Give a sidewalk delivery robot room, pass around it only when you have a clear path, and do not touch, push, block, or tamper with it. If it is stopped in your way, behaving erratically, or creating a hazard, move to a safe position and report it through your city’s normal service channel. The exact rights, lighting rules, speed limits, and reporting process depend on your state and city; U.S. law does not provide one nationwide rule.
What to do when you meet a delivery robot after dark
Most sidewalk delivery robots are legally described as personal delivery devices (PDDs). They are small, wheeled devices that use cameras, sensors, software and remote supervision to carry food or other items over a sidewalk or similar public route. At night, treat one as a slow, unpredictable road user sharing limited space with you—not as an object you need to inspect or repair.

- Slow down and look beyond the robot. Check for people approaching from the opposite direction, driveways, curb ramps, bicycles, pets and uneven pavement before choosing where to pass.
- Keep a comfortable buffer. Leave enough room that you do not brush against the device or force another pedestrian into the street. A robot may stop, turn or change course while you are beside it.
- Walk around it when the route is clearly safe. The City of Alexandria’s resident guidance says, “Feel free to simply walk around it.” Use the open side of the sidewalk, remain visible to approaching traffic, and return to the normal walking line when you have passed.
- Do not interfere. Alexandria also tells residents: “Do not attempt to push, block, or tamper with the device.” Do not sit on it, move its cargo hatch, cover a sensor or place an object in its path.
- Report a persistent problem. If it remains in a travel lane, repeatedly collides with objects, has no apparent way to pass, or appears abandoned, use your local government’s reporting channel. Alexandria directs residents to Alex311 and asks them to use the phrase “personal delivery device.”
- Leave the area if there is an immediate danger. Move to a well-lit, safe location and use ordinary local emergency procedures for an urgent threat such as a collision, fire or blocked roadway. You do not need to approach the robot to diagnose it.
These steps are practical pedestrian guidance. They do not replace a city’s traffic code, disability-access rules or emergency instructions.

Darkness reduces the time available to notice a low device, identify its direction of travel and see what is behind it. Headlights or marker lights can make a robot easier to detect, but a statutory lighting requirement is not a guarantee that every device will be equally bright, clean, correctly aimed or visible in every street condition. Wet pavement, glare, fog, parked cars and construction barriers can hide a robot even when its lights are operating.

A person walking at night also has to manage ordinary risks that are unrelated to the robot: vehicles turning across a sidewalk, cyclists using a shared path, poor pavement, headphones that block sound and a friend or child moving unpredictably. Keep your attention on the entire path rather than staring only at the machine.
Use your phone as a light, not as a distraction
If you need to illuminate a dark section, briefly use a flashlight or your phone’s light while keeping one hand free and your eyes on traffic. Do not walk with the screen held directly in front of your face. A light aimed at a camera or sensor can make it harder for an operator or navigation system to interpret the scene, so point it at the ground or the path ahead.
Do not assume a robot has seen you
Some devices yield, stop or reroute when their sensors detect a person; others may be monitored by a remote operator. You cannot tell from a silent approach which response will occur. Make eye contact with human road users where possible, but do not rely on a robot to understand a hand signal. Pause, give it space and proceed only after you can see a clear route.

- Scan the full passing zone. Look at least several steps ahead for a curb, pole, open car door, driveway or cyclist. At night, check the dark area behind the robot as well as the illuminated area in front.
- Choose the side with the greatest margin. Prefer the side away from traffic and away from a drop-off, construction edge or curb ramp. Do not step into a vehicle lane simply to get around a robot.
- Make your movement predictable. Walk at a steady pace and avoid darting across the robot’s projected path. If another pedestrian is approaching, wait rather than create a three-way squeeze.
- Pass without contact. Keep bags, umbrellas, bicycles and children clear of the device. Never use your foot to nudge it aside.
- Recheck behind you. A cyclist or another robot may be approaching from the rear. Once clear, return to the side of the path that keeps you away from traffic.
If there is not enough room to pass safely, stop at a visible distance and wait for the robot to move, or use a lawful alternative route. A short wait is safer than stepping into traffic or forcing someone using a wheelchair, cane or stroller off the accessible path.
What to do if the robot is stopped, stuck or acting strangely
It is stopped in the middle of the sidewalk
First look for a safe way around it. If the remaining space is narrow or the detour would put you in danger, wait in a visible position or choose another route. Once you are safely past, report the location, direction of travel and time through the city’s service system. Include a neutral description such as “personal delivery device obstructing the sidewalk,” rather than guessing why it stopped.
It is repeatedly turning, reversing or approaching you
Step to the side, keep your feet out of its path and allow it room to stabilize. Do not surround it or attempt to steer it. If it continues to approach, move behind a fixed barrier or into an open, well-lit area and contact the local reporting channel. If a person is injured or an immediate collision is occurring, use emergency services according to local practice.

