Choose YouTube’s recommended bitrate for the stream’s codec, resolution and frame rate, then test that configuration on the actual upload connection and monitor stream health. For H.264, YouTube recommends 14 Mbps for 1080p30 and 17 Mbps for 1080p60.
Choose the bitrate for the exact stream format
YouTube’s live ingest recommendations depend on codec, resolution and frame rate. Select the matching row in its live encoder settings and bitrate table; do not treat a recommendation for one format as a universal setting. The figures below are YouTube Help recommendations; the page does not show a publication or update year (accessed 2026).

For H.264, YouTube also lists minimums of 5 Mbps at 1080p30 and 6 Mbps at 1080p60; those are minimum figures, not the recommended targets. Do not carry H.264 values over to AV1 or H.265/HEVC: use the matching codec column in YouTube’s table.
Match the encoder to the selected row
Set the encoder’s codec, output resolution and frame rate to the combination whose bitrate you chose. YouTube’s Live Control Room uses automatic resolution and frame-rate detection by default; a custom stream key can be configured for manual settings. If you select manual settings, make sure the encoder output agrees with them.

Set the key video and transport options
- Rate control: use CBR, as YouTube recommends for live encoding.
- Keyframes: set a two-second keyframe interval. YouTube says not to exceed four seconds.
- Protocol: use RTMPS for encrypted transport where supported. YouTube lists RTMP/RTMPS for live ingest and recommends RTMPS.
- Frame rate: YouTube’s live guidance supports up to 60 fps. Choose the rate that matches the stream and bitrate row.
- Stream destination: obtain the ingest URL and stream key from YouTube’s live setup and enter them in the encoder. Keep the key private.

Test bitrate on the real upload connection
- Check upload capacity. Run an upload-speed test on the connection that will carry the 24/7 stream. A YouTube recommendation is not a guarantee that a particular connection can sustain that upload rate.
- Configure a representative test. Use the intended codec, resolution, frame rate and bitrate. Include audio and movement similar to the material you expect to stream; YouTube advises testing with representative content before relying on the setup.
- Start the stream and check YouTube’s preview and health status. Confirm that YouTube is receiving the expected format and watch for stream-health messages.
- Observe a sustained run. Check the encoder output and stream health under the actual connection conditions. If the stream is unstable, revisit the selected format and test a configuration the connection can sustain.
YouTube does not prescribe a universal upload-headroom multiplier in the cited guidance. Avoid treating an invented margin as an official rule; use measured capacity and observed stability from your own test.

Use FFmpeg for a continuous file-based stream
FFmpeg supports RTMP output and can send a file in real time with -re and FLV output. The command below shows the structure; replace the input, output URL, codec and encoding options for your file and installed FFmpeg build. It is a starting point, not a universal ready-to-run configuration.
ffmpeg -re -i input.mp4 -c:v libx264 -b:v 14M -minrate 14M -maxrate 14M -bufsize 28M -r 30 -g 60 -c:a aac -b:a 128k -f flv "rtmps://YOUR_INGEST_URL/YOUR_STREAM_KEY"
This example pairs an H.264 1080p30 target with a 14 Mbps video bitrate, a two-second GOP at 30 fps, and RTMPS-style output. It assumes the input can be encoded to the target resolution and frame rate; add or adjust scaling, pixel format, audio mapping and encoder options to suit the source and your FFmpeg build. Replace the placeholder destination with the exact URL and private key from YouTube. Do not publish a command containing your real key.

For a different format, change the output codec, resolution, frame rate and bitrate together. For example, the 14 Mbps H.264 example is not the right target for 1080p60, which YouTube recommends at 17 Mbps, nor should it be reused unchanged for AV1 or HEVC. Confirm the encoder is available in your FFmpeg build before selecting it.
Looping and recovery are separate concerns
A file-based continuous stream needs a source strategy that keeps producing media. FFmpeg’s -stream_loop -1 option can loop an input file, but a playlist with multiple files requires a separate playlist or input-management approach. Test the transition behavior and audio continuity for your actual sources.

FFmpeg documents the FIFO muxer as one way to handle temporary output failures and provides a recovery example that retries at one-second intervals. FIFO is a resilience mechanism, not a guarantee of uninterrupted playback, a YouTube-side reconnect guarantee or a complete 24/7 operations plan. Adapt its options to the installed build and deliberately test network interruption and recovery.

Checks to make after startup
- Verify that YouTube’s live preview and health status show an incoming stream.
- Monitor FFmpeg logs for encoding errors, output failures or process exit.
- Alert on process exit or sustained output interruption, and document how the service restarts.
- After any restart or interruption, confirm that YouTube is ingesting again rather than assuming a restarted process means viewers see a healthy stream.
YouTube advises testing and monitoring stream health, while FFmpeg documents output and recovery mechanisms. Those sources do not establish a required supervisor, hosting provider, uptime level or restart policy; choose operational arrangements to fit your deployment and verify them in practice.

Common symptoms and checks

Copyright and YouTube policy still apply
A stable ingest bitrate does not establish that a stream is eligible to remain live or that its content is permitted. Use media you have the rights to stream and review YouTube’s applicable live-stream rules and copyright guidance for your channel and content. Technical continuity cannot prevent a rights claim, restriction or platform action.
