How to Set Up Workday AI Agents to Automate HR and Finance Workflows

By Freedom251 Team · · 12 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set up Workday AI agents in five controlled stages: confirm your subscription and tenant entitlements, enable the Workday Agent System of Record (ASOR) in each tenant, register and configure the agent, secure every skill and API it can invoke, then test and monitor it. Workday-built agents are registered in Agent Management Hub. An agent built outside Workday follows a separate ASOR API registration process.

Do not promise that a named agent will be available until your Workday Community subscription profile, purchased SKUs, tenant configuration, region and account-team guidance confirm it. Workday’s administrator documentation is US English guidance; it does not establish universal regional availability or entitlement.

What Workday AI agents and ASOR do

Workday defines its agents as “autonomous, conversational assistants that can answer questions and perform multistep actions to enable you to complete complex tasks and workflows.” In practice, an agent combines conversational handling with skills that read data, call Workday APIs or start business processes. A human might ask about an absence, an invoice or a recruiting task; the enabled skill determines what the agent can actually do.

The Workday Agent System of Record (ASOR) is the administration and governance layer. It records which agents exist, which skills are enabled, who may use those skills, and the status and activity associated with each agent. ASOR is not a replacement for ordinary Workday domain security. A user must still have the permissions required by the APIs and business processes that a skill invokes.

Keep these two registration paths separate:

  • Workday-built agent: an eligible agent is selected and registered from Agent Management Hub, then configured and activated in the tenant.
  • External agent: an independently built agent is defined and registered through the ASOR API, with OAuth and provider, platform and Workday API identifiers supplied by the implementer.

That distinction affects procurement, technical work, security review and support ownership. It also prevents a common mistake: trying to register an external service with the Workday-built-agent screen, or assuming that an announced Workday agent is automatically present in every tenant.

Confirm scope, contract and tenant eligibility first

Define the workflow and users

Write down the business outcome before opening a configuration page. Identify the HR or finance workflow, the systems and records it will touch, the intended agent and skills, the tenants in scope, and the security groups that should be able to use it. Include both the normal user population and exceptional cases such as payroll administrators, finance controllers or managers acting for another employee.

Decide whether the agent will answer questions only, perform transactions, or do both. A question-answering skill may expose sensitive data without changing it; a transactional skill may create an accounting entry, submit an absence or launch a business process. Those are different risk levels and should not automatically share the same access group.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the subscription arrangement and purchased SKU

Review the organization’s Subscription Service Agreement in Workday Community and the purchased SKUs for each tenant. Registration is limited to agents included in SKUs the organization has obtained. Workday states that UMSA makes the capability available subject to the applicable conditions. For Workday-built agents, UMSA is required in both production and non-production tenants.

An organization on an MSA arrangement must opt in to UMSA and enable the feature through Innovation Services. Confirm current Flex Credit requirements and production conditions with Workday; those terms depend on the organization and tenant rather than having one universal public value.

Create a tenant-by-tenant entitlement matrix

Record the answer for every environment instead of assuming that production, a sandbox and a development tenant match.

Enable ASOR and administrator security in every tenant

ASOR configuration is performed separately in each tenant. Workday says there is currently no configuration migration method, so a setup completed in a sandbox does not automatically appear in production.

  1. Open Maintain Functional Areas. Enable Agent System of Record in the tenant.
  2. Activate pending policy changes. Do not leave the functional-area change in a pending state while continuing with registration.
  3. Open Domain Security Policies for Functional Area. Enable Agent Compliance, Agent Management Hub, Manage: Agents, Reports: Agent Reporting and Setup: Agents.
  4. Open the System functional area policies. Enable Reports: AI Agent Security.
  5. Assign administrator access deliberately. Grant View and Modify on these policies to a specifically scoped, unconstrained security group. Use a group intended for agent administration rather than broadening an existing all-purpose group.
  6. Activate the pending security changes. Confirm that the administrator account is a member of the intended group and can open the relevant pages before attempting registration.

Repeat the sequence in each non-production and production tenant. Record the date, administrator group and policy activation in your change documentation so a later audit can distinguish an intentional configuration from an accidental permission change.

Register and configure a Workday-built agent

Register the eligible agent

  1. Open Agent Management Hub.
  2. Select Unregistered Workday Agent.
  3. Choose an agent that appears as eligible for the tenant and purchased subscription, then select Register.
  4. Confirm the registration. The agent should appear under Agent Registry.
  5. Open the agent record and choose Configure Agent.

