Short answer: Treat an unexplained stream spike, strange listener geography, suspicious playlist activity, or unusually weak engagement as a lead for investigation—not proof that anyone committed fraud. Compare the change with the artist’s normal audience and documented campaigns, preserve dashboards and correspondence, then report through the platform’s current official route or through the artist’s distributor or label. Never buy a service that guarantees streams or playlist placement.
This guide explains how to recognize artificial listening, build a defensible record, report it without making an unsupported accusation, and understand what may happen on Spotify, Apple Music, SoundCloud, and other services.

What artificial music-streaming fraud means
Artificial streaming is listening activity generated or manipulated to make a recording appear more popular than it is. The U.S. Copyright Office describes examples including bot farms, click farms, playlist stuffing, and account hijacking. These tactics can inflate play counts and dilute the royalty pool available to legitimately streamed works.
Artificial listening is different from an ordinary viral moment, a legitimate marketing campaign, or a playlist addition that happens to reach a new country. A spike can show that something changed, but it cannot establish who arranged the activity, whether a promotion company caused it, or whether the artist knowingly participated. Spotify specifically acknowledges that a track may be targeted without the artist’s knowledge.

The Copyright Office’s notice of inquiry dated October 7, 2026 asks about the prevalence and effects of streaming fraud, existing prevention measures, and possible solutions. Initial written comments are due November 23, 2026, with reply comments due December 21, 2026. Those dates describe a policy process, not a finding that any particular artist or platform is responsible.
How do I know if my streams are fake?
No single dashboard metric proves artificial activity. Review several signals together and compare them with the artist’s historical pattern, release schedule, advertising, press coverage, touring, and known audience.
1. An unexplained spike or rapid rise-and-drop
Export or screenshot the daily stream history for the affected track. Look for a sudden increase that has no corresponding campaign, event, creator mention, press item, or playlist discovery. A rapid increase followed by a sharp fall is one of the patterns Spotify lists for review. A legitimate launch can also be spiky, so record what was happening at the same time before drawing a conclusion.
2. Geography that does not fit the established audience
Compare the track’s countries and cities with the artist’s usual listener base and prior releases. A large new concentration in a country where the artist has no prior activity, local promotion, language connection, touring history, or press presence deserves investigation. Geography alone is not proof: an editorial placement, diaspora audience, or international social post can create a genuine change.
3. Playlists with poor context or suspicious concentration
List every material playlist source and record its name, curator, date added, follower count shown by the service, and the other tracks appearing beside yours. Warning signs include:
- unknown or low-quality playlists with no clear editorial identity;
- the same track appearing across unrelated playlists in a short period;
- an unusually high share of all streams coming from one third-party playlist;
- playlist themes, languages, or audiences that do not match the release; and
- an offer to place the song for a guaranteed fee.
A playlist addition is a lead, not a verdict. Save the information before the playlist changes or disappears.

4. Stream volume that does not produce normal audience growth
Compare streams with unique listeners, followers, saves, repeat-listening patterns, comments, shares, ticket sales, mailing-list signups, and other engagement measures available to you. An unusually high stream-to-listener ratio, a large play count with almost no saves or follows, or activity concentrated among a very small number of accounts can indicate manipulation. These ratios vary by genre and by how often fans replay a song, so use the artist’s own earlier releases as the baseline.

Private artist analytics, the public stream counter, audience reports, and royalty statements may not update at the same time. Spotify says confirmed artificial activity can be removed from public figures or withheld from royalties on different schedules, and recommends the label or distributor’s royalty report for royalty information. A temporary mismatch is therefore not, by itself, evidence of fraud. Record the dates and versions of each report so you can explain the difference.
6. A distributor warning, fee, or policy notice
Take any notice seriously, but read exactly what it says: the track, reporting period, service, action requested, and deadline. Ask the distributor which activity was flagged and what evidence it can share. If a promotion service was involved, preserve its contract, invoices, promises, targeting information, and messages. Do not delete records because a notice is embarrassing; they may demonstrate that the artist did not authorize the activity.
Separate a warning sign from an accusation
Use a written comparison rather than a hunch. For each suspected incident, document the five dimensions below and label each observation as confirmed, unexplained, or unknown.
| Dimension | Questions to answer | What it can and cannot show |
|---|---|---|
| Timing and size | When did the change begin, how large was it against the prior baseline, and did it persist? | Shows an anomaly; does not identify its cause. |
| Geography | Which countries or cities changed, and do they match known fans or campaign targeting? | Shows audience mismatch; cannot prove bots. |
| Source quality | Which playlists, profiles, or referral sources supplied the activity, and how concentrated was it? | Highlights suspicious sources; a playlist may still be legitimate. |
| Engagement | Did listeners save, follow, share, comment, or attend events at a proportionate rate? | Weak engagement raises questions; replay-heavy fan behavior can be genuine. |
| Campaign alignment | Is there a dated ad, press, release, tour, creator post, or other explanation? | Supports a legitimate explanation when records exist; absence of records is not proof of fraud. |
Do not publicly name a curator, marketer, artist, or listener as a fraudster on the basis of these signals. The responsible action is to ask the platform or distributor to investigate.

