How to Spot and Report Identity Theft Involving Your Social Security Number

If you think someone is using your Social Security number (SSN), start with the free FTC process at IdentityTheft.gov, then contact every affected company, secure your accounts, inspect all three credit reports, and dispute fraudulent information. A warning sign or breach notice is a reason to investigate—not proof by itself that your SSN has been misused.

How can I tell if someone is using my Social Security number?

Identity theft can surface in several parts of your financial and government records. The Federal Trade Commission (FTC) lists these warning signs on its identity-theft warning signs page:

As an Amazon Associate I earn from qualifying purchases.

  • Unexplained withdrawals from a bank account.
  • Bills stop arriving, or a merchant refuses a check you expect to be accepted.
  • A debt collector contacts you about a debt you do not recognize.
  • Your credit report shows an unfamiliar account, inquiry, or charge.
  • You receive a medical bill for care you did not receive.
  • An insurer rejects a legitimate claim or lists a medical condition you do not have.
  • The IRS sends a notice about a duplicate tax return or wages from an employer you do not know.
  • You receive a notice that your personal data was compromised.

These are clues to investigate, not a diagnostic test. No single sign establishes that somebody stole or used your SSN. A breach notice means information may have been exposed; it does not show that a criminal has already used it. Check the underlying account, report, bill, or government notice before drawing a conclusion.

How should I check a suspicious clue?

Use a trusted statement, report, or notice to verify the detail. Sign in by typing the institution’s known web address or using a number printed on a statement, not a link or telephone number in an unexpected message. Compare the account opening date, merchant, amount, mailing address, employer, or medical service with your own records. A creditor’s error, a family member’s authorized use, a billing mix-up, or a data-entry mistake can resemble identity theft. Still, report an item while it is being investigated if you did not authorize it.

What should I do first?

Use the FTC’s report-and-recovery route, then work through the affected institutions. The FTC’s report does not resolve an individual consumer complaint, but it creates documentation and a personalized recovery plan that can help you explain the theft to businesses.

  1. File an FTC identity-theft report

Go to IdentityTheft.gov and complete the report. Follow the personalized recovery plan it generates. Save or print both the report and the plan. The FTC says an account lets you return to the plan and update it, so keep your login details in a secure place. The service is free; you do not need to buy a monitoring subscription or pay a company to submit the report.

  2. Contact each affected company

Call the fraud department for every account or transaction you do not recognize. Ask the company to close or freeze a fraudulent account, remove unauthorized charges, and change the password, security questions, or PIN on an account that may have been accessed. Record the date, department, representative’s name or reference number, and the action promised. Keep copies of letters, emails, statements, and shipment or billing records.

Ask whether the business needs an FTC Identity Theft Report, proof of identity, an affidavit, or a police report. Send only what is requested, through the company’s verified channel. If a card, checkbook, or phone was stolen, ask the issuer or carrier to disable it and replace it. Change credentials anywhere you reused the exposed password, and turn on multifactor authentication when available.

  3. Protect your credit and review all three reports

Request a free one-year fraud alert from one nationwide credit bureau; that bureau must notify the other two. Then review reports from all three for unfamiliar accounts, inquiries, collection accounts, or address changes. The FTC recovery guidance identifies the free-report service AnnualCreditReport.com as the place to obtain the reports. A fraud alert and a credit freeze are different tools; choose between them using the comparison below.

Read every page, including accounts showing a zero balance or an old address. Download or print a copy before disputing entries so you can document what appeared on the report. Check again after disputes are processed because a new fraudulent account may appear later.

  4. Dispute fraudulent information

Send each bureau your FTC Identity Theft Report and proof of identity. Identify every fraudulent item and ask for it to be blocked. The FTC explains that identity-theft victims have rights to block information resulting from theft and to dispute inaccurate information. Keep proof of delivery and copies of everything you send. Also dispute the same account directly with the company that supplied the information, following its stated process.

Be specific: list the creditor, partial account number, dates, amounts, and why the item is not yours. Do not include unnecessary SSN details in an unsecured email. If a bureau or business asks for additional documentation, respond by the deadline and retain the request.

  5. Add longer-term credit protection if appropriate

An extended fraud alert lasts seven years and requires evidence of identity theft, such as an identity-theft report. A security freeze is free, but you must place it separately with each of the three nationwide bureaus. A freeze remains until you lift it and can prevent a lender or service provider from accessing your report; you may need to lift it temporarily when you apply for credit, housing, utilities, insurance, or another service that checks credit.

  6. Follow the specialized agency path for the type of misuse

Tax misuse, employment-record errors, stolen benefits, and incorrect medical records each require an additional contact. The branches below explain where to start. A police report can be useful when a business, insurer, or agency requests one or when a theft involved a physical crime, but the FTC reporting and recovery flow is the central starting point.

Fraud alert or credit freeze: which protects me?

Both tools can reduce further misuse, but neither repairs every consequence of identity theft. A fraud alert asks creditors to take additional steps to verify your identity. A freeze restricts access to your credit report until you lift it.

