What “sovereign” and “air-gapped” need to mean in practice
For this deployment, sovereignty is more than locating servers in Pakistan. The operator needs to know who holds and administers each part of the system, where information and cryptographic keys reside, who can authorize access, and how the system will be maintained when it has no internet route.

Map custody separately for production records, document indexes and embeddings, prompts and responses, telemetry and logs, model weights, backups, and encryption keys. Specify the jurisdiction and authorized administrators for each. A locally hosted model can still create sovereignty concerns if its logs, backups, keys or support access are controlled elsewhere.

An air gap is an operating lifecycle, not just a network diagram. Software and model updates, identity administration, key rotation, monitoring, backup restoration and emergency support all need procedures that work without an internet connection. If external support is permitted, define how a temporary connection is approved, monitored and prevented from exposing protected data.

What Pakistan’s current initiatives do—and do not—establish
Pakistan has announced sovereign AI, high-performance computing and cloud initiatives, but the cited announcements describe proposals and plans, not a service an oil and gas operator can assume is available.
- Emerging Technologies Data Centre: On 25 June 2026, the Planning Commission of Pakistan reported that the CDWP had accorded in-principle approval to the proposed centre and recommended it to ECNEC for further consideration. Its stated aim is secure, sovereign, government-owned AI and high-performance computing for government, academia, research and the private sector. The release reported an estimated project cost of Rs. 7,930 million. That is a national project estimate, not a price or capacity estimate for an HSE deployment; the announcement does not establish that the facility is built, commissioned or accepting operator workloads. The same release reported in-principle approval and a recommendation for further consideration for the National Artificial Intelligence Ecosystem Development Program, with a reported estimate of Rs. 13,000 million.
- Sovereign Government Cloud: On 22 July 2026, the Pakistan Digital Authority (PDA) described collaboration with the National Telecommunication Corporation (NTC) on a planned three-site government cloud using OpenShift, alongside expansion of national AI capacity through high-performance GPU infrastructure. This is government planning context, not a private-sector hosting commitment or a recommended three-site design for an operator.
- National Data Governance Policy: In an update dated 5 August 2026, PDA said the 2026 policy was at a finalization stage and feedback still had to be incorporated. PDA described a framework in which records remain under the ownership and protection of the institution that holds them, while WASL is intended to support secure exchange under data classification; it said the framework did not propose unrestricted sharing or centralization. Check the final policy and applicable sector-specific legal instruments before treating the update as binding requirements.
- AI policy direction and private infrastructure: PDA’s summary of the Islamabad AI Declaration sets out nine foundational principles, including sovereign infrastructure, trusted governance, human accountability, use-case-first adoption and measurable public value. PDA also reported in August 2026 that Indus Cloud was developing enterprise cloud and data-centre infrastructure in Pakistan, described by the company as renewable-powered and AI-oriented. Neither announcement specifies an operator’s server design or proves that a particular facility is live, air-gapped, certified for a data class or suitable for this workload.
How many GPUs do you need?
The available sources publish no GPU count, concurrent-user figure, document volume, energy estimate or server requirement for this particular deployment. A national project budget, generic model name or assumed number of employees cannot substitute for workload measurements. Determine the configuration by benchmarking a candidate model and retrieval setup against the operator’s own requirements.

The first workload should be narrow and read-only—for example, searching approved procedures and permit-to-work guidance, retrieving incident or audit material, or preparing a draft report for a person to review. The system should not control equipment, suppress alarms or make autonomous safety decisions.