If the agent is not listed, stop and resolve entitlement, tenant or subscription questions instead of attempting to bypass the registration screen. A product announcement or a listing in a partner marketplace is not proof that your tenant can activate the agent.

Enable only the skills the workflow needs

In the configuration page, enable the minimum set of skills needed for the approved workflow. For every enabled skill, set Available To to the security groups that should be allowed to use it. A user who can converse with an agent should not automatically gain every skill installed in that agent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Align each skill’s access groups with the groups that have permission for the APIs and tools the skill executes. Select View Security for Agent Skill to inspect the policies required by a skill before you expose it to a production group. Resolve missing domain permissions in the normal Workday security model; changing only the ASOR group does not grant API access.

Understand ambient and delegate execution

Workday distinguishes how a skill acts when it runs:

Execution mode Whose permissions apply Administrative implication
Ambient The skill acts as the agent and uses the agent’s own security permissions. Review the agent’s permissions as a service identity. Keep its access narrowly scoped and monitor every action.
Delegate The skill acts on behalf of a human and depends on that user’s permissions. Test with representative users because results can differ by role, supervisory organization and domain security.

Do not describe a delegate skill as “admin access.” It can do only what the requesting user is allowed to do. Conversely, do not assume ambient execution is harmless: an over-permissioned agent can expose or change records for anyone who can invoke the skill.

Activate only after access testing

Review the enabled skills, their Available To groups and the security report with the business owner and security owner. Activate the agent only after a controlled test confirms that an authorized user can complete the intended action and an unauthorized user cannot discover or invoke it. Workday says the agent’s ASU activates automatically when the agent is activated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Register an external agent through the ASOR API

An external agent does not use the Unregistered Workday Agent screen. Workday’s documented path defines and registers the agent through the ASOR API. Treat this as an API implementation and security review, not a point-and-click configuration.

Prepare administrator access and identifiers

  • Give the implementation account the required ASOR permissions, including Setup: Agents, Manage: Agents and Agent Management Hub, plus the tenant security access needed to complete the work.
  • Obtain an OAuth token using the organization’s approved authentication process.
  • Identify the Workday API WIDs for every tool or business operation the external agent will call.
  • Find the provider ID and platform ID required by the tenant’s ASOR registration model.
  • Document the agent’s skills, execution mode, data classifications, callback or hosting details and owning team before sending a definition request.

Call the current ASOR definition endpoint

Use the current Workday documentation for the ASOR agent-definition endpoint, request schema and tenant or regional endpoint guidance. Endpoint paths and required fields can change; copying an old example into production is unsafe. Submit the definition with OAuth, the provider and platform identifiers, the agent metadata and the approved tool/API references. Capture the response identifier and status in the change record.

After registration, inspect the agent in Agent Management Hub if the tenant exposes it there, apply the same skill-level security review used for a Workday-built agent, and test with representative groups. External registration does not waive Workday API permissions, audit requirements or the organization’s change-control process.

Validate behavior, security and auditability

Run tests with representative users

  1. Test in a non-production tenant with a user from each intended security group.
  2. Confirm that each user sees only the skills assigned to that group.
  3. Exercise successful and rejected paths: permitted employee self-service, a manager action, a sensitive finance transaction and an operation the user must not perform.
  4. For delegate skills, repeat the same test with users holding different domain permissions.
  5. For ambient skills, verify that the agent identity cannot read or modify data outside the approved scope.
  6. Check the resulting business-process events, accounting records or employee data for correctness and expected approvals.

Review security reports and audit trails

Use View Security for Agent Skill to review policy requirements and identify gaps before expanding access. Use View AI Agent User Audit Trail to inspect activity. The audit distinguishes actions performed By User from actions performed On Behalf Of User, which is important when an agent performs delegated work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

ASOR also provides registered-agent status and agent analytics. Set a review cadence appropriate to the risk of the workflow. Reconcile registrations, enabled skills, security groups and owners after each release or organizational change.

Keep a rollback path

If a skill behaves unexpectedly, remove its user-group access or deactivate the agent while the issue is investigated. Deactivation hides the agent from users but retains it in the management hub for possible reactivation. Preserve audit records and the original configuration; do not delete evidence while troubleshooting.

Workday-announced HR and finance use cases

Workday’s May 19, 2025 announcement described the following agents and capabilities. These are announced examples, not evidence that every customer can activate them today.

