Start by planning what “accessible” means for this product
Before implementation, identify the applicable accessibility requirements and conformance target, then name the checks, people, environments, and lifecycle gates needed to evaluate them. Put that plan alongside the product’s master test plan rather than treating accessibility as a separate end-of-project task. Section 508.gov recommends specifying when validation will happen and whether each activity will be manual, automated, or hybrid: Effective Methods and Tools for Incorporating Accessibility Conformance Validation within Development Processes.
Translate the plan into work a team can act on: requirements, design-review questions, user-story acceptance criteria, and a named owner for findings. State what blocks a release and how exceptions are approved, recorded, assigned, and revisited. The applicable standard and version depend on the product and obligations; do not describe a product as conformant merely because a scanner ran.
Review flows and components before they become expensive to change
Design review is the first practical testing point. Examine prototypes and user flows for labels, content, interaction patterns, focus order, and contrast before code makes those decisions harder to change. Record findings as acceptance criteria or test cases, so they remain visible when the design moves into implementation. Include reusable templates and common controls in early evaluation. A defect in a shared navigation pattern or form control can recur across many pages. Establish a baseline for a component or template, then retest changed content and flows as they evolve rather than assuming an earlier check covers every later variation.
Put accessibility checks into implementation and pull requests
During development, use accessible components where appropriate, inspect the implemented interface, and test keyboard behavior as interactive elements are built. Run suitable automated checks repeatedly against changed pages or components, including in pull requests or continuous integration (CI). The aim is prompt, repeatable feedback and regression detection—not a claim that a tool has evaluated the entire experience.

- Define which findings are critical enough to block merging or release.
- Attach reports to the relevant change and assign findings to an owner.
- Record exceptions with an owner and an expiry or review date rather than leaving them open-ended.
- Re-run the relevant checks after a fix and confirm the affected flow, not just the individual element.
Microsoft’s Windows accessibility guidance gives examples of automated checks in pull requests and CI, release gates for critical failures, and scheduled manual validation: Accessibility testing for Windows apps. These are examples of process and tooling, not evidence that one tool covers every platform or criterion.

Automation is useful for checks a tool can identify consistently and rerun after each change. It can surface common detectable failures early and make regression checks more repeatable. Its coverage is bounded by what it tests; a passing scan does not establish that a task is understandable or that someone can complete it with assistive technology.

Microsoft cautions that automated tools cannot find all accessibility problems and recommends manual interaction checks and testers with accessibility needs: Resources for accessibility testing. Choose checks to answer a specific question; do not treat a tool’s report as a substitute for human judgment.

Test complete tasks with keyboards and assistive technology
Manual coverage should reflect the product’s key user tasks and risks. At minimum, consider keyboard-only operation, screen-reader use, zoom, and narrow or responsive layouts. Depending on the product, include relevant voice-recognition or high-contrast modes. Test full flows—such as finding an item, entering information, and completing a transaction—not only isolated pages or controls.
Where feasible, include people with disabilities in usability evaluation and plan tests with assistive technology. Their experience can reveal barriers that a checklist or scanner does not expose. Define the flow, environment, and expected outcome in advance, then track findings through verification.
Keep the checks alive through release and maintenance
Use release evaluation to bring together automated results, manual conformance checks, and full-flow testing with assistive technology. Prioritize critical defects using the release rules already defined, document the decision, and keep an accessibility test record.
After launch, retest features when shared components, templates, navigation, or interactions change. Keep automated checks current and assign regression ownership; accessibility is ongoing product maintenance, not a one-time launch audit. Microsoft describes this lifecycle approach in its account of shifting accessibility work earlier: Shifting left to get accessibility right at Microsoft. Microsoft reported that bugs caught by automation were remediated in less than one hour on average in that 2023 account of its own internal experience. That organizational report is not a general industry benchmark or a promised result for other teams.

- Planning: name the applicable requirements, test types, environments, owners, and gates in the test plan.
- Design: review the prototype and key flows; turn findings into acceptance criteria or test cases.
- Development: inspect the implemented UI, use suitable automated checks, and operate new interactions by keyboard.
- Pull request and CI: run repeatable checks on changed areas, define critical blockers, and track any time-limited exception.
- Release: combine tool output with manual checks and complete assistive-technology flow testing for prioritized tasks.
- Maintenance: retest affected shared patterns and changed flows, verify fixes, and update guidance where needed.
