A countdown, celebrity endorsement, or “presale” label does not prove a meme-coin offer is legitimate. Before sending money, verify who is behind it, what buyers actually receive, how funds will be used, and whether claims hold up outside the promoter’s own channels. Treat warning signs as reasons to pause or walk away—not as proof by themselves—and never pay extra to unlock or recover supposed funds.
What scams, rug pulls, and fake presales can look like
These labels describe overlapping risks, not a single test. A fraudulent pitch may use social-media hype to draw buyers into a token sale and then leave them with losses when promoters sell or the price collapses. The SEC’s Investor.gov describes this pattern, including promotions framed as memecoin “pre-sales” and rapid price declines after promoters sell (SEC Investor.gov).

A presale is simply a label used in a pitch; it does not establish that the sale is genuine or that buyers have protections. Nor does the word “meme coin” settle a token’s legal status. The SEC Division of Corporation Finance’s staff statement, last updated May 5, 2025, describes meme coins broadly as crypto assets inspired by internet memes, characters, events, or trends and promoted to attract an online community. It is a staff view, not a ruling on every coin: whether a particular coin or offering falls under securities laws depends on its facts and the manner of its offer and sale (SEC staff statement).

Warning signs to check before paying
Urgency, hype, and promised returns
Pressure to buy immediately, claims of guaranteed profits, or promises of wealth with no risk are reasons to stop and investigate. The CFTC advises against buying a digital coin or token on a single tip, especially one encountered on social media, and says no investment or trading strategy is guaranteed (CFTC: Use Caution When Buying Digital Coins or Tokens). A large following, influencer mention, or celebrity endorsement is not independent verification; FTC guidance also cautions consumers about endorsements and investment-scam claims (FTC: Spotting cryptocurrency investment scams).

Unverifiable people, affiliates, or project claims
Look beyond a polished website and promoter-provided links. Check whether the named people and affiliated entities can be found through independent sources, and whether their claimed history is consistent. The CFTC identifies difficulty finding information about listed individuals or entities as a red flag. A registration check may provide context, but registration alone does not establish that an offer is honest or safe (CFTC customer advisory; CFTC: Digital Asset Frauds).
Vague rights or unclear use of proceeds
Before paying, determine exactly what the token gives you, what the project says it will do with sale proceeds, and whether the terms explain if or how funds can be returned. Save copies of the offer materials and stated rights. If key terms are missing or only explained in promotional posts, do not assume the missing details will be resolved later; the CFTC recommends checking rights, use of funds, and information about affiliates before buying (CFTC customer advisory).

Withdrawal fees, recovery payments, or requests for secret keys
A demand for additional “tax,” fees, or deposits to release a balance is an acute warning sign. Do not provide a seed phrase or private key to someone claiming to unlock, recover, or verify funds. The SEC and CFTC describe extra withdrawal or recovery payments as tactics used in crypto fraud; recovery pitches may target people who have already lost money (SEC Investor.gov; CFTC: Digital Asset Frauds).
A practical check before sending money
- Pause the pitch. Do not let a countdown, fear of missing out, or a guaranteed-return claim set your timetable. The CFTC specifically cautions against acting on a single tip, particularly one from social media (CFTC: Beware Virtual Currency Pump-and-Dump Schemes).
- Search independently. Search the project and token names alongside terms such as “review,” “scam,” or “complaint.” Use sources you found yourself, not just links supplied by the promoters, as the FTC recommends (FTC consumer guidance).
- Verify identities and affiliations. Look for independent, consistent information about the people and organizations named in the offer. Treat a missing or contradictory history as a reason to investigate further or leave; a registration lookup is only one input, not a safety certificate (CFTC customer advisory).
- Read the actual offer. Identify what the token provides, how proceeds are meant to be used, and what the terms say about returning funds. Keep copies of the materials and rights described by the project (CFTC customer advisory).
- Stop if asked for more money or credentials. Do not pay new fees or taxes to withdraw or recover funds, and do not share a seed phrase or private key. If a contact claims to represent a regulator, platform, or recovery service, find its official contact details independently rather than using the contact information in the message (SEC Investor.gov; CFTC).
How to compare two pitches without treating one as safe
Use the same questions for each offer. This comparison can surface gaps; it cannot certify either token or predict its price.

| Check | Questions to ask |
|---|---|
| Identity and accountability | Can the people and affiliated entities be verified independently? Does their claimed history match what independent sources say? |
| Offer and buyer rights | What is being sold, what rights come with it, and how will proceeds be used? Are the terms clear before payment? |
| Promotion and pressure | Can claims be verified independently, or is the pitch driven by social hype, countdowns, guaranteed returns, celebrity claims, or fear of missing out? |
| Exit and recovery | Are trading arrangements clear and independently verifiable? Is anyone demanding new money, taxes, a seed phrase, or private key to withdraw or recover funds? |
| Legal context | Do not infer legal status from the “meme coin” label. The SEC staff statement does not determine the status of a specific coin or offering (SEC staff statement). |
If you have already sent money
Do not send more to a supposed official or recovery firm to release funds or retrieve a balance. The SEC warns that recovery pitches can be a second scam; the CFTC likewise cautions against paying out of pocket to get supposed profits or principal back (SEC Investor.gov; CFTC). Preserve the pitch, transaction details, and messages, and use contact details located independently if you seek help. Never disclose wallet credentials during that process.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is there a reliable percentage of meme coins that are scams?
No reliable, directly applicable percentage is established here. Figures cited in some discussions of initial coin offering fraud are not a sound substitute: ICOs are not interchangeable with meme coins, and the underlying estimates do not provide a sufficiently clear primary-source basis for a meme-coin scam rate. A precise-sounding percentage should not be used to judge an individual token.

Regulator advisories are general educational guidance, not a verdict on a particular project. A check can reveal inconsistencies, but even a pitch that passes these questions remains speculative; no social following, polished site, registration lookup, contract scan, or liquidity claim guarantees safety.
