correct AI Max choice can still produce bad reporting if the template breaks the page.
- Allow the system to adapt. After conversion changes, give bidding time to adjust. After destination changes, wait for sufficient traffic for landing-page and search-term reports to show the new behavior.
- Compare against the baseline. Check whether the selected goal and actual destination now match the intended business journey. Do not treat these settings alone as a guaranteed performance improvement.
Common situations and the right fix
| What you observe | What to check first | Appropriate response |
|---|---|---|
| A purchase action is Primary, but the campaign reports another outcome | Whether the purchase goal is selected for this campaign, especially if campaign-specific goals are enabled | Select the correct goal or revise the campaign-specific goal set; then allow bidding to adapt |
| A Secondary action appears to influence bidding | Whether it is included in a custom goal used by the campaign | Remove it from the custom goal if it should be observational only, or retain it intentionally |
| The ad editor shows one URL but clicks reach another site page | AI Max > Asset optimization and the Landing pages report’s Selected by field | Add a campaign URL exclusion, use an ad-group URL inclusion, or turn off Final URL expansion |
| An excluded page still receives clicks | Whether Final URL expansion and Text customization are enabled, and whether the exclusion is at campaign scope | Correct the feature state or exclusion scope; exclusions for a disabled expansion feature are not the relevant control |
| Expanded pages return 404 errors or lose tracking | Tracking templates, redirects and dynamic-URL handling | Repair template compatibility and retest several valid paths before continuing expansion |
| Pinned ad copy no longer fits the landing page | Whether expansion selected a different page than the pinned assets were written for | Use exclusions or inclusions to constrain destinations, or disable expansion when fixed pinned assets are essential |
What to document for an account handoff
Keep a short change log containing the campaign name, date, goal scope, selected goals, action roles, AI Max status, URL controls, sample destination URLs, Selected by values and tracking-test results. Include the bid strategy and note when each change was made. This prevents later operators from mistaking a campaign-specific override for an account default or assuming a landing-page change altered conversion optimization.
Use Google’s documentation for the current interface and feature behavior: AI Max for Search campaigns, AI Max setup, Final URL expansion, AI Max reporting, conversion-goal summary, campaign-specific goals and Primary and Secondary actions.
