How to Shop for Groceries When Online Ordering or Payment Systems Are Down

Start by separating two problems: an online-ordering outage does not prove that the physical store is closed, while an in-store checkout outage may leave an open shop unable to take your preferred payment. Check the retailer’s current status notice or call the branch, then ask staff which tills and payment methods are working before filling a basket.

Take cash if the store accepts it, and carry a physical bank card with its PIN where offline card payments may be supported. A phone or watch tap is not a universal fallback. Whether any method works depends on the branch, terminal, merchant, card issuer, country, outage type and transaction limits.

What to do first when online grocery ordering is unavailable

  1. Check the scope of the outage. Look at the retailer’s official service message, the store’s phone line or notices at the entrance. Determine whether only the website or app is affected, or whether the branch and its checkout network are also disrupted.
  2. Confirm that your chosen branch is open. Outage procedures can differ between branches, even within the same chain. An online cart or delivery scheduler may be unavailable while a physical shop continues trading.
  3. Ask about payment before selecting groceries. At the entrance or customer-service desk, ask whether staffed tills, self-checkout, cash, debit, credit and other local methods are currently accepted. Staff may have instructions that are not visible on the retailer’s website.
  4. Carry more than one possible payment method. Cash can help only where the shop accepts it. A physical card and remembered PIN may work in an offline-capable setup, but that depends on the card, issuer, terminal and merchant.

If the branch cannot accept the method you have, decide between another open retailer and waiting for restoration. Do not assume that a different online checkout will work during a wider network or power disruption.

Can you still shop in the store if online ordering is down?

Often, yes—but the online and physical systems may be separate. A failed website, app, delivery slot system or online card authorization does not by itself establish that a shop is closed. Conversely, a store can be open while its point-of-sale system, card connection or particular tills are unavailable.

How to verify the branch

  • Read the retailer’s live outage or service notice, noting whether it names online ordering, delivery, click-and-collect or physical stores.
  • Call the specific branch if a phone number is available. Ask whether it is open and which payment methods are being accepted now.
  • At the entrance, ask an employee before collecting a large basket. The branch may be operating staffed tills only, limiting self-checkout, or using a temporary process.

Treat every answer as location- and time-specific. A service can return during your journey, or a branch can lose a payment connection after you arrive.

What to ask store staff before you shop

Use a direct question rather than assuming that “the card system is down” describes every terminal. Ask:

  • “Are the staffed tills open, and are self-checkouts working?”
  • “Can you take cash at this branch?”
  • “Are debit and credit cards working, or only one of them?”
  • “If contactless fails, can I insert a physical card and enter a PIN?”
  • “Is this a temporary offline process, and are there transaction limits?”

If a card is offered but a tap fails, ask staff whether the terminal supports offline card processing and whether an inserted physical card with PIN is required. Do not keep retrying a payment that may already have been authorized; ask staff to check the terminal or transaction state first.

Payment fallbacks compared

No option is universally reliable during an outage. The relevant questions are whether the store is open, whether that checkout accepts the method, whether it can work without a live network authorization, what you must physically have, and whether local eligibility or limits apply.

Fallback Store and checkout condition Can it work without network authorization? What you need Main limits
Cash The branch must be open and the cashier must accept cash. Yes, because no card-network authorization is required. Enough notes or coins, subject to the store’s procedure. Cash acceptance is not universal; exact-change or local handling rules may apply.
Physical card with PIN The branch and a participating terminal must support offline card processing. Sometimes. An eligible chip can authorize within a stored limit and submit the transaction after reconnection. The physical chip card and its PIN; a phone or watch alone is insufficient for the tested arrangements described here. Issuer, card, terminal, merchant participation, country and transaction limits determine eligibility.
Contactless card The terminal must be operating and support that contactless transaction mode. Not reliably established as a universal outage fallback. A contactless card or device. Offline arrangements described by payment authorities used an inserted physical card and PIN, not contactless-only use.
Phone or watch wallet The terminal, wallet token and store must all continue to support the transaction. Not guaranteed during a payment or communications outage. Charged, unlocked device and any required authentication. Contactless-only shoppers faced a notable obstacle in an Estonian crisis exercise.
Another retailer You need a different open branch whose checkout is functioning. Depends on that retailer’s systems and payment methods. A payment method the alternative store accepts. Do not assume another retailer’s online service will work during a broader disruption.

Using cash during a checkout outage

Cash is the simplest technical fallback because it does not require a card issuer or payment network to authorize a transaction. It is still conditional: the shop must be open, the specific till must be handling cash, and the retailer must accept it. The available evidence does not establish a universal legal duty for every retailer or country to accept cash.

Before relying on cash

  • Ask at the entrance whether cash tills are operating.
  • Check whether the branch has a temporary limit, exact-change request or queue arrangement.
  • Keep enough cash for the basket you actually intend to buy; a small amount may not cover a full shop.
  • Do not hand over cash until the cashier confirms that the till can complete the sale.

If cash is refused or the cash tills are unavailable, ask whether a physical card can be processed offline. If neither method works, another open retailer may be more practical than repeatedly attempting the same failed checkout.

How offline card payment works—and why it may fail

An offline card transaction is not simply a normal card payment with the internet switched off. Where the arrangement exists, the card chip and terminal use limits and rules stored locally to approve a purchase without contacting the acquirer or issuer. The terminal stores the transaction and sends it onward when connectivity returns.

For a shopper, that usually means inserting the physical card and entering the PIN. The card, issuer, terminal and merchant must all be eligible, and the amount must fall within the applicable limit. A store can still be unable to sell if it has lost power, if its point-of-sale software is down, or if its terminal is not configured for the offline arrangement.

