There is no general-purpose, Apple-supported iOS emulator that runs arbitrary App Store iPhone and iPad apps locally on Windows. Apple’s official iOS Simulator is included with Xcode and runs on macOS. Windows users must choose a route based on their goal: use a real Apple device, connect to a remote Mac, use cloud build services, or use a limited browser preview.
First, identify what “run iOS on a PC” means
“Stimulate iOS” is almost certainly a request to simulate iOS. That can mean several different things, and they do not have the same solution.

Simulation means running Apple’s developer test environment. Emulation would mean reproducing an entire operating system and hardware platform. Remote access means controlling a Mac or device hosted elsewhere. A browser preview only displays a limited representation of an app. None of these is the same as executing an arbitrary iOS binary natively inside Windows.
The official method: Xcode Simulator on a Mac
Apple distributes Xcode and its Simulator for supported versions of macOS. Apple describes Simulator as a development and testing environment, not a replacement for an iPhone, and notes that it cannot reproduce every physical-device feature or exact performance. What you need
- A Mac compatible with the Xcode version and simulator runtime you intend to use.
- Xcode installed from Apple’s distribution channel.
- An iOS or iPadOS project with a valid app target.
- Enough disk space for Xcode and any downloaded simulator runtimes.
Compatibility changes frequently. Check Apple’s Xcode and macOS system-requirements page immediately before choosing hardware or upgrading. It lists supported macOS versions, Xcode releases and simulator-runtime requirements.
Run an app in Simulator
- Open the project in Xcode.
- Open the scheme pop-up menu in the toolbar.
- Choose a device under iOS Simulators or iPadOS Simulators.
- Click Run.
- If the device or operating-system runtime is missing, use Xcode’s simulator-management controls to download it, then select it again.
A successful build opens the selected simulated device and launches the app. Test multiple screen sizes and supported iOS versions, then repeat the important checks on real hardware.
How to develop an iOS app from Windows
Windows is useful for shared application code, project management and source control. It does not remove Apple-specific requirements for compiling, signing, distributing and validating an iOS build.

Windows plus a Mac
- Write shared code on Windows and keep the project in GitHub, GitLab, Bitbucket or another repository.
- Use a personal, company, rented or cloud Mac for Xcode-dependent tasks.
- Install the Xcode version compatible with the project’s deployment target and dependencies.
- Resolve native iOS configuration, signing, provisioning and package issues on macOS.
- Run the project in Simulator, or deploy it to an iPhone or iPad.
- Use TestFlight or another Apple-approved distribution method for wider tester access.
Flutter, React Native, .NET MAUI, Ionic and similar frameworks can move much of the coding to Windows. They do not eliminate Xcode, Apple SDKs, code signing or physical-device testing.

Store signing certificates, provisioning profiles, API keys and other secrets in the CI provider’s protected secret storage. Do not place them in a public or ordinary source repository.
Cloud Mac versus cloud CI
These services solve different problems. A cloud Mac gives you an interactive macOS desktop. A CI service generally builds, tests and distributes automatically; it is not necessarily a graphical Simulator that you can freely operate from a Windows browser.

Cloud prices, quotas, machine types and availability can change. Confirm the provider’s linked pricing page before purchasing. Xcode Cloud and Codemagic can produce a build for a physical device or TestFlight, but they do not by themselves give you unrestricted interactive access to the Simulator. Codemagic also advertises an in-browser preview feature in its product updates; treat that as a preview, not as complete iOS validation.
Testing on a real iPhone or iPad
Simulator cannot stand in for camera and microphone behavior, Bluetooth accessories, GPS and motion sensors, push notifications, biometrics, cellular conditions, battery drain, thermal throttling, memory pressure, App Store purchase flows or every graphics and performance characteristic. Apple recommends validating important behavior on physical devices.

- In Xcode, sign in under Xcode > Settings > Apple Accounts.
- Assign the project to a team in Signing & Capabilities.
- Connect the iPhone or iPad, unlock it and trust the Mac when prompted.
- Choose the physical device as the run destination and run the app.

The required Simulator is missing
Check the installed Xcode release, then download the matching runtime through Xcode’s simulator-management controls. A project may require a newer runtime than the one installed.
The project is not a valid run destination
Confirm that the selected scheme contains an iOS or iPadOS app target rather than a library, command-line target or unrelated platform target.

Cloud CI succeeds but the app fails on an iPhone
Investigate signing and provisioning, device support, architecture, entitlements, permissions, native dependencies and hardware-only behavior. A successful automated build proves compilation and the configured tests, not compatibility with every physical device.
A remote Mac feels slow
Interactive Simulator performance depends on network latency, video streaming, host load and storage. Large Xcode and runtime downloads also consume time and disk space. A physical Mac is usually better for frequent interactive debugging; a cloud Mac is practical for occasional access.
Can an IPA run on Windows?
An IPA is an iOS application package, not a Windows executable. Obtaining one does not create a supported local Windows runtime. Avoid piracy, modified packages, jailbreak-dependent tools and unknown “free iOS emulator” downloads.
What not to assume
- Installing Xcode directly on Windows is not an Apple-supported workflow; Apple’s system requirements and documentation describe a macOS environment.
- A browser preview is not proof that push notifications, sensors, purchases, performance or every native API works.
- A cross-platform framework does not eliminate Apple signing, build and distribution requirements.
- A cloud build service is not automatically an interactive cloud Mac.
- Claims that one Windows download runs the entire App Store should be treated as misleading or unsafe.
Which route should you choose?
- Existing App Store app: use an iPhone or iPad, or use a web or Windows version if the developer provides one.
- Occasional developer: keep coding on Windows and rent an interactive Mac such as MacinCloud; consider MacStadium when dedicated hardware or enterprise controls matter.
- Automated cross-platform builds: use Codemagic when pay-per-minute CI and Flutter or React Native support fit your workflow.
- Apple-focused CI/CD: use Xcode Cloud for automated builds, tests and TestFlight distribution integrated with App Store Connect.
- Serious iOS development: use a compatible Mac, frequent Simulator testing and at least one real iPhone or iPad.
Apple also documents that compatible iPhone and iPad apps can run unmodified on Apple-silicon Macs, subject to availability and the developer’s choices. That is a Mac capability, not a way to run those apps on Windows; see Apple’s Apple-silicon guidance.
Bottom line
There is no general supported Windows program that installs and runs arbitrary native iPhone or iPad apps. Use Xcode Simulator on macOS for development, a cloud Mac when you need remote interactive access, Xcode Cloud or Codemagic for automated builds, and a real Apple device for hardware and release validation.