It is blocking a curb ramp or accessible entrance
Do not drag it away yourself. A blocked curb ramp can force a wheelchair user or person with a mobility impairment into the street. Record the precise entrance or intersection and report the obstruction promptly. If someone needs immediate assistance, help them find a safe alternative only if they request it and you can do so without entering traffic.
It appears abandoned
A parked device may still be under remote supervision or may restart when its route changes. Treat it as an obstruction, not as lost property. Do not open a compartment, remove a package or attempt to transport it. Report it through the responsible city or property-management channel.
How personal delivery device laws differ across the United States
State and local rules establish different combinations of sidewalk access, pedestrian priority, lighting, speed, operator supervision and traffic-signal duties. The examples below show why advice from one city cannot automatically be applied elsewhere.
| Place and authority | What the cited rule or guidance covers | Night or interaction detail | Scope to remember |
|---|---|---|---|
| Alexandria, Virginia | City resident guidance says PDDs are authorized largely under Virginia law and tells residents how to respond. | Walk around when safe; do not push, block or tamper. Report a malfunctioning or obstructive device through Alex311 using “personal delivery device.” | The city page was updated December 12, 2025. It says Serve Robotics launched operations in Alexandria in December 2025, so operator presence is local and time-sensitive. |
| Texas | Chapter 552A sets equipment and operating rules and permits local regulation consistent with the subchapter. | A PDD operated at night must have front and rear lights visible and recognizable under normal atmospheric conditions under the statute’s stated headlamp test. | This is a Texas requirement, not a nationwide lighting standard. Check the current city and state text before relying on it. |
| North Carolina | G.S. 20-175.16 sets lighting, yielding and control duties. | At night, front and rear lights must be visible and recognizable under normal atmospheric conditions from at least 500 feet on all sides under the statutory test. The device must yield to human pedestrians and follow traffic and pedestrian controls. | The 500-foot figure is an equipment specification in the statute, not a measured pedestrian-safety distance or a guarantee that every encounter is visible. |
| San Francisco | The cited Public Works Code section creates a limited permit program for sidewalk testing. | Testing conditions include a maximum speed of 3 miles per hour, a human operator within 30 feet, yielding to pedestrians and bicycles, obeying traffic signals and using headlights at night, sunrise and sunset. | These are conditions for the cited testing program, not a general rule for every deployment in the city or the country. |
| West Virginia | State law gives a PDD or mobile carrier the rights and duties applicable to a pedestrian in the same circumstances. | It must not unreasonably interfere with pedestrians or traffic, must yield the right of way to pedestrians on a sidewalk or crosswalk and must obey official traffic and pedestrian-control signals. | The quoted duties come from §17C-24-2(a); local implementation and other applicable rules still matter. |
These examples establish variation, not an exhaustive survey of U.S. law. Before making a legal complaint or planning a regular route, check your state code, municipal code and the operator or city’s current reporting instructions. Laws, permit programs, deployment areas and contact routes can change.

What pedestrians should expect from a compliant device
Depending on the jurisdiction, a PDD may have to yield to people, follow pedestrian signals, avoid unreasonable interference and use lights at night. Those duties belong to the device’s operator or owner; they do not require you to approach it, issue commands or test its sensors.
Do not interpret a robot’s slow speed as permission to walk in front of it without looking. A device can have a legal duty to yield and still fail to detect a person because of glare, a blocked sensor, unusual clothing or a crowded sidewalk. Use the same defensive habits you would use around a bicycle or vehicle: stay visible, avoid sudden movements and maintain an escape route.
Accessibility and shared sidewalks
Sidewalk space is shared by pedestrians with different mobility, vision and hearing needs. A person using a white cane may not detect a low robot until it is close. Someone using a wheelchair, walker or stroller may need the full usable width of a curb ramp or sidewalk. A person who is deaf or hard of hearing may not hear a warning from a remote operator or nearby cyclist.

