What to change first
Android can keep a configured VPN running through its Always-on VPN setting. When enabled, Android starts the VPN service when the device boots and attempts to keep it active while the device or a work profile is in use. On Android 7.0 and later, this is the first system setting to check when a VPN repeatedly comes back.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Open Settings.
- Tap Network & internet, then VPN. On some phones, the category or wording differs. Use the Settings search box and enter VPN if you cannot find it.
- Find the VPN that keeps returning and tap its gear, settings icon, or equivalent details button.
- Switch Always-on VPN off.
- Leave Settings, wait a few seconds, and check whether the VPN reconnects. If it does, continue with the VPN app’s own settings rather than repeatedly changing the Android switch.
Google notes that Android may not display an Always-on option when the VPN was set up through an app. In that situation, the app—not the Android VPN entry—is the likely source of the reconnect behavior.

Do not confuse the three VPN controls
Several settings appear together but perform different jobs. Changing the wrong one can leave the VPN reconnecting or can cut off internet access unexpectedly.
| Control | What it does | When to change it |
|---|---|---|
| Always-on VPN | Asks Android to start and maintain the selected VPN service, including after boot or while a work profile is active. | Turn this off when you do not want Android to bring the VPN back automatically. |
| Block connections without VPN | Blocks network traffic that is not using the VPN. If the tunnel fails, normal internet access can stop until the VPN is available again. | Change this only if you deliberately want an internet kill switch. It does not itself mean “connect automatically.” |
| Turn off | Disconnects the VPN now without removing its saved configuration. | Use this for an immediate disconnect when you may want to use the same VPN later. |
| Forget | Removes the saved VPN configuration from Android. | Use this when you no longer want that profile stored on the phone. You will need to configure it again to use it later. |
| App-level auto-connect or reconnect | Lets the VPN app start or restore a connection according to its own rules, such as launching the app or ending a temporary pause. | Check the VPN app when Always-on VPN is already off or is not available. |
Turn off Android’s Always-on VPN
Use the normal Settings path
The most common path is Settings > Network & internet > VPN. Select the relevant VPN entry, open its settings, and disable Always-on VPN. The VPN may have a different display name from the app that installed it, so read the entries carefully if more than one is listed.
Use Settings search when menus differ
Phone manufacturers reorganize Settings, and Android labels can vary by edition. Open Settings, tap the search field, and type VPN. Open the result that leads to the system VPN list, then select the VPN’s details or gear icon. Searching is preferable to guessing through similarly named menus.
Confirm that the change applies to the right profile
A work profile can have VPN rules separate from the personal profile. If the phone shows a work or organization-managed VPN, check which profile owns the connection. Disabling a personal VPN entry will not necessarily alter a policy applied to the work profile.
Disconnect the VPN immediately
If your goal is simply to stop the current connection, open the Android VPN screen and choose Turn off. This ends the active tunnel but leaves the saved profile and any auto-connect rules in place. If Always-on VPN or the app’s reconnect feature remains enabled, the connection can return later.
After turning it off, watch the VPN indicator for a moment. If it disappears and stays away, the immediate session is closed. If it returns, disable the automatic setting as described in the next sections.

Remove the saved VPN configuration
Choose Forget from the VPN’s Android settings when you no longer want the profile on the device. Forgetting is stronger than disconnecting: Android deletes the stored configuration, so the phone cannot use that saved entry until it is set up again.
Use Forget carefully on a managed or work phone. A company administrator may expect the profile to exist, and removing it may interfere with access to work resources. If the option is unavailable or immediately restored, contact the organization that manages the device instead of repeatedly deleting the entry.
Stop reconnects controlled by the VPN app
When Android’s Always-on VPN switch is off—or Android does not show that switch—the VPN application may be initiating the connection. Open the VPN app and inspect its connection, startup, and network-protection settings. Common labels include:
- Auto-connect
- Connect on launch
- Start VPN automatically
- Reconnect automatically
- Connect on untrusted Wi-Fi or a similar network-trigger option
Not every app uses all of these labels, and the available controls can change between app versions. Disable the setting that matches the behavior you are seeing, then disconnect the current session from the app or Android’s VPN screen.
Check temporary pause or snooze behavior
Some VPN apps offer a pause or snooze command. Such a pause may be intentionally temporary and may reconnect the VPN when the selected interval ends. If the VPN returns at a predictable time after you paused it, look for a snooze duration, scheduled reconnect, or similar option and cancel it rather than starting another pause. Private Internet Access, for example, documents a snooze feature that reconnects after the selected pause period.
Check what happens when the app opens
If the VPN connects immediately whenever its app is opened, look for a launch or startup option. Disable Connect on launch or the equivalent, then close the app and test from the Android VPN screen. If the app has no visible setting for this behavior, consult the provider’s current help documentation for that exact app version; there is no universal app menu path.