- Capture analytics. Save screenshots or exports showing daily streams, listeners, followers, countries, cities, playlist sources, and the relevant time window. Include the dashboard date range and account or track identifier.
- Record the public view. Note the public stream count, playlist URL or identifier as displayed by the service, playlist title, curator name, and date observed. If a page is unavailable, record that fact rather than reconstructing a link.
- Save campaign records. Keep advertising receipts, targeting settings, press coverage, creator posts, release calendars, tour dates, and any other event that could explain genuine growth.
- Preserve promotion correspondence. Save contracts, invoices, direct messages, email headers, promised outcomes, placement claims, and payment records. A promise of guaranteed streams or placement is especially important.
- Keep distributor and royalty documents. Store notices, fee statements, takedown messages, royalty reports, and support-ticket numbers. Record when each document was received.
- Build a timeline. Put releases, promotions, playlist additions, spikes, warnings, and removals in one chronological table. Identify the source of every entry and mark uncertain dates as approximate.
- Protect personal data. Share only what the platform or distributor needs. Redact private fan information, payment details, and unrelated conversations from copies sent to third parties.
IMPALA advises keeping this kind of documentation because it can help explain legitimate growth and support communications with platforms and distributors.
How do I report fake streams?
Use the service’s current official support or reporting path. Procedures and forms change, so verify the live instructions when you submit. If a distributor or label delivers the release, involve it early: it may have access to reports and a direct escalation channel unavailable to an individual artist.
Spotify
- Notify the artist’s label or distributor promptly. Include the track title and identifier, the dates and size of the anomaly, unusual countries or playlists, the records you preserved, and the name and details of any promotion service you hired or were contacted by.
- Ask the label or distributor to report the information to Spotify for investigation. Keep the support case number and all replies.
- Use Spotify’s artist-facing route to notify the service about a suspicious playlist when that option is available. Supply the playlist details and explain what you observed without asserting that a named person committed a crime.
- Continue monitoring the track and save dated snapshots. Public counts, analytics, and royalty reports may change at different times while Spotify reviews activity.
Spotify states that any service guaranteeing streams, Spotify followers, or playlist placement for money is not legitimate and should be avoided.
Apple Music
Apple Music for Artists warns that a company or person promising more plays for a fee is not authorized by Apple and may use bots or fake accounts. Follow Apple’s current artist-support route for suspected activity and ask your distributor or label to escalate when you do not have a direct reporting option.
Apple’s provider-support update dated September 28, 2026 describes several reports available through the Music Analytics API. The Disguised Listening Report identifies content used as cover while manipulative users stream unrelated content. Apple says this activity is not counted toward the Stream Manipulation Adjustment. Flagged Streams and In Review Content Reports continue daily, while Excluded Streams Reports align with the fiscal period of Apple Music financial reports. These are provider-side tools; do not assume that every independent artist can access them directly.
SoundCloud
SoundCloud warns that guaranteed playlist placement cannot be bought and that paid promotion services may violate its rules. Its guidance says artificial activity can lead to takedowns or fees and notes that Spotify charges distributors, including SoundCloud for Artists, per track flagged for artificial streams. Report through SoundCloud’s current support route and notify the distributor that delivered the track.