- Do not create a second obstruction by standing around a robot to watch it.
- If you are walking with a dog or child, shorten the leash or hold the child’s hand before passing.
- When waiting, stand where other pedestrians can see you and still have a route around both you and the robot.
- Report recurring blockages with the accessibility impact, such as “blocking the curb ramp at the northwest corner,” rather than only saying “robot problem.”
The Minnesota Department of Transportation identifies traffic safety, crashworthiness, accessibility and Americans with Disabilities Act needs, public health and local oversight as policy concerns related to PDDs. Those are areas for regulators and operators to address; the list is not proof that a particular robot or night encounter is unsafe.

How to report a problem effectively
A useful report lets a city or operator locate the device without requiring you to remain beside it. Submit it from a safe place and include:
- the exact street address, intersection, business entrance or recognizable landmark;
- the time and whether it was dark, raining, foggy or otherwise visibility-limited;
- what you observed: stopped, circling, blocking a curb ramp, missing a light, damaged or repeatedly entering the roadway;
- the direction it was facing or traveling and any visible identifying mark, without touching it;
- whether anyone was forced into traffic, whether access was blocked and whether there was an injury; and
- your callback information if the reporting system requests it.
Use the city’s 311 service, transportation department, police non-emergency line or other designated channel as appropriate. Alexandria specifically directs residents to Alex311 and the keyword “personal delivery device.” Other cities may route the same issue to public works, a sidewalk-obstruction system or an operator’s support contact. Do not assume a national hotline exists.
What public studies can—and cannot—tell you
A U.S. Department of Transportation-hosted report titled Evaluation of Sidewalk Autonomous Delivery Robot Interactions with Pedestrians and Bicyclists describes two studies. One examined field-recorded video from Northern Arizona University and used post-encroachment time as a surrogate safety measure. The other examined reported comfort using video and a survey of people with experience of automated food delivery and robot interactions.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The existence and methods of those studies do not establish that delivery robots cause harm or that they are universally safe. They also do not provide a universal nighttime incident rate. Conditions vary by device, sidewalk design, weather, lighting, traffic mix, supervision and local rules. Treat research findings as evidence about the situations actually studied, not as a guarantee about the robot in front of you.
Common mistakes to avoid
- Touching the robot to make it move. This can damage equipment, trigger an unexpected response or create a dispute about responsibility.
- Standing directly in its path to test whether it yields. A legal requirement is not a reason to conduct your own experiment.
- Assuming all robots have the same lights or controls. Equipment and rules differ by jurisdiction and permit.
- Stepping into the street without checking traffic. A blocked sidewalk does not make the roadway a safe detour.
- Taking a package or opening a compartment. The contents may belong to another person, and the device may still be monitored.
- Posting a precise location publicly while remaining beside the device. Report through the responsible channel and leave if the situation is unsafe.
- Using the wrong legal comparison. San Francisco’s 3-mph and 30-foot figures apply to the cited sidewalk-testing permit conditions, while North Carolina’s 500-foot figure concerns statutory lighting visibility. Neither is a national standard.
A short night-walking checklist
- Carry a light and keep your phone available without staring at it.
- Scan for low obstacles, bicycles, vehicles and people before passing.
- Give the robot room and choose the side away from traffic.
- Never push, block, open, ride or tamper with it.
- Protect curb ramps and the usable path for people with disabilities.
- Wait or detour if passing would require entering traffic.
- Report a persistent obstruction or malfunction through the local channel.
- Use emergency procedures for an immediate injury or dangerous collision, not for routine curiosity.
The safest response is usually uneventful: stay visible, leave space, walk around only when the route is clear, and let the responsible city or operator handle a device that cannot safely share the path.