Announced agent or capability Workflow example What to verify before planning deployment
Document Driven Accounting Agent Extracts information from documents for billing, invoicing and accounting entries. Eligible SKU, finance security domains, accounting approvals and tenant availability.
Frontline Agent Handles absence reports and helps identify replacement coverage. Worker and scheduling data access, manager groups and regional support.
Self-Service Agent Answers employee and manager questions and performs approved actions. Employee-data domains, delegate permissions and privacy boundaries.
Supplier Contracts Agent Reviews supplier-contract obligations. Contract records, finance/legal ownership and read-versus-action scope.
Business Process Optimize Supports analysis and improvement of business processes. Process analytics access and the difference between recommendations and changes.
Financial Audit Supports financial-audit work. Audit-role permissions, evidence handling and segregation of duties.
Payroll Supports payroll workflows. Payroll confidentiality, approval controls and production-only restrictions.
Recruiting Supports recruiting activities. Candidate privacy, recruiter roles and regional data rules.
Talent Mobility Supports movement and development of talent. Worker visibility, manager relationships and policy controls.

Workday also says its Illuminate platform is fueled by “more than 1 trillion transactions a year.” That is Workday’s own product-context figure, not an independently verified performance result, adoption rate, accuracy measure or time-savings guarantee.

Governance controls for HR and finance automation

Use least privilege by skill

Make a separate decision for every skill. A payroll skill, an employee-profile lookup and a supplier-contract review should not inherit one broad “all agent users” group. Start with a small pilot group, document the business justification, then expand only after audit evidence supports the change.

Separate duties and approvals

Keep agent administration, security administration and business ownership separate where your control framework requires it. An agent that prepares an accounting entry should not automatically approve its own result. For payroll, recruiting and employee data, retain the existing human approval and privacy controls unless your documented process explicitly changes them.

Control tenant drift

Because ASOR configuration cannot currently be migrated between tenants, maintain a repeatable runbook for each environment. Compare functional-area settings, domain policies, registered agents, skill groups and activation status after every manual setup. Treat production enablement as a separately approved change.

Review lifecycle events

  • Assign an owner and backup owner for every registered agent.
  • Review skills and groups after reorganizations, role changes and security-policy updates.
  • Revalidate external OAuth credentials, provider identifiers and API scopes on their rotation schedule.
  • Investigate unusual activity in the AI Agent User Audit Trail.
  • Deactivate agents that are no longer supported, retaining the record and audit history.

Troubleshoot common setup failures

The agent does not appear in Agent Management Hub

Check the tenant’s subscription arrangement, purchased SKU, UMSA status and regional availability. Confirm that ASOR and its administrator policies are active in that tenant. If the agent was merely announced or shown in a Marketplace category, ask Workday or the account team whether it is actually entitled for your organization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The agent is registered but a user cannot see a skill

Inspect the skill’s Available To security groups and confirm the user’s current group membership. Check whether a pending security-policy change has been activated. Do not add broad access until you understand which group assignment is missing.

A visible skill fails when it runs

Use View Security for Agent Skill to identify the required policies, then verify the permissions for every API or business process the skill invokes. For delegate execution, test the requesting user’s domain access. For ambient execution, inspect the agent’s own permissions. A visible skill with insufficient API permissions is a security configuration problem, not a reason to bypass controls.

An external registration request is rejected

Verify the OAuth token, provider ID, platform ID, Workday API WIDs and the current ASOR request schema. Confirm that the endpoint matches the tenant and region documented for your environment. Recheck the administrator’s ASOR setup and manage permissions before changing the agent definition.

Users report an unexpected action or data exposure

Deactivate the agent or remove the affected skill’s access group, preserve the audit trail, and compare the executed operation with the approved skill definition. Determine whether the cause was ambient permissions, a delegate user’s access, an over-broad group or an external tool scope. Reactivate only after the business and security owners approve the correction.

Production-readiness checklist

  • Workflow, agent, skills, tenants and user groups are documented.
  • Subscription arrangement, purchased SKU, UMSA/MSA conditions and current Flex Credit or production terms are confirmed.
  • ASOR is enabled and pending policy changes are activated in every tenant.
  • Administrator security groups have the required View and Modify access without unnecessary scope.
  • Each skill has an explicit Available To group.
  • API and business-process permissions have been tested for both ambient and delegate behavior where applicable.
  • External agents have approved OAuth, provider, platform and Workday API identifiers.
  • Representative authorized and unauthorized-user tests have passed.
  • Security reports, audit trails, ownership and review dates are recorded.
  • A deactivation and reactivation plan is documented before production activation.

With those controls in place, Workday agents can be introduced as governed workflow capabilities rather than as an unreviewed chatbot. The safest implementation is the smallest useful skill set, enabled for the narrowest appropriate groups, tested in each tenant and monitored through ASOR and Workday security auditing.