Protection What it does How to place it Duration Eligibility and practical effect
Initial fraud alert Asks creditors to verify your identity before extending new credit. Request it from one nationwide credit bureau; that bureau must notify the other two. One year, according to current FTC IdentityTheft.gov recovery guidance. Available as a free consumer protection measure. It does not block all access to your report or stop existing-account fraud.
Extended fraud alert Provides the same verification request for a longer period. Apply with evidence of identity theft, such as an FTC identity-theft report. Seven years, according to the FTC. Requires identity-theft evidence and is intended for people who have documented theft.
Credit freeze Restricts access to your credit report, making it harder to open many new accounts in your name. Place it with each of the three nationwide credit bureaus separately. Stays in place until you lift it. Free and broadly available. You must plan to lift it, temporarily or permanently, when a legitimate credit check is needed.

Ask the bureaus what information they need to verify your identity and how to create or recover your online account. Keep any PINs or confirmation codes securely. A freeze does not close existing fraudulent accounts, remove incorrect data, or replace disputes with the companies where the fraud occurred. A fraud alert is less restrictive, but it also depends on creditors following the added verification step. Neither option guarantees that every form of misuse will stop.

How do I report identity theft using my SSN?

Use IdentityTheft.gov as the central record

The FTC report is the most useful common starting point for U.S. consumers. It produces a written record and recovery checklist you can provide to a creditor, bank, landlord, utility, or other business investigating an account opened or used in your name. The FTC can collect reports and provide guidance, but it does not act as the investigator or decide the outcome of your dispute. Start at the FTC recovery steps and follow the plan for your situation.

Tell the institution where the fraud happened

Use the institution’s official statement, card, or website to find its fraud department rather than relying on an unsolicited caller. Explain which transaction or account is unauthorized, request a closure or freeze where applicable, and ask how to submit the FTC report and identity documents. Change credentials and PINs for accounts that may have been exposed, and do not reuse a compromised password on another service.

Make a written dispute trail

For each disputed item, note the account number (using only the last few digits in your own tracking file), dates, amount, and the reason you did not authorize it. Send the requested identity proof and FTC report through the method the bureau or company specifies. Keep a timeline of calls, letters, case numbers, and promised follow-up so you can show what was reported and when.

What is free, and what might cost money?

The FTC report, the initial and extended fraud-alert process, credit freezes, and reports obtained through AnnualCreditReport.com are free under the FTC’s guidance. You may incur ordinary costs for certified mail, document copies, replacement cards, or a police-report request, depending on the institution and location. A paid identity-monitoring service is not required to file a report, place a freeze, or dispute an item. Be cautious of anyone demanding payment to “recover” your SSN or remove a fraudulent account.

What if someone used my SSN to get a job?

Employment misuse often appears as wages from an unknown employer on an IRS notice or as an incorrect employer in your Social Security work history.

  1. Sign in to your my Social Security account and inspect the earnings or work-history information.
  2. If the record contains employment you did not perform, contact a local Social Security Administration (SSA) office and ask how to correct the earnings record. Use the contact information on the official SSA site or your account; procedures and contact details can change.
  3. Include the FTC identity-theft report in your records and tell the employer or payroll contact, when known, that the SSN was misused. Ask what documentation its fraud or human-resources department requires to correct its file.
  4. The FTC recovery guidance also points to myE-Verify, which can let a person lock an SSN for use in employment-eligibility checks. Verify the current service, eligibility, and unlocking process before relying on it.

Do not assume that an unfamiliar employer entry proves a criminal case; payroll or reporting errors can have other causes. Ask SSA and the employer to investigate the specific entry. Keep pay statements, IRS notices, and SSA correspondence together so you can show which wages are yours and which are disputed.

What should I do if someone filed taxes with my SSN?

If the IRS tells you that a return was already filed, a duplicate return exists, or wages were reported by an employer you do not recognize, follow the instructions in the IRS notice. The FTC advises victims to file their own return and pay any tax they actually owe rather than waiting for the fraudulent return to be resolved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For applicable tax-identity-theft cases, FTC guidance points to IRS Form 14039, the Identity Theft Affidavit. Use the IRS instructions and the mailing or electronic-submission method specified for your notice and tax situation. Keep the notice, your filed return, Form 14039 if required, and delivery confirmation together. Do not send tax records or an SSN to an unsolicited caller or an address obtained from an unexpected email. If the notice concerns wages, compare it with your SSA work history and report the discrepancy through both the IRS and SSA routes when appropriate.

What if stolen benefits or medical information are involved?

Social Security or other government benefits

If someone redirected or claimed Social Security benefits in your name, report the suspected benefit fraud through the SSA Office of the Inspector General route identified in the FTC recovery guidance. Verify the current reporting address or telephone number at publication time, because agency contact details can change. Also contact the benefit agency that issued the notice or payment and ask how to secure future payments. Review direct-deposit details and mailing addresses for unauthorized changes.