- Define the first use case and its data boundary. Choose one or two HSE workflows. For each, document expected users and peak concurrent requests; source documents and media types; languages; retention; data classification; access groups; permitted outputs; and required audit records. Start with approved, permission-filtered content and read-only access.
- Set performance and recovery targets. Specify acceptable time to first token and full-response latency, peak-hour concurrency, service hours, availability, recovery time objective and recovery point objective. Record expected growth and decide whether the service must run at one site, have a local primary plus offline recovery, or use multiple sites. These targets determine how much compute headroom, replicated storage and operational capacity the design needs.
- Select and benchmark the model and retrieval design. Test candidate models with representative, permission-filtered HSE material and the intended context length, quantization and serving configuration. Measure retrieval quality, citation coverage, refusal behavior, language performance, throughput and response latency. Run tests at expected peak concurrency, record system utilization, and exercise degraded modes rather than relying only on a single-user demonstration.
- Translate observed demand into capacity. Use measured peak throughput and latency to size inference, then state the headroom reserved for growth, maintenance and node failure. Size the document store, vector index, model-weight storage, logs, backups and offline or immutable recovery copies separately. Validate memory capacity, storage IOPS and throughput, network segmentation, power draw, cooling, room and rack limits, and local spares and replacement support with the selected vendor or integrator. Produce the bill of materials after these inputs and tests are available.
- Specify operational control and the offline lifecycle. Assign responsibility for privileged access, identity and key management, local monitoring, approval of model and corpus changes, patch cadence, incident response and restoration. Define a controlled import station or transfer process for updates, including signature and checksum verification, malware scanning, media custody, approvals and rollback images. Rehearse updates and recovery without cloud dependencies.
- Test the whole service under realistic conditions. Validate access filtering, citations, response behavior, latency, concurrency and recovery using the intended corpus and user groups. Record configurations and results so future model, index or workload changes can be compared against the agreed targets. Do not infer a production GPU count from a generic model benchmark unless its hardware, serving setup and test workload match the proposed deployment.
Choosing one site or several
Topology should follow recovery and availability objectives, not a desire to match a national cloud plan. A single isolated site can simplify physical custody and day-to-day operations. Multiple sites can support recovery, but require decisions about replicated data, access, key control, network paths and administration. Neither pattern is automatically more sovereign or resilient.
| Design choice | Potential advantage | Questions and trade-offs to resolve |
|---|---|---|
| Single isolated site | Fewer sites and replication paths to administer; may simplify physical custody. | How will service recover if the site or a critical component is unavailable? Where will offline recovery copies reside, and how will they be restored within the required recovery objectives? |
| Local primary with offline recovery | Provides a separate recovery path without requiring continuous replication. | How recent must the recovery copy be? Who controls it, how is it protected, and how often is restoration tested? |
| Multi-site sovereign design | Can provide additional recovery options when the sites and operating procedures support them. | How will replication, latency, access governance, key control, physical security, staffing, energy and lifecycle cost be handled at each site? |
Score the options against workload and latency, failure behavior, recovery targets, jurisdiction and custody, key control, access governance, physical and cyber security, update logistics, staffing and support, energy and cooling, and lifecycle cost. PDA and NTC’s described three-site plan is an example of government planning, not a private operator’s required site count.
Keep the AI service outside OT control
HSE AI may help people find approved information or prepare material for human review; it should not become part of a control or safety function. NIST’s published SP 800-82 Rev. 3, dated 28 September 2023, says: “This document provides guidance on how to secure operational technology (OT) while addressing their unique performance, reliability, and safety requirements.” It is a technical reference, not Pakistan law or evidence that a particular deployment has been safety-certified.

- Maintain an accurate asset inventory and data-flow map before designing integrations.
- Place inference and user interfaces in an enterprise zone or dedicated DMZ. If OT-origin information is needed, use approved read-only exports or mediated gateways.
- Do not give the model a direct PLC, DCS or SCADA write path, and do not make it part of a safety instrumented function.
- Use operator change control, test failure and degraded behavior, and ensure the process remains safe when AI is unavailable or wrong.
What to require before procurement
Ask vendors and integrators to show how the proposed configuration meets the measured workload and the operator’s custody, availability and recovery requirements. A “GPU server for local AI inference” is a product category, not a complete recommendation.