Understand “Block connections without VPN” before changing it
Block connections without VPN is a traffic rule, not the main auto-connect switch. With it enabled, Android blocks network traffic that does not pass through the VPN. If the VPN disconnects or cannot reach its service, websites and apps may appear offline until the tunnel reconnects.
That behavior can make a VPN seem as though it is aggressively reconnecting: the phone has no permitted non-VPN route, so restoring the tunnel is the only way to regain network access. If you want ordinary internet access whenever the VPN is off, review this setting and turn it off only if you accept that traffic can use the normal connection. If you intentionally require all traffic to use the VPN, leave it enabled and expect connectivity to stop during VPN outages.
When Always-on VPN is missing
The VPN was installed through an app
Google’s Android help documentation says that a VPN configured through an app may not expose the Always-on option in Android Settings. This is normal for some app-based implementations. Use the app’s own auto-connect and reconnect controls instead.

Pick the symptom - the matching free tool is one click away.
The manufacturer uses different labels
Search Settings for VPN. If the search produces no VPN settings, check the phone maker’s support documentation for the current software version. Google advises contacting the device manufacturer when the VPN controls cannot be found.
The phone or work profile is managed
An administrator can configure a VPN, require it to stay active, or restrict changes to system VPN settings. A locked switch, a setting that is greyed out, or a VPN that returns after removal can indicate device management. Ask the administrator to change the policy; a personal Settings change may not override an organization rule.
Troubleshoot by symptom
| What you see | Most likely explanation | What to do |
|---|---|---|
| The VPN returns after every reboot. | Android Always-on VPN or a startup rule is enabled. | Check the VPN’s Android settings first, then the app’s startup and auto-connect controls. |
| There is no Always-on option. | The VPN was set up through an app, or the manufacturer presents the control elsewhere. | Search Settings for VPN and inspect the app’s own connection settings. |
| The VPN reconnects after a pause. | A snooze or temporary-disconnect timer ended. | Cancel the pause or disable the app’s reconnect behavior. |
| Internet access stops whenever the VPN is off. | Block connections without VPN is enabled. | Decide whether you want a kill-switch policy. Disable the block only if normal non-VPN traffic is acceptable. |
| The switch is greyed out or the profile returns after Forget. | A work or organization policy controls the VPN. | Contact the device administrator; do not assume a factory reset or repeated deletion will remove a managed rule. |
| The Android switch is off, but the VPN still reconnects. | The VPN app is initiating the connection. | Review Auto-connect, Connect on launch, Reconnect automatically, network-trigger, and pause/snooze settings in the app. |
Test the change without creating a new problem
- Disable Always-on VPN in Android Settings, if it is present.
- Review and disable the VPN app’s automatic connection controls.
- Choose Turn off to end the current tunnel.
- Wait through one normal transition that previously triggered a reconnect, such as reopening the app or ending a pause period.
- Confirm that the VPN remains disconnected.
- If the internet is unavailable while it is disconnected, review Block connections without VPN and the phone’s management status before changing anything else.
This sequence separates an Android system rule from an app rule and from a traffic-blocking rule. Changing all three at once makes it difficult to tell which setting caused the result.