What should a report contain?
A concise, factual report is easier to investigate than a long accusation. Include:
- artist name, track title, release identifier, and account or distributor;
- the exact date range and the baseline period used for comparison;
- what changed in streams, listeners, followers, geography, playlists, or engagement;
- playlist names and identifiers, curator details, and dates observed;
- known advertising, press, touring, creator, or release activity that could explain the change;
- any promotion service involved, including what it promised and what was paid;
- the screenshots, exports, contracts, notices, and royalty records available; and
- the action requested: review, clarification of a notice, correction of an account record, or removal of a playlist.
Use language such as "unexplained activity requiring review" rather than "this person bought bots." The evidence supports asking for an investigation, not declaring guilt.
Can I be penalized for streams I did not buy?
Yes, a platform or distributor may take action when it detects artificial activity associated with a track, even if the artist says it was unsolicited. The practical protection is a prompt, documented report showing what you observed, what marketing you authorized, and what you did after learning about the activity. Do not purchase additional promotion to offset suspicious streams or attempt to manipulate the figures yourself.
Spotify consequences
Spotify says confirmed artificial streams do not earn royalties, count toward public stream numbers or charts, or positively affect recommendation algorithms. Depending on severity, consequences can include playlist removal, distributor warnings or fees, account suspension, or track removal. Spotify’s per-track charge to labels and distributors for flagrant activity took effect April 1, 2024. It is a charge to labels or distributors, not a general per-stream fee charged directly to every artist.
Apple Music and other services
Apple’s reports distinguish flagged, in-review, excluded, and disguised listening for providers, but the materials do not establish a universal artist penalty or a single timetable. Other services set their own rules. Ask the distributor or platform what action was taken, which period was affected, and how to appeal or provide context.
Best Value
What to do if your song is added to a botted playlist
- Screenshot the playlist and record its identifier, follower count, track position, and the date discovered.
- Check whether the playlist caused a geographic or stream spike and save the relevant analytics.
- Do not pay the curator, promise reciprocal streams, or direct fans to repeatedly play the track.
- Tell the distributor or label and submit the playlist through the platform’s official reporting route.
- Keep the response and monitor whether the playlist disappears, changes name, or adds other unrelated tracks.
If you knowingly purchased the placement, disclose that accurately to the distributor. Concealing a paid service can make a policy review harder, while an unsolicited placement should be described as unsolicited with the evidence you have.
How to avoid artificial-streaming services
Reject any offer that guarantees a number of plays, followers, chart position, or playlist placement for a fee. Apple, Spotify, and SoundCloud each warn against these promises. Other red flags include:
- no description of the real audience, curator, or advertising inventory;
- payment required before naming any placements;
- claims that streams are "safe," "algorithmic," or impossible for a platform to detect;
- requests for account passwords or long-lived access tokens;
- contracts that prohibit you from asking where listeners came from; and
- results measured only in plays, with no transparent audience or engagement reporting.
Choose promotion that describes a verifiable activity—such as an ad placement, public-relations service, live event, or creator campaign—rather than a guaranteed stream outcome. Keep invoices and targeting records so a later spike can be explained.

A practical investigation worksheet
Create one row for each suspected track or time period. The following fields make comparisons consistent:
| Field | Entry to capture |
|---|---|
| Track and release | Title, version, identifier, release date, label or distributor |
| Baseline | Typical daily streams, listeners, countries, playlist share, and engagement before the change |
| Anomaly | Start date, peak, duration, and date of any drop or removal |
| Source | Playlist or referral name, identifier, curator, and share of activity |
| Audience | New countries or cities, listener growth, saves, follows, shares, and comments |
| Explanation | Campaign, press, tour, creator post, release event, or no documented cause |
| Response | Distributor contact, platform report, case number, replies, and requested next step |
Use the same date range and definitions for every track you compare. Mark data that is estimated, delayed, or supplied by a third party; do not present it as a confirmed platform finding.
Why careful reporting matters
Artificial listening can divert royalties and distort discovery systems, but careless accusations can harm artists, curators, and marketers who may have had no role in the activity. The defensible approach is to preserve the record, explain the baseline, disclose legitimate campaigns, and let the platform or distributor determine whether streams were artificial and what action is appropriate.
Platform rules and reporting routes are not uniform. Spotify’s distributor-centered process, Apple’s provider reporting tools, and SoundCloud’s warnings illustrate why a current official route matters more than a copied contact address. Recheck the applicable instructions whenever you submit a report or receive a new notice.