Sweden: a specific arrangement from 1 July 2026

Sveriges Riksbank says expanded options for offline card payments for essential physical retail purchases took effect in Sweden on 1 July 2026. The arrangement covers eligible cards issued by listed participating issuers and transactions at participating parties. The customer inserts the physical card and enters the PIN; where the card has an offline function, its chip can authorize a purchase up to a limit without contacting the acquirer or issuer. The terminal stores the transaction and forwards it after the connection returns.

This is a Sweden-specific arrangement with defined participating organizations, covered periods and eligibility. It is not evidence that every Swedish card, terminal or grocery shop will work offline, and it says nothing by itself about another country.

Estonia: evidence from a one-hour 2026 exercise

Eesti Pank described a 2026 crisis exercise lasting one hour in six shops operated by Selver, Coop, Grossi Toidukaubad, Maxima, Rimi and Lidl. The exercise used physical bank cards and PINs for the tested offline card payments. The bank described the broader setup as limited to certain amounts and a fixed network of shops.

Contactless-only shoppers who had neither their physical card nor cash faced the biggest obstacle in that exercise. The result should not be generalized to all Estonian stores, cards or real-world outages; it demonstrates why carrying only a phone or watch is risky when communications or payment infrastructure is disrupted.

Mastercard’s announced European rollout

In a 2026 announcement, Mastercard said newly issued Mastercard cards across Europe are to be enabled for offline payments from February 2027, and that new and replacement terminals are to support them by May 2027. The announcement describes local approval using limits stored on the card chip, followed by clearing after reconnection, and gives a €200 per-transaction limit set in advance by the cardholder’s bank.

Those are announced requirements and future dates, not a current universal capability or an independent guarantee that a particular grocery shop will accept an offline transaction. The bank-set limit, card type, terminal, merchant participation and local implementation still matter.

“When the power or network goes down, people still need to buy food, fuel and medicine,” said Brice van de Walle, Executive Vice President, Core Payments at Mastercard.

Why a phone or contactless tap may not work

Phone and watch payments normally depend on a contactless reader and a payment credential that can be used under the terminal’s current operating conditions. During an outage, the reader may be powered but unable to reach required systems, or the retailer may permit only a specific offline mode. The documented exercises above used inserted physical cards and PINs, so do not treat Apple Pay, another phone wallet or a contactless card as equivalent to an eligible offline chip-card transaction.

Bring the physical card associated with your account if you have one, and remember its PIN. If you only have a device, ask staff what they are accepting before selecting groceries.

If the terminal declines or appears frozen

  1. Stop repeated attempts. A screen error does not tell you whether the terminal sent an authorization request.
  2. Ask the cashier to check the transaction state. Let staff follow their store procedure rather than starting multiple taps or inserts.
  3. Try the permitted method once. If staff confirm that inserted card-and-PIN is supported, use the physical card rather than switching repeatedly between contactless and wallet payments.
  4. Change payment method only after confirmation. Move to cash or another accepted method if the first attempt is explicitly rejected.
  5. Reduce the basket if necessary. If an offline limit applies, ask whether a smaller transaction is allowed; do not assume splitting purchases is permitted.

This is cautious operational guidance. The handling of a disputed, duplicated or pending authorization depends on the retailer, card issuer, payment provider and local rules, so ask those parties for the specific resolution process if a charge later needs investigation.

When no payment method works

Try another open physical retailer

Ask the first shop whether the problem is local to its tills or part of a wider outage. A nearby retailer may use a different network or have working cash tills, but this is not guaranteed. Check its status before carrying a full basket across town.

Wait for restoration when the need is not urgent

For a non-urgent shop, waiting can avoid unnecessary duplicate attempts and wasted travel. Keep the retailer’s notice or branch phone number available and check again rather than repeatedly submitting an online order.

Prioritize essential items carefully

If staff can process only limited transactions, ask what procedure applies before choosing items. Do not pressure employees to bypass a control or imply that an online-only alternative must work during a broader network disruption.

Preparing for future grocery-payment outages

  • Keep a modest amount of cash where it is safe and legal for you to do so.
  • Carry a physical bank card and know its PIN; do not rely exclusively on a phone or watch wallet.
  • Save the retailer’s branch phone number and official status page before an emergency.
  • Know which nearby stores are practical alternatives.
  • Check whether your bank has published local guidance about offline card use and transaction limits.
  • Charge your phone, but treat it as a communication tool rather than a guaranteed payment instrument.

Preparedness does not make every payment outage solvable. It gives you more than one option while leaving the final decision with the branch’s live systems and staff instructions.

What the Spain–Portugal blackout illustrates

Mastercard estimated in its 2026 announcement that 55 million people were unable to make digital payments during the April 2025 Spain–Portugal blackout. That figure is Mastercard’s estimate, not an independently verified official count. It illustrates the scale at which a network or power event can affect ordinary purchases, but it does not predict whether a particular grocery store will accept cash or offline cards in a future incident.

Key decision checklist at the door

  • Open? Confirm the branch is trading now.
  • Which tills? Find out whether staffed checkouts, self-checkout or only a limited lane are operating.
  • Which payment? Ask specifically about cash, debit, credit, contactless and inserted card with PIN.
  • Which limit? Confirm whether offline transactions have an amount or eligibility limit.
  • What if it fails? Know whether the branch recommends another retailer or waiting for restoration.

The safest approach is specific rather than automatic: verify the branch, ask staff, use the method they confirm, and stop when the terminal’s status is unclear.