Security and privacy trade-offs
Turning off automatic reconnection means the phone can use its ordinary network connection when the VPN is disconnected, unless Block connections without VPN remains enabled. That may restore access to apps and websites, but traffic will no longer be inside the VPN tunnel during those periods. If you turn off the block, treat the device as unprotected by that VPN until you deliberately connect again.
Conversely, leaving Always-on VPN and the non-VPN traffic block enabled provides continuity and prevents ordinary traffic from escaping when the tunnel is unavailable, but it can also make the phone appear offline during VPN failures. Choose the behavior that matches why the VPN is installed rather than changing the setting solely because reconnection is inconvenient.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Android version and menu caveats
Android documents Always-on VPN support for Android 7.0 and later, but the exact Settings layout depends on the device maker, Android edition, and whether the VPN belongs to a personal or work profile. App-specific labels can also change with provider updates. Use the current Settings search and the current help page for the VPN app when a label in this guide does not appear on your phone.
The practical order remains the same: check Android’s Always-on setting, check the app’s automatic connection rules, distinguish Turn off from Forget, and review the non-VPN traffic block before assuming the phone is malfunctioning.
A diagnostic sequence that identifies the cause
Change one layer at a time so you know what solved the problem. First, note whether the VPN is connected immediately after a reboot, only after opening its app, after joining a particular Wi-Fi network, or after a timed pause. That timing is useful evidence: a boot-time connection points toward Android’s Always-on setting, while a connection that follows an app launch or a pause points toward an app rule.
Next, open the Android VPN details page and record the selected profile and current state. Turn off Always-on VPN if the control exists, but do not yet delete the profile. Choose Turn off, then wait through the event that normally causes the return. If it stays disconnected, the system rule was the trigger. If it returns, inspect the app’s startup, network-trigger, and reconnect options. This staged test avoids mistaking a deleted profile or a blocked network for a successful fix.
Best Value
Finally, test ordinary connectivity while the VPN is off. If every app loses access, check Block connections without VPN before changing DNS, Wi-Fi, or mobile-data settings. A traffic block can explain the apparent failure without indicating that the VPN itself is broken.
Common mistakes to avoid
- Turning off the wrong VPN: Multiple profiles may be listed. Open the details for the entry that shows the active connection or matches the provider’s name.
- Using Turn off and expecting a permanent change: Turn off ends one session; it does not disable Always-on or app-level reconnect rules.
- Choosing Forget as a first step: Forget removes the saved configuration and can disrupt a work connection. Disable automatic behavior first when you may need the profile later.
- Disabling the traffic block without considering exposure: This restores non-VPN access, but traffic can use the ordinary connection until you reconnect deliberately.
- Assuming every Android phone has the same menu: Manufacturer software and work-profile policies can move, rename, or lock the controls.
What a VPN status notification tells you
Android can show a VPN indicator or notification while a VPN service is active. Use it as a quick confirmation after choosing Turn off: if the indicator disappears and does not return during your test, the connection is no longer active. If it reappears, note what happened immediately beforehand—booting, opening the provider app, changing networks, or ending a snooze period—and use that event to select the next setting to inspect.
Quick checklist
- Settings > Network & internet > VPN, or search Settings for VPN.
- Open the selected VPN’s gear or details screen.
- Turn Always-on VPN off.
- In the VPN app, disable Auto-connect, Connect on launch, or Reconnect automatically if present.
- Use Turn off to disconnect now.
- Use Forget only when you want to remove the saved profile.
- Review Block connections without VPN separately because it can block all internet access while the VPN is unavailable.
- If controls are missing, locked, or restored by themselves, check for an app-managed VPN or an organization-managed device.
Frequently Asked Questions
Why does my Android VPN turn back on after I restart the phone?
Android’s Always-on VPN setting can start the selected VPN when the device boots. Open Settings, search for VPN if necessary, open the VPN’s details, and turn Always-on VPN off. If it still starts, inspect the VPN app’s startup or auto-connect setting.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →What is the difference between Turn off and Forget?
Turn off disconnects the current session but keeps the saved VPN profile. Forget removes that saved configuration, so you must set it up again before using it. Neither command necessarily disables a separate app-level rule or an organization policy.
Why is there no Always-on VPN switch on my phone?
Google says a VPN configured through an app may not show the Always-on option in Android Settings. Search Settings for VPN, then check the provider app for Auto-connect, Connect on launch, or Reconnect automatically controls. Manufacturer software can also use different menu labels.
Why can’t I use the internet when I turn off the VPN?
Block connections without VPN may be enabled. That setting blocks traffic that is not inside the VPN tunnel, so internet access can stop until the VPN reconnects. Turn the block off only if you accept ordinary non-VPN connections.
Why does my VPN reconnect after I pause it?
Some apps treat a pause or snooze as temporary. When the selected interval ends, the app reconnects by design. Cancel the snooze or disable the app’s reconnect behavior instead of starting another temporary pause.
Recommended Free Tools
Can a work administrator prevent me from disabling the VPN?
Yes. A managed device or work profile can require a VPN, lock its controls, or restore a removed profile. If a switch is greyed out or the profile returns after Forget, ask the organization’s administrator to change the policy.
The Bottom Line
Disable Always-on VPN first, then turn off the VPN app’s own auto-connect or reconnect feature. Use Turn off for a temporary disconnect and Forget only to remove the saved profile. Check Block connections without VPN separately, because it can stop all internet access while the VPN is unavailable. Missing or locked controls usually point to an app-managed VPN, manufacturer-specific menus, or an organization policy.