Medical records and insurance

Contact the provider, hospital, insurer, or laboratory named on the bill or claim. Explain that you did not receive the service or do not have the listed condition, request correction of the medical record, and ask for a copy of the corrected record or an account statement. Medical identity errors can affect later care, so tell a treating clinician about an incorrect allergy, diagnosis, medication, or procedure before relying on the record. Keep disputed bills separate from legitimate bills and ask the provider how to prevent further services from being charged to the wrong file.

How do I recognize an SSN scam call?

An unsolicited caller who says your SSN will be suspended, demands immediate payment, or asks for a wire transfer, cash, or gift card is displaying a scam warning. The FTC’s SSA-impersonation guidance states: “Your Social Security number is not about to be suspended.” It also says, “SSA will never call to threaten you or your benefits.” Read the guidance at IdentityTheft.gov’s SSA page.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Do not confirm your SSN, date of birth, bank-account number, password, or one-time code.
  • Do not click a link or install software at the caller’s direction.
  • Hang up and independently find the agency’s official contact information if you need to check a notice.
  • Remember that caller ID can be spoofed; a local-looking or government-looking number is not authentication.
  • Report the suspicious call to the FTC through IdentityTheft.gov.

If you already shared information, tell the affected bank or card issuer immediately, change exposed credentials, and include the call in your FTC report. Do not call back using the number the caller supplied.

Can I get a new Social Security number?

A replacement SSN is exceptional, not the normal first response. The FTC says SSA generally requires evidence of misuse before considering a new number. Even when a new number is issued, old records can continue linking you to the former number, so changing it may not eliminate credit, employment, tax, or medical problems. Complete the reporting, account-security, and record-correction steps first, then ask SSA about current eligibility if the misuse is severe and ongoing. A new number also does not automatically transfer your credit history or correct existing records.

What records should I keep while resolving the theft?

Make one secure case file, physical or encrypted, containing:

  • Your FTC report and personalized recovery plan.
  • Credit reports with the fraudulent entries marked, plus copies of disputes and delivery receipts.
  • Bank, card, medical, tax, employment, or benefit notices showing the problem.
  • A dated contact log with company names, departments, representatives, case numbers, and promised actions.
  • Copies of identity documents only where a legitimate institution requests them, transmitted through its approved channel.
  • Confirmation numbers for fraud alerts, freezes, account closures, and password or PIN changes.

Limit the personal information in email and letters to what the recipient requests. Store the case file where a roommate, visitor, or compromised account cannot access it. Never place a full SSN in a subject line or an unencrypted message. Set a reminder to check for responses and to review statements and credit reports again after each organization says its correction is complete.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to expect from the recovery process

Different institutions handle different parts of the problem. A bank may reverse an unauthorized transaction; a credit bureau may block a fraudulent entry; SSA may correct an earnings record; and the IRS may investigate a duplicate return. The FTC report connects those efforts but does not guarantee a particular result or timeline. Continue checking statements, mail, credit reports, and agency notices while each organization completes its own review. If a company denies a dispute, ask for the reason and the next review or documentation step in writing.

Prioritize a live account or payment problem first, then work through records that may affect future credit, taxes, employment, benefits, or medical care. Keep using official channels even if one organization says it cannot help; the company that owns the account, the credit bureau, and the relevant government agency each have a different role.

This guidance is for people in the United States. Online flows, contact details, and agency procedures can change, so open the linked official FTC pages immediately before filing and use the current instructions shown there.

Frequently Asked Questions

Does a data-breach notice mean my SSN was stolen?

No. It means information may have been exposed, not that someone has used it. Check your accounts, credit reports, mail, tax notices, employment records, benefits, and medical bills for specific signs, then report confirmed or suspected misuse.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I have to pay to report SSN identity theft?

No. IdentityTheft.gov, fraud alerts, credit freezes, and the free reports referenced by the FTC are available without a monitoring subscription. You might have ordinary mailing or document-copy costs.

Should I freeze my credit or place a fraud alert?

A one-year fraud alert asks creditors to verify your identity and can be requested from one bureau, which notifies the other two. A freeze restricts access to your report, is placed separately with all three bureaus, and must be lifted for some legitimate credit checks.

What if the FTC report does not make the company remove the account?

The FTC does not decide individual disputes. Give the company and the credit bureaus the FTC report, proof of identity, and a precise description of each fraudulent item. Keep delivery records and ask in writing what additional review or documents are available.

What should I do if an IRS notice names wages or a return that is not mine?

Follow the notice, file your own return and pay tax you actually owe, and use IRS Form 14039 when the IRS instructions say it applies. Keep the notice and submission confirmation, and check your SSA work history for the same wage discrepancy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can SSA suspend my SSN during a phone call?

No. The FTC says, “Your Social Security number is not about to be suspended,” and that SSA will not call to threaten you or your benefits. Hang up, do not share information or payment, and report the call through IdentityTheft.gov.

The Bottom Line

Investigate warning signs without assuming they prove theft. File at IdentityTheft.gov, contact each affected institution, review all three credit reports, dispute fraudulent information, and use the IRS, SSA, benefits, employment, or medical-record route that matches the problem. Keep a secure paper trail and use only current official contact information.
