To shuffle videos within scheduled blocks, make a separate playlist for each block, enable shuffle for that playlist, and use a separate scheduler to decide when each block plays. OBS with its VLC Video source can shuffle and loop local files, but OBS’s documented playlist controls do not schedule blocks by clock. A calendar-based playout service such as playout.video documents both scheduled time slots and playlist shuffle.
YouTube’s broadcast scheduling is for setting up a live event; it is not the shuffle-and-block scheduler described here. The shuffle happens in your playback or playout system, which sends the selected media into the live stream.

What you need to set up
Think of each scheduled block as its own playout task. For example, make one playlist for a morning block and another for an evening block, then set a scheduler to activate the appropriate playlist at the appropriate time. Shuffle controls the order of items inside a playlist; scheduling controls which playlist is active and when.

- A shuffle control: Enable randomization for each playlist in the playback or playout system.
- A scheduling layer: Use a scheduler to switch between playlists or scenes at the intended times. Playlist shuffle alone does not create a calendar.
- A live-stream path: The playout system must feed the video and audio to the encoder or service sending the live broadcast to YouTube.
YouTube documents live broadcast events and publication scheduling for uploaded videos, which are separate operations from selecting and shuffling prerecorded files inside a running live stream. See the YouTube Live Streaming API documentation and YouTube Help on scheduling video publication.

Option 1: Shuffle scheduled blocks with OBS and VLC
OBS’s official VLC Video source supports a playlist, shuffle, and looping. VLC must be installed for the source to appear in OBS. This approach suits creators who already run OBS and can keep the computer, media files, and scheduling or automation layer available.
Prepare a playlist for each block
- Install VLC on the computer that runs OBS. Confirm OBS offers the VLC Video source.
- In OBS, open or create a scene for the first scheduled block. Add a VLC Video source to that scene.
- Add the local video files for that block to the source’s playlist. Keep videos intended for a different time block in a separate playlist or source arrangement.
- In the source settings, enable Shuffle Playlist to randomize the files rather than play them in file-list order.
- Enable Loop Playlist if the block should continue cycling until the scheduler changes to another block.
- Repeat these steps for each block, using a distinct playlist or scene/source arrangement for each one.
OBS describes shuffle as randomizing media files instead of retaining the file-list order. It does not promise a unique order on every loop or whenever a source becomes visible again, so treat shuffle as randomization—not a guarantee that every activation begins with a never-before-seen sequence. See the OBS Media Sources documentation.

Add a scheduler for the block changes
Use a separate scheduling or automation mechanism to switch to the scene or source arrangement for the next block. The cited OBS media-source documentation establishes playlist playback, shuffle, and loop controls; it does not define a clock-based schedule for switching scenes. Set up the schedule in the external tool you choose, and verify that it can trigger the scene change or other transition you need.

Before going live, make a short recording or private test. Check that the correct playlist appears at the scheduled change, video and audio continue as expected, looping behaves as intended, and the source behaves correctly when it becomes visible again. OBS’s Quick Start Guide recommends testing settings before going live.

What this route requires
With the local-file OBS workflow, the computer must be running OBS and able to access the media files for playback. The scheduler is an additional component, not a feature established by the VLC source’s shuffle checkbox. You also need to maintain the local files and check that the scheduler and OBS are working together.
Option 2: Use calendar-based cloud playout
A calendar-based playout system can combine playlist management with scheduled blocks. The playout.video calendar guide documents placing videos, playlists, or compositions into time slots, setting loop or play-once behavior, and defining recurrence. Its playlist guide documents shuffle and scheduled playlist switching. See the calendar guide and the playlist guide.
